LACCD STATUS SUMMARY LACCD SITUATION SUMMARY:

1. The reopened enrollment opportunity for the LACCD L.A. College Promise

Program closes Sept. 15. Enrollment was reopened for interested students who missed the original deadline in August due, in part, to the COVID-19 pandemic.

2. A telebriefing with the Los Angeles County Department of Public Health (LACDPH) for Institutes of Higher Education (IHE) on Wednesday, Sept. 9 provided specific clarification to most on-campus activities in accordance to guidelines issued by LACDPH for IHE. LACDPH made clear that colleges must continue to operate nearly all classes in remote environments. Any new assessment for IHE will likely not occur until Thanksgiving timeframe. Specifically allowed per LACDPH:

Vote Centers

Commercial (outside vendor) filming activities

Filming/video activities specific for faculty to conduct remote learning

Essential services workforce education for completion of certificates or degrees for existing, not new students

Drive-thru pick up or drop off events The EOC PIO has drafted a new, second letter to LACDPH to seek additional clarification ASAP for other activities such as on-campus use of computer labs and/or WiFi hotspots, further clarification of essential workforce education protocols and faith-based drive-in services.

3. The EOC has finalized the LACDPH re-opening documents and checklist forms submitted by the colleges’ ICCs for website posting. The documents are curated on a single page, per college, within the District’s coronavirus webpages at:

New signage has been developed for posting at key entrance points for the colleges with a QR code directing people to the site. The signs also have the URL for the webpage displayed. Example of signs to be deployed next the week of Sept. 14 follows.

4. LACPDH continues to update and modify its latest Health Orders in response to the dynamic nature of the COVID-19 pandemic. The most current Health Orders effective September 4 and are online at:

Yellow highlighted areas of the revised Health Orders help note the changes or updates from the previous orders issued.

SUMMARY OF COVID-19 CASES IN LACCD COMMUNITY as of 9/10/20

For LACCD: 139 reported positive tests 1 fatality 37 suspected cases 81 possible exposures A ll LACCD figures come from independent, self-reported sources to the LACCD EOC from faculty, students and staff. LACCD EOC Safety Officers continue to work in conjunction with LACDPH officials as needed for any contact tracing or reporting.

The New York Times has begun following our tracking numbers along with data from about 1,600 colleges and universities across the country. https://www.nytimes.com/interactive/2020/us/covid-college-cases-tracker.html LACDPH, meanwhile, reported the following numbers as of September 12, 2020: 816 new cases, bringing total to 253,985 and 11 new deaths, for total of 6,208 By comparison, as of Sept. 3, the following numbers were reported by LACDPH: 243,935 positive cases 5,878 deaths

On August 30, the numbers were: 241,768 positive cases 5,784 deaths

LACDPH statistics continue to show decreases in key monitoring categories, but, to date, the data is not low enough, nor sustained long enough to move the County off of the State’s Tier 1 status. Health officials continue to wait to see if there will be a new surge of positive cases, hospitalizations and deaths due to the Labor Day Holiday Weekend.

LACDPH continue to remind the public that, in lieu of an effective vaccine, wearing masks/facial coverings, frequent hand washing, engaging in social distancing and avoiding crowds or large gatherings of any kind remain the best prevention against catching or spreading the COVID-19 coronavirus.

Global and national totals are available at the Johns Hopkins University’s tracking website: https://coronavirus.jhu.edu/map.html The United States continues to have the most cases reported of any nation in the world, now exceeding 6.52 million positive cases and more than 194,000 deaths, according to the Johns Hopkins site. As a reminder, the Symptoms of COVID-19 are: Typically, human coronaviruses cause mild-to-moderate respiratory illness. Symptoms are wide ranging and can be similar to the flu, including:

Fever

Cough

Shortness of breath

Chills

Repeated shaking with chills

Muscle pain

Headache

Sore Throat

COMMAND EOC DIR PIO SAFETY GOVT. LIAISON LEGAL

EOC DIRECTOR EOC continues seeking documentation from the ICCs about the process and use of the check-in procedures at each colleges as part of compliance procedures and analysis of the effectiveness of the procedure.

Also doing assessment of EOC and ICC staffing needs, meeting schedules, updated roster list for both and future staff rotation schedules.

PUBLIC INFORMATION OFFICER— Drafting districtwide reminder message to all

about COVID-19 reporting to send out during coming week.

Continue push for Census completion by end of September via college PIOs.

Getting Checklist sign files out to colleges for printing and posting. New LACDPH letter. SAFETY OFFICER—Continue response to any reported COVID-19 cases. Start reconciliation of all FEMA training forms.

Continue working with LASD to monitor status of civil protests and demonstrations in the Los Angeles area

GOVERNMENT LIAISON—Closing out current legislative year. At federal level, Democrats appear to have blocked a Republican-sponsored coronavirus assistance bill. Working with Assembly member Santiago to do another Town Hall meeting before Sept. 15 about the LA College Promise with Asian press and non-profits

COLLEGE INCIDENT COMMAND CENTERS AND LIAISONS

GENERAL SUMMARY: Colleges continue to host drive-thru pick up events for distribution of materials from the colleges’ bookstores to facilitate remote learning for students in Fall 2020 semester. ICCs following up on survey email from ESC HR to all faculty and staff about workplace environments and schedules; technology use and needs. Survey deadline is Sept. 16. All colleges working to push out the districtwide Stay Safe messages in variety of platforms

CITY—Los Angeles City College Working to support drive-up Census event with City of L.A. in college parking lot, now set for Sept. 19. EAST—East Los Angeles College County’s drive-through COVID-19 testing site will now continue to operate through December until the end of the 2020. Schedule has varied due to heat wave and unhealthful air quality from the nearby wildfires.

HARBOR—Los Angeles Harbor College Photo from recent food drive-thru event

Collaborative efforts with St. Francis Center Food Bank and Harbor for event on Sept. 10. In addition to food, Chromebooks for students and art supplies were also distributed. Men of Color Initiative Launched Sept. 9 with 75 attendees including Chancellor Rodriguez, o hear from Hall of Fame and former LAHC former ASO President Bobby McDonald, Class of 1970, was the guest speaker. MISSION—Los Angeles Mission College No report PIERCE—Los Angeles Pierce College No report SOUTHWEST—Los Angeles Southwest College LASC hosted the first of two drive-through flu clinics sponsored by Ralphs/Kroger on September 12. TRADE—Los Angeles Trade-Technical College No report

VALLEY—Los Angeles Valley College LAVC Student Services is planning a Parade Fest to be held 9 a.m. to noon, September 16. Student participating in special programs, including EOPS, Guardian Scholars, the Dream Resource Center, Veterans, TRiO and Umoja/Black Scholars will be invited to come to campus to pick up specially-prepared essential needs kits and basic care packages. Plans are in the preliminary stages and safety protocols will be followed.

WEST—West Los Angeles College The college conducted a food delivery event for students via drive-thru on September 4 and plans to do additional events up to twice per month. A Town Hall was held on September 10 with 112 faculty and staff members attending. in the Fall semester working remotely.

OPERATIONS

Continue training and professional development for District M&O staff. Working on attendance monitoring and completion rates. Responding to air filter needs at colleges, District facilities due to COVID and wildfire smoke; Monitoring air quality reports related to outdoor activities. Will be coordinating with BuildLACCD.

PLANNING & INTEL

Following up on nursing students survey and ability to work at colleges’ check-in sites. Monitoring order pipeline for Chromebook/ Surface Go ordering now could be at about 600 per day. Finalizing Programming / schedule issues for Winter Session and Spring 2021 Semester. Following up with HR on districtwide survey to go out this week, due Sept. 16. So far about 30 percent of personnel have responded. Looking into students’ tech requests via IT.

LOGISTICS

Continue working with Legal on WLAC church service request. Census event at LACC now shifted to Sept. 19 Working request from LAVC on outside event for Cancer Society. Finalizing order for acrylic shield materials with final colleges to submit requests. Monitoring progress using Titus (remote temperature) scanners deployed for testing.

FINANCE Working with FEMA new emergency funding guidance for expenses.
