the 27th November, 1959.I went in to talk with Dr. Brummer today, and

the following are the main points which arose out of our conversa- ti onj

(1 ) The Government donated 23,000 dollars to the United Nations Commissiona? for the World Refugee Year some time back, and Mr. Eric Louw supported the Year in the United Nations. It does not appear that at the moment the Government has it In mincl to do anything further.

(2) Do we wish to ask the Government to take any further steps in the matter? Do we wish them to make a further grant - this 1s unlikeL y since any further money they felt they oould give would have been given through the Commlssiono*. Or have we any specific scheme in which ^

>> we want them to assist? I intimated that we had not reached that stage yet, but were going into the matteras soon as our National Committee was set up. Or did we simply want the moral support of the Government?The Minister, for instance, might be willing to address a pubLic gathering on the matter.

(3) Dr. Brummer felt that it would be quite useless to approach the Minister until (a) we had a strong repress! tative National Committee made up of well- known public figures, and (b) a clear programme of action. ”----- -

(ll-) He did not think there was much chance of Government support unless it was clear that whatever we intended

doing was backed by widespread, spontaneous public desire.(5) If we were thinking of bringing some of the refugees

into the country, he felt that we must be very cautious in presenting such an idea to the Government. The Grove?nment has teams of officials in overseas countries constantly screening would-be immigrants, and if any of the refugees in need could pass these tests they could enter the country through ordinary channels. When the 1,400 Hungarians were taken in a few years ago the great majority of them passed the necessary tests, and have made good. A few of them, however, were brought in only on humanitarian grounds, and these remain, and will remain till the end of their lives, a financial burden on the country.

(6) Dr. Brummerhad heard of the idea of founding a village for refugees in South Africa, aid because of the reasons mentioned in (5) above felt that it would not be wiseto press this idea in our approach to the Minister.

(7) Other Departments which go into this picture^would be Interior" (which deals with immigrants), and External Affairs(through which the original Government grant was made).

All this, it appears to me, adds up to one thing. We will have to recognise that urgent though the matter seems to us, it is going to take time (as you yourself emphasised in our committee meeting last week). As I see it we must first establish this strong, representative National Committee, with as many important public figures on it as possible. Then we must work out a oretty clear-cut scheme. Only then will it be of ^ _ very much use to approach the Government. In the meantime we C ) shall have to look elsewhere for financial support to meet our

^immediate expenses. One thing seems fairly certain, and that is that the Government do not seem to have in mind any further steps as far as the World Refugee Year is concerned. They might do more, but only by prodding - and the prodding will have to be done by some pretty big prodders*

Ladies and Gentlemen,I have •undertaken to submit a draft constitution for the

National Committee for the consideration of your meeting. I would like to make it quite clear that it is only a very rough draft to be used as a basis for discussion in case no other draft is presented and that I am not of the opinion that the whole draft or any part should be accepted by your meeting. I do feel, however, that such a constitution should be prepared and submitted to the National Committee as soon as it is formed.

D R A F T C O N S T I T U T I O N

1. The Committee shall be known as the "SOUTH AFRICAN NATIONAL COMMITTEE FOR WORLD REFUGEE YEAR".

2. The Committee shall operate in the Union of South Africa and the mandate territory of South West Africa.

3. The aims and objects of the Committee shall be:-

a. To focus interest on the refugee problem and to encourage additional financial contributions from the Government, Local Authorities, Churches, Voluntary Agencies and the General Public.

b. To encourage additional opportunities for permanent refugee solutions through voluntary repatriation, integration or immigration on a purely humanitarian basis and in accordance with the expressed wishes of the refugees.

c. To co-ordinate, support and encourage all W.R.Y. Activities of the Government, Local Authorities, Churches and Voluntary Agencies.

4. The Committee shall consist of the persons nominated by the National Conference held in Johannesburg on 26th November, 1959 and the meeting of the S.A. Interim Committee and any other person co-opted by the National Committee for his/her special knowledge of refugee affairs or his/her activities in this field.

5. The Committee shall be assisted by an Advisory Council consisting of representatives nominated by existing Welfare Organisations, Churches, Professional and Business Institutes, Government Departments and Local Authorities.

6. The Committee shall administer all funds contributed for W.R.Y. with special regard to the wishes of the contributors.

7. The Committee shall have no authority over affiliated or co-operating Agencies the Committee shall only make recommendations to such Agencies in the interest of the Refugee Year effort.

The Committee shall have the right to appoint one or more full time executive officials if this is thought expedient and shall pay these officials a remuneration not in excess of a remuneration normally paid to such an official.The Committee shall support the establishment of Provincial and Local committees.The Committee shall operate during the year I960 but shallhave the right to convene a Conference of representatives of all affiliated and co-operating Agencies to consider the need of continuing the operations of the committee after 31st December, I960 for as long as such conference deems necessary.If any assets remain after disolution of the Committee, these shall be distri­buted in consultation with the affiliated and co-operating Agencies and the Department of Social Welfare.Members of the Committee and Advisory Council shallhave the right to appoint an alternate to speak in their place at any meeting.

The Committee shall have the right to amend this Constitution and to make any regulations and by-laws not consistent with the spirit of this original Constitution.

Dear Dr. Blaxall,I have sent another letter to Mr. Charles te Water, and will

follow it up with a personal call. I believe he is rather hard of hearing which will make it rather difficult.

I have also written to Judge Maritz and enclose a copy of thisletter.

Dr. Nicol and Judge Centlivres have turned down the invitation. I hope to see Centlivres personally to change his mind but I doubt whether it will have any success.

I am glad that there is still a chance that I may attend the Geneva Conference but hope to know "yay or nay" soon so that I can arrange my plans accordingly.

If Sabena agrees have you made any arrangements for the Cape Town- Johannesburg part of the journey and the travelling, etc. in Europe?

Have arrangements been made to brief Mrs. Pampe and am I to send her any information? If so please give me her address.

I had the "pleasure" of meeting Mrs. Balser on Boxing Day and I am sorry that I cannot do anything for her but I do not think she could be of much help to the committee as she suggested.

I have spoken to Archdeacon Wood who was most surprised that the Anglican Church was not represented at the conference although Dr. Reeves and Dr. de Blank had been formally invited.

Thank you very much for the minutes of the Committee Meeting of 19th December and compliment you on the amount of business transacted.

I have taken special note of the forming of the National Committee and will go flat out to enlist the required number as soon as possible.

5. Alternates. Any member of the Committee may nominate an alternate to attend meetings of the Committee on his or her behalf, subject to the approval of the Chairman.

6* Officers. The following officers shall be elected by the Committee in an honorary capacity: Chairman, five Vice-6hairmen and Treasurer.

7. Quorum. Not less than one quarter of the members of the Committee or their alternates shall constitute a quorum, provided that at least three of the elected members are present.

Meetings. The Committee shall meet at least three times within the calendar year.

9. Finance* The Committee may, in order to carry out its aims and objects, collect funds from the public in its own name, and orga­nise any activity the proceeds of which shall be devoted towards those aims and objects or for the purpose of enabling the Committee to achieve those aims and objects, providing that such funds shall be administered with special regard to the wishes of the contribu­tors. Any funds not earmarked by the contributors must be utilised

in accordance with the policy of jhe^International Committee for World Refugee Year as set forth in 2la) andVb) above, and such

10. Executive Committee. The Committee shall elect, at its firstmeeting, an Executive Committee from among its members consisting of the honorary officers and at least three additional members,

if|. Other Committees. The Committee may appoint such sub-committees from time to time as may be deemed necessary to deal with particu­lar matters, including Provincial, Regional or Local sub-committees.

Such sub-committees shall be appointed by and be subject to the control of the National Committee in all their activities.

12. Executive Officials. The Committee shall have the right toappoint one or more full- or part-time executive officials if and as considered desirable or necessary.

13• Duration. The Committee shall operate during the World Refugee Year (July 1st 1959 to June 30th I960) and thereafter as long as it is found necessary to complete the projects initiated during that year.

14. Amendments to the Constitution. The Committee shall have theright to amend this Constitution by a two-thirds majority of the

a^zttes members or their alternates present at any meeting of the Committee, provided that notice in writing of such suggested amendments be sent to reach all members or alternates not less than two weeks before the meeting.

^Dissolution. a) The Committee shall be dissolved upon resolution to that effect passed by a two-thirds majority of members presentvat a Special Meeting of the Committee.

b) If upon dissolution of the Committee there re­main any assets whatsoever after the satisfaction of all its debts, liabilities and commitments, such assets shall not be paid to or distributed among its members but shall be given to such other registered Welfare Organisation or Welfare Organisations preferably having similar objects as may be decided by the members of the Special Meeting at which it was decided to dissolve the Committee.

age additional financial contributions from governments, voluntary agencies and the general public for its sol­ution.

b) to encourage additional opportunities for permanent refugee solutions, on a purely humanitarian basis and in accordance with the freely expressed wishes of the refugees themselves.

Ij-. Membership. The Committee shall consist of persons elected by the Executive Committee of the South African Refugee Organisation, upon nomination by the Interim Committee set up by the National Conference on World Refugee Year held in Johannesburg on November 26th, 1959. It shall be formally constituted as part of the South African Refugee Organisation under clause 20 of its Constitution. The Committee shall have power to co-opt additional members.

5. Alternates. Any member of the Committee may nominate an alternate to attend meetings of the Committee on his or her behalf, subject to the approval of the Committee.

12. Executive Officials. The Committee shall have the right to appoint one or more full- or part-time executive officials if and as considered desirable or necessary.

13• Duration. The Committee shall operate during the World Refugee Year (July 1st, 1959, to June 30th, i960) and thereafter as long as it is found necessary to complete the projects initiated during that year.

14-. Amendments to the Constitution. The Committee shall have the right to amend this Constitution by a two-thirds majority of the members or their alternates present at any meeting of the Comm­ittee, provideda) that notice In writing of such suggested amendments be ssntto reach all members or alternates not less than two weeks before the meeting, andb) that the amendments are acceptable to the Executive Committee of the South African Refugee Organisation.

Dissolution.a)The Committee shall be dissolved upon resolutionto that effect passed by a tiro-thirds majority of members present at a special meeting of the Committee, and confirmed by the Executive Committee of the South African Refugee Organisation,b) If upon dissolution of the Committee there remain any assets whatsoever after the satisfaction of all Its debts and liabilities, such assets shall not be paid to or distributed among its members but shall be given to such other registered Welfare Organisation or Welfare Organisations preferably having similar objects as may be decided by the members at theSpecial Meeting at which it was decided to dissolve the Committee,
