1 Introduction

1.1 Purpose of this Document

1.1.1 This Sustainable Urban Drainage (SuDS) and Landscape Management relates to a reserved matters planning application for 21 homes on land to and off Henthorn Road / Kemple View, Clitheroe. The application is submitted pursuant to outline planning application 3/2017/0433.

1.1.2 The document sets out the principles for the management of the site and to whom those responsibilities will fall.

2 Sustainable Urban Drainage Management

2.1 An introduction to sustainable drainage systems or SuDS

2.1.1 SuDS are an environmentally friendly approach to managing rainfall runoff using landscape features to deal with surface water with an aim to:

i. Control the flow, volume and frequency of water leaving a development area;

ii. Prevent pollution by intercepting silt and cleaning runoff from hard surfaces;

iii. Provide attractive surroundings for the community; and

iv. Create opportunities for wildlife.

2.2 SuDS at Land off Henthorn Road

2.2.1 A SuDS drainage scheme is proposed to manage excess runoff from the development, comprising a detention basin designed to maintain runoff at pre-development rates, with an outfall to the bounding watercourse. The route to discharge from the existing Site will be by outfall to the Pendleton Brook.

i. Surface water runoff would be directed to the drainage system through drainage gullies located around the perimeter of the buildings and through contouring of the hardstanding areas.

ii. Landscape design incorporated into the layout and the associated garden of each unit will allow a proportion of the rainfall to infiltrate into the soil substrate. Surface water will be directed to an on-site detention basin, positioned to achieve a gravity fed connection to the Pendleton Brook. Due to the requirement to restrict discharge rates to the equivalent greenfield run-off rate, the discharge to the Pendleton Brook will be controlled by the installation of a Hydro-brake unit immediately prior to discharge. A large volume of attenuation will be required to contain excess flows and this storage will be provided by a new attenuation pond set upstream of the Hydro-brake chamber.

iii. Attenuation storage is required to reduce the post-application surface water runoff from the Site to calculated greenfield runoff rates, up to and including the 1 in 100-year (+40%CC) rainfall event, assuming no infiltration losses and a submerged outfall.

iv. Residual flood risk can be mitigated by provision of an easement free from development along either side of the bounding watercourses which will provide access for inspection and maintenance activities to keep the bounding watercourses clear from debris and overgrown vegetation to maintain the conveyance of the channels.

v. Foul flows from the site are dealt with on a separate system and are not considered further in this report.

2.3 Managing the SuDS

2.3.1 When the development outlined is completed, a contract will be put in place by Concert Living Ltd with a suitably qualified Management Company. This company will take on board the inspection, maintenance and repair of the onsite private areas of the site, communal landscape areas and drainage pond. An annual service charge will be levied on all property owners to finance these operations in perpetuity.

2.3.2 The main access roads and drainage on the development will be put forward for adoption by Lancashire C.C. and United Utilities and will subsequently become their responsibility for maintenance and repair. The SuDS at the site have been designed for easy maintenance to comprise:

i. Regular care - litter collection, grass cutting and checking the inlets and outlets where water enters or leaves a SuDS feature

ii. Occasional tasks - managing pond vegetation and removing any silt that builds up in the SuDS features

iii. Remedial work - repairing damage where necessary

2.3.3 The SUDs attenuation pond is shown on the submitted plans as being surrounded by post and rail fencing for safety. A gate will be installed for access on the southern boundary of this and access from the site will be made available via the end of the private drive outside plot 13.

3 Landscape Management and Timing of Delivery

3.1 Introduction

3.1.1 This Landscape Management Plan relates to all communal areas of public open space/amenity landscape within the proposed development on site. It sets out the management intentions and the necessary operations required to enable the management company to satisfactorily look after the site once the landscape works are implemented.

3.1.2 The management plan is intended to enable the management company to satisfactorily look after the site.

3.1.3 There are some areas of cross-over with the approach to manage the SuDS which are explained below.

3.2 Managing the Landscaping

3.2.1 The principal aim will be to keep the landscape elements in a state of health and vigour:

i. Trees and shrubs that die in the first five years of planting shall be replaced. Replacement planting shall be carried out during the next available planting season. Trees and shrubs are to be replaced with the same variety and size as originally planted.

ii. Existing trees will have minimal intervention with the intention that they mature naturally.

iii. Individual trees, once established, will have their stakes and ties checked.

iv. The management of the native shrubs will also focus on two stages of development. The first stage is their establishment and, once establishment is secured, the principal activity will be the selection of some specimens for long-term development, weed control and pruning.

v. Areas of grass will be maintained to give a neat and tidy appearance.

vi. Litter picking and debris removal will ensure that a neat and tidy general appearance is sustained throughout the landscape areas.

vii. The area to the north and west of the SUDs pond is informally planted and is proposed as rough grassland/wildflower meadow for ecological benefits. This area shall not be mown regularly, other than a cut at the end of each summer, which will serve to spread seeds of grassland species.

4 Timing and Delivery of Natural Habitats and POS / Footpaths

4.1 Planning Requirements

4.1.1 Condition 15 of the outline planning permission requires details for the timing and phasing for the creation of the natural habitats on site.

4.1.2 Condition 20 requires details of the phasing and timings for the construction of the public open space provision, landscaping and attenuation pond.

4.2 Details and Timing of SUDs Pond, Landscaping, Public Open Space, and Footpath Creation

4.2.1 The following phasing for the delivery of the landscaping will be followed:

4.3 Natural Habitat Scheme Details

4.3.1 Bird and bat boxes are required on 24 properties on the site on the completion of each unit; however, the reserved matters planning application is only for 21 units and therefore 21 are proposed:

• Bird boxes shall be placed on plots 4 – 7, 10 and 11, and 15 – 20.

• Bat boxes shall be placed on the remaining 9 properties.

4.3.2 The location pole mounted standing owl, bird and bat boxes is detailed in the submitted landscaping plan.

4.3.3 In accordance with the outline permission, the landscaping plan details a wildflower meadow which will include pockets of bulb planting.

4.4 Natural Habitat Timing

4.4.1 The bird and bat boxes on properties shall be installed as they are completed.

4.4.2 The public open space area and wildflower meadow, along with the bat and bird boxes shall be completed as the final phase of the build project, as per the schedule provided above.

Appendix 1 – SuDS and Landscape Maintenance Summary

Regular Maintenance

1. Litter Management Regularity Pick up all litter in SuDS and Landscape areas and

remove from site. The removal of larger debris and/or fly tipping must be carried out as soon as practically possible and vandalism and graffiti must be reported immediately and repairs arranged as soon as possible.

2. Grass Maintenance Mow all grass verges, paths and amenity at 35-50mm

with 75mm max. Leaving grass in situ. The natural grassland/wildflower meadow area to the west and north of the SUDs shall be cut once per annum in the late summer / early autumn.

effectiveness. They shall be re-firmed if they have become loose and they shall be removed once they are no longer required for support of the shrub. Ties shall be checked at the same time and adjusted if they have become too tight or if rubbing of the shrub on the stake is occurring.

All plants shall be firmed in by treading after frost lift or wind rock.

Remedial Work

1. Remedial Work Regularity Inspect SuDS system regularly to check for damage or

failure. Undertake remedial work as required. As required
