� e Okanagan Basin Water Board has been given $397,000 by the federal government to study water � ows in creeks entering Oka-nagan Lake and deter-mine future water needs.
� e money, from the Gas Tax Fund, will help local, municipal, provincial and federal o� cials bet-ter under-stand the water needs in the Oka-nagan, a re-gion known for its water challenges and as home to Can-ada’s largest population growth.
� e an-nouncement was made last Friday.
With the funding, the two-year second phase of the study will begin looking at the water � ow needs of � sh and aqua-tic ecosystems. � e � rst phase identi� ed and mapped the major creeks feeding into Okanagan Lake.
� e second phase will include approximate-
ly 10 stream-by-stream studies, using � ow mon-itoring equipment in streams identi� ed as im-portant for � sh habitat throughout the valley.
� e work will be a partnership between the OBWB and Okanagan
Nation Al-liance’s � sh-eries de-partment and the B.C. Min-istry of For-ests, Lands and Natur-al Resource Operations.

� e federal funding will help the water board, which serves the three Okanagan regional dis-tricts, including Lake
Country, to plan ahead and prioritize the water needs of � sh and aqua-tic ecosystems, helping ensure the sustainabil-ity of the Okanagan, said Kelowna-Lake Coun-try MP Stephen Fuhr, speaking on behalf of
Amarjeet Sohi, the fed-eral Liberal govern-ment’s infrastructure and communities minister.
OBWB’s executive director, Anna Warwick Sears, said the need for the project was identi� ed in 2010 when the agency
completed phase two of its water supply and de-mand study.
“Since then, con-cerns have continued to grow about the num-ber of water licences on Okanagan streams, so we started working with the province on how to make the best licencing deci-sions,” she said.

Hearing Loss - What is it?
Sensorineural Hearing Loss occurs when there is damage to the inner ear (cochlea) or hearing nerve in the brain. Some of the important causes of sensorineural hearing loss are:
• Hearing loss caused by excessive exposure to loud noise• Viral or bacterial infections• Medications such as aminoglycoside antibiotics (gentamycin,
streptomycin, erythromycin and vancomycin), ASA, and certain drugs given for the treatment of cancer (cisplatinum)

My church has sponsored some refugees from the Middle East, and we are trying to understand their challenges so that we can be responsible about assisting them wherever possible. Someone mentioned that their teeth may be in bad shape. What programs may be in place to assist their dental care?
Our location in the OK Valley has not been a common destination for refugees in the past (most gravitate to the urban centres), but there are families arriving on BC now through private sponsors like your group so we wouldn't be surprised to have some here too. Governments change, and programs change also. What should you expect? This all depends on where they are coming from, and also how long they may have lived in refugee camps. The available diet in these camps is limited, and certainly lack of access to dental care is the rule rather than the exception. Torture is not unheard of in these refugee camps, and the mouth is often a victim. There would likely have been no preventative care other than perhaps some dental 'kits' supplied by agencies such as the Red Cross. Many are missing teeth, and with a diet of limited refined sugar, cavities can be surprisingly low - but gum disease reigns supreme. As they adapt to a more western diet, the incidence of decay becomes greater if they have not adopted a 'hygiene' regimen.
Remember, the head of the family may have language challenges and if there is no encouragement with brushing and flossing the toothbrush may become a toy rather than a tool. Dentists volunteering in some of these camps (some accommodating tens of thousands of refugees simultaneously) tell of extreme pain, overcrowding, stays exceeding 4 years before placement, and dental nightmares with both children and adults. Volunteering dentists see 20+ patients a day and the line never gets shorter. When your families arrive in our area we anticipate they will have experienced years of neglect. There will be some assistance program with governmental agencies, but with private sponsors perhaps not so defined. Of course, the media has much to say – and there are conflicting opinions on who should pay for what. All we can safely state as dental professionals is that everyone should have a thorough dental examination. There may also be significant orthodontic issues for which their society had no real treatment options. Depending on the structured provided health care program for these refugees, there may or may not be assistance for specifically dental care. First steps first – a major examination is needed to determine the next most 'doable' logical step!

She also referenced last year’s drought, say-ing competing needs for water, such as population growth, industry, agricul-
ture and, of course, aqua-tic species are continuing to multiply so the pro-ject will help make the best water-use decisions possible.

For the � rst time in more than two decades, teachers, principals and vice-principals, along with senior staff from the Central Okanagan School District, gathered under one roof for a collaborative learning session last week as educators began to delve into a redesigned curriculum being implemented in B.C. schools.
More than 1,500 strong took in the day-long working session designed to help educators understand the changes being implemented from kindergarten to Grade 12, some of which is already in place in schools and some of which is still being worked on.
Local teachers facilitated the 60 different sessions offered at the event, held at KSS, with the motto “Together We Learn” as educators explored the redesigned curriculum.
“What was really exciting, as someone new to the district, was having
everyone together with a common purpose,” said Central Okanagan school superintendent Kevin Kaardal, who replaced his predecessor Hugh Gloster in December.
“I’m so thrilled with the leadership of all of our partners, particularly with the collaborative approach that the Central Okanagan Teachers Association and our joint educational change committee took.
“I was very impressed with the 60 teachers that stepped forward to share their expertise with their colleagues as facilitators.
“That takes a certain amount of courage.”
Called Building Student Success: B.C.’s New Curriculum, the redesign of the curriculum in B.C. schools is being implemented across the province beginning this year and over the next two years.
Changes in K to Grade 9 are optional this year but will be the of� cial curriculum next year, while changes in Grades 10 to 12 will be optional next year and of� cial in 2017-18.
Mandated by the
provincial government, the new curriculum will place more emphasis on the deeper understanding of concepts and the application of processes rather than on the memorization of isolated facts and information, according to the government’s website detailing the changes (curriculum.gov.bc.ca/).
Across the province, educators have been given two learning days this school session where kids are not in school and educators can learn the redesign.
In the Central Okanagan, the � rst one
was last Tuesday and another day will follow in late May.
“Never before has a curriculum been changed top to bottom,” said Susan Bauhart, the president of the Central Okanagan Teachers Association.
“It really was just the start and the level of expertise in the district is varied. Some teachers are using it this year, others are planning to move into it next year when it’s mandated and the 10 to 12 curriculum is only in the draft phase so they don’t know what it’s going to look like.
“But the fundamental principles are there and that’s what Tuesday was all about. It was a wonderful opportunity for us all to be together. I don’t remember another single event that drew everyone together.”
For the past several months the school district’s joint education change committee—consisting of teachers, principals and senior staff—worked together to design the day-long session.
“It was just a phenomenal day of bringing everyone together under one roof
to learn together,” said assistant superintendent Terry Beaudry.
“We went to multiple sessions and really heard from our teachers excellent questions but also excitement about the next steps as we move forward with the redesign.”
At the heart of the redesigned curriculum are literacy and numeracy foundations of reading and writing as well as essential learning: What students are expected to know, be able to do and understand at each grade. It also focuses on core competencies
of creative and critical thinking, communication and personal and social responsibilities.
As teachers begin to put those into practice in local schools the � rst of two non-instructional days this year was certainly seen as a big success.
“It was a great day,” concluded Kaardal.
“It was a career highlight for many people because it brought everyone together and we were working together for a common purpose: To improve learning for our students and that was fantastic.”
Changes are coming to the classroom
At last week’s non-instructional day for teachers in the Central Okanagan, much work was done to study the redesigned B.C. curriculum by 1,500 educators, from teachers to principals to senior staff, school board members and students.

forest, and there’s no one there to hear it fall, does it make a sound?”
It’s a kind of koan—a question designed to make the hearer think.
Yet most of us persist in o� ering our own ver-sions of an answer.
One group will say,
“Of course it makes a sound! Sound consists of vibrations, transmit-ted through a medium. � e shock of a tree fall-ing creates vibrations, whether or not anyone measures them.”
A second group will say, “Sound is a sensory phenomenon. With-out an ear to translate those vibrations into a neural response that we call a sound, there is no sound.”
Both answers are valid.
“So what?” you ask. OK, translate those re-sponses into a di� er-ent context. How do you prove that God exists?

Minister Rich Coleman was
� abbergasted at the angry response to his solution to the Victoria courthouse “tent city,” the latest tarp-covered camp to spring up in southern B.C.
Coleman announced two temporary shelters with three meals a day and medical supports. One is a former nursing home close to the court-house squat, convenient-ly located near panhand-ling and drug dealing spots as well as taxpay-er-funded services. � e other o� ers indoor or outdoor tent space at a former youth custody centre, with a dedicated downtown shuttle bus so these “victims” of “home-lessness” don’t have to endure B.C.’s most gen-erous transit bus system.
We weren’t con-sulted, said the indignant spokespeople for those bringing new-looking tents to take advantage of food and other hand-outs, o� ered in B.C.’s
warmest climate by the province’s most naïve lo-cal government.
But this was just a show for the media by our resident profes-sional protesters, some of whom aren’t really “homeless.”
After the reaction, which Coleman de-scribed as “bizarre,” the combined 88 housing opportunities are be-ing snapped up. � ose on welfare will have to fork over their $375 month-ly housing allowance, as the province continues to convert more housing and o� er more rent sub-sidies.
It’s no wonder that southern B.C. is the des-tination of choice. Cole-man said it’s always been a seasonal thing, but this winter has been the highest in a decade, largely due to an exodus of economic migrants from the downturn in Alberta, naturally head-ing for B.C.’s most desir-able real estate.
I asked him about two other homeless hotspots. In Abbotsford, campers have ignored a city dead-line to take down struc-tures in a three-year-old camp, after tempor-ary shelter and costly provincial supports were brought on. A court-room and street confron-tation looms with self-styled “drug war surviv-ors” and their Vancouver legal help.
In Maple Ridge, a tent camp sprang up next to the local Salvation Army shelter, with people cyc-ling through the shelter’s 15-day limit, camping and being fed until they could go back in.
Mayor Nicole Read,
who has worked in Van-couver’s Downtown Eastside, said Maple Ridge took on its own outreach, shelter and housing e� ort because the province’s $1 mil-lion-a-year Salvation Army operation isn’t working.
Coleman is not amused. He said he’s had no complaints about Abbotsford’s Salvation Army shelter, and Read is the only one griping. And no mayor is going to tell him how to spend provincial dollars. Maple Ridge now has two shel-ters with accompanying street drugs, prostitution and crime.
I asked Coleman about the 10-year-study led by Simon Fraser University researcher Jul-ian Somers on the hous-ing, outreach and services in Vancouver’s Down-town Eastside. � is is the heart of B.C.’s “hous-ing � rst” strategy, where the province has bought and renovated 30 “single room occupancy” build-ings, built another dozen
and poured in every pos-sible support, including the buyout of high-living executives at the Port-land Hotel Society.
� e study found that the hardest cases are worse o� than ever, based on court, hospi-tal and other service rec-ords, while the in� ux to the notorious Vancouver drug ghetto have tripled in 10 years.
“I haven’t had a chance to go over that report yet, but I disagree with the assumption I’ve heard already, be-cause I walk the Down-town Eastside,” Cole-man said. “I don’t know if they do every few weeks to a month, but I’ve been doing it for about nine or 10 years and I can tell you it’s a whole lot better down there.”
� e question is whether problems are being solved, or just bet-ter hidden from view.

Entropy moves from the complex to the sim-ple.
But evolution does exactly the opposite. Each new evolution-ary development moves from the simple to the more complex. Algae be-came giant redwoods; tiny lizards became soar-ing eagles; comb jellies eventually mutate into sentient beings.
� ere is, as far as I can tell, no evidence of evo-lution ever reversing it-self. Of eagles reverting to lizards, of a human race losing opposable thumbs.
Granted, evolu-tion has had dead ends. Whole species have died out. Genetic malfunc-
tions cause some babies to be born with shrunk-en skulls, or no brains at all. But these adaptations do not help them sur-vive; � awed mutations eliminate themselves from the gene pool.
So maybe both en-tropy and evolution are right.
Perhaps we need to accept that “either/or” is a choice we humans im-pose on our thinking.
I suspect that if God were rewriting the Ten Commandments to-day, the second com-mandment might come out something like this: “� ou shalt not make me subject to any human formulation—such as logic, mathematics, phil-osophy, or science.”
Try applying the fall-
ing-tree koan to the Big Bang that, we’re told, launched the universe. Did the Big Bang make a bang?
On the one hand, it was the most catastroph-ic explosion of all time. It must have created gigan-tic ripples. Astronomers claim they still echo through space.
But vibrations must be carried through some-thing. At the instant of creation, there was noth-ing to ripple. Nothing at all. Not even space for the ripples to expand into.

To the editor:� is morning I awak-
ened thinking of how di� cult it is to make a reliable income. One that pays all my bills and leaves some money for my savings account.
Now that I am in my last years on this Earth, it is common for me to reminisce on the past—years spent trying to pre-pare for my daily expens-es and ultimately my re-tirement.
As a self employed
auto technician, having local farmers as reliable customers was very im-portant.
I can remember some years struggling to just have enough money to put food on our family’s table. � at would hap-pen when our farmers did not make su� cient income for their needs.
Reading your articles stating that the farm-ers, blessed by the Agri-culture Land Commis-sion, are renting their
land to people that need low cost housing, so they, the farmers, can put food on their families table, caused me to support the farmers.
Every dollar they earn is a boost to our econ-omy.
We all need � nancial income that allows us to be part of the local busi-nesses, keeping them available to supply our needs.
Now, our Kelow-na City Hall is challen-
ging the farmer’s success. Our taxes are � nancing the mayor and council-lors in their e� ort to get higher business costs for the farmers. � is is very sel� sh. � e mayor and councillors are not pay-ing a cent of their own money!
Is this right? I do not approve of this Kelowna city council action.

Yet most of us persist in o� ering our own ver-sions of an answer.
One group will say,

A second group will say, “Sound is a sensory phenomenon. With-out an ear to translate those vibrations into a neural response that we call a sound, there is no sound.”
Both answers are valid.
“So what?” you ask. OK, translate those re-sponses into a di� er-ent context. How do you prove that God exists?

Minister Rich Coleman was
� abbergasted at the angry response to his solution to the Victoria courthouse “tent city,” the latest tarp-covered camp to spring up in southern B.C.
Coleman announced two temporary shelters with three meals a day and medical supports. One is a former nursing home close to the court-house squat, convenient-ly located near panhand-ling and drug dealing spots as well as taxpay-er-funded services. � e other o� ers indoor or outdoor tent space at a former youth custody centre, with a dedicated downtown shuttle bus so these “victims” of “home-lessness” don’t have to endure B.C.’s most gen-erous transit bus system.
We weren’t con-sulted, said the indignant spokespeople for those bringing new-looking tents to take advantage of food and other hand-outs, o� ered in B.C.’s
warmest climate by the province’s most naïve lo-cal government.
But this was just a show for the media by our resident profes-sional protesters, some of whom aren’t really “homeless.”
After the reaction, which Coleman de-scribed as “bizarre,” the combined 88 housing opportunities are be-ing snapped up. � ose on welfare will have to fork over their $375 month-ly housing allowance, as the province continues to convert more housing and o� er more rent sub-sidies.
It’s no wonder that southern B.C. is the des-tination of choice. Cole-man said it’s always been a seasonal thing, but this winter has been the highest in a decade, largely due to an exodus of economic migrants from the downturn in Alberta, naturally head-ing for B.C.’s most desir-able real estate.
I asked him about two other homeless hotspots. In Abbotsford, campers have ignored a city dead-line to take down struc-tures in a three-year-old camp, after tempor-ary shelter and costly provincial supports were brought on. A court-room and street confron-tation looms with self-styled “drug war surviv-ors” and their Vancouver legal help.
In Maple Ridge, a tent camp sprang up next to the local Salvation Army shelter, with people cyc-ling through the shelter’s 15-day limit, camping and being fed until they could go back in.
Mayor Nicole Read,
who has worked in Van-couver’s Downtown Eastside, said Maple Ridge took on its own outreach, shelter and housing e� ort because the province’s $1 mil-lion-a-year Salvation Army operation isn’t working.
Coleman is not amused. He said he’s had no complaints about Abbotsford’s Salvation Army shelter, and Read is the only one griping. And no mayor is going to tell him how to spend provincial dollars. Maple Ridge now has two shel-ters with accompanying street drugs, prostitution and crime.
I asked Coleman about the 10-year-study led by Simon Fraser University researcher Jul-ian Somers on the hous-ing, outreach and services in Vancouver’s Down-town Eastside. � is is the heart of B.C.’s “hous-ing � rst” strategy, where the province has bought and renovated 30 “single room occupancy” build-ings, built another dozen
and poured in every pos-sible support, including the buyout of high-living executives at the Port-land Hotel Society.
� e study found that the hardest cases are worse o� than ever, based on court, hospi-tal and other service rec-ords, while the in� ux to the notorious Vancouver drug ghetto have tripled in 10 years.
“I haven’t had a chance to go over that report yet, but I disagree with the assumption I’ve heard already, be-cause I walk the Down-town Eastside,” Cole-man said. “I don’t know if they do every few weeks to a month, but I’ve been doing it for about nine or 10 years and I can tell you it’s a whole lot better down there.”
� e question is whether problems are being solved, or just bet-ter hidden from view.

While the players are competitive on the ice, tournament organizers say they try to make the sweetheart event about much more than just re-sults and credit the suc-cess of the long-running event, at least in part, due to the fun nature of the tournament.
“I think the suc-cess comes because it’s fun; we try to have some unique things for the kids to do rather than just come and play,” said Pomponio. “� at’s ultim-ately what they are here for but there is a real-ly fun element too. We have an awesome open-ing ceremonies where we have team spirit prizes and we have lots of fun things like ra� e baskets and a photo booth and of course it’s the Okanagan, so who wouldn’t want to come here.”
Pomponio also cred-ited the many volunteers who help support the event each year.
“We’d like to thank all of our sponsors and vol-unteers for such a great event and their con-tinued support,” she said.

Okanagan-raised dressage rider Janine Little won the High Score Award at the 2016 Adequan Global Dres-sage Festival held recent-ly in Wellington, Flor-ida. � e competition is one of the sport’s high-est-calibre international equestrian events, at-tracting top riders and horses from the Amer-icas, Europe and around the world.
Little and her mount Ebony, a seven year-old Friesian mare owned by
Kelowna’s Shawneen Ja-cobs, earned the highest score of the entire week of competition.
Despite torrential rains and severe winds during the pair’s per-formance, they won all classes entered in their division and earned the highest national score of the entire s how. � e High Score Award rec-ognizes outstanding per-formances in the show ring. Such excellence is made possible by the years of training, perse-
verance and teamwork it takes to get there.
“Achieving an honour such as the High Score Award at Global is excit-ing,” Little said. “Ebony was very brave and dem-onstrated excellent abil-ity to focus despite the challenging weather and busy show atmosphere.”

After earning accolades at the regional, provin-cial, national and inter-national levels, she estab-lished Little Dressage, a training and coaching business with its roots in the Okanagan. � e busi-ness has since evolved to include clients and com-petitions throughout western Canada, On-tario, Quebec and Flor-ida. She has coached sev-
eral riders to gold medal wins at the North Amer-ican Junior/Young Rid-er Championships over the years and was herself short-listed to the Can-adian team a few years ago.
She is currently train-ing numerous horses, from Grand Prix pros-pects to several young up-and-coming Oka-nagan-owned talents, such as Billionaire, a � ve year-old Oldenburg
known for his silly antics around the barn; Finley, a seven year-old West-phalian gelding; and Demitra, an eight year-old Dutch Warmblood mare. Whereas Bono has yet to make his show ring debut, Finley and Demitra have won every class entered with Little, at top Florida competi-tions. � e goal for all of these horses is to com-pete at the FEI (Fédéra-tion Equestre Interna-
tionale) level in the next year or two.
“It truly takes a village to produce top dressage horses,” Little said.
Little shares the cred-it with her profession-al groom and working student, Larisa Ander-son, 20, who has earned numerous victories in dressage rings through-out western Canada, in-cluding the 2013 Alberta Provincial Junior Cham-pionship.

Permanent Full time Planner
The Community Services Department is seeking a permanent full-time Planner to join their team. The Planner provides research, analytical, report writing, presentation services respecting policy development, land use planning projects, and land use applications. This is a mid-level professional planning position in the Planning and Development section that requires a high degree of professional responsibility in the development and implementation of planning strategies, statutory documents, and municipal policy. The position also requires thorough knowledge of related Acts and Regulations and the planning process in British Columbia. The Planner primarily works independently and works collaboratively with District staff to make submissions to Council and other affected public and private agencies as well as working with committees and above named groups respecting land use in the community. The preferred candidates will have completed a Planning Degree or Degree in a related discipline and membership or eligibility for membership in the Planning Institute of BC and/or the Canadian Institute of Planners. A minimum of three years’ related experience in planning, with preference taken to relevant experience in municipal government. Lake Country Seniors Activity Centre located just north of the Winfield Arena at 9832 Bottom Wood Lake Road is a primary gathering place for citizens age 50+ to enjoy a large variety of programs and events.
Someone is on site Monday - Friday from 10am - 2pm. at the Seniors Activity Centre. Regular activities include Art groups; Songsters; Tai Chi; Exercise; Ballroom Dancing; Bridge, Cribbage and Line Dancing.
