LAKESIDEFAMILY SERVICESAnnual Report 2014/15
Lakeside Family Services started its first Family Service
Centre and Before and After School Care (BASC) Programme
in 1993 at Jurong West. A second Family Service Centre and
BASC Programme in Jurong East followed in 2000. Today,
both centres provide casework and counselling, information
and referral services for children, youths and families at-risk
as well as in the key areas of family needs.
In 2007, a third centre was added to provide services to
families at risk in the community in the Taman Jurong area.
Besides serving the chronic poor and families affected by
problem gambling, we reach out to serve the incarcerated/
ex-offenders and their families through our TJ Haven
programme.
In 2009, our Families-in-Transition (FiT) Shelter became the
second agency in Singapore to provide temporary housing
and casework support for displaced families without homes
due to financial difficulties and other crises.
Operating as Lakeside Family Centre till 2013, we changed
our name to “Lakeside Family Services” after 20 years of
serving the community in Jurong to reflect the integrated
family services provided through various centres. We
maintain our commitment to expand and develop services
that are needed for the last, the least and the lost in society,
thereby fulfilling our Christian responsibility to serve with
the vision of “Changing Lives, Transforming Communities”.
Set up in 1997 as a society and registered under the
Charities Act in 1998, Lakeside is an Institution of Public
Character (IPC), a full member of the National Council of
Social Service and approved by the Ministry of Social and
Family Development.
In collaboration with our neighbours, community partners,
and the government, we serve the needs of individuals and
families at-risk, regardless of race, language or religion.
In addition, a team of dedicated staff, associate staff
and volunteers provides the support that enables us to
accomplish the mission before us.

Lakeside Family Services fulfils our Christian responsibility to society by
caring for the community. We provide quality services, focused on the needs
of individuals and families in the community at Jurong, regardless of
race, language, or religion. We work in harmony with our neighbours, the

SERVICESIn the year 2014/15, 365 children aged between 6 to 12 years in the Jurong community were enrolled in our programmes which include the Before And After School Care (BASC), Creative Arts Programme (CAP) and Educational, Infant Care and Child Development (ICCD) and Psychological Services (EPS).
Before and After School Care (BASC)We provide safe, quality custodial care, guidance and
supervision of homework and a nurturing environment to
allow children to grow and develop holistically. A total of
306 children, including 52 referrals from our caseworkers,
were served in both Jurong East and West centres this year.
Corporates, Foundations, Institutions and Churches such
as Cummins, The American Navy, International Singapore
School, Tanglin Trust School, United World College, Anglo
Chinese Junior College, Blessed Grace Church, Church
of Singapore (Bukit Timah), Westside Anglican Church
and many others helped to enrich the childrens’ physical,
psychological, social, emotional and spiritual needs with
both in-centre and outdoor activities.
This year, the BASC children were treated to excursions
and special events provided by:
- Schneider Electric to the “Human Body Experience” at
the Science Centre Singapore in November 2014.
- Singapore Press Holdings (SPH) threw a Superhero
themed party in December 2014 with treats and goodie
bags as well as a handicrafts session in March 2015.
- Shell Jurong Island for a trip to Trick Eye Museum in
April 2015.
- Tan Chin Tuan Foundation to the Lee Kong Chian Natural
History Museum in July 2015. The children learned
about extinct animals.
- Motivational Speaker, Jon Pritikin from United States
used attention-grabbing “feats of strength” to share a
motivational message of overcoming challenges in life
to more than 70 children in July 2015
- Jurong Spring’s Tree Planting event with Jurong Spring
Advisor, Mr. Desmond Lee.
As an expression of love and care for the disadvantaged in
the community, our children brought cheer and fun to the
following:
- Patients and staff at Assisi Hospice with their Christmas
Carols in November 2014.
- The elderly at Bo Tien Welfare Services in February
2015 under NTU students’ “Project Guiding Hands”.
- Seniors at a Seniors Activity Centre as part of Tan Chin
Tuan Foundation’s signature programme Project Cheer.
Early Childhood ProgrammesIn July 2015 we launched the “Mummy and Me”
programme and welcomed 14 young children (aged 6 and
below) to provide early stimulation in a two-generational
care approach. The programme aims to create learning
opportunities for the little ones while equipping mothers
with knowledge and skills to nurture their children.
Creative Arts Programme (CAP)The Creative Arts Programme helps children acquire
discipline, confidence, attentiveness and teamwork through
the performing and visual arts. At the same time, it provides
children from disadvantaged homes opportunities for self-
expression and development of their talents in music,
dance and drama.
In the year 2014/15, the CAP had 29 violinists, 43 guitarists,
4 ukulele players, 11 percussionists, 25 drama children
and 36 dancers. This group of budding performers put up
a musical on 25th November at the Assisi Hospice, bringing
Christmas cheer to the delight of the residents.
Educational and Psychological Services (EPS)Children with learning difficulties and in particular from low-
income and/or dysfunctional families are the main focus of
this service. This year, EPS served 110 children through our
Reading Intervention Programme (RDIP), Psychological
Assessment and Intervention Programme, and Behavioural
Assessment and Intervention.
Our one-to-one Reading Intervention (RDIP), which is
very effective in helping children with attention deficiency
or dyslexia is supported by 11 adult volunteers helping
25 needy children on a weekly basis. Other reading
programmes included:
- kidsREAD Clubs, Reading Together (with expatriate
ladies) and Buddy Reading with United World College
students.
- “Words Apart” was helmed by NUS students to enhance
students’ reading comprehension by focusing on
prefixes and suffixes.
- A Reading Competition ran from Jan-Mar 2015 for
40 BASC students with the sponsorship of American
Women’s Association (AWA), with their volunteers
presiding over the competition.
- Annual Literacy Funcamp “Words Alive” where the
children participated in a high-energy session of games,
stories and drama. Agape Methodist Church Women’s
Society for Christian Service generously supported 25
children for the camp.

SERVICES
We seek to transform youths aged 13 to 19 years old in the Jurong Community to serve and inspire others to serve through our mandatory, preventive and developmental programmes, such as Project YO!, Guidance Programme, Streetwise Programme, School Social Work and Agape Inspires.
PROJECT YO! (YOUTH OUTREACH)
Lakeside Basketball (LB)Through weekly basketball sessions, we engage at-risk
youths (potential school drop-outs, in gangs and/or are
involved with drugs or underage smoking) and community
youths. This programme is a healthy platform for the
youths to channel their energies into active sports and be
engaged in pro-social activities and also helps to develop
interpersonal skills, acquire confidence in establishing
good friendships and strong social support.
About 300 youths participate at different times with an
average of 25 youths participating weekly in these games
as well as the following programmes:
• Basketball Clinics: an outreach to younger players.
• ‘Prison Within’: outing to an educational musical
performance about the struggles of broken families
• Annual Lakeside Mini Tournaments: two mini tournaments
for different age groups and levels of players including
invited friends and families to foster connectedness.
The games are held at The Jurong Community Club which
is strategically located in the midst of 5 secondary schools.
Thank God it’s Friday (T.G.I.F.)Our drop-in centre helps youths discover their strengths
and express their talents through music, dance, sports
and structured activities, with the aim of developing their
leadership qualities and spirit of volunteerism.
During the year, we reached a total of 126 individual youths
(including about 30 newcomers) with an average weekly
attendance of 25 youths. Equipping them with competency
skills for outreach work helps expand their horizons to see
themselves as positive contributors to the community and
society. Highlights this year were:
• Workshops on “Boy-Girl Relationships” in August 2014
focused on love and respect for the opposite sex and
“Aim High” in December 2014 focused on SMART goals
and aspirations.
• Team building and bonding in October 2014, was held
at the Escape Room @ Prinsep Street.
Guidance Programme (GP)The structural components of this Programme for youths
referred by the courts include individual counselling
sessions, groupwork sessions, parent-teen bonding day
and camp. The overarching theme of “Who Am I In This
World” in GP focuses on the developmental needs of
the youths. We served a total of 100 youths in 2014/15.
• The youths organised, planned and engaged the BASC
children for a day of games and activities.
• A visit to Teen Challenge gave the youths a glimpse
of how the residents overcame the obstacles and
challenges in their lives.
• Facilitated by Camp Challenge, the youths learnt how
to overcome their fears in station games and high
elements obstacle courses.
• Outing for parents and youths to Maritime PSA and
Gardens by the Bay to encourage bonding and
communication.
School Social Work (SSW)SSW forms a vital link between the school, family and
community agencies to support children and at-risk youths
to reach their full developmental potential. During the year,
we worked with 4 Secondary Schools and a Primary School,
involving a total of 43 students.
Apart from individual and family counselling, SSW also
offers fun, adventurous and engaging programmes using
drama, videos, games and experiential learning to bring
across fundamental values and principles.
Highlights for this year:
• Groupwork programmes for students from single parent
families, tailored in collaboration with
- TOUCH Cyber Wellness, to address cyber addiction
among at-risk youths.
- Health Promotion Board, to run a Smoking Cessation
Programme for youths who wished to stop smoking.
• A drop-in centre for 8 months at a primary school
instilling values and life skills for 15 students while
helping them academically.
• 2 road shows were held to increase awareness of our
services.

Streetwise Programme (SWP)SWP is a mandatory 6-month programme to help youths
referred by the police break away from gang involvement
and empower them with positive life skills and social skills.
In total, 24 youths underwent SWP during the year. Some
noteworthy activities:
• Parenting Workshops in November 2014 and June 2015
on parenting styles and effects, techniques, strategies
of communication and skills in setting limits and
boundaries.
• Friendly soccer matches in collaboration with Reach
Family Service Centre in December 2014 and June
2015, allowed our youths to apply teamwork and
effective communication skills.
• 2 camps (December 2014 and June 2015) were
conducted to help youths identify and build their
strengths and appreciate their own uniqueness.
• Visits to Breakthrough Missions Halfway House during
the November and June school holidays help encourage
and inspire the youths through the testimonies of ex-
gang members.
Dance- Beatzomatics, our Hip-hop dance crew of 8 youths,
is another platform for the youths to build confidence
and learn the importance of discipline, teamwork and
perseverance. Taught by a professional dance instructor
once a week, the youths performed at the Family @
Agape dinner and at the Volunteers’ Appreciation Day
in 2014.
EXPEDITION AGAPE (EA) Expedition Agape empowers youths who are facing
challenges in their lives as “Leaders in Action” through
supportive, life-transforming relationships with volunteer
mentors over a 6-month journey of self-discovery and
growth, the highlight of which is a 2-week overseas service-
learning expedition.
Team Cambodia 2014In partnership with Cornerstone Project, the team
comprising 9 volunteer mentors and 6 youths built a hut for
a family in Cambodia, gave the new Vocational Institute a
fresh coat of paint, designed attractive murals for the school
and conducted enrichment and educational programmes
for the children.
Team Thailand 2015Comprising 8 volunteers and 10 youths, the team partnered
with Vision Trust for 11 days in Thailand, helping to pave a
road for a village school in Huay Malai.
YOUTH CORPS SINGAPORELakeside Family Services is a community partner of Youth
Corps Singapore, which supports youths who are keen to
serve the community. As the catalyst for youth volunteerism,
it harnesses the energy and passion of youths to ignite
positive change in society through community development
projects.
In 2014/15, 30 aspirants were involved in community
change. These include:
a) developing a community garden and promoting interest
in gardening and environmental-related activities
amongst the Active Seniors Club.
b) starting a reading programme for preschoolers to
cultivate their interest in English and enhancing their
literacy level.
c) conducting educational workshops for the children in
Cambodia from Koh Rumdual island and implementing
a survey for the households on their access to clean
water.
d) conceptualising a camp to engage and empower the
youths of Agape Vision in Malaysia as leaders of their
lives.

LIFE
“Experiencing wholeness through holistic support”
FAMILY and
“Love Cafe” is a marriage enrichment workshop for married
couples. The 10 participants learned the ‘hows’ of deepening their relationships and building stronger foundations through
experiential activities.
Adult & Family Life Services focuses on empowering adults, couples and parents and their children with skills to strengthen family relationships.
Highlights for the year:
• “Family Fun Day” at the Singapore Botanic Gardens on
20 June 2015. 18 parents and 26 children learned to
improve bonding and communication in their families.
• “Daddy and Me: Super Dads, Super Kids”, a special
half-day event held on 8 November 2014. It emphasises
the significant role of fathers in their children’s
development. 7 fathers and their children took part in
this inaugural programme.
• “Love Cafe” is a marriage enrichment workshop for
married couples. The 10 participants learned the ‘hows’
of deepening their relationships and building stronger
foundations through experiential activities.
• The Malay-speaking Mothers’ Support Group (MSG)
planned activities to help homemakers overcome
isolation and expand their social network with other
mothers. Weekly programmes include life skills talks,
Mandarin lessons, physical exercises, handicraft
sessions, festive celebrations and outings. The Blue
Ribbon Project, a social enterprise project enabled
stay-at-home mothers to utilize their sewing skills to
supplement their families’ income.
• “Discover 5 Languages of Appreciation at the
Workplace” and “Super Dads Super Kids: Building a
Bond that will Last!” talks were conducted for Shell
Jurong Island’s staff as part of their “Lunch and Learn”
programme.
The Active Seniors’ Club (ASC)
– “Living fulfilled and dignified lives”
A total of 200 seniors (aged 55 and above) joined in
activities held at both Jurong West and Jurong East
Centres. Promoting active ageing and enhancing the lives
of the seniors, the ASC adopted a 3-pronged approach
focused on:
• Establishing Interest Groups in Gardening and Creative
Crafts
• Contributing to the Community with a fund-raising
initiative in the sale of terrariums
• Empowering the Seniors with talks (such as
Understanding the Lasting Power of Attorney), monthly
forums (to discuss and understand government policies
and social issues on CPF, care-giving, ageing) and
training on Befriending (to become effective community
helpers).

In collaboration with the Yellow Ribbon Fund, 23 families with 49 children
gathered to celebrate Mother’s Day aptly themed “You’re My Sunshine” to honour
mothers of the incarcerated and needy families, for their sacrificial love amidst seemingly insurmountable challenges.
TJ Haven
Family Programme with Singapore Prison ServiceAbout 480 inmates from Cluster B and their families
attended the Family Programme. Many of the inmates
and their families were touched and impacted through the
activities for family bonding and the facilitation of mutual
forgiveness and reconciliation.
Mother’s Day Celebration In collaboration with the Yellow Ribbon Fund, 23 families
with 49 children gathered to celebrate Mother’s Day aptly
themed “You’re My Sunshine” to honor mothers of the
incarcerated and needy families, for their sacrificial love
amidst seemingly insurmountable challenges. Many in the
audience were visibly touched when three mothers boldly
took to the stage to share how they maintained hope,
remained resilient and stood as pillars of support for their
families’ unity.
TelevisitOur televisit facilities served more than 100 families each
month. An average of 20 new referrals were assisted with
community resources and information.
Tuition PlusThis programme, specially for children of the incarcerated,
not only helped each child academically but also helped
them develop good social skills. An average of 10 students
attend this free tuition class weekly under the guidance
of an experienced tutor and student volunteers. Each
student’s progress is charted for monitoring, affirmation and
encouragement.
Highlights for the year
• A fun-filled family outing to the Underwater World
was held on 27 September 2014 where families
spent a day encountering creatures of the deep.
• Annual family day camp, themed FOCUS (Families
Overcoming Challenges with their Uniqueness and
Strengths) was organised in the December 2014
school holidays with the Yellow Ribbon Project and
their groups of volunteers.
• The Voice‘R’Us Club was started to provide a support
group for children, to help little ones going through
loss and grief over their parents’ incarceration. The
Club served to create a safe climate and a conducive
platform where the children were affirmed and their
voices were heard.
Families-in-Transition (FiT) Shelter Our FiT Shelter provided temporary shelter, casework
support and group work for homeless families with young
children and vulnerable elderly across Singapore. This
year, we served 89 families comprising 388 individuals.

Working with families Family bonding activities helped to strengthen family
relationships in a relaxed and secure environment.
Far East Organization kindly sponsored “Bonding for Life”,
a Family Staycation on 5-7 December 2014 at Village Hotel
Bugis for 37 families, with a total of 169 individuals.
“I really like the workshop R.E.L.A.X and Beating the Challenge”….both are really meaningful to me, teaching me
how to handle my stress and be a good parent to my kids. I will never forget all the memories in this staycation. Thank you all FiT Shelter staff & volunteers”

Problem Gambling ServicesLakeside Family Services (TJ) is one of the two agencies
that provides services to the public regarding applications
for self and family casino exclusion orders.
During the year, 62 applications for Family Exclusion
Order were submitted to the National Council of Problem
Gambling. We assessed and counselled 183 individuals to
help them cope with gambling-related problems.
Applicants for revocation of their exclusion orders had to
undergo intensive sessions of counselling to assess the
motive and condition of the problem gamblers and their
family. We served 32 such applicants.
Working with Shelter Children & Youth In response to the growing numbers of children and youths
staying at the FiT shelter, the Saturday Soccer Clinic was
launched on 11 April 2015. About 20 youths were nurtured
towards a healthy lifestyle and good values, and helped to
build resilience to face life’s challenges.

The comparative table shows the three highest case types
for both Centres were Financial, Parenting and Marital.
Mental Health cases were the 4th highest case type for the
year.
Though financial cases have remained as the highest
case type, this year saw an overall drop of 17%. This was
perhaps due in part to the change in School Pocket Money
Fund (SPMF) policy of limiting support to 24 months, unlike
previous years when further extension of SPMF assistance
was allowed.
Staff Training/CSWP-SSNETAll our Caseworkers received continuing professional
development and training as required by the Social Work
Accreditation and Advisory Board (SWAAB) and the
Singapore Association for Counselling (SAC). This enabled
them to be better equipped with relevant knowledge and
skills to engage and assist the clients we serve, with their
varied needs.
All family service centre (FSC) staff underwent the 7-day on-
boarding by MSF to be equipped with the Code of Social
Work Practice (CSWP), a common framework for all FSCs’
Social Work Practitioners (SWP) to handle vulnerable and
at-risk families with low or high complexities of issues with
professional competency.
In-House TrainingDespite a hectic year of changes in the social service
landscape, several in-house training workshops to build
staff capability were conducted:
1. Working with Children using Attachment Theory
2. Rainbows - a programme for single parents or
children who experience grief and loss due to death,
separation or divorce of their parents
3. Motivational Interviewing
Supervision & TrainingIn line with our clinical supervision system, all staff received
individual, group and peer supervision. In addition, 10
new supervisors received training to equip them to serve
as clinical supervisors. We also engaged an external
consultant to help hone the supervisory and clinical skills
of our senior staff.
Casework & Counselling Support Programme (CCSP)

CCSP enhances relationships and provides holistic
programmes to meet the diverse needs of low-income
and vulnerable families. Through small group discussions,

During the year, we organised 7 family programmes and
workshops to instil and cultivate positive beliefs, values and
skills in the clients.
We are grateful to Far East Organization (FEO) for their
sponsorship of all the events. Volunteers from FEO also
gave their time and energy to befriend our clients and to
help facilitate group discussions.

Group workIn June 2015, the Sunshine Support Group was started for single-parent
families. It helps them overcome their life transitions and develop inner
resilience. Through an intense group process, participants worked through
their pain and grief. They shed tears and shared their feelings with drawings,
discussion, videos and roleplay.
Community Outreach Door-to-door needs assessment, community walks,
community mapping, setting up educational booths,
and networking sessions were all part of our Community
Outreach efforts to create awareness of our services. This
was done in collaboration with key stakeholders in the
community, including grassroots leaders, schools and other
agencies. We were able to reach out to even more people
in to community to provide help and support for individuals
and families needing assistance.
Community WalkIn Aug 2014, together with student volunteers from
Singapore Polytechnic, we conducted door-to-door surveys
with 120 residents in Teban Garden and Pandan Garden.
During community walks and conversations with residents
at Teban Garden, we were also better able to understand
the profile and issues faced by the community, their needs
and strengths. A similar exercise was carried out in Yuhua
from June to July 2015, where we surveyed 81 residents
and followed up on those who are needy.
In May 2015, an educational and needs assessment booth
was set up at Jurongville Secondary School in collaboration
with the Jurong East Neighborhood Police Centre (NPC).
Many youths came to know about our youth programme
through this outreach.
Love your neighbours, Singapore Love your neighbours, Singapore, was a special event
organised as part of our National Day Celebration. It aimed
to raise awareness of loving our neighbours and encourage
residents to reach out to one another.
Together with clients, beneficiaries and residents of the
Jurong Spring community, we delivered craftwork gifts,
red-and-white pinwheels and food hampers to low-income
elderly and their families in the neighbourhood. Mr Desmond
Lee, Member of Parliament for Jurong GRC (Jurong Spring)
graced the event and participated by personally making
several pinwheels for the vulnerable families. Thank you, Mr
Lee! Let’s keep up the “Kampong spirit!”

Lakeside has been blessed with volunteers from various
organisations including neighborhood schools (Nan Hua
High School, Fuhua Secondary School), international
schools (United World College of South East Asia, ISS
International School Singapore, International Community
School), tertiary institutions (Singapore Polytechnic, Ngee
Ann Polytechnic, National University of Singapore, Nanyang
Technological University), associations (American Woman
Association) and churches (Agape Methodist Church,
Gospel Light Christian Church, Angora Brethren Chapel,
Church of Singapore, Faith Methodist Church, Westside
Anglican Church). There were also individuals from youths
to senior citizens who came forward to give their time.
This year, Lakeside has seen a growing number of
corporations such as Pacific Radiance and Levi Strauss
& Co. stepping forward to organise outings, movies and
meaningful programmes, as part of their Corporate Social
Responsibility projects. Volunteers from corporations are
also stepping up to be regular volunteers.
Lakeside is always looking for new ways of engaging
volunteers to be our partners to serve the community,
tapping on the community spirit to bring joy to the
underprivileged.
We would like to thank all our volunteers and partnering
institutions for their selfless contribution to Lakeside Family
Services in Changing Lives, Transforming Communities.

our Title Sponsor for our Charity Golf Tournament at Jurong Country
Club. Chairman of Temasek Holdings, Mr Lim Boon Heng, graced
the occasion as our Guest-of-Honour.
