1 Program Information

Master’sProgramforFutureGlobalLeadersinEnvironmentalPolicy(MGLEP)

The Master’s Program for Future Global Leaders in Environmental Policy (MGLEP) funded by the Ministry of Environment of Korea (KME) is designed to support Graduate Studies Program for government officials working in environment or related fields in Korea’s partnering countries

The main goal of MGLEP is to support the training of key personnel who have the capacity to lead the sustainable economic and social development of our partnering countries through the transfer of Korea’s know-how and experiences in environmental improvement.

The KME launched the program for the first time in 2015, reflecting the demand of its partnering countries for the long-term capacity-building programs discussed during high-level meetings and through the international cooperation network of the Ministry.

This program is expected to contribute to the capacity-building in environmental policy of partnering countries by allowing the participants to experience Korea’s development process, acquire specialized knowledge in the field of environment through intensive training, and strengthen the ability for policy development and analysis.

With the ownership of the program, the KME will put its best efforts to support participants of MGLEP not only in expanding their knowledge of environmental policy and technology, but also establishing valuable networks and experiencing Korean culture, society and history through this invitation program for officials of our partnering countries.

NationalInstituteofEnvironmentalHumanResourcesDevelopment(NIEHRD)

The National Institute of Environmental Human Resources Development (hereinafter referred to as “NIEHRD”) is a national training institute of the Ministry of Environment, which was established with an aim to improve capacity building of government officials in 1980. After several reorganizations, it became an independent national environmental training institute in 2006, providing education programs not only for government officials but also for employees in the environmental field and general public as well.

NIEHRD has also carried out international programs for foreign government officials, with a view to sharing Korea’s experiences in the field of the environment with other countries. As of December 2017, it has conducted training programs for 2,576 officials from 96 countries, providing a venue for sharing Korea’s environmental policies and cutting-edge environmental technologies.

For an effective and efficient program, NIEHRD of KME will cooperate with capable academic institutions in Korea to provide an opportunity for participants to accumulate their knowledge on areas of academic interest as well as gain a first- hand experience of Korea’s development process during their stay in Korea.

Since its establishment in 1997 as one of the nine government-supported graduate schools of international studies, GSP has proven to be one of the best. GSP is the only institution that has ranked continuously and consistently among the top three. The GSP family consists of students from more than 30 countries from a variety of backgrounds, religious affiliations and extensive international experience. The impact of this international diversity on the GSP program is enormous, adding varied perspectives to classroom discussions, team projects and everyday interactions. GSP helps students improve their knowledge and skills to reach international standards. Students learn both the theory and practice of international development, economics and business, and global issues around the world. New leadership for the 21st century requires creative problem solving and an in-depth understanding of the global agenda. With a rich source of international, academic and policy experiences, the GSP faculty prepares students for these leadership requirements.

GSP has offered the Master’s Program in Industry and Trade Policy (MIT) for public officers from partner developing countries. Recently, GSP has launched another graduate degree program, the Master’s Program for Future Global Leaders in Environmental Policy (MGLEP). Both programs are sponsored by the Korean Government. These programs are producing a strong synergy effect with the institution’s other degree programs and have expanded its global alumni nexus to over 50 countries. on sustainable development

Full-ride scholarship with a monthly living allowance will be provided to cover the

▣ Application Eligibility

Ÿ Applicants must be a citizen of the Scholarship Program partner countries.

Ÿ Applicants must hold a bachelor’s degree or equivalent.

Ÿ Applicants must be a government official or a public sector employee whose work

is closely related to environmental policy or sustainable development or young

scholars of environment study in national universities (three or more years of

experience preferred).

Ÿ Applicants should be officially nominated or endorsed by his/her government.

Ÿ Applicants should have sufficient command of both spoken and written English in

order to participate in classes conducted entirely in English.

Ÿ Applicants should agree to return to his/her home country upon completion of

study under this program.

Ÿ Applicants should be in good health, both mentally and physically, and able to

stay in Korea for the duration of the program period.

Ÿ Applicants should be 45 years old or younger at the time of application.

Ÿ Applicants should have not previously participated in a scholarship program

(graduate program) supported by the Korean government.

a. Preliminary Session (2 Weeks)

Students are required to take a two week preliminary session before the first academic

semester begins. The preliminary session is designed to help students adjust

successfully to the program. Non-credit courses including the Introduction to the

University and Its Facilities, Korean Language & Culture, Korea & University Rules will

be offered during the session.

b. Regular Coursework Semesters (4 Semesters)

Students are required to obtain 42 credits during regular academic semester. These

credits include 21 credits of required courses and 3 credits of thesis writing. Once the

course work is successfully completed, there is no qualification exam for thesis

submission.

c. Internship In the Winter/Summer break, students may participate in an internship or job shadow

opportunity to enhance the practical understanding of environmental technology and

policy. If students complete the required period (8 weeks or more) of internship and

thereafter submit an internship report, they can earn 3 credits.

d. Thesis In addition to the completion of the required coursework, students are required to write

a master’s thesis under the guidance of his/her advisor. The thesis is one of the most

important requirements for graduation and equivalent to 3 credits.

2. ORIENTATION Upon arrival in Korea, an orientation will be held for participants. This orientation aims to

provide participants with useful information on the program as well as general information on

living in Korea that participants will need during the program. The orientation will include the

following:

(*) The medical check-up will be implemented after arrival in Korea to assess the participants’

health. If conditions are present which may hamper the student in his/her graduate study, the

participant will be required to return home. Acceptance to the MGLEP program and status as

a scholarship recipient will be confirmed after the medical check-up.

3. CURRICULUM

a. Curriculum

The MGLEP curriculum of GSP is designed to prepare students for knowledge on

environmental policy and technology in order to cope with climate change. The

curriculum comprises environmental policy and its practices in Korea, sectoral

environmental policy and technology, environmental risk and its management, and

environment-related institutions and regulations. Students are required to obtain 42

credits during regular academic semester and must gain 24 credits of required

courses including thesis writing. Students may choose from a variety of electives for

coursework completion.

b. Required Grade Point Average (GPA)

Ÿ Students with a GPA below 2.7 (B-) for two consecutive semesters will be

automatically expelled from the program.

Ÿ Students with a GPA below 2 .7 (B-) will be disqualified from acquiring a diploma

or a graduation certificate.

c. Thesis Writing

Ÿ Prospective students are required to submit their policy research topics during the

application process. An academic advisor will be assigned for the students based on

their research topics after the completion of two semesters. The academic advisor

will serve as the vice-chair of the student’s thesis referee committee.

Ÿ The referee committee will be organized in consideration of each student’s thesis

topic. The student should present his/her thesis proposal to the committee in the 3rd

semester. The student will begin writing the thesis after the thesis proposal is

approved by the committee.

Ÿ All students are required to submit their thesis to their referee committee and the

dean of GSP at least two weeks prior to the defense date, and to successfully

defend their thesis by the end of the 4th semester.

Ÿ The program will arrange four site visits which can help students gain more practical

knowledge of Korea’s environmental policy and industry for sustainable

development.

Ÿ The site visits will also include cultural activities which can help students better

understand Korean culture and society.

2) Field Trips

Ÿ The program offers opportunities to learn from exemplary practices such as Korea’s

efforts to improve the environment and Korea’s swift response to climate change as

well as its’ strenuous efforts to reduce greenhouse gases.

PART V. THE ACADEMIC INSTITUTION

1. GENERAL OVERVIEW OF KYUNG HEE UNIVERSITY (KHU)

Kyung Hee University maintains 19 graduate schools and 24 colleges on 3 campuses (Seoul,

Global, and Kwangneung). As a leading private university in Korea founded with the mission to

create a civilized world, Kyung Hee University pursues global eminence with its state of the art

research facilities and renowned faculty informed by the Common Society Movement which was

established by the International Association of University Presidents and the United Nations

International Day of Peace and which received the UNESCO Prize for Peace Education, held the

World Civic Forum in association with the United Nations in 2009, and held a joint conference

with the United Nations Academic Impact (UNAI) in celebration of the 30th anniversary of the

International Day of Peace in 2011.

2. GRADUATE SCHOOL OF PAN-PACIFIC INTERNATIONAL STUDIES (GSP)

The Graduate School of Pan-Pacific International Studies (GSP) was established at the Global

Campus in 1996 as one of nine government-funded graduate programs of international studies.

The school is currently running four departments: International Trade and Economic Cooperation

(IT & EC), International Business (IB), International Relations, and International Development

Cooperation (IDC). In addition, it also offers two tailored programs: the Master of Arts in

International Development and Consulting (MIDAC) and the Master of Arts in Industry and Trade

Policy (MIT).

In 2002, the Korea International Cooperation Agency (KOICA) and GSP initiated a master’s

program for international students from developing countries. The program has been deemed as

one of the most excellent master's programs among those offered under the KOICA scholarship

program. Until now, more than 300 alumni from 40 countries have graduated from this program.

Subsequently, GSP was nominated by the Korean Ministry of Education and Human Resources

Department as the institution which would train and educate experts in Official Development

Assistance (ODA) in 2007. This ODA program offers not only educational content, but also many

opportunities to work with other institutions including government agencies and NGOs.

Since its foundation, GSP has achieved remarkable success in its quality of international studies.

The objective of a GSP education is to produce experts in international and global affairs who

can meet the challenges of globalization and normalization, and who are equipped with core

skills in their respective areas of study, practical expertise, strong problem-solving ability,

international awareness and vision.

3. ACCOMMODATION

GSP students will live in Woojungwon, a dormitory that actively supports the international

community on campus including both MGLEP students together with other international students

studying at Kyung Hee University. Currently, around 300 international students reside in

Woojungwon.

Woojungwon, built in September 1998, is a dormitory complex including both a residence and a

business area that can accommodate about 2,000 people. Each unit is furnished with a

shower/lavatory, bed, desk, cabinet and telephone. Each room is also supplied with a LAN cable

for provision of free internet and e-mail access.

Ÿ Woojungwon provides services in Korean, English and Chinese.

Ÿ There, students are introduced to various activities allowing for experience of Korean

culture (e.g. visiting the Korean Folk Village, making Korean rice cake, and a city tour in

Gyeonggi Province).

Ÿ The rooms have been recently renovated with new furniture.

In addition, for the convenience of students wishing to cook for themselves, a public kitchen on

the basement level is equipped with kitchen utensils, induction ranges and microwaves. In the

basement and on the first floor, a student cafeteria, food court, several cafes and private

restaurants are provided to students. Consequently, a variety of meals are available without even

stepping beyond Woojungwon.

4. ADDITIONAL FACILITIES AND INFORMATION

a. Library

The Central Library is located in front of Philosopher Square near the GSP building. It

houses open stacks of over one million Western and Eastern books and 13,000

academic journals. The holdings are separated into four rooms by type, i.e. books,

periodicals and audio-visual materials. There are also three reading rooms and one

24-hour reading room. During exam periods, the 1st, 2nd and 4th reading rooms are

open 24 hours from a week before the beginning of the exam period.

In addition, the library provides various academic services online via the KULIS

(Kyung Hee University Library Information System) to ease access to the user’s

personal information as well as loans, purchase requests and applications to various

workshops for a personalized experience. The library's database is also available

online.

Students need a student ID card to enter the library and to borrow books or other

materials. The website is http://library.khu.ac.kr and has extensive information on the

variety of services offered to students.

b. Computing Facilities

Many computer labs are available on the KHU Global Campus. The most convenient

internet access can be found in the GSP computer lab and International Lounge on

the first floor of the International Studies Building. The GSP computer lab for MGLEP

students is equipped with 25 computers, 2 high speed laser printers and 1 scanner for

students’ use. Students can use personal laptop computers to access the internet in

GSP computer lab or in the dormitory rooms through the wireless network.

c. Gymnasium and Wellness Center

A gymnasium is located in the College of Physical Education and Global Building. The

gym includes sports facilities for tennis, basketball, baseball and soccer. These

facilities are free for all students, and they are in very good condition. There is no need

to look beyond the campus.

Soccer & Badminton

Soccer players are expected to provide their own personal sports equipment such as cleats and

jerseys. Interested people may wish to join the "KHU FIFA" group on Facebook to arrange

training and friendship games through the group channel. Internal rules govern the use of many

sports facilities; therefore, precautions should be taken such as checking with the administrative

staff or other students prior to the game.

For badminton, there are six indoor badminton courts located at the Physical Education School.

d. Cafeteria and Snack Bars

There are several cafeterias and snack bars on campus with various menu offerings to

suit the needs of the diverse students and faculty.

Ÿ Student Cafeteria in Student Union Building: There is a student cafeteria located on

the first floor of the student center. It operates from 8 AM to 6:40 PM. This cafeteria

mostly offers Korean food, western food and boiled instant noodles.

Ÿ Student Cafeteria, Food Court and Private Restaurants in Woojungwon: A student

cafeteria is located in the basement of Woojungwon. It runs from 8:00 AM to 10:00

AM for breakfast, from 11:00 AM to 14:00 PM for lunch, and from 17:00 PM to 18:45

PM for dinner. A food court is available on the first floor of Woojungwon along with

several cafés and private restaurants. Operating hours for these facilities start from

8:30 AM and end at 9:00 PM.

e. Healthcare Facilities

If students have minor health problems such as a cold or indigestion, it is strongly

recommended that they visit the Kyung Hee Clinic located on the second floor of the

student union building (where a medical doctor will be available twice a week). For

further treatment, students may need to visit a hospital near the campus. Students are

requested to consult with the program coordinator when they become ill.

f. Bank and Money Exchange

Ÿ Hana Bank is located on the first floor of the Woojungwon dormitory. The business

hours are from 9:00 AM to 16:00 PM, Monday through Friday, and it closes on

weekends and holidays. During the preliminary session, students can fill out the

required forms to open a bank account.

Ÿ Foreign currency can be exchanged into Korean currency (Korean Won) in banks at

the airport, foreign exchange banks, and other authorized money exchanges

including the on-campus Hana Bank. Please note that only US Dollars, Euros,

Japanese Yen or Chinese Yuan can be exchanged at the on-campus bank. A Global

ATM is located right next to the Hana Bank on campus.

Ÿ In addition, students can use their bank card at most ATMs in Korea. ATMs are

easily accessible as they can be found on most street corners or in stores. However,

students can only obtain a bank card after receiving their Alien Registration Card

(ARC). Students may still use the bank before acquiring the ARC, but most banks

will not allow students to deposit cash until they have been issued the

aforementioned card. It is therefore important that students always carry some cash

with them for personal use during this waiting period. It also is possible and easy to

upgrade your regular ATM card to a VISA or MASTERCARD for use when online

shopping or for other daily payments. Please inquire at the Hana Bank located on

the first floor of the Woojungwon dormitory if you wish this service.

g. Post Office

A post office is located on the first floor of the Student Union Building. The campus

post office provides general mailing services including mail, parcel post, registration,

domestic and international EMS, and certain banking services. The business hours

are from 9:00 AM to 18:00 PM (to 16:00 PM for banking services).

h. Wi-Fi Service

Wi-Fi service is available within the campus. In order to access it, students are

required to create an ID and PW on the university website and log on to their mobile or

laptop device with their log-in information. Detailed information will be provided in the

Student Guide Book which will be distributed at the orientation.

i. Student ID Card

GSP will assist you in obtaining and filling out the necessary forms for the student ID

card at the One-stop Service Center. Students will need to provide a passport-size

photo which can be taken and developed at the photo shop in Woojungwon. It can

take up to three weeks to process the ID card, but once it is received, it may be used

to enter the university library, purchase discount subway tickets or access all of the

public university facilities. The student card can double as a deposit card and a

transportation card in Korea. However, students need to go to the Hana Bank to set

the card up for this service.

j. Alien Registration (International Students)

All foreign residents planning to stay in Korea for more than 90 days must report to the

Seoul Immigration Office and register for an Alien Registration Card within 90 days

from their date of arrival. To be eligible for Alien Registration, students must hold a

long-term D-2 visa. Alien Registration will be done during the preliminary session(or

within a month after the semester begins), and students will be accompanied by the

program coordinator to the immigration office. Once registered, it takes about a month

to receive an Alien Residence Card.

1. TRAVEL TO KOREA

KHU arranges and pays for the participant to travel to and from Korea. The participant is to travel

by the most direct route between Incheon International Airport and the main international airport

in the participant’s home country. KHU will cover an economy class, round-trip airfare.

If the participant wants to change the flight itinerary, any additional fare will be borne by the

participant. The participant is responsible for the issuance of the visa necessary for this

scholarship program. If a participant invites family members for a temporary visit during the

program, he or she must take full responsibility for all the relevant costs and other necessary

administrative procedures (Please refer to the Accompanying or Inviting Family section of Part

VII Regulations).

2. STUDY AND LIVING EXPENSES

The following expenses will be covered by NIEHRD-KHU during the participant’s stay in Korea.

communicable diseases, the applicant will be denied acceptance to the program

asked to return to his or her country.

b. Health Insurance

Ÿ National Health Insurance Program: The National Health Insurance Corporation

(http://www.nhic.or.kr/portal/site/eng) provides health insurance for foreign students.

The insurance is designed for overseas Koreans and foreigner residents who reside

in Korea for more than a year. Foreign students, their spouses and their children

under 20 are eligible for the insurance. To apply, the student must submit a copy of

his/her alien registration card and verification of his/her purpose of stay at an office

of the corporation. A call center service is available in English for foreign students at

033-811-2000.

PART VII. ACADEMIC REGULATIONS

1. PARTICIPANT RESPONSIBILITIES

Ÿ Participants are required to do the following:

- To abide by the rules of the academic institution

- To take up the scholarship in the academic year for which it is offered (deferral is not

allowed)

- To reside in the accommodation designated by KHU (GSP) for the duration of the course

except for holidays or temporary leave

- To maintain an appropriate course load and achieve satisfactory academic progress for the

course. If the participant fails to attain the minimum grade required by KHU (GSP), his or her

status as a MGLEP program participant may be suspended

- To participate in all activities associated with the approved course of study

including all lectures and tutorials, submit all work required for the course and sit for

examinations unless approved otherwise by KHU (GSP) in advance

- To advise KHU (GSP) of any personal or family circumstances such as health problems or

family problems which may seriously affect their study

- To refrain from engaging in political activities or any form of employment for profit or gain.

- To agree to NIEHRD collecting information concerning them and passing that information

onto other relevant third parties, if necessary

- To return to their home country upon completion of the program

- Not to extend the length of the program or stay for personal convenience; neither NIEHRD

nor KHU (GSP) will provide any assistance nor be responsible for an extension of their stay

- To either return to their original job post or remain employed in a field related to their degree

for at least 2 years

- If the participants break any of the rules of either NIEHRD or KHU (GSP) during their stay in

Korea, their status as MGLEP program participant may be suspended or terminated.

- KHU (GSP) may cancel admission if a participant fails to undertake a medical check-up.

2. WITHDRAWAL

Ÿ In principle, a participant is not allowed to withdraw from the course at his or her own discretion

once the course starts.

intervene (such as health or work issues) when acceptable to NIEHRD-KHU (GSP).

Ÿ If a participant fails to attain a certain minimum grade required by KHU (GSP), he or she may

be forced to withdraw and return home upon withdrawal.

Ÿ Once withdrawn, the participant must return to KHU (GSP) the living allowance he or she has

already received for the remaining period from the date of departure from Korea.

3. TEMPORARY LEAVE

Ÿ In principle, participants are not allowed to take a temporary leave of absence during the

semester. In case of special circumstances, e.g. his/her own marriage or death in the family,

participants may take temporary leave upon advance notification to the university. They should

notify the program director and the KHU (GSP) office prior to departure by submitting the

Request for Temporary Leave form. Air tickets should be presented once purchased.

Ÿ Those who wish to take temporary leave during breaks should notify the program director and

the KHU (GSP) office two weeks prior to the departure by submitting the Request for

Temporary Leave form and e-ticket.

Ÿ NIEHRD and KHU (GSP) will not pay airfare for this trip, nor will NIEHRD pay a living

allowance for days absent including both the departure and arrival dates.

Ÿ All expenses incurred by the participant during the leave are to be covered by the participant

and not by NIEHRD or KHU (GSP).

- If the participant is found to have made an unreported temporary visit to his or her

home country or traveled to other countries or has made a trip without university’s

approval, his or her living allowance will be suspended (from the day of departure to

the day of return), and KHU (GSP) may impose disciplinary action upon him or her,

possibly including expulsion from KHU.

4. ACCOMPANYING OR INVITING FAMILY

Ÿ Since the MGLEP Program is quite intensive, it requires of students their full commitment to

and concentrated endeavor toward their study; therefore, participants are advised not to bring

any family members.

Ÿ Participants may bring or invite family members for up to a month during summer or winter

break following advance approval of the program director. However, they must be able to cover

all of the relevant expenses such as airfare, accommodation, living costs, visa fees, insurance,

etc.of their family as well as be responsible for any administrative procedures required.

participant arising from extracurricular activities, willful misconduct, or undisclosed pre-existing

medical conditions.

Ÿ Participants are advised not to purchase or own personal vehicles for safety concerns and to

promote full concentration in their studies.
