2008-09 BUDGETThis past June the City Council adopted the City’s 2008-09 budget.

This budget provides a continuation of the existing level of services to LaVerne residents along with important new projects like the renovation ofthe Public Safety Facility. Appropriations for General Fund activities wereincreased by 5.1% over the prior year, and totaled $25.5 million.

Based on the slowing economy and troubled housing market, revenuegrowth is again forecasted at a slower pace than expenditures. The suddenclosure of Foothill Ford resulted in a last minute $100,000 downwardadjustment in sales tax. While the opening of the La Verne Commons isexpected to have a positive effect for the western end of the Foothill corri-dor.

Several major projects were also budgeted for the coming year will useprimarily restricted funds and grants. These include:

• Implementation of a reverse 911 system• Acquisition of property on First Street • Initiate Study for Expansion of Public Safety Facility

While increasing costs necessitated numerous cuts to balance this year’sbudget the cuts should have minimal effect on the level of services provid-ed to the community. However, further adjustments could be requiredbefore year’s end if the State’s budget includes take backs at the local level.

CHRISTMAS TREE RECYCLING As part of the City of La Verne’s curbside recycling program, Christmas

tree recycling will be available again this year. Residents who have curb-side recycling available must first remove all decorations, the stand, andplace their Christmas tree next to their recycling bins. A separate truck willpick up the tree and take it to be recycled as alternative daily cover at thelandfill. Curbside Christmas tree recycling will be available for two weeksafter Christmas starting on Monday, December 29, 2008, and again onMonday, January 5, 2009. Participation in this program helps the City ofLa Verne to meet California requirements to divert thousands of tons ofmaterials from area landfills. Please note that if the stand is not removed,the tree will not be picked up for recycling. KEEP THE PRIDE ALIVE!Now more than ever, the pride is alive in La Verne! The Military

Banner Recognition Program in the City of La Verne now features over 198personalized banners along the streets of “D”, Third, Bonita Avenue, ArrowHighway, Wheeler Avenue, Fruit Street, and White Avenue. La Verne sup-ports the men and women of their community that are currently serving ourcountry. Also on display at the Parks and Community Services Departmentin City Hall are photographs of these La Verne men and women. As partof this recognition program, Mayor Jon Blickenstaff has personally pre-sented a smaller banner to each family. The community is invited to par-ticipate in this recognition program.

Continuing with the success of the banner program, the community atlarge can purchase their choice of three 12” x 18” mini banners for only$15, a portion of which goes directly back to help fund the banner program.Choose from “Our Family”, “Our La Verne Family” or “this Business”Supports Our Troops. The design is the same as the large 3’ x 6’ bannersbut these recognize all 5 branches of the military. VACATION HOUSE CHECKSThis no cost program provides residents security checks while on vaca-

tion. Registered single-family homes are periodically checked during thehomeowner’s absence by members of the La Verne Police DepartmentRetired Seniors Volunteer Program. During a vacation security check, uni-formed volunteer patrols the property to ensure the home is secured and thewindows and doors are locked and undamaged. If by chance a burglaryoccurs at the residence while the homeowner is away, the designated“emergency contract” person will be notified.

Quick Facts About Plastic BagsEstimates vary, but Americans use 14 billion-300 billion plastic bags

annually at a huge energy cost. Plastic bags are made from oil, the samelimited natural resource used to fuel vehicles, provide energy in many partsof the world, and as a basic resource needed to keep machines of all kindsoperable. Plastic bags also do not degrade in the landfill, rather they breakup into little pieces over time. Dubbed the “urban tumbleweed,” plasticbags are a tremendous source of litter because they get caught in trees, clogwaterways and storm drains, and are a cause of blight—all factors that costcities resources in money, time, and quality of life.

Quick Facts About Paper BagsPaper bags consume another natural resource to produce them—trees.

In 1999, 14 million trees were used to produce the 10 billion paper bagsAmericans used, according to the American Forest and Paper Association.Because paper bags are often used once and thrown away, the City of LaVerne, along with other U.S. cities spend money, time, and landfill space todispose of the waste caused by the use of paper bags.

The Solution: Use a Reusable Shopping BagHelp us create a community that is sustainable and litter-free, use a

reusable bag at your next trip to the grocery store or at other favorite placesto shop. The reusable bags are made from 100% PolyEthyleneTerephtalate or PET. PET is basically recycled plastic bottles. After con-sumer recyclables have been collected and sorted by type at recycling cen-ters, PET products are crushed, pressed into bales, shredded, and refinedinto PET flakes. These flakes are transformed into the raw materials thatinnovative companies transform into new products such as reusable shop-ping bags. PET requires 2/3 less energy to manufacture than products notmade out of recyclable plastic. Other studies show that the production ofrecycled plastic requires 2/3 less sulphur dioxide, 50% less nitrous oxide,and almost 90% less water usage.

The bags are 14 inches tall, 12 inches wide, and hold the equivalent loadof 3-4 plastic bags or 2 paper bags. Four or five reusable bags will hold thecontents of a completely filled grocery cart. The handles are long enoughto hang on your shoulder but short enough to swing at your sides and foldneatly for storage. To receive the free bags, residents need only to come toCity Hall located at 3660 D Street, and fill out a quick survey.

CALIFORNIA REACHES RECORDRECYCLING LEVELS

The California Department of Conservation recently unveiled a newreport showing that Californians are recycling a record number of beveragecontainers. More then 14.7 billion beverage containers were recycled byCalifornians in 2007, an 11% increase over 2006 levels, and 50% more

than were recycled just five years ago. Overall, nearly one million tons of glass, aluminum, and plastic bever-

age containers are now recycled in California under the state’s 20 year oldContainer Recycling Law. No other state comes close to matching this levelof container recycling.

“We attribute the surge in the container recycling levels to several fac-tors,” Said Mark Murray, executive director of the environmental groupCalifornians Against Waste. “There is an increased concern for the envi-ronment and a desire by the public to do something—including growingawareness of the role recycling can play in combating climate change. Butcertainly a huge factor in this recent surge has been legislation to increasethe consumer refund value on containers to 5 and 10 cents.”

In 2006, AB 3056 by Assembly Member Loni Hancock (D-Berkeley),enacted a package of reforms and updates to the container recycling law,including an increase in consumer refund values from 4 cents, to 5 cents oncontainers under 24 ounces, and 10 cents on containers 24 ounces and larg-er.

“It’s great to see so many Californians responding positively to the newbottle bill. Recycling is a win-win for consumers and the environment,”Assembly Member Loni Hancock said. “Recycling your bottles and canssaves money, reduces litter, and cuts pollution, including greenhouse gases.I’m proud to be part of such a successful policy. “

Record high recycling levels in 2007 have:Reduced atmosphere CO2 emissions by over 2 million tons;Reduced other toxic air pollutants by over 1 million tons;Reduced water pollution by almost 5 thousand tons;Saved enough energy to power roughly 400,000 homes for one year.

With the record growth in recycling and the affirmation of recyclingprogram success, legislation has been introduced to expand the scope ofcontainers covered by the consumer recycling incentives.

Senate Bill 1625 by State Senator Ellen Corbett (D-San Leandro) willexpand California’s recycling program to cover all plastic bottles regardlessof contents or container type, which would add 6.5 billion containers to theprogram.

“Plastics are the fastest growing part of California’s waste stream,” saidSenator Corbett. “ By expanding the program to include additional plasticswe significantly reduce our carbon dioxide levels and keep a significantamount of plastics out of our waterways and oceans.”

GAS COMPANY INCREASES ENERGY-EFFICIENCY REBATES

Southern California Gas Company (The Gas Company) announced thatit will provide up to $6.2 million in rebates this year to residential cus-tomers who buy energy-efficient natural gas appliances – an increase of$2.7 million from last year. “ We want to encourage more customers to buyenergy-efficient appliances,” said Mark Gaines, director of customer pro-grams for The Gas Company. “Energy efficient is a practical way to reduceyour monthly gas bills and help the environment as well.”

The Gas Company currently offers the following rebates for qualifyingenergy-efficient residential natural gas appliances:

ENERGY STAR furnaces: $200Tankless water heaters: $200Clothes washers: $ 35Dishwashers: $ 30Storage water heaters: $ 30Attic/wall insulation: $0.15 per square foot

Customers can often receive rebates immediately through reductions in

the purchase price at the point of sale. These “instant rebates” are availablefor qualifying clothes washers, dishwashers, and water heaters sold at par-ticipating retailers. For more information, visit socalgas.com/savemoney.

All rebates and incentives are subject to change without notice and willbe offered on a first-come, first-serve basis as long as funding is available.These programs are funded by California utility customers and adminis-tered by The Gas Company under the auspices of the California PublicUtilities Commission.

TOO TOXIC TO TRASH!The ARC International Corporation, in partnership with the City of La

Verne and Bonita High School, is hosting a free, one-day electronic wastecollection event. This event will help residents dispose of old electronicequipment the right way. It will be held at Bonita High School located at3102 D Street on Saturday, October 18th from 9:00 a.m. – 3:00 p.m.

For the last few years it has been illegal to dispose of electronics in thetrash. Proper disposal prevents hazardous components utilized to makeelectronic items from harming the environment. Residents and businessescan discard their electronic wastes, such as televisions, computer CPUs,monitors, keyboards, printers, cell phones, etc. Household Hazards Waste(HHW) items such as old paints and chemicals will not be collected.

However, residents will have the opportunity to safely dispose of HHWat a Countywide Roundup at Brakett Field on Saturday, December 20.Many common household products pose a hazard to the environment if dis-posed of improperly. Materials such as used motor oil, paint, turpentine,pesticides, and garden herbicides can damage the environment if tossed inthe trash, or poured down a storm drain. It’s easy to participate in either ofthese programs. Leave the products in their original container; place themin a cardboard box and drive to the event site. The entire process only takesa few minutes and you never have to leave your car.

La Verne residents also have the option of utilizing Waste Managementto pick up electronic waste. Waste Management will accept electronicwaste (televisions, monitors, etc.) as part of their regular bulky item pick–up program. There is no charge; however, it counts as one of the freebulky pick – ups residents receive each year.

SPRINKLER SYSTEM TUNE-UP TIMEOnce a year you should give your sprinkler system a “tune-up” to make

sure it is operating efficiently. Most people do this at the start of the irri-gation season but making sure that water is not being wasted is always agreat idea. Additionally, it is smart to decrease water usage from those hotsummer months while we prepare for the cool and rainy season. First we’lllook at some necessary definitions, and then take a look at how to tune-upyour sprinkler system.

Spray-type sprinklers (often simply called “spray heads” or “sprays”)are the sprinklers that create a fixed fan-shaped spray pattern, somewhatlike a shower nozzle.

Rotor-type sprinklers (called “rotors”) are the sprinklers that have oneor more streams of water that rotate over the landscape. Some have a sin-

gle stream that goes back and forth, or just goes in a complete circle.Another type are called “stream rotors”, these have several fingers of waterthat rotate around the sprinkler in the same direction and look like spiderlegs. The bottom line is that if the sprinkler has a stream of water thatrotates, it is a rotor-type sprinkler.

A valve circuit or valve zone is a group of sprinklers that are all turnedon and off by the same valve. Most sprinkler systems have several valvecircuits, each controlled by a different valve. The valves might be manu-ally operated, or they may be automatic valves that are turned on and offby a controller (sometimes called a timer or irrigation clock). On the con-troller, the valve circuits may be called valve stations.

Sprinkler System Tune-Up Step 1:Set appropriate schedule – With the conclusion of the summer months

and the rainy season approaching, there is less of a need for constant water-ing. Make sure to set the appropriate watering schedule needed for yourlawn. For the correct watering schedule for your landscape, visit the water-ing calculator at www.bewaterwise.com.calculator.

Check for problems – Turn on each valve, one at a time, and carefullyinspect your irrigation system. Look for wet spots that indicate there mightbe a leaking irrigation pipe. Repair any leaks.

Replace controller battery – Most irrigation controllers have a back-upbattery that maintains the time and program during power failures.Typically it is a standard rectangular shaped 9-volt alkaline battery. Checkthe battery in the irrigation controller and replace it if it is not fully charged,or if it is more than a couple of years old. The battery is often locatedbehind the front panel of the controller.

Straighten any sprinkler heads that are leaning to the side – In most sit-uations sprinkler heads need to be installed so that they are perpendicularto the ground to work correctly. On a level area this means they would bepositioned straight up and down so that they do not lean towards any side.If they lean to one side they may create dry spots and also waste lots ofwater. On slopes, the general standard is to position the sprinkler headsperpendicular (at a right angle) to the slope.

Replace any broken or malfunctioning sprinklers – Be sure to replacebroken sprinklers with the same brand and model as the other sprinklers onthe same valve circuit.

Sprinkler System Tune-Up Step 2:Clean sprinklers – If you have spray – type sprinklers start by remov-

ing the nozzle from each head and cleaning the screen. The fan-shapedspray of water out of each nozzle should be even and uniform across theentire width.

Sprinkler System Tune-Up Step 3:Adjust sprinklers – On top of each spray – type nozzle is a small radi-

um adjustment screw. Turn the adjustment screw to adjust each of yourspray-type sprinklers so that they don’t spray onto sidewalks or walls. Ifspray-type heads are creating a lot of mist, try partially closing the adjust-ment screws on them (turn the screw clockwise to reduce the misting). Youwill likely discover that you can turn the screw considerably without itactually reducing the spray distance. Partially closing the adjustment screwwill reduce the water pressure inside the nozzle, which will cut down onhow much mist is created. After adjusting, make sure that the spray fromthe nozzle still goes all the way to the next sprinkler. When sprinklers areproperly spaced and adjusted the water from each sprinkler should spray allthe way to the next sprinkler in each direction. For rotors, the most com-mon adjustment error is to try to create even coverage by breaking up thewater stream using the radius adjustment screw. Use the radius adjustmentonly if you need to actually reduce the radius so the water doesn’t spray onsomething like a sidewalk or the house.

place identical-size cans (tuna cans work great), more or less evenlyspaced, throughout the area watered. The cans should be between 5 and 10feet from each other. Keep the cans at least 3 feet from any sprinkler heads,if they are closer than that to a sprinkler you will get inaccurate results, alsokeep the cups at least 12” from the edge of sidewalks, curbs, patios, or otherpaved surfaces. Run the sprinklers for a few minutes so that the cups areat least 1/4 full. Now compare how much water is in the cups. When thesprinklers are properly adjusted, each cup should have about the sameamount of water in it. It is not always possible to get it perfect if there isan underlying design problem with the sprinkler system.

PARKING ENFORCEMENT INCREASED

La Verne Police Department with Inter-Con Security have been work-ing cooperatively to provide a more consistent parking enforcement pro-gram throughout the City.

By utilizing independent contractors for parking enforcement activities,sworn officers and other department personnel can be more freely assignedto other pressing patrol issues while not disrupting the parking enforcementneeds. Although department personnel will continue to perform parkingenforcement duties on an as needed basis, contracted staff is dedicated tothat function ensuring consistent enforcement on a daily basis.

As a result of this new program, enforcement of overnight parking hasbeen increased. To assist residents in obtaining overnight parking permits,the department’s website (www.lvpd.org) is being updated to process thesetransactions, in the meantime, temporary permits are available from thevending machine located outside the police department at 2061 ThirdStreet. Additionally, residents who do not have sufficient parking availableon their property may be eligible for an annual overnignt-parking permit.Applications are available on-line or at the police department.

SEVEN STEPS OF MAKING YOURHOME DISASTER READY – STEP 7The last step involves checking for damages and injuries immediately

following an event. This seventh and final step of the series reminds read-ers that once the dust has settled and your have tended to your damages andinjuries, continue following the Disaster Plan.

Following are some of the practices that are recommended by theSouthern California Earthquake Center (SCEC):

Days after the disaster

• Use the information and supplies you put together in your disaster plans and kits.

• Until you are sure there are no gas leaks do not use open flames or operate electrical equipment that could create a spark.

• Never use camp stoves, gas lanterns, heaters, grills or gas generators indoors.

• Turn on your portable or car radio for information and advisories.• Place all phone on the cradle.

• Call your out of area contact and tell them you’re okay.• Check on condition of neighbors.• If power is out, plan meals to use refrigerated and frozen foods first.• If water is off or not safe, drink water from water heater, melted ice

cubes or canned vegetable but avoid drinking from pools or spas.• Do not eat or drink anything from open containers that is near

shattered glass.

What do you do if you can’t stay in your home – If you are afraid yourhome is not safe to live in due to potential hazards, you may need to evac-uate. While there will likely be shelters locally, they may be overcrowdedor lack basic services, so leaving your home because services are out orminor damages have been sustained may not be the best option. However,in the event you find evacuation is your best alternative, here are somethings to keep in mind.

• Let your out of area contact know.• Take personal supplies, medication, eyewear, food and snacks,

blankets, pillow and sleeping bag, towel, supplies for infants.• Remember a family picture or other comfort items.• Bring personal identification and copies of household and health

insurance information.• If you go to a shelter, remember do not take pets, large quantities of

clothes, or valuables.

First weeks after an Earthquake

After the initial effects of the event have passed, you and your familywill attempt to return to the normal routines and activities of school, work,and home. However, it is just as important to keep in mind the emotionalcare and recovery while re-establishing your life. In doing that, you shouldtake the following steps to ensure your home is safe to occupy and absentfrom risks of collapse.

• If the gas has been turned off, arrange for the gas company to turn it back on.

• If electricity went off and then back on, check electronic equipment/appliances for damage.

• Inspect for water damage from broken lines.• Locate and replace critical documents that were damaged or

destroyed.• Contact your insurance agent to begin claims process.

Recovery items – If a Presidential Declaration is made, FEMA mayactivate the Individuals and Households Program, which would provide thefollowing assistance:

• Home repair cash grants up to $26,000.• Housing assistance in the form of reimbursement for short-term

lodging.• Rental Assistance for up to 18 months.• FEMA can be reached at www.fema.gov to find out about financial

assistance.

HOME DEPOT FILES APPLICATIONHome Depot has filed an application to redevelop the former Foothill

Ford dealership site to construct an 88,000 square foot Home Depot storeand garden center. The plans are very preliminary and there are severalsteps of reviews that need to take place before it is heard before thePlanning Commission and City Council. First, any potential environmen-tal impacts will need to be identified and addressed, and the City'sCommunity Development Department will need to review the project care-fully to ensure that La Verne's high standards of development can be metand that nearby residents’privacy and quality of life is protected. All of thisis expected to take about a year to process, in which time Hyundai, andpotentially another auto dealer, will remain on the site until there is anapproval for the project. HANDS-ON-HISTORY CAMPAIGNHands-on-History program has made California history come alive for

students in the Bonita Unified School District for over 20 years. Relivingthe lives of early Californians students participate in unique outdoor set-tings designed as specific camp activities representing Indian Days,Rancho Days, and Gold Rush Days.

Due to the current California State budget crisis, the Bonita UnifiedSchool District has been forced to make many difficult budget reductions.The Bonita PTA Council, Friends within the Cities of La Verne and SanDimas, with support from the Bonita Unified School District, agree thatthis special program experience needs to continue for our students todayand in the future.

YOUTH AND FAMILY ACTION COMMITTEE (YFAC) PROGRAMSThe Youth & Family Action Committee is the focal point for citizen

participation in La Verne's community oriented policing program fightingagainst drug and alcohol abuse, gang activity and other destructive behav-iors. The committee is open to all interested citizens and organizations.Meetings are conducted year-round on the fourth Tuesday of everymonth at 6:30PM in the City Hall Council Chambers.

WHO YA GONNA CALL – Following is a list of local programs,services, and agencies that are available to assist parents and local pro-fessionals in dealing with issues involving troubled youth. The Youth andFamily Action Committee has compiled this list to provide residents aquick reference to services at their disposal.

THE PARENT/TEEN PROJECT – This 11-week course isdesigned to assist parents who are having difficulty communicating withtheir teenage child. Issues focus around defiance, running away, depres-sion, use of alcohol/drugs and other common issues that occur with ado-lescents. The course is developed with a group format where parents andteens initially meet separately with their peer groups on developing com-munication and skill sets. The two groups are then brought together forthe remaining sessions to initiate communication and understanding withone another. Classes are scheduled throughout the year at the David andMargaret Home. Individuals interested in attending the course shouldcontact the David and Margaret Home at (909) 596-5921.

ALCOHOL & DRUG ABUSE INTERVENTION COUNSEL-ING – Counseling is available at Bonita High School, Ramona MiddleSchool and Chaparral Continuation High School through licensed pro-fessionals.

HIRE-A-YOUTH PROGRAM – For help in seeking part-timeemployment, contact the Bonita Unified School District Office of Careerand Continuing Education at (909) 971-8200.

EMPLOYEE ASSISTANCE PROGRAMS - Many employers haveemployee assistance programs that provide counseling for employees andtheir family members. Check with your employer’s human resourcesdepartment.

PARENT RESOURCE DIRECTORY – A 31 page booklet devel-oped by the city and school district geared towards providing parents withtips on how to approach some tough topics as well as a list of area inter-vention services. Information is included on child safety, substanceabuse, gangs, and general parenting tips. Copies of the directory areavailable at the City Manager’s Office located in City Hall.

YOUTH SPORTS AND ACTIVITIES – One of the keys to pre-venting destructive behaviors among young people is to keep theminvolved and busy in community and/or school activities. For informa-tion, call the Parks and Community Services Department at (909) 596-8700.

SENIOR NUTRITION PROGRAMDid you know that in January we celebrated our 16th year of the

Senior Nutrition Program? Though you may know about the lunch pro-gram, not everyone does. Someone you know may have recently turned60, or maybe someone just moved into your mobile home park or apart-ment complex. All seniors are welcome and we especially encourage LaVerne residents to take advantage of this great program.

Besides the variety of food on the menu, this program also providessocialization, friendship, and a fun place to meet people. The nutritionprogram offers lots of volunteer opportunities also. See page 26 for moreinformation on senior meals.

We invite first time participants to "eat on us". Below is a coupon fora complimentary lunch at the La Verne Senior Lunch program.

THURSDAY EARLY DINERS’ DINNER SPECIAL CELEBRATES 1 YEARCome and enjoy an early dinner at the Community Center every

CAT SPAY AND NEUTER FUNDThe Inland Valley Humane Society (IVHS) and S.P.C.A. would like to

COMMUNITY CENTER YOUTH LOUNGE POLICYThe La Verne Community Center has a youth lounge equipped with a

billiards table, foosball and a television. The youth lounge can be usedby anyone ten years of age or older. An adult 18 or older must accompa-ny children under the age of ten. A Community Center photo identifica-tion card is required for use of the youth lounge. To obtain an identifica-tion card a parent permission slip and a photo of the child must be placedon file. In addition, there is a registration fee of $1, which must berenewed annually in September. To receive necessary forms, have aphoto taken, and pay the fee, stop by the Community Center office. Thelounge hours vary, so please call for current hours at (909) 596-8776.

COMMUNITY CENTER SENIOR LOUNGEThe senior lounge is open to anyone 21 years of age or older. Enjoy

RENTAL INFORMATIONBANNER SPACE RENTAL

The City of La Verne has two locations where individuals, groups andorganizations may apply to either hang a banner or place a sign. The loca-tions are:

1. Bonita Avenue, just west of “D” Street - The banner must be 30’ x3’ in size, must have ring snaps and hooks every 20 inches across the top,wind holes and 30 feet of nylon rope at each corner.

2. Corner of Bonita Avenue and “D” Street - The sign must be 6 feetin length by 26 inches in width.

The Parks and Community Services Department will accept walk-inreservations on a first-come, first-served basis. No reservations will beaccepted by telephone or FAX. Full payment must be made at the timeof application, and an application must be made at least 15 days inadvance. Banner space may be reserved up to one year in advance.Applications are accepted from 8:30 AM to 5:00 PM, Monday throughThursday.

A one-day rental rate of $50 will be charged, which includes the costof putting up and taking down the banner. Additional days (subject toavailability) are $10 per day with a 7-day maximum.

A deposit of $25 is required and will be refunded in full provided thebanner is picked up within three working days of notification.

Banners must be brought to the Community Services Office, 3660 "D"Street, La Verne, at least two working days prior to hanging date. For fur-ther information call (909) 596-8700.

PARK AND FACILITY RENTALSLA VERNE COMMUNITY CENTER - located at 3680 "D" Street

behind the La Verne City Hall and next to the La Verne Library. Foralmost nineteen years the Community Center has played host to hundredsof wedding receptions, banquets, parties and business meetings. A rentalcan accommodate groups from 25 up to 250. The spacious 4,000 squarefoot main hall with contemporary colors and furnishings lends itselfbeautifully to a variety of events. Reservations may be made up to oneyear in advance. VETERANS’ HALL - located at 1550 Bonita Avenue at the south-east corner of Wheeler and Bonita. Many know it as the home of activi-ties including: Preschool, Gymnastics, Parent Education Program,Contra Dance, VFW Post 12034, and a wide variety of adult dance class-es. Veterans’ Hall, with a new wood floor, stage and modern kitchen, isperfect for a party of up to 80 people. Reservations may be made up toone year in advance. WHEELER AVENUE PARK - located at 1499 Palomares, has twolighted adult softball fields and a basketball court. This facility caters toover 200 adult softball teams each year. dom to persons with disabilities who are unable to use traditional bus andtrain service such as the MTA or Foothill Transit services. Their disabil-ity does not have to be permanent; people with temporary disabilities canalso qualify.

Specially equipped vans and taxis provide high-quality curb-to-curbparatransit or “dial-a-ride” service. Eligible riders may use Metro Accessto go almost anywhere in the service area for any reason. The current ser-vice area includes Los Angeles County as well as Montclair Plaza. MetroAccess operates during the hours the regular fixed route bus is in service.In many areas this means service is available twenty-four hours a day, justlike on a regular transit bus.

LA VERNE HARVEST FESTIVAL AND SCARECROW CONTESTOld Town La Verne will host its annual Harvest

Festival on Saturday, October 18, from 9:00 AM to3:00 PM. The Harvest Festival will be held in his-toric Old Town La Verne at “D” Street and ThirdStreets with an abundance of sights, sounds,smells, and colors of the fall season. The verypopular Scarecrow contest will be one of the high-lights of the event, with cash prizes for the topentries. The Harvest Festival will be held concur-rently with the University of La Verne Homecomingweekend events, which include a football game and otherfestivities.

Quality handcrafted items and works of art will be featured with avariety of artisans displaying and selling their creations. Besides themany arts and crafts vendors, the wide variety of local La Verne mer-chants and restaurants will also be open for your shopping and enjoy-ment.

Part of the Camellia Society's goal is to educate the public aboutcamellias. We are pleased to offer the first of the three FREE seminars tobe offered at the La Verne Community Center. The fall seminar plannedfor Saturday, September 27, will consist of: significance of the seasonsand dormancy, fertilizing for blooms, transplanting - timing and tech-nique, gibbing, introduction to various species-particularly C.sasanqua,disbudding and fall pruning, effect of winds. A second class to be heldduring the blooming season on Wednesday, January 28 will include thefollowing: blooming problems, petal blight - cause and cure, propagationby grafting, critiquing the blooms and growth habit of varieties. The thirdclass scheduled for Wednesday, April 22 will cover the following: fertil-izing for growth, the selection of suitable fertilizers, spring pruning, mitecontrol, preparations to survive the summer, propagation by cuttings andair-layering, seedlings - significance, uses, and care.

LA VERNE/SAN DIMAS AYSOThe La Verne/San Dimas region of the American

Youth Soccer Organization (AYSO) is open to allboys and girls between the ages of 5 to 18. Theregion currently has over 1,800 players registeredin more than 180 teams. The basic philosophy ofAYSO is "Everyone Plays, Open Registration,Balanced Teams, Positive Coaching, and GoodSportsmanship". There are no tryouts to pass and every player plays atleast half of every game. New teams are drawn up each year as equal-ly matched as possible to insure each player has a chance to be on awinning team. The season runs from September through December.

We can only guarantee your child a position on a team if he or sheis signed up on one of the three registration dates. Players not regis-tered by on time will be placed on a waiting list.

Teams will be divided into five divisions depending onplayer age and ability: T-Ball (5-6), Rookie (6-7), Minor (7-8), Farm(9-11), and Major (10-12). possible experience for all our participants while stressing the value ofTEAMWORK, SPORTSMANSHIP, and SCHOLASTIC ACHIEVE-MENT. We are your youth tackle football and competitive cheer programand we welcome all boys and girls age 7 through 15 to join us. Our pro-gram is competitive, instructional, and most of all fun for everyone con-ducted in a safe, family atmosphere.

Safety is our number one priority that is why every one of our footballplayers is outfitted in properly fitted and certified safety equipment andplaced on one of five divisions of play according to playing age andweight. There are no tryouts and no cuts and every player is guaranteedample playing time every game as we are governed by strict nationalmandatory play guidelines.

Our Cheer program is second to none. In addition to cheering and per-forming at all our football games, our cheerleaders will also compete inlocal and regional cheer competitions. Our cheerleaders are placed in oneof five divisions to assure that they will be with cheerleaders of the sameage and skill level. And just like our football teams, our Cheer squadswill also have the opportunity to travel and compete for a NationalChampionship at Walt Disney World in Orlando, Florida.

BENEDICT CASTLE AND DINNER Castle is Spanish-Moorish and Mission Revival found in Riverside.

This unusual castle was constructed in 1922, with 10,000 square foot res-idence. GAS PUMPING PROGRAM FOR SENIORS CELEBRATES 3 YEARSHave you ever wished you could get service at the gas stations just like

the "good old days?" Well, in La Verne you can. What was once a ques-tion is now a service offered at these participating gas stations:

Who qualifies?The program is intended to be used for those needing assistance with

gas pumping, window washing, having fluid levels checked, tire pressure,etc.

How does it work?1.Come to the La Verne Community Center, 3680 "D" Street,

Monday through Thursday between 8:00 AM and 5:00 PM and pick up a free red placard that identifies you as in need of gas station assistance.

2.Display the placard in the driver's window after you pull into the gas station and honk twice. Make sure they can see the red placard.

help line you can call to have your questions answered by trained, knowl-edgeable people who want to help you. The idea is to identify senior servicesthat are of need to our senior’s predominately in the La Verne, San Dimas,Claremont and Pomona communities.

CHANGE A LIFECommunity Senior Services is a proud partner with the Change A Life

Foundation. The Change A Life Foundation was started in 1998 and hasgiven millions to individuals who, through no fault of their own, neededa hand up not a hand out. The Change A Life Foundation provides shortterm, life-changing grants from $500 to $7,500 to low-income individu-als 55 years and older who have no other option for services or equipmentneeded. This program is designed for seniors who are 60 or over and living ona limited income that would like to make new friends, learn new skills,and become involved with their community. HISTORY ALLERGY AND MEDICATIONS PROGRAMThe La Verne Fire Department is offering a History Allergy and

Medications (HAM) Program to seniors and disabled residents in LaVerne. The program allows for all pertinent medical information to beplaced on a 2" x 3 ?" wallet size plastic card that registrants carry on theirperson. Additionally, a refrigerator magnet with a pouch is provided toparticipants so the original information sheet can also be readily accessi-ble. This will allow for the information to be quickly presented to on-scene paramedics, which will expedite patient stabilization, treatment,and transportation to the hospital, saving precious minutes and insuringaccurate information.

To be eligible individuals must be a La Verne resident, be 55 years ofage or older or have a qualifying disability. Interested parties should con-tact the La Verne Fire Department at (909) 596-5991 to receive their med-ical information sheet and details on how to sign up.

La Verne Bingo is better than ever! “Come, check us out", is the openinvitation the program extends to everyone. Bingo is held every Fridayfrom 12:30 to 3:00 PM. It’s just $5 for two packs and $3 for one pack.Payouts are as follows: each regular game is $50, one odd even game at$75, a special at $75, two blackouts at $100 and the bullet is $100. Thereare two $10 gift intermission prizes and four at the month end. Prize pay-outs will be determined by the attendance each week so, of course, moreplayers equal more money. A total of fourteen games will be played.Bring your ink daubers, as we do not play hard cards. Any person 18 yearsof age or older is welcome to play.

Anyone60 years old or over and their spouse (regardless of age) may attend thelunch program held at the Community Center. A suggested donation of$2 is greatly appreciated to help offset the cost of the meals. We are sureyou will agree this is a great program.

PRESCHOOLThis class is a social recreational program for children ages 3 to 5. We

offer children the learning of numbers, colors, shapes, and the alphabet.Story time is enjoyable, music is a favorite, and free play is always fun.The children create an arts and crafts project each day. English as a firstlanguage is spoken and strongly encouraged.

SPORTSFALL TENNIS

Instructor Brenda Click, a member of the United States ProfessionalTennis Association, comes to us with 30 years of experience teachingboth youth and adults. Her teaching philosophy is based on using simpleterms to explain technique and strategy and to emphasize the importanceof ball control. Her enthusiasm and love of the game is infectious due toher teaching methods. She is especially effective in coaching students forhigh school team play. All of her classes are ongoing and, in addition tolearning tennis skills, the student also has the opportunity to meet otherplayers of the same level and arrange to practice between sessions.

The sessions typically run eight weeks. In case of rain, classes willcontinue until eight weeks are completed. Every class meets once a weekand gives students the chance to improve their tennis skills while gettingexercise and having fun!

***ABOUT OUR PROGRAM***The La Verne Gymnastics program's philosophy is to develop a child's

self-esteem by providing successful experiences in a non-competitiveenvironment. La Verne Gymnastics’ unique teaching philosophy is dif-ferent from that of most team focused programs because it allows everychild to feel like a winner.

Our goals are to help children feel good about themselves, to help thestudents believe they can accomplish whatever they put their mind andeffort to, and to raise their level of fitness and self-esteem.

Our program is based on the USGF Junior Olympic program, whichis recognized at gymnastic centers throughout the United States. We offerover $13,000 dollars of gymnastics equipment.

Beginning through advanced levels of gymnastics, which are taughtby our experienced instructors Brenda Witt, Megan Wash, Lindsay King,and Haley Donovan. Combined they have over 41 years of experiencecoaching gymnastics. Our complete gymnastics program also includes atraveling performing team. Any level harder than beginning has no agerequirement, but it does require the instructor's approval. All gymnastsare evaluated to assure placement in the appropriate class with other stu-dents of the same abilities.

TUMBLE BEARSThis is a gymnastics class where all basic gymnastics skills are taught.

Because of the younger age of these gymnasts, the skills are taught in away that a younger child can understand. THE CITY OF LA VERNE OFFERS A BEGINNING,INTERMEDIATE, AND ADVANCED GYMNASTICS

PERFORMING GROUP.Do you love gymnastics but don’t want to compete? The City

of La Verne offers a non-competitive beginning, intermediate, andadvanced level performing gymnastics tumbling group called theLa Verne Gymnastics Demonstration Tumbling Team. This team isnon-competitive but includes more intense training and commit-ment than our regular 10-week gymnastics classes.

The Tumbling Team performs at various community eventsthroughout the year such as the El Monte Gymnastics Show, the LaVerne 4th of July Parade and the Halloween parade.

La Verne, CA, 91750, by using the registration form available at the end of this booklet.

B - Placed in the mail-in registration drop-box located in the rustcolored doors outside the Parks and Community Services Office.

C - Brought in personally during walk-in registrations. If registering in person, please check item #6 below for regular walk-in registration dates and times.

D - Faxed to (909) 596-8763 if you will be paying by credit card. Please fax a completed registration form with your credit card information. To confirm receipt of fax, please call the office at (909) 596-8700. NOTE: Faxes will only be accepted with credit card payments.

4. A COMPLETED, SIGNED activity registration form MUST be submit-ted for all activity registrations. Registration forms that are not COMPLETELYfilled out, including a signature and a date of birth for all participants, includingadults, will be returned.

It is the customer’s responsibility to confirm registration times and dates. Toconfirm by mail, PLEASE ENCLOSE A STAMPED, SELF-ADDRESSEDENVELOPE. 5. It is Department policy that if an activity is full the customer's check isreturned. To insure that you get the activities you want, it is recommended thatindividual checks be sent for each activity.

6. PRIORITY ACTIVITY MAIL-IN REGISTRATION WILL BEACCEPTED FROM MONDAY, SEPTEMBER 2, THROUGH 4:00 PM ONTHURSDAY, SEPTEMBER 11. WALK-IN REGISTRATION WILL BEACCEPTED STARTING MONDAY, SEPTEMBER 15, AT 8:00 AM. Forgymnastics registration dates and times, please check the gymnastics entry in theyouth section of this brochure. For aquatics registration dates and times, pleasecheck the aquatics section.

NO REGISTRATIONS WILL BE ACCEPTED OVER THE COUNTERBEFORE THE ADVERTISED REGISTRATION DATES AND TIMES.

7. Mail-in registrations received before the appropriate date, by fax, by mail,or in the drop-box, will be opened at 8:00 AM on the first morning that mail-inswill be accepted for that particular activity. SUBMITTING YOUR REQUESTBEFORE THE SCHEDULED DATE DOES NOT GUARANTEE THAT YOUWILL GET YOUR DESIRED ACTIVITY.

8. If you will be traveling/attending an activity with a companion or group,please STAPLE all registration forms together so you will be assured of travel-ing/attending together. If companions are not STAPLED together, we cannotguarantee that your companion/ group will be scheduled for the same activity.

9. We will accommodate special needs participants. If you will need addi-tional services, please contact the office at (909) 596-8700 prior to your visit.

10. PRE-REGISTRATION IS REQUIRED FOR ALL ACTIVITIES - NOEXCEPTIONS. Students whose names do not appear on the roster will not beallowed to participate in class unless participant can show proof of enrollment,i.e., receipt. For additional information, contact the Parks and Community

Services Office at (909) 596-8700. 11. NO TELEPHONE REGISTRATIONS WILL BE ACCEPTED FOR

ANY ACTIVITY – NO EXCEPTIONS! 12. Fees may be paid by cash, money order, Visa, Mastercard, Discover, or

check made payable to the City of La Verne. All fees must be paid at the timeof registration. THERE WILL BE A $15 CHARGE ON ALL RETURNEDCHECKS.

13. All participants must be registered prior to the first class. Those not reg-istered will not be allowed to participate. No exceptions!

14. Individuals may register in an unlimited number of activities for them-selves and family members. In addition to this, individuals may register for anunlimited number of non-family members for only ONE activity provided thatthey have a properly signed activity registration form from the parent or legalguardian for all non-family participants.

15. Younger students may be placed in more advanced activities at instruc-tor's discretion.

16. All prices, policies, and programs are subject to change without notice.

REFUND POLICY1. Excursions - REQUESTS FOR REFUNDS MUST BE MADE NO

LATER THAN THE ADVERTISED CANCELLATION DATE that appears inthe excursion section of this recreation guide. A $5 handling fee will be charged.If an excursion fee is $5 or less, there will be no refunds.

2. Instructional Classes - Enrollees may attend one class and drop withoutpenalty, except for a $5 handling charge, PROVIDED THE ENROLLEESCONTACT THE PARKS AND COMMUNITY SERVICES OFFICE WITHIN24 HOURS AFTER THE FIRST CLASS. If the class is a workshop or semi-nar, REQUESTS FOR REFUNDS MUST BE MADE NO LESS THANTHREE (3) WORKING DAYS PRIOR TO THE SCHEDULED DATE OFTHE WORKSHOP/ SEMINAR. If a class, workshop, or seminar is $5 or less,there will be no refund.

4. REFUNDS WILL NOT BE PRORATED.5. REFUND CHECKS TAKE TWO TO THREE WEEKS TO PROCESS.6. Full refunds will automatically be processed in the event the Parks and

Community Services Department cancels an excursion or activity.

TRANSFER POLICYShould a registered participant in one of our activities want to transfer to

another activity, the following procedure will apply:1. The registered participant, or the parent or guardian of the registered par-

ticipant under eighteen years of age, must come to the Parks and CommunityServices Office and fill out the necessary form at least three (3) days prior to theactivity. NO TRANSFERS WILL BE TAKEN OVER THE TELEPHONE.

2. There will be no transfers after the first class. (EXCEPTION - Preschoolmay transfer after the 20th of the month and before the first of the next month.)

3. Participants may transfer the first time free of charge. If a second transferis requested for the same individual, a $10 fee will be charged.

4. If participant transfers to a more expensive activity, participant must paythe additional fee at the time of transfer. If the activity is less expensive, a refundwill be processed unless the difference is $4 or less. In this case there will be norefund. If participant is transferred at the request of the City and/or instructor, afull refund of any difference will be processed.

PARENT/GUARDIAN LATE POLICY1. If, for any reason, a parent or guardian cannot pick up their child from

class between the end of class and 10 minutes thereafter, the parent or guardianwill be ASSESSED A $5 PER 10 MINUTES LATE FEE, PAYABLE AT THETIME OF PICK UP.
