Public Notice City Offices Closed to Public
The City Council of Lakeland has ordered that all city
facilities are closed to the public until further notice under
Governor Tim Walz’s executive order to stay at home.
You are encouraged to connect with city staff through the
city website, by phone and by mail. If you have business
that is time-sensitive and must be conducted in person, call
651-436-4430 to make an appointment. City staff will do
their best to accommodate your request.
The City of Lakeland has been working with local, county
and state partners to help protect the health and wellness of
both the community and employees during the rapidly
changing coronavirus outbreak. As transmission has
changed in Minnesota from travel-related to community
spread, the city is making these changes while ensuring it
can provide essential services to residents. Visit

related information and updates.
City representatives including members of the council, city
staff and city consultants will all be involved in meetings
using telecommunication methods. Each meeting will have
a unique access number used when calling in. The meeting
notices and instructions on how to call in to access them
will be posted on the official posting boards at Lakeland City
Hall, Lakeland Plaza, and will also be available on our
website at www.ci.lakeland.mn.us

coronavirus (COVID-19) first identified
in Wuhan, China. Health officials
confirmed the first case of COVID-19
in Minnesota on March 6, 2020.

2020 Streets Project Information
The 2020 Streets Project will be providing much needed reconstruction and updates to the road along Quality Ave N.
Visit cityoflakeland.us/2020streets to see the newest information as it becomes available. Including the schedule for traffic.
The project will continue throughout the summer months. Details of the project include: pulverization of the existing street pavement, installation of storm sewer, grading in Humphires Park, driveway and culvert replacement/additions, new pavements, and ditch cleaning and turf establishment.

MnDOT is improving safety features during the Hwy 95 Improvement Project which began in May 2020.
The concerns being addressed include, raised center medians, a protected pedestrian crossing with rapid flashing beacon near Anderson Elementary, a reduction of drive lane width, and striped on-street parking. Other safety enhancements include expanded sidewalk widths with ADA pedestrian ramps for better accessibility, and upgraded street lights with LED fixtures to increase visibility.
Over the next few months the City of Bayport and MnDOT will evaluate other safety enhancement features and a potential traffic signal at 5th Ave. N. due to a recent pedestrian fatality in that area. Water Utility Billing now through PeopleService, Inc.
This year PeopleServices Inc. is the vendor of all water utility bills for the
City of Lakeland. Checks will be written payable to PeopleServices Inc. sent to
the billing office, and an online bill pay options is available through the
PeopleServices website.

To sign up for on-line bill pay and/or paperless billing go to website
www.peopleservice.com
Select Utility Billing in the upper right corner
You will be able to create your account first time only or log on if an
account has been previously created. You will need your first bill to set
up and create your on-line account
PeopleService accepts credit and debit cards through on-line bill pay. Note
that there will be a 3% recurring handling fee from the card processor each
month. This fee will appear on your card statement as AVR, Inc.

IRS Extends Income Tax Returns
The IRS has extended the due date for 2019 federal income tax returns, payments and 2020 estimated payments
for individuals and business.
The extended due date is July 15th, 2020. It is in your best interest to check directly with official sources for
changes made in response to the COVID-19 pandemic.

covid-19 for Minnesota income tax return information for updates as effected by COVID-19.
The St. Paul office for the MN Dept of Revenue closed temporarily starting April 17th due to health concerns,
however there is a secure drop-box located outside the front door where tax income returns in sealed envelopes
may be submitted. There is also a self serve area to write a request for tax forms to be mailed to you. The official
federal and state websites have the forms for 2019 income tax returns and previous years available.

Washington County Environmental Center has partially re-opened for drop-offs.

Plan for long wait times.
There is a new self-serve drop-off for Food Scraps (organics) in the front parking lot, per the center's website
stay at least 6 feet away from other customers while using the self-serve Food Scraps (organics) drop-off.
For regular service drop-off all persons must remain in their vehicle, preferably wearing a face mask, and to
only crack open a window to provide your zip-code to the staff.
As of 5/06/2020 the hours for drop off are Tuesday 11 a.m.-7 p.m., Thursday 8 a.m.-4:30 p.m., Friday 8
a.m.-4:30 p.m., and Saturday 8 a.m.-2 p.m.

LAKELAND CLEAN-UP DAY POSTPONED TO JUNE 13TH, 2020
The annual Lakeland Clean-up where residents are able to dispose of refuse that may have accumulated in their
homes has been postponed from the original May 2nd, 2020 date to the new date of June 13, 2020.
Most household items are accepted for:
$30.00 for car or trailer loads 8 feet or less or
$35.00 for car or trailer loads greater than 8 feet
Appliances (ovens, washers, etc.) cost $25.00 per item.
Snowblowers and mowers will be accepted as long as the fluids are drained prior to drop-off.
Mattresses and tires with rims are not accepts. No hazardous waste, i.e. batteries, used motor oil, pesticides, paints, etc. or yard waste (these can be disposed of at the Washington County Environmental Center, 4039
Cottage Grove Drive, Woodbury, MN 55129)
