07-12-10 Status Report – Part 1 LBBLD Page 1 of 4 LAKE BORGNE BASIN LEVEE DISTRICT MONTHLY STATUS REPORT July 2010 Levees Maintenance Crews: o Performed scheduled and non-scheduled maintenance on equipment. o Took delivery of two new John Deere 6420 tractors in June. o Performing routine maintenance on levee Right-of-Ways. o Cut MRL from Caernarvon to Arabi. o Cut Back (non-Federal) Levee from Arabi to PS-5. o Continued operating Violet Siphon on MRL. LPV-144 - Bayou Dupre Control Structure. (4% Complete; Scheduled Progress=12%) Contractor has installed temporary bridge for installation of Steel Sheet Pile for cofferdam. The contractor is now installing sheet piles on the east bank of the channel. A few sheet piles hit obstructions during the driving operation. The sheet piles will have to be surveyed for alignment. There is a section of levee on the east side of Bayou Dupre that is in poor condition. The levee has deteriorated from contractor traversing over the levee with heavy construction equipment. Contractor has also agreed to reimburse LBBLD for opening and closing of the existing structure. Of concern to LBBLD was the barge that has been placed on the flood side of the existing structure. The contractor has stated that the barge will move to safe harbor via Bayou Bienvenue. LPV-145 - Levee Enlargement from Bayou Bienvenue to Bayou Dupre. (34% complete; Scheduled Progress=34%) The contractor requested from USACE to start removing the flood side haul road from the IHNC tie in to the first flood gate. The contractor provided a plan and profile for the removing and relocation of materials. The contractor will remove the flood side haul road in sections as the wall construction progresses eastward. Our consultant reviewed the quality control of restoring the levee toe where the contractor performed some excavation. The contractor will consolidate the toe of the levee with a sheepsfoot roller. Stock piles are identified on the plan. LPV-146 - Levee Enlargement from Bayou Dupre Control Structure to LA 46. (26% complete; Scheduled Progress=13%) The emergency access ramp is on hold. The clay is saturated and not workable. The H-Pile operation has three rigs in operation. The fourth rig is out of service because a cable broke. Sheet pile operation is complete on Heading A. The rig moved to Heading B. Roadway maintenance is ongoing. The roadway is in very poor condition. The contractor is prepping for a mud slab pour at Heading B. Heading A existing mud slab is being reviewed by Arcadis for deficiencies.

LAKE BORGNE BASIN LEVEE DISTRICT MONTHLY STATUS REPORT

July 2010 Levees

• Maintenance Crews:

• LPV-147 - Gate Structure at LA 46 and Bayou Rd. (0% complete; Scheduled

Progress=5%) Contractor is mobilizing on the project. Finalizing Mod 1 change request negotiations with Contractor for H-Pile length increase. HPO has initiated second change request for revisions to contract’s structural details.

• LPV-148.02 - Levee Enlargement from Bayou Road to Caernarvon. (1% complete; Scheduled Progress=6%) Permit request and approval from the Construction Contractor (Cajun) is ongoing. This permit is for the use of the bridge at Pump Station #8. Our concern is the safety of employees and possible damage to the facilities within the Pump Station from vibration. The contractor is installing limestone for the roadway at the airport entrance. There is degrading work at the bayou Road to St. Mary Pump Station. There is an additional 12” to 18” lift of limestone being added along the levee toe for leveling the work area. The drain pipes are being plugged.

• LPV-149 - Caernarvon Flood Wall Raise. (1% complete; Scheduled Progress=1%) Construction Contract has been awarded to Conti Federal Services, Inc. and a preconstruction conference was held on 06-29-10. Additional pile load tests are currently being conducted to address the weaker than anticipated soils in this reach. The contractor has begun the access road.

• Outside contractor hired by USACE performed MRL Inspection. LBBLD inspector accompanied the inspectors.

• State Project No. 579-44-0001, Violet Canal Closure Structure Improvements

(Phase 7), was advertised on May 21, 2010. A pre-bid conference was held at LBBLD on June 9, 2010. Bid opening took place June 30, 2010. The bids were taken under advisement. The cost for this project is reimbursable from LDOTD.

Pump Stations

• Engine Replacement for PS 1 or 4. Selection committee selected Burk- Kleinpeter for this work and was approved by the Board on June 3rd. We are to meet with Burk-Kleinpeter this week. We are currently creating a Scope of Work for the project.

• PW’s have been written, but to-date no money has been obligated by FEMA for

the pump repair at Pump Station #6. All couplings on the pumps @ Pump Station #7 have been repaired and are working. There is still concern that Station #6 could experience similar problems.

• The actuators for vacuum breaker valves on pipes 3 and 4 at Station #2 are still not working. CDM will be replacing the actuators the week of July 12.

• Seepage at Pump Stations #2 and #3: FEMA was provided alternative costs for

the fix along with a video from the Diver. Jan Meermans (FEMA) is writing up PW based on use of IN-Situ Form. LBBLD has requested as-built plans from LA DOTD for the pump stations. PBS&J to look at further design. Due to high head conditions in the discharge basins at the stations because of Hurricane Alex, the flow has increased considerably. It is not known if any additional levee material has moved or been removed due to this event.

• Remote Control/telemetry for Pump Stations #2 & #3. A scoping meeting was

held with Waldemar Nelson on May 26th. Waldemar Nelson is to provide cost for line of sight testing of telemetry (Phase 1), and will provide scope and fee for P&S based on project requirements (Phase 2) as discussed in this meeting. A site visit was made to determine microwave efficiency for Phase 1 by LBBLD, PBS&J and WR Nelson.

• Trash rakes at Station #4: 16 of 20 new guide ends made by Southern Services,

Inc. have been installed on the rake bars at Station 4. The middle rake section must still be done, but the larger east and west units seem to be operating more dependably due to the modification.

• Water pressure and Bridge crossing permit at Pump Station #8: Water pressure at

Station #8 is still low and still casing housekeeping problems under the station. This problem is compounded by the mud caused by the new construction associated with LPV 148.02 and the new Station floodwall. Alternative solutions are being investigated to eliminate the problem. Conhagen has performed alignment tests on the pumps, right angle drives and engines at Station #8. Some misalignment has been noted and a report of the findings will be forwarded to LBBLD. The alignment issues seem to have been caused by prior dump truck traffic across the bridge and must be corrected before additional use of the bridge is granted. Periodic testing will follow after the usage permit is issued.

Canals

• Maintenance Crews:

o Had side plate guides made for Pump Station rakes. o Continuing to clear the Right-of-Way line along 40 Arpent Canal. o Cut flats along canals. o Cleaned & checked culverts from major rainfall events. o Sprayed canal Right-of-Ways as required. o Trustees cut and cleaned house-side of canals. o New 2011 Ford F-250 Delivered (Assigned to Pete PW-18734).

• Fortification Canal Construction. Project sketch and specifications were provided

to contractors for quotes. To-date one quote has been received. In addition, construction documents, insurance requirements, and waiver of liability are being compiled for in-house and legal review.

• Capital Outlay Program. Corinne Canal Project (Drainage Improvements to LA

46 Roadway Drainage Improvements Project between Parish Road and Webster Road). Meeting was held between LBBLD, LADOTD and ExxonMobil on June 22. Meeting was held June 29, 2010 between LBBLD, St. Bernard Parish Government DPW, LADOTD and ExxonMobil; relocation alternatives were discussed.

Miscellaneous

• 2nd Quarter Levee and structure inspections are underway. • LBBLD continues to meet regularly with GOSHEP and FEMA representatives to

work PW’s.
