Ministry of Energy and Mineral Resources (MEMR)
The Ministry of Energy and Mineral Resources was established by Mr. Babatunde Raji Fashola, SAN in July 2011 by Upgrading the Office of the Special Adviser on Mineral Resources to full fledge Ministry and appointment of a first Commissioner for that Ministry.
Functions of the Ministry – Short term and Long term § To Develop and Implement a comprehensive Energy Policy for Lagos State that will
support the State’s socio-economic development plans, job creation and revenue generation.
§ The key objective of this policy is aimed at positioning Lagos as a leader in Energy sufficiency and Energy security through Private Public Partnership.
• The Policy guidelines will also contain appropriate strategies for the development of
both conventional and renewable power solutions, Diversification of Fuel Usage, Gas supply, Petroleum Products Strategic Reserves and Infrastructures Monitoring.
• Engaging with federal government on energy related issues such as the Power
Sector Reform, Gas Master plan, Gas Revolution and Oil Industry Reform
VISION: To make Lagos State a global Economic and Financial hub through the development of sustainable Energy strategy and safe exploitation of available Hydrocarbon and Mineral Resources . MISSION: To Promote and attract investments in the Energy and Mineral resources sectors to enhance infrastructural and socio-economic development for wealth and job creation in the State

• Lagos State falls within the Benin Basin • Activities in the Basin is mostly in Offshore Environmental – Shallow,
Deep and Ultra deep water.
• Examples of players in the Basin include : Ø Yinka Folawiyo (OML 113) Ø Optimum (OPL 310) Ø Sunlink (OPL 311) Ø BG Exploration (OPL 332) Ø Nigerian Agip Energy (NAE) (OPL 316) Ø DPR/ PGS Multiclient Surveys (OPL 312, 313, 314)
OPPORTUNITIES FOR LAGOS STATE IN THE OIL SECTOR
• The Nigerian Coastal zone sprawls a total of 8 States namely: A/Ibom, Bayelsa, C/Rivers, Delta, Lagos, Ogun, Ondo and Rivers. (Known as littoral States)
• Since Lagos is part of the Nigerian Coastal zone with offshore blocks currently in active exploration activities therefore the State is also entitled to resource derivation/allocation from the Federal Government as soon as production is achieved from the aforementioned Oil fields.
• EXCO Approval for Establishment of Lagos Oil and Gas Corporation (LOGASC) to represent the State interest in all the Oil Industry opportunities.
• Currently waiting for approval by our distinguished Legislators

MIDSTREAM ACTIVITIES
OPPORTUNITIES FOR LAGOS STATE IN THE OIL SECTOR
• Liaising with PPP Office and private investors with a view to facilitate the establishment of modular refinery in Lagos State. Possible loca&ons at Badagry and Ikorodu Axis.
• Federal Government is progressing plans to site a Greenfield Refinery at the Lekki Free Trade Zone.
• Establishment of Methanol and Petrochemical plants at the Lagos Free Trade Zone.
• Logis&c and Fabrica&on Bases at Nigerdock and LADOL facili&es
DOWNSTREAM ACTIVITIES
OPPORTUNITIES FOR LAGOS STATE IN THE OIL SECTOR
• Lagos State alone control an average of about forty percent (40%) of all petroleum products sold in Nigeria and has the largest number of distribution outlets.
• Establishment Strategic Petroleum Products Storage Reserves and Distribution
outlets to mitigate shortages during emergency.
The Ministry as part of its strategic plan is preparing to collect and collate a comprehensive data base of all Petroleum products outlets in Lagos state. These include the following:
• Coastal storage Depots • Filling stations • LPG filling Plants • LPG retail outlets • Lubricant outlets • Kerosene peddling outlets
OTHER OIL AND GAS ASPIRATIONS
• Develop a sustainable gas master plan for Lagos.
• Promo&ng the use of Liquefied Petroleum Gas (LPG) otherwise known as cooking gas as a fuel of choice in Lagos State The Ministry in collabora&on with stakeholders are crea&ng
awareness for Lagosians to embrace the use of LPG in their homes for the immense environmental and economic advantages.

Mineral Resources
• Lagos State is endowed with abundance Mineral Resources • The state has commenced a study to identify all the potential mineral
resources of the state with a view to harnessing them.
• Past research work have indicated the existence of industrial minerals which include clay sand (ball clay, fire clay, kaolin etc), construction sands (filling sand, sharp sand, plastering sand, etc.), silica sand and Bitumen deposit.
• MEMR will Regulate Sand Dealing activities in the State (both land and shallow creeks by dredging) through the enforcement of mining laws.
• Continuously Liaise with relevant Government Agencies and miners to assess and monitor the impact of mining activities on the environment.

ACHIEVEMENTS: Revenue Genera5on
• Monitoring of the haulage of solid minerals (including granite, marbles, gravel etc) from other states.
• Facilitate the development and explora&on of solid minerals in the State by
issuing appropriate consent to miners to exploit solid minerals in the State (Laterite, Sharp sand, Filling sand, etc)
• Issuing of Opera&onal Consent to miners to exploit solid minerals in the State (Laterite, Sharp sand, Filling sand, etc)
• The department assisted by men of the State Taskforce on Environmental & Special Offences carried out enforcement exercise on erring mine operators in all the axis of the State.
Conclusions
Ministry of Energy and Mineral Resources (MEMR) • MEMR is committed to Development and Implementation of a
comprehensive Energy Policy for Lagos State that will support the State’s socio-economic development plans, job creation and revenue generation.
• MEMR is dedicated to developing IPPs that will serve critical sectors and boosts commerce and industry within the state
• MEMR is encouraging & supporting the Development and Production of Oil & Gas fields within onshore and offshore Lagos so as to secure petroleum derivation funds from the Federal Government.
• MEMR is committed to Regulation and Development of Mineral potential of
Lagos State with special regards to protection of the Environment so as to enhance job creation and revenue generation
