2017-2018 Budget Preparation We are currently in our 2016-2017 Operating Budget.

This is the time of the year when we are working through the process for the 2017-2018 fiscal year budget. A preliminary draft has been prepared by Administration after reviewing suggested needs from the various committees. The budget figures are based on historical data, 3-year averages, new ideas suggested, as well as, quotes by vendors, etc. The Finance Committee began its initial review at its last meeting on October 10.

The Finance Committee typically meets the second Monday of the month. The next meeting is Monday, November 14, 2016. At that meeting the Committee will further review the draft budget, make necessary changes and prepare a more final draft for the full board to review.

On Monday, December 12, 2016 the Finance Committee will meet again to finalize the “Proposed Budget” and address any members’ final concerns before the budget is recommended to the full board for approval.

On Monday, December 19, 2016, during its regular monthly meeting, the Board will review and approve the Budget, unless more information is needed.

Budgets are very important in a Home Owners Association and the process is open for input by the membership. As members you are encouraged to participate in this process by attending committee and board meetings. The dates for you to remember are:

Gate Employee Observations and comments:• Please slow down when entering. Leaves

on the road and inclement weather could make for slick road conditions.

• Drivers in the left lane must yield to the right lane.

• NO Right Turn from the left lane. If travels take you to McClellen Drive and other roads to the right of the entrance area, you need to go to the bottom of the hill and turn right.

Please place a call to the gatehouse (259-0823) IF GUESTS are expected between midnight and 6:00 a.m. When guests arrive without pre-authorization, the employee will try to contact you with the numbers that have been provided to the office. If they cannot connect, your guest will be turned away.

Also if a towing company is scheduled to arrive at your residence, please call the gatehouse. Most times they arrive at the request of the owner, but there are times that towing companies attempt to come in to repossesses. If there is no prior notification and the gate employee cannot reach you to confirm admittance the towing company may be turned away.

2017-2018 Board of Director ElectionThis year’s presidential election has been very interesting and you may have tired of the campaigning. Try to shake that off and focus on our very “local” election. Please consider being on a committee to talk to neighbors and fellow members

seeking leaders to volunteer as a Board of Director. The By-laws of your Association states that we need a Nominating Committee of at least three members who are not currently a board member or serving on a committee. This committee must be separate from any LMPOA committees and their responsibility is to solicit members to become candidates for the Board of Directors. Please call the Office or any Board of Director to say you’ll help.

Trick or Treat Thanks! The Lake Meade Fire Police/Fire Company/Township Police coordinated their efforts to make Trick or Treat safer as the kids collected their Halloween goodies. Thanks to all!

Budget Approval The proposed 2017-2018 Operating and Capital Budgets will be reviewed with the members on Monday, December 12, 2016 at the Finance Committee meeting held in the Community Center starting at 6:30 p.m. Take advantage of this opportunity to review and ask questions of the budgets.

Safe Boating Course Has been scheduled for Saturday, January 14, 2017. Dr. Dan Benny will be offering the class from 9:00 – 3:00 p.m. in the Lake Meade Conference Room. Please call the LMPOA office to register. Dr. Benny likes to have adequate materials, so please registration no later than January 10, 2017.

The lake level will be lowered beginning November 15 this year.It takes approximately two weeks to draw down the lake to its winter level. The LMPOA Rules and Regulations state the following: “The lake will be drawn down to 494 feet above sea level (lowered six feet) on November 1st in years ending in 5 and 0 and November 15 in other years. This level will be maintained by opening and closing of the valve. The valve may be opened after February 1 only by approval of the Board of Directors.”

NOTE: Please be sure to remove your watercraft before the lake level starts to drop. Lake Meade Rules and Regulations IV, 2. Docks, d. states, “All boats must be removed from docks, boat racks, and launches by November 15 and cannot be moored at docks or put on boat racks and launches until March 1.”

The lake was stocked with hybrid striped bass and walleye.

The leaf collection dumpsters are back! Please remember to only dump leaves and small sticks no more than

1” diameter and 12” length. No bags or trash are permitted in the leaf collection dumpsters.

IMPORTANT INFORMATION ABOUT ELECTRONICS DISPOSALAdams Rescue Mission is no longer accepting electronic items for recycling. Act 108 of 2010 is the Covered Device Recycling Act which requires certain recycling responsibilities and a disposal ban for covered devices. Act 108 affects landfills, trash haulers and transfer stations. Trash haulers are not permitted to pick up TV’s, computers, computer peripheral devices or other computer devices (printers, hard drives, scanners, tablets, etc.)

• Adams County recently updated its recycling brochure. This can be found on the Adams County website www.adamscounty.us

• Staples located in Hanover and Gettysburg accepts computer equipment.

• The Washington Township Transfer Station located in Waynesboro, PA accepts TV’s, computers and other electronics. (See more info below.)

LEAF DROP OFF

AT LAKE MEADE ENTRANCE

For those Lake Meaders who have lots of leaves and nowhere to put them, there is a solution! Empty your bags of leaves at the leaf collection dumpsters located at the entrance across from the bulletin board. The dumpsters will be at this location during Mid-October into November. When the dumpster

is full it will be transported to a composting facility.

UPDATE: ELECTRONICS RECYCLING PROGRAM

Washington Township is opening the Electronics Recycling Program to include residents from outside of Washington Township. The rate is $0.45 per pound with a $25 minimum per trip. The amount of electronics per trip are not limited. All units will be weighed for cost. Electronics are accepted on TUESDAYS and WEDNESDAYS from 8 AM until 4 PM

CHRISTMAS TREE RECYCLING Republic Services will pick up Christmas Trees as part of regular weekly trash pick-up. Simply place your Christmas tree next to your household trash at the road. Also, Dean Shank will gladly pick up your Christmas tree curbside. Dean’s goats love munching on Lake Meade Christmas Trees!

The Lake Lake Meade Rules and Regulations require the lake to begin drawdown on November 15, lowering the normal pool level six feet. Normally, the dam outlet valve is closed on February 1 to begin returning to normal pool level. As a reminder, any work to be done on your seawall and dock needs to have a plan approved and permitted by the PA Department of Environmental Protection (DEP), General Permit 2 or 3. The DEP permitting process normally takes several months for approval. Shorelines are required to be properly riprapped and maintained to prevent erosion. Plans for constructing any waterfront dwelling,

dock, seawall or other structure require the DEP General Permit before submitting the application for the LMPOA Letter of Compliance. Township and county permits may be required depending on the project, as well.

Boating Reminder, boats need to be removed from docks and racks by November 15th.

Dam Rehabilitation Project Schnabel is engaged in the engineering study.

Below are two types of sirens that we currently use to alert Emergency Responders and the ones that you may hear in Adams County.

Emergency Responders Alert SirenA Standard Wavering Siren – 1-3 minutes in length. Emergency Responders are to report to their dept.

Public Notification Information SirenA long and steady Siren – 3 minutes in length. Public notification due to general emergency, hurricane and/or tornado warning, flash flooding, etc. Tune to your local radio station (WGET/WGTY), tv station, weather channel or NOAA weather radio.

Communications & Technology Committee Property Owners will be sent information from our Annual Statement database. Please edit your information as soon as you receive it and send us any changes. Now is the time to provide updated contact numbers and email addresses. The survey clearly indicated that the Members want to have a new Directory and by tradition, one will be available at the time of the Annual meeting. Did You Know (DYK)Walkers on Lake Meade roads must walk facing traffic, single file, and yield to oncoming traffic.

Projects to upgrade the mechanical equipment in the Community Center continues. Recently, a new air conditioning unit to service the Multi-Purpose Room was installed. Additional units to provide comfort to other areas of the building are under consideration. Work at the Marina to install new railing along the Marina ramp is also being reviewed. The current railing has deteriorated from years of use and exposure to weather.

VOTING INFORMATIONTuesday, Nov. 8, 2016 • Polling Hours: 7 am – 8 pm

Reading Township residents cast their ballots at the Hampton Fire Company just south of the Stoney Point Road and Rt. 94 intersection. The Township is divided into two lists, one for Lake Meade residents and those outside of Lake Meade. For addional information, contact the Voter Registration office at 337-9832. Latimore Township voting place is at the Latimore Township Office. Take Rt. 94 North to Rt. 15 North until you pass the convenience store/gas station and then make the first right turn to the Township Office.

SAFETY & TRAFFIC WATCH COMMITTEE NEWS

Hello Neighbors, Your Safety and Traffic Watch Committee has been hard at work since our last article. You may have noticed we even called a special meeting. The purpose of the special meeting was to discuss our options for the aging gate system at the entrance. At the time of this writing, we have yet to select an option but continue our research. Please keep an eye on agendas, minutes, and postings on lakemeade.org for updates.We have also been keeping an eye on traffic violations and the occasional traffic incident or wrecks. As a reminder, please obey all posted signs. Our speed limit is 25 miles per hour on all roadways. We would also like to remind members that additional transponder

passes are available at the office. Many members are still using the “guest” lane for admittance. This causes our gate personnel additional work and slows the entrance of our guests and potential new members. In order to obtain an additional transponder please bring your registration and a deposit of $30. Your deposit is refundable. Finally, snow is on the horizon. Or, so they say. Please be extra cautious on the roads during inclement weather. Our children will still be walking to and from the bus stops. Please keep driveways clear and accessible for our emergency crews. We thank you for your continued support and wish you all a wonderful holiday season.

Albert Kwiatek, Supervisor of Gate and Patrol Employees

Al was selected because of his long-term (23+ years) career with the Pennsylvania State Police. During his tenure with the Pennsylvania State Police, Al continually assumed greater responsibility, eventually reaching the role of Station Commander. He is also a certified paralegal. As a property owner since 1986 (previously enjoying Lake Meade on his parent’s property) he has experience and expectation on the interactions between members and Safety & Traffic Watch within the community. We are pleased to welcome Al to the LMPOA team!

Words from the Supervisor: Greetings to my neighbors at Lake Meade! Since beginning my duties, I have noticed a few things that seem to require some attention or clarification. The first is simply a matter of education. Our radar unit is handheld. This means that we may detect your speed approaching or going away from the patrol unit. I have noticed a disturbing tendency for drivers to accelerate after passing the patrol vehicle. Please be reminded that the speed limit is 25 mph. In the future, I hope to coordinate efforts with the local police departments to have a more comprehensive enforcement program. Secondly, is a reminder to pedestrians to please walk facing traffic. I still see a number of runners and walkers going with the flow of traffic instead of facing it. It has always been my opinion that I would like to see traffic coming at me so I can move out of the way. Looking forward to seeing you out and about on our roadways!

50th Anniversary The 50th Anniversary Committee has met several times since our last article. We are still in our infancy and many great ideas are being discussed. However, we are very short staffed! We implore, urge, and appeal to you to assist us. We need you! This celebration is a milestone deserving of a grand event. We need your help to plan this. Please contact any member of the Board or office to offer your support. Any organization that is planning a celebration should contact Zach Boyer for coordinating purposes. The Committee has also set the second Wednesday of the month as our scheduled meeting night. Meetings will be held at 7:00 p.m. in the lounge. The Committee has also recommended to the Board of Directors to adopt 2018 as our official 50th Anniversary year. This year was picked based off of the 40th Anniversary and the 50th year since our incorporation. We thank you for your time and hope to see you at a meeting,

The Finance Committee meets on the second Monday of each month to review the financial position of the lake, and all members are welcome. The financial statements of LMPOA are reviewed by an independent auditing firm at the end of each fiscal year (March 31).

LMPOA roads are private property belonging to LMPOA and maintained exclusively through LMPOA funds, including snow plowing, paving, etc. NO tax revenue supports LMPOA roads.

The Lake Meade Homemakers held their first meeting of the year on September 12 at the firehouse. If you are new to the lake, or just have never come to one of our meetings, come out and see what this exciting club has to offer. Many plans were announced which promise a fun and interesting year of activities and programs. Lake Meade Homemakers, under the Penn State umbrella, meet at the Lake Meade Firehouse every second Monday of the month from September to May. We start with a social time at 12:30 and continue to a business meeting at 1:00 followed by an interesting and entertaining program.

Did You Know (DYK)If you are having a party or gathering at your home, you should submit a party list to the gatehouse so they can admit your guests smoothly. The form is available on the web site, at the gate, or at the office.

Mailboxes are placed within LMPOA’s road right-of-way. LMPOA recognizes that the Post Office has placement requirements for the benefit of mail carriers. LMPOA’s mission throughout winter weather months is to maintain safe and passable roads within the community. Keeping roads passable during snow storms requires plowing snow to the edge of the roads. Snow plow operators are instructed to maintain the lowest speed possible that allows for the truck to push the snow, slush, or ice off the road. Occasionally damage to mailboxes occurs due to the weight of the snow, slush, ice being pushed. The force of a plow pushing a heavy amount will cause a “throwing” action that can damage mailboxes and/or posts. LMPOA does not replace mailboxes or posts damaged during snow plowing operations. Since the mailboxes are placed within LMPOA’s legal right-of-way it is up to the property owner to ensure their mailbox and post can withstand the weight of the snow, slush, or ice being thrown from the plow. Generally if a mailbox is placed as far beyond the edge of the road as is allowed by the Postal Service the force of the plowing will not affect its stability.

Tips to avoid mailbox damage during snow plowing operations:1. Make sure the mailbox is firmly supported in the ground.2. Keep the area around your mailbox cleared.3. Do not throw snow back onto the road.

4. Consider installing a cantilever mailbox support that allows a mailbox to “swing.”

5. Place reflective tape on your mailbox. This will assist snow plow operators to see the mailbox.

Tips on proper mailbox placement from the East Berlin Post Office:1. The height should be approximately 42” from the ground to

the bottom of the box.2. You must maintain the area between the paved surface and

the box so the carrier can pull in and out. You don’t want the box too far away from the road.

3. Please consider the snow plows and don’t put your box too close to the road.

4. For safety, the carrier should be able to stop at the box without obstructing the driveway.

Lake Meade Property Owners Association, Inc. is not liable for damages to mailboxes, invisible fencing, shrubbery, trees, or any other objects or landscaping within the road right-of-way, caused by snow removal or any other maintenance operations where the same are located within the limits of the road right-of-way. Your cooperation is important to ensure visibility and stability of mailboxes during snow plowing operations in Lake Meade.

There are 18 miles of roadways in Lake Meade. The roads are plowed in one direction at a time turning 18 into 36 miles. When it snows, sleets, or is icy, please do not park vehicles along the roadway as this slows down road clearing operations.

PLEASE NOTE: LMPOA will not be responsible for damage to mailboxes when our employees are trying to clear roadways. LMPOA’s focus is to clear all the community roads as quickly as possible for the safety of all our members. Inhibiting the process only prolongs the wait for some members. Our plows inadvertantly push snow on the ends of some driveways—this cannot be avoided—please do not shovel snow back out onto the roadway.

The Board approved the following:

• Approved acceptance of the Audit Report for Fiscal Year ending March 31, 2016, and acknowledge receipt of the IRS Forms 990 and 990T.

• Approved changing the committee name to Roads and Stormwater Management Committee to reflect the responsibilities of the committee.

• The donation to Lake Meade Fire & Rescue, Inc. was budgeted and approved.

• Approved holding Trick-or-Treat on Saturday, October 29, 2016 from 6:00 p.m. to 8:00 p.m.

• Accepted a resignation of a member of the 50th Anniversary Ad-Hoc Committee.

• Approved providing leaf collection dumpsters

• Approved to have Aquatic Environment Consultants, Inc. stock fish in the lake.

• Approved two new members to serve on the Lake Management Committee.

• Approved Blue Diamond Pool Service to winterize the swimming pool.

• Approved a new member to serve on the Recreation/Pool Committee.

• Ratifed the e-mail decision by a majority of the Board of Directors to direct the Association attorney to file charges against a member for failure to comply with LMPOA Rules and Regulations.

• The Executive Committee reports thirteen new members and four new renters for the period July 14, 2016 through September 15, 2016 .

• Letters of Compliance was issued for one addition, one house, one deck, one garage and one porch improvement. Letters of Approval were issued for one boat lift, three driveways, one pool house, one drain pipe replacement, one roof over patio, one fence, three storage sheds and two walkways. The total number of homes with permits issued is 1,077.

The Building Committee has been working on an update to the Rules and Regulations. These changes will be discussed at the meeting on Wednesday, November 9, starting at 7 p.m. Please plan to attend to discuss any concerns you have or plans for building projects. If the Lake Meader is not delivered to you before November 9, please call the office with your questions/concerns and the Committee will get back to you.

How It Works: Committee decisions are based on two governing documents, The Deed Covenants and the Rules and Regulations. The Deed Covenants is a document recorded in the Adams County Courthouse. It is “cast in stone” and the Covenants have held up in court. The Rules and Regulations, which are the day-to-day extensions of the Deed Covenants, can be changed by a majority vote by the Board of Directors. New regulations replace old regulations when approved. The proposed changes will be updated regulations so your input at meetings can make a difference. We hope to see you on November 9.

Why is Lake Meade referred to as a private community? We are a self-sustaining community, which means the members of the association pay for all of the infrastructure, services and expenses related to the community. There is no tax money used to support the operation and maintenance of the Lake Meade community. We govern ourselves with our governing documents and the duly elected Board of Directors.

Lake Meade Property Owners Association (LMPOA) is an association of single family privately owned properties. The owners make up the association and the association owns all of the common elements (dam, docks, roads, community center, gatehouse, marina, swimming pool, tennis courts, sports complex, recreation areas, maintenance building and equipment). Members pay an initiation fee to support capital improvements, and pay annual dues and assessments to support the operating expenses. As part of their membership, LMPOA members (“members” are identified as property owners who are listed on the deed of the property that is recorded at the Adams County Registrar’s office) are permitted to designate persons (sons, daughters, unmarried grandchildren, persons residing in their home, renters) to receive a privilege card. Anyone who does not have a member card or a privilege card issued to them is classified as a guest in the Lake Meade community. All guests who register with the gatehouse by providing a member’s name and address are considered to be the responsibility of

the member named. Members are required by LMPOA Rules and Regulations to accompany their guests at all times to any common-owned elements.

The Deed Restrictions and Covenants pertain to the lot (land) you own and the structure that is built on it, activities on your lot and easements. The By-Laws have a different purpose. They outline how the business affairs of the property owner’s association are to be conducted. This includes membership classification, placement of board members and their responsibilities, officers, committees, the procedures of official meetings, contracts, accounting, record keeping, the fiscal year, and payment of the initiation fees and annual dues and assessments. The Deed Covenants and Restrictions and the By-Laws are part of the Governing Documents of LMPOA.

The committees consider matters brought before them and conduct research, if needed. Should they decide to make a recommendation to adopt a policy, add or change a rule or regulation, or spend a large sum of money, the chairperson presents the recommendation to the Board of Directors for consideration. The Board of Directors governs the affairs of the Association.

The PA Department of Environmental Protection, Wetlands and Waterways Program (DEP-WWP) requires lake front properties planning shoreline, seawall or dock projects to first obtain a general permit from the DEP-WWP office prior to starting the project. These types of projects also require LMPOA Lake Committee review and approval by the LMPOA Building Committee. When the Building Committee approves the project, a Letter of Compliance is issued to the member. Depending on the scope of the project, the property owner may then be required to submit the plans to the township for a building permit and also obtain an Adams County permit. Property owners considering any type of shoreline, seawall or dock projects should plan well in advance, as the approval process with the various entities will take time to complete. YogaLake Meade Yoga returned to the community center on Friday, September 23. Amanda Lease, 200 RYT,

will lead an all levels hatha yoga class every Friday in the MPR from 9:30-10:30 am. Modifications and options will be given for beginners and seasoned practitioners alike. Please bring your yoga mat and any props you would like to use during practice. A limited number of mats and props are available to borrow. LMPOA has three types of governing documents: Declaration of Covenants that are “attached” permanently to the property as part of the deed, By-Laws that define how LMPOA is organized and governed, and Rules and Regulations that spell out the details of what is permitted within Lake Meade.

The initiation fees paid by new LMPOA members are used to fund capital investments and their repairs and replacements. Capital items include major items that last many years, such as buildings, equipment, pool, roads, bridges, and the dam.
