PERUTUSAN PENGERUSI
Pada tahun 2012/2013, pengeluaran koko dunia dianggarkan mengalami penurunan
sebanyak 3.7% kepada 3.931 juta tan metrik. Pengisaran koko dunia pula dianggarkan
meningkat sebanyak 2.4% kepada 4.052 juta tan metrik. Malaysia mengekalkan kedudukan
sebagai negara pengisar koko kelima terbesar di dunia.
Pada tahun 2013, sumbangan industri koko kepada pendapatan negara telah menurun
sebanyak 1.8% kepada RM3.625 bilion berbanding RM3.690 bilion pada tahun 2012.
Penyumbang utama pendapatan eksport ialah serbuk koko dengan nilai eksport RM1.266
bilion. Aktiviti pengisaran negara telah berkurangan sebanyak 4.7% kepada 285,605 tan
metrik berbanding 299,525 tan metrik pada tahun 2012. Pengurangan ini berikutan
kesukaran syarikat-pengisar untuk mendapatkan biji koko.
Pada tahun 2013, keluasan tanaman koko adalah dianggarkan 13,728 ha berbanding 11,748
ha pada tahun 2012. Program Pembangunan Tanaman Baru 2012 telah sedikit membantu
meningkatkan keluasan koko, tetapi sektor estet meneruskan aktiviti penebangan. Walau
bagaimanapun, pengeluaran biji koko kering terus menurun sebanyak 22.9% kepada 2,809
tan metrik berbanding 3,645 tan metrik pada tahun 2012. Ini adalah kerana 24% (3,346 ha)
kawasan tanaman koko adalah belum matang. Bagi memenuhi permintaan pengisar koko
tempatan, negara telah mengimport sebanyak 311,608 tan metrik biji koko kering, bernilai
RM2.409 bilion.
Bagi membangunkan sektor huluan koko, LKM telah menjalankan beberapa program dan
projek usahasama dalam meneruskan pembangunan kawasan tanaman koko. Pada tahun
2013, LKM telah menjalankan Program Pembangunan Tanaman Baru Koko. Program
Pembangunan Nurseri Anak Benih Koko, Program Pemulihan Tanaman Koko (PPTK),
penanaman koko dalam Eastern Corridor Economic Region (ECER), kerjasama penanaman
koko dengan Jabatan Kamajuan Orang Asli Malaysia (JAKOA), projek integrasi koko dengan
tanaman lain dan program Koko Untuk Rakyat (KUR). Pada tahun 2013, dianggarkan 8,591
anak pokok telah diedarkan melalui program KUR.
Aktiviti penyelidikan dan pembangunan LKM diteruskan dengan pelaksanaan 59 projek
penyelidikan, termasuk empat projek penyelidikan kerjasama dengan agensi luar negara.
Antara kajian yang dijalankan ialah pembangunan bahan tanaman (termasuk penilaian dan
konservasi bahan tanaman), kajian peningkatan produktiviti pokok koko, membaikpulih
tanaman koko yang diserang penyakit mati rosot jejalur vaskular (MRJV) dan formulasi baja
yang sesuai dan efektif untuk tanaman koko. Kajian kawalan perosak masih ditumpukan
kepada kawalan Pengorek Buah Koko. Kajian pembangunan produk berasaskan koko terkini
antaranya ialah produk kosmetik berasaskan koko, pembangunan produk coklat rendah
kalori, produk anti-penuaan dan produk prebiotik koko.

Dalam membangunkan kumpulan sasaran petani koko, Program Tanaman Baru Koko telah
disertai oleh 2,000 orang peserta, melibatkan 2,019 ha. Program Pembangunan Nurseri Anak
Benih koko telah membangunkan 41 buah nurseri, yang telah membekalkan sebanyak
477,537 anak pokok koko pada tahun 2013. Program Pemulihan Tanaman Koko (PPTK)
2013 RP3, telah melibatkan kawasan seluas 2,055.56 ha. Bilangan kelompok Tani Koko
yang aktif ialah 457 kelompok. Pada tahun 2013, terdapat lapan buah persatuan penanam
koko dan empat koperasi telah ditubuhkan. Bilangan aktiviti pemindahan teknologi tahun
2013 ialah 1,371 aktiviti yang melibatkan 49,129 petani dan orang awam. Bilangan Pusat
Pemprosesan dan Pengeringan Koko (Program Pembangunan Usahawan Tani) ialah 13
buah, yang mengeluarkan 57,935.10 kg biji koko kering. Manakala Program Pembangunan
Usahawan Coklat Buatan Tangan telah menjalankan sebanyak 31 kursus yang disertai oleh
1,663 orang peserta. Jumlah usahawan coklat buatan tangan yang berdaftar di bawah
bimbingan LKM pada tahun 2013 ialah 160 usahawan dengan jumlah jualan coklat bernilai
RM 11.9 juta.
Program Khidmat Sokongan Pemasaran Domestik (KSPD) telah membantu petani untuk
menjual biji koko kering dengan harga yang berpatutan. Pada tahun 2013, jumlah biji koko
yang diurusniagakan ialah 261 tan yang bernilai RM 1.5 juta.
Aktiviti pemasaran melibatkan pasaran antarabangsa dan domestik. Pada tahun 2013,
promosi luar negara termasuk satu misi ekonomi dan penyertaan lima eksposisi; ISM
Germany, GulFood, FI Instanbul, World Food Moscow dan FIE Frankfurt. Manakala,
pameran dalam negara yang disertai adalah sebanyak 22 termasuk Hello Komoditi, JJD dan
Franchise Showcase. Promosi domestik utama anjuran LKM ialah Malaysian International
Cocoa Fair 2014 (termasuk persidangan, makan malam bersama industri dan pameran) dan
penyertaan dalam MICCOS 2014.
Pada keseluruhannya, LKM telah menjalankan beberapa pembaikan dan meningkatkan
usaha untuk mencapai program-program yang dirancang.

Lembaga Koko Malaysia (LKM) telah ditubuhkan melalui Akta 343, Akta Lembaga Koko Malaysia (Pemerbadanan), 1988 yang diluluskan oleh Parlimen Malaysia pada bulan Julai, 1988 dan diwartakan pada 8 September, 1988. Ia mula beroperasi selepas pelancaran rasminya pada 18 Julai 1989. Pada 17 Ogos 2001, Akta 343 - Akta Lembaga Koko Malaysia (Pemerbadanan) (pindaan) 2001 diwartakan dan mula berkuatkuasa pada 1 September 2001. LKM adalah sebuah agensi di bawah Kementerian Perusahaan Perladangan dan Komoditi, dan ditadbir oleh sebuah Lembaga Pengelola yang mempunyai 15 orang ahli. Mereka mewakili jabatan dan kementerian kerajaan yang berkaitan, badan profesional, pekebun kecil dan syarikat perladangan di dalam industri koko negara. Aktiviti LKM meliputi seluruh negara dan menyumbang perkhidmatan penyelidikan dan pembangunan, maklumat pasaran dan pemasaran, penggredan, pelesenan dan pensijilan kepada pengeluar-pengeluar yang terdiri daripada pekebun kecil, peniaga, pengeksport, pengilang dan lain-lain.
WAWASAN Sebagai institusi ternama, terhormat dan terulung bagi pembangunan industri koko yang mampan.
MISI Memastikan pertumbuhan industri yang sepadu dan berdaya saing melalui pembangunan berinovatif.
OBJEKTIF
● Untuk meningkatkan pengeluaran biji koko melalui peningkatan produktiviti;
● Untuk meningkatkan pembangunan kegiatan-kegiatan hiliran;
● Untuk memperkukuh dan mengembangkan pasaran koko Malaysia serta menembusi
pasaran-pasaran baru;
● Untuk meningkatkan kualiti dan daya saing koko Malaysia dan produk-produk koko Malaysia;
● Untuk menentukan agar pembangunan industri koko berharmoni dengan alam sekitar.
FUNGSI Mengikut perenggan 8, Akta 343, LKM dipertanggungjawabkan kepada 15 fungsi. Secara ringkasnya, fungsi-fungsi LKM meliputi perkara berikut :-
● Menjalankan dan menggalakkan penyelidikan di dalam pengeluaran, pemprosesan, penstoran dan penggunaan; ● Mengawal dan menyelaras aktiviti-aktiviti dan polisi-polisi penyelidikan; ● Mempertingkatkan kualiti biji koko dan produk-produk koko; ● Menyelaras aktiviti-aktiviti pemasaran; ● Mengumpul, menyatu dan menyebarkan maklumat; ● Mengawalselia dan menyelaras aktiviti-aktiviti yang berkaitan dengan koko seperti pemprosesan, penstoran, pengawalseliaan dan pemasaran.

RINGKASAN KEDUDUKAN EKONOMI DAN PASARAN KOKO
Pengeluaran koko dunia pada tahun 20012/13 dianggarkan menurun sebanyak 3.7% kepada 3.931 juta tan metrik berikutan
cuaca kemarau di Cote d‟Ivoire dan Ghana yang menjejaskan pengeluaran musim utama. Pengisaran koko dunia pada tahun
2012/13 pula dianggarkan mengalami peningkatan sebanyak 2.4% kepada 4.052 juta tan metrik berikutan peningkatan
permintaan terhadap lemak koko di Eropah dan Amerika khususnya pada suku tahun ketiga. Oleh itu, ekonomi koko dunia
pada tahun 2012/13 dianggarkan mengalami defisit pengeluaran sebanyak 160 ribu tan metrik. Stok koko dunia turut
mengalami penurunan sebanyak 8.7% kepada 1.672 juta tan metrik berbanding 1.832 juta tan metrik pada tahun 2011/12.
Nisbah stok koko dunia kepada pengisaran berkurangan kepada 41.3%.

HARGA PASARAN KOKO
Harga biji koko dunia pada setengah tahun pertama 2013 menunjukkan tren menurun, manakala pada setengah tahun
kedua, harga menunjukkan tren meningkat. Di antara bulan Januari sehingga Februari, harga telah menurun disebabkan
oleh aliran keluar biji koko dari Afrika Barat dan keadaan cuaca yang mengalakkan pengeluaran buah.
Tren harga meningkat disebabkan oleh cuaca kering yang boleh menjejaskan pengeluaran dan penebangan ribuan hektar
kawasan tanaman koko di Cote d‟Ivoire, serta peningkatan luar biasa pengisaran suku tahun kedua di Amerika Utara.
Purata harga pada tahun 2013 di Tawau, Raub dan London masing-masing adalah RM6,314/tan metrik (menurun 3.0 %),
RM6,442/tan metrik (menurun 6.0%) dan £1,577 /tan metrik (meningkat 2.4%) .

Pengeluaran
Pengeluaran biji koko dunia pada tahun 2012/13 mengalami penurunan sebanyak 3.7%
kepada 3.931 juta tan metrik berbanding 4.080 juta tan metrik pada tahun 2011/12. Penurunan
ini adalah berikutan penurunan pengeluaran di negara-negara pengeluar utama koko dunia
iaitu Cote d‟Ivoire dan Ghana berikutan keadaan cuaca yang kering. Pengeluaran di wilayah
Afrika mengalami penurunan sebanyak 3.7% kepada 2.813 juta tan metrik manakala
pengeluaran di wilayah Amerika menurun sebanyak 4.9% kepada 618 ribu tan metrik.
Pengeluaran di wilayah Asia & Oceania juga menurun sebanyak 2.0% kepada 500 ribu tan
metrik. Wilayah Afrika masih kekal sebagai kawasan pengeluaran koko utama dunia,
menyumbang sebanyak 71.3% daripada jumlah pengeluaran biji koko dunia. Wilayah Amerika
dan wilayah Asia & Oceania masing-masing menyumbangkan sebanyak 16.0% dan 13.0%.

Pada tahun 2012/13, pengeluaran di Cote d‟Ivoire dianggarkan menurun sebanyak 2.8%
kepada 1.445 juta tan metrik berbanding 1.486 juta tan metrik pada tahun sebelumnya.
Pengeluaran di negara pengeluar kedua terbesar iaitu Ghana juga dianggarkan mengalami
penurunan sebanyak 5.0% kepada 835 ribu tan metrik berbanding 879 ribu tan mentrik pada
tahun 2011/12. Penurunan ini adalah berikutan keadaan cuaca yang kering di antara bulan
Disember 2012 dan Mac 2013 yang menjejaskan pengeluaran musim utama 2012/13 di kedua-
dua negara pengeluar utama tersebut.
Pengeluaran biji koko di Indonesia pada tahun 2012/13 juga dianggarkan menurun kepada 420
ribu tan metrik berbanding 440 ribu tan metrik pada tahun sebelumnya berikutan keadaan
cuaca yang tidak menentu serta masalah penyakit Mati Rosot Jejalur Vaskular dan penyakit
buah hitam.

Penggunaan
Pengisaran koko dunia pada tahun 2012/13 pula dianggarkan mengalami peningkatan
sebanyak 2.4% kepada 4.052 juta tan metrik berbanding 3.956 juta tan metrik pada tahun
2011/12. Peningkatan ini disumbangkan oleh peningkatan permintaan terhadap lemak koko
di Eropah dan Amerika khususnya pada suku tahun ketiga. Di samping itu, kedudukan harga
gula yang rendah yang merupakan komponen penting dalam pembuatan coklat turut
mempengaruhi pengilang-pengilang coklat untuk meningkatkan pengeluaran. Pengisaran di
wilayah Eropah dan Amerika masing-masing dianggarkan meningkat sebanyak 3.6% dan
3.8% kepada 1.575 juta tan metrik dan 877 ribu tan metrik. Pengisaran di wilayah Afrika juga
dianggarkan mencatatkan peningkatan sebanyak 5.3% kepada 755 ribu tan metrik
berbanding 717 ribu tan metrik pada tahun 2011/12. Walau bagaimanapun, pengisaran di
wilayah Asia & Oceania dianggarkan menurun sebanyak 3.2% kepada 845 ribu tan metrik
berbanding tahun sebelumnya.
Di kalangan negara-negara pengeluar biji koko pula, jumlah pengisaran pada tahun 2012/13
dianggarkan meningkat sebanyak 0.9% kepada 1.743 juta tan metrik dan menyumbangkan
sebanyak 43.0% daripada jumlah pengisaran biji koko dunia. Pengisaran di Cote d‟Ivoire
dianggarkan meningkat sebanyak 6.7% kepada 460 ribu tan metrik. Walau bagaimanapun,
pengisaran di Malaysia pada tahun 2012/13 dianggarkan menurun kepada 293 ribu tan
metrik iaitu penurunan sebanyak 1.3% berbanding tahun sebelumnya. Malaysia masih kekal
sebagai negara pengisar koko kelima terbesar di dunia selepas Belanda, Cote d‟Ivoire,
Amerika Syarikat dan Jerman. Pengisaran di Indonesia pada tahun 2012/13 pula
dianggarkan menurun sebanyak 5.6% kepada 255 ribu tan metrik.
Di kalangan negara-negara pengimport biji koko pula, jumlah pengisaran pada tahun
2012/13 dianggarkan meningkat sebanyak 3.6% kepada 2.309 juta tan metrik. Pengisaran di
Belanda dianggarkan meningkat sebanyak 6.0% kepada 530 ribu tan metrik berbanding 500
ribu tan metrik pada tahun 2011/12. Pengisaran di Amerika Syarikat juga dianggarkan
meningkat sebanyak 6.5% kepada 412 ribu tan metrik berbanding 387 ribu tan metrik pada
tahun 2011/12. Walau bagaimanapun, pengisaran di Jerman diramalkan menurun sebanyak
7 ribu tan metrik kepada 400 ribu tan metrik.

Keluasan
Keluasan tanaman koko di Malaysia pada tahun 2013 dianggarkan meningkat sebanyak
16.9% kepada 13,728 hektar berbanding 11,748 hektar pada tahun 2012. Sarawak
menyumbangkan 40.4% daripada jumlah keseluruhan keluasan diikuti oleh Sabah (36.8%)
dan Semenanjung Malaysia (22.8%). Keluasan tanaman di sektor pekebun kecil dianggarkan
meningkat sebanyak 18.2% melalui aktiviti penanaman baru sebanyak 2,000 hektar pada
tahun 2013 di bawah Program Pembangunan Tanaman Koko (PPTK). Walau
bagaimanapun, keluasan tanaman di sektor estet dianggarkan menurun sebanyak 2.7%
kepada 729 hektar berbanding 749 hektar pada tahun 2012 berikutan aktiviti penebangan
yang masih dijalankan di sektor tersebut. Sektor pekebun kecil meliputi 94.7% manakala
sektor estet sebanyak 5.3% daripada jumlah keseluruhan keluasan tanaman koko di
Malaysia.
Pengeluaran
Pengeluaran biji koko Malaysia pada tahun 2013 mengalami penurunan sebanyak 22.9%
kepada 2,809 tan metrik berbanding 3,645 tan metrik pada tahun 2012. Penurunan
pengeluaran adalah akibat daripada aktiviti penebangan di kedua-dua sektor estet dan
pekebun kecil yang menyumbang kepada penurunan kawasan tanaman yang produktif.
Walaupun jumlah keluasan sektor pekebun kecil koko menunjukkan sedikit peningkatan
pada tahun 2013 yang disumbangkan oleh Program Tanaman Baru Koko, tetapi masih
terdapat keluasan tanaman muda sebanyak 3,346 hektar yang masih belum mengeluarkan
hasil.
Pengisaran
Prestasi pengisaran biji koko tempatan pada tahun 2013 mengalami penurunan sebanyak
4.7% kepada 285,608 tan metrik berbanding 299,525 tan metrik pada tahun 2012.
Penurunan pengisaran tempatan adalah disebabkan oleh kesukaran yang dihadapi oleh
syarikat-syarikat pengisar koko tempatan untuk mendapatkan bekalan biji koko berikutan
daripada kekurangan penawaran biji koko dari Indonesia serta penguatkuasaan peraturan
kuarantin yang ketat oleh Jabatan Pertanian Malaysia ke atas biji koko yang diimport
terutamanya Amerika Selatan dan Afrika.

PERDAGANGAN LUAR
Eksport
Perolehan eksport produk-produk koko pada tahun 2013 adalah berjumlah RM3.625 bilion
iaitu menurun sebanyak 1.8% berbanding RM3.690 bilion pada tahun 2012. Nilai eksport
lemak koko dan coklat masing-masing mencatatkan peningkatan sebanyak 24.2% dan
22.2%. Nilai eksport semula biji koko serta nilai eksport kulit biji koko, pes koko, kek koko
dan serbuk koko masing-masing mencatatkan penurunan sebanyak 10.1%, 50.1%, 11.1%,
38.5% dan 14.9%.
Serbuk koko merupakan penyumbang utama pendapatan eksport biji koko dan produk-
produk koko Malaysia iaitu sebanyak RM1.266 bilion atau 34.9%, diikuti oleh lemak koko
sebanyak RM1.195 bilion atau 33.0% daripada jumlah pendapatan eksport tahun 2013.
Pada tahun 2013, kuantiti eksport lemak koko menurun sebanyak 0.9% kepada 99,295 tan
metrik berbanding tahun sebelumnya. Walau bagaimanapun, nilai eksport produk ini
mencatatkan peningkatan kepada RM1.195 bilion berbanding RM961.6 juta pada tahun
sebelumnya. Peningkatan ini adalah berikutan kenaikan nilai seunit eksport lemak koko
daripada RM9,594 setan metrik pada tahun 2012 kepada RM12,030 setan metrik pada tahun
2013. Amerika Syarikat merupakan destinasi eksport utama bagi lemak koko Malaysia.
Bagi serbuk koko tanpa bahan pemanis pula, kuantiti eksport produk tersebut meningkat
sebanyak 12.0% kepada 120,951 tan metrik. Walau bagaimanapun, nilai eksport produk ini
menurun sebanyak 16.1% kepada RM1.176 bilion berbanding tahun sebelumnya berikutan
penurunan harga seunit produk ini. Republik Rakyat China merupakan destinasi eksport
utama bagi serbuk koko tanpa bahan pemanis dari Malaysia.
Kuantiti eksport serbuk koko yang dimaniskan mencatat penurunan sebanyak 39.9% kepada
11,320 tan metrik. Walau bagaimanapun, nilai eksport produk ini meningkat sebanyak 4.3%
kepada RM90.5 juta. Jepun merupakan pasaran eksport utama produk ini.

Kuantiti dan nilai eksport pes koko Malaysia masing-masing menunjukkan penurunan
sebanyak 6.9% dan 11.1% kepada 20,775 tan metrik dan RM237.1 juta. Singapura kekal
sebagai pengimport utama pes koko Malaysia yang menyumbangkan sebanyak 39.2%
daripada jumlah keseluruhan eksport.
Bagi kek koko pula, kuantiti dan nilai eksport masing-masing menurun sebanyak 24.73% dan
38.5% kepada 12,350 tan metrik dan RM134.5 juta. Indonesia merupakan pengimport utama
kek koko Malaysia.
Pada tahun 2013, Malaysia juga mengeksport sebanyak 32,599 tan metrik produk coklat
bernilai RM432.1 juta. Jumlah ini meningkat berbanding jumlah tahun 2012. Indonesia
merupakan pengimport utama poduk coklat Malaysia, iaitu menyumbangkan sebanyak
15.2% daripada keseluruhan eksport.

PROSPEK
ICCO meramalkan ekonomi koko dunia akan mengalami struktur defisit sebanyak 100 ribu
tan metrik pada tahun 2013/14. Pengeluaran biji koko dunia turut diramalkan berada dalam
keadaan defisit dalam tempoh empat tahun akan datang berikutan tren penurunan
pengeluaran biji koko serta peningkatan permintaan. Oleh yang demikian, kedudukan harga
biji koko pada tahun 2014 diramalkan stabil pada paras di antara RM8,000 dan RM9,000
setan metrik.
Berdasarkan prestasi pengeluaran pada tahun 2013, pengeluaran biji koko di Malaysia pada
tahun 2014 diramalkan berada di sekitar 3,500 tan metrik. Sementara pengisaran biji koko
tempatan pada tahun 2014 pula diramalkan berada pada paras 290 ribu tan metrik berikutan
kesukaran kilang-kilang pengisar untuk mendapatkan bekalan biji koko berpunca daripada
penguatkuasaan peraturan kuarantin yang ketat yang meliputi semua negara pengeksport
pada tahun 2014 disamping ketidakpastian kedudukan ekonomi dunia serta penurunan
permintaan terhadap serbuk koko.

Import
Nilai import biji koko dan produk-produk koko pada tahun 2013 berjumlah RM3.424 bilion
iaitu menurun sebanyak 4.8% berbanding RM3.598 bilion pada tahun sebelumnya. Nilai
import biji koko dan kek koko masing-masing menurun sebanyak 11.2% dan 52.5%. Walau
bagaimanapun, nilai import bagi kulit biji koko, lemak koko, pes koko, kek koko dan coklat
masing-masing meningkat sebanyak 21.4%, 38.2%, 70.7%, 129.8% dan 10.0%.
Nilai import biji koko meliputi 70.3% atau RM2.409 bilion daripada jumlah keseluruhan import
biji koko dan produk-produk koko Malaysia pada tahun 2013.

AKTIVITI DAN PROGRAM
Pada tahun 2013, LKM menjalankan 59 projek R&D, termasuk lima projek dengan kerjasam
agensi antarabangsa. Peruntukan menjalankan projek diterima daripada Kementerian Sains
& Teknologi (MOSTI) dan dana daripada sumber dalaman LKM.
Antara kejayaan utama aktiviti R&D LKM ialah pelancaran lima klon koko terbaru siri ke 3
iaitu MCBC 10, MCBC 11, MCBC 12, MCBC 13 dan MCBC 14, telah dilancarkan pada 7
Oktober 2013. Selain daripada itu, portal Perosak & Penyakit Koko (CROPED) juga
dilancarkan pada 27 Oktober 2013.
Secara ringkasnya, projek-projek R&D LKM bertujuan untuk meningkatkan pengeluaran biji
koko, meningkatkan kualiti biji koko dan mempelbagaikan kegunaan dan produk siap
berasaskan koko.
Berikut adalah aktiviti utama R&D LKM menurut strategi yang ditetapkan.
• Pembangunan Bahan Tanaman : Aktiviti yang dijalankan ialah konservasi janaplasma,
percubaan projeni dan klon, pembangunan bahan tanaman unggul, pembangunan
somatik embrio (untuk pembiakan massa) dan pembangunan teknik analisis
mengenalpasti ketulinan klon-klon koko yang dikaji. Sejumlah 1,280 aksesi terpilih
tempatan telah dikumpul dan disimpan. Sebanyak 28 klon baru yang diimport daripada
Universiti Reading UK, telah diterima oleh LKM.
• Peningkatan Produktiviti : Projek yang dijalankan adalah untuk meningkatkan hasil
keluaran buah melalui sistem tanaman untuk mekanisasi ladang, rehabilitasi klon koko
yang diserang penyakit, kajian tanaman kepadatan tinggi, penggunaan teknologi
penggantian kanopi untuk mengurangkan serangan penyakit MRJV dan formulasi baja
yang efektif. Kajian lain yang dijalankan ialah tanaman integrasi koko dengan
herba/buahan/kelapa dan memperbaiki pengeluaran anak pokok di nurseri koko.
• Pengurusan Ulat Pengorek Buah Koko (UPBK) : UPBK merupakan perosak buah koko
yang utama. Maka pelbagai kajian dijalankan untuk mengurangkan serangan UPBK
seperti berikut: penggunaan telur parasitoid, pembungkusan buah, memperbaiki
pengurusan kebun dan kajian diet tiruan UPBK untuk mengurangkan populasi UPBK,
serta kajian UPBK melalui projek genom.
• Pengurusan Penyakit : Kajian termasuk pembangunan kawalan penyakit mati rosot
jejalur vaskular (MRJV) menggunakan bakteria endofit dan membantu membuat
evaluasi dan menyelesaikan masalah serangan penyakit di kebun-kebun petani. Portal
CROPED juga dibangunkan bagi kemudahan rujukan para penyelidik, dan petani untuk
mengetahui mengenai penyakit dan perosak koko secara maya. Alamat portal adalah

• Biometri : Kajian termasuk membangunkan satu sistem dan alat interaktif keputusan
pengurusan UPBK yang mesra pengguna. Alat ini akan membantu dalam membuat
keputusan keperluan penyemburan racun serangga. Sistem sedang dikaji untuk dibuat
untuk versi Apps.

• Penggunaan Produk : Beberapa produk berasaskan koko yang sedang dalam proses
kajian adalah pewangi koko, emulsi lemak koko untuk bahan produk coklat kalori rendah,
coklat pahit tanpa gula, bedak asas koko untuk kulit sensitif, minuman koko tanpa
sedimen dan pelembap berasaskan koko untuk mengurangkan kedut.
• Penambahbaikan kualiti Biji Koko : Kajian yang dijalankan adalah pembangunan
polifenol koko saiz nano, kajian kesan pemerosesan koko terhadap kandungan phenolik,
pengesanan yis yang mempengaruhi perisa biji koko semasa fermentasi dan kajian
pengurangan tempoh fermentasi melalui penggunaan kotak cetek.
• Kejuruteraan Proses : LKM sedang menjalankan kajian awal mengenai teknik
pengeringan biji koko penggunakan gelombang mikro untuk mengekalkan kandungan
polifenol dan biji koko.
• Kesan farmaseutikal daripada koko : Kajian awal mendapati daun koko mengandungi
bahan anti-kanser. Kajian selanjutnya sedang dijalankan untuk mengasingkan dan
menulinkan ekstrak daun koko.

Pemindahan Teknologi dan Pembangunan Kumpulan Sasaran dijalankan oleh
Bahagian Pemindahan Teknologi (kumpulan sasaran adalah petani koko) dan Unit
Pembangunan Usahawan Coklat Buatan Tangan (kumpulan sasaran adalah
pengusaha pengeluar produk coklat kecil dan sederhana).
Pada tahun 2013, Bahagian Pemindahan Teknologi telah melaksanakan lima
program pembangunan meliputi:

• Program Pembangunan Nurseri Anak Benih Koko 2013 (PNK 13)
• Program Pemulihan Tanaman Koko Pekebun Kecil (PPTK) Pekebun-pekebun

Selain itu, Bahagian ini juga menjalankan aktiviti pemdahan teknologi dan
pengembangan serta projek-projek pembangunan kerjasama agensi.
Projek Pembangunan Tanaman Baru 2013 (TB13)
Projek Pembangunan Tanaman Baru 2013 (TB13) mensasarkan seluas 1,580
hektar untuk membangunkan tanaman baru koko di Malaysia dengan jumlah
peruntukan sebanyak RM8,000/ha iaitu dengan jumlah keseluruhan RM12.64 juta.
Walau bagaimanapun, Dasar Komoditi Negara (DKN) telah menetapkan bahawa
seluas 2,000 ha akan dibangunkan setiap tahun. Oleh itu, bagi mencapai sasaran
tersebut LKM telah meluluskan perubahan sasaran baru kepada 2,000 ha daripada
seluas 1,580 ha sebelumnya. LKM bersetuju untuk menggunakan sumber
kewangan dalaman lain seperti sumber peruntukan daripada projek pembangunan
Rolling Plan dan Pembangunan Nurseri Anak Benih Koko bagi membiayai
pertambahan keluasan tersebut. Sehingga Disember 2013, jumlah pencapaian
keluasan adalah seluas 2,019 ha iaitu melebihi sasaran 2,000 ha. Hasil daripada
galakan melalui roadshow dan pelbagai promosi yang dijalankan, permintaan
tanaman koko ternyata sangat menggalakkan terutamanya di wilayah Sabah dan
Sarawak.

Program Pembangunan Nurseri Anak Benih Koko 2013 (PNK 13)
Program ini bertujuan untuk membangunkan bekalan anak benih koko
daripada usahawan dan pusat LKM untuk dibekalkan pada tahun 2013.
Jadual 2 menunjukkan jumlah anak benih koko yang dikeluarkan melalui
Projek Pembangunan Bahan Tanaman Koko 2013 (PNK13). Sejumlah
477,537 pokok berjaya disemai dan dibekalkan kepada penanam koko.
Namun, disebabkan oleh penambahan sasaran hektar keluasan daripada
1,580 hektar kepada 2,000 hektar bagi Projek Tanaman Baru 2013 (TB13)
justeru, sebahagian besar bajet peruntukan daripada Projek Pembangunan
Nurseri Koko (PNK13) digunakan bagi menyokong pembangunan melalui
penambahan bajet kepada Projek Tanaman Baru 2013 (TB13) tersebut.
Manakala bagi anak benih yang belum dibekalkan akan diteruskan kerja
penghantaran sehingga selesai. Pembekalan anak benih koko ini sedang giat
dilaksanakan.

Program Pemulihan Tanaman Koko (PPTK) 2013 – Rolling Plan Ke 3 Program pemulihan tanaman koko RP3 RMK10 merupakan kesinambungan
kepada program RMK9. Antara kompenen dalam program ini adalah bantuan
insentif petani koko yang berupa input pertanian, cantuman koko dan kursus
teknologi lanjutan. Sasaran keluasan bagi Program Rolling Plan (RP3) adalah
seluas 8,852.47 ha, namun hanya sejumlah 2,055.56 ha keluasan yang
diperuntukan bajet untuk dibangunkan bagi tujuan cantum koko dewasa. Manakala
selebihnya menerima input pertanian dan peralatan pertanian sebagai insentif
galakan meningkatkan produktiviti kepada petani. Program ini dijangka membantu
petani mengurangkan bebanan kos penyelangaraan dan pengurusan tanaman
koko. Maklumat sasaran mengikut pecahan wilayah adalah seperti Jadual 3.
Sehingga akhir Disember 2013, kerja penghantaran input pertanian dan aktiviti
pemindahan teknologi kepada kumpulan sasar sedang giat dilaksanakan.

Program Pemindahan Teknologi dan Pengembangan
Program pemindahan teknologi adalah program memindahkan teknologi secara
terancang bagi memindahkan teknologi kepada kumpulan sasaran. Pada tahun
2013, LKM telah menganjurkan 1,074 aktiviti dengan penglibatan 42,823 orang
petani dan orang awam. Aktiviti-aktiviti yang dijalankan sepanjang tahun 2013
adalah seperti dalam Jadual 4 .
Aktiviti utama pengembangan iaitu kursus asas tanaman koko, kursus In-situ
dan pembentukan kelompok. Sejumlah 21 kursus asas tanaman koko telah
diberikan di semua Wilayah yang terbabit. Kursus asas ini bertujuan untuk
memberi pendedahan awal sistem pengurusan tanaman koko. Manakala
sejumlah 244 kursus In-situ telah melibatkan seramai 4,485 orang petani.

Pendekatan Berkelompok Dalam Pembangunan Tanaman Koko
Objektif utama Pendekatan Berkelompok adalah untuk mencapai skala ekonomi
di sektor pekebun kecil koko secara berkumpulan, untuk memudahkan aktiviti
pemindahan teknologi, untuk mengalakkan keusahawanan di kalangan petani
koko. Pendekatan yang dilakukan ialah Kelompok, Persatuan Penanam Koko
dan Koperasi Penanam Koko.
Sehingga RMK-10 iaitu penghujung tahun 2013, jumlah kelompok koko yang
dibangunkan masih aktif adalah sebanyak 457 kelompok; 150 kelompok di
Semenanjung (32.82%), 259 kelompok di Sabah (56.67%) dan 48 kelompok di
Sarawak (10.50%).
Sehingga Disember 2013 terdapat lapan persatuan dan empat koperasi yang
ditubuhkan di bawah LKM dengan melibatkan seramai 1,732 ahli dan 26
kakitangan.

Projek Pembangunan Kerjasama Agensi
Projek Agropolitan Rantau Manis (Kerjasama LKM dan ECER)
Projek Agropolitan Rantau Manis, Gua Musang, Kelantan telah menerima
permohonan membangunkan seluas tanaman koko seluas 80 ha secara
berkelompok di lot baru, yang juga menempatkan sebanyak 300 unit rumah
peserta. Pembangunan tanah dilakukan oleh pihak kontraktor yang dilantik oleh
pihak ECERDC. Pembangunan tanaman koko di kawasan tersebut akan
dilaksanakan pada tahun 2014. Bagi persediaan pembangunan tersebut, pihak
ECERDC melalui agensi pelaksana KESEDAR telah membangunkan nurseri anak
benih koko bagi keperluan kawasan Tanaman Baru 2013 iaitu (80 hektar).
Pembangunan nurseri tersebut telah dimulakan pada November 2013.
Projek Pembangunan Lembah Koko Orang Asli (Kerjasama antara LKM dan
JAKOA)
Pada 1 April 2013, satu Mesyuarat Jawatankuasa Induk LKM/JAKOA telah
bersidang di Kota Kinabalu, Sabah, yang dipengerusikan bersama oleh Ketua
Pengarah LKM dan JAKOA. Mesyuarat ini memutuskan pembangunan tanaman
koko dikawasan penempatan orang asli seluruh Malaysia bagi tahun 2014
sehingga tahun 2020 iaitu seluas 2,482 ha yang melibatkan kos sejumlah
RM19.156 juta. Pembangunan akan dijalankan secara berperingkat dan dimulakan
dengan penanaman koko di kawasan seluas 300 ha di kawasan penempatan orang
asli di Sg. Siput, Perak yang meliputi Pos Yom (100 ha), Pos Kuala Mu (100 ha)
dan Kg. Bawong (100 ha). Kawasan pembangunan ini merupakan komponen
projek pembangunan bersepadu orang asli Sg. Siput, Perak. Pembukaan tanah
bagi projek rintis ini bermula pada Disember 2013.

Program Pembangunan Usahawan Coklat Buatan Tangan (CBT)
Pada tahun 2013, bilangan Usahawan Coklat Buatan Tangan bimbingan LKM adalah
berjumlah 160 usahawan berbanding 139 pada tahun 2012 (Jadual 6). Jumlah hasil jualan
keseluruhan pada tahun 2013 adalah RM 11.9 juta berbanding RM 12.1 juta pada tahun
2012.(Carta 7).

Pembangunan Pasaran - Promosi Luar Negara
Lawatan Kerja Koko ke Afrika Selatan dan Madagascar, 19-23 Ogos 2013
Lawatan kerja ini diketuai oleh Yang Berbahagia Datuk Seri Nurmala Abdul Rahim, Ketua
Setiausaha Kementerian Perusahaan Perladangan dan Komoditi Malaysia (MPIC). Antara
aktiviti lawatan adalah kunjungan rasmi ke agensi-agensi kerajaan yang berkaitan dan
lawatan ke kilang-kilang koko di kedua-dua negara berkenaan. Sebanyak 5 syarikat
pengilang coklat dan konfeksi koko telah dilawati iaitu 3 syarikat di Afrika Selatan dan 2
syarikat di Madagascar.
Antara maklum balas yang diterima adalah kurangnya maklumat berkaitan industri
pemprosesan koko di Malaysia dan adanya minat beberapa pihak industri koko di negara-
negara tersebut untuk menjadi pembekal atau agen bagi jualan produk-produk koko
Malaysia. Antara isu yang dibincangkan adalah berkaitan kadar duti import yang tinggi yang
dikenakan ke atas produk-produk koko dari Malaysia. Afrika Selatan mengenakan duti import
yang tinggi sebanyak 17%-20% ke atas serbuk koko mengandungi pemanis dan produk-
produk coklat dari Malaysia. Duti import yang tinggi turut dikenakan oleh Madagascar iaitu di
antara 5%-20% ke atas biji koko dan produk-produk koko dari Malaysia
The 43rd International Sweets and Biscuits Fair 2013 (ISM 2013), Cologne, Jerman, 27-
30 Januari 2013
ISM 2013 telah berjaya menarik penyertaan daripada 1,402 syarikat pengeluar dan pembekal
pelbagai produk coklat, biskut dan konfeksi daripada 67 buah negara. Daripada jumlah
tersebut, 82% adalah penyertaan daripada syarikat pengeluar dan pembekal dari negara-
negara luar dari Jerman. Jumlah pengunjung berdaftar adalah sebanyak 35,000 orang
pengunjung perdagangan daripada 150 buah negara.
Penyertaan LKM dalam ISM 2013 merupakan penyertaan kali ke-18 sejak tahun 1995.
Sebanyak empat buah syarikat pengeluar coklat dan konfeksi koko Malaysia telah turut serta

perdagangan dan dianggarkan berjaya menghasilkan nilai jualan semasa melebihi RM7.2
juta dan nilai jualan berpotensi melebihi RM3.2 juta.
The 18th Gulfood 2013, Dubai, UAE, 25-28 Februari 2013
Gulfood merupakan eksposisi perdagangan produk-produk makanan, minuman,
perkhidmatan makanan dan industri hospitaliti, peralatan dan mesin yang terbesar di dunia.
Ia merupakan satu landasan perdagangan untuk mewujudkan jalinan kerjasama dalam
rangkaian berhubungan perdagangan di seluruh dunia khususnya di wilayah Timur Tengah,
Afrika dan Asia Selatan.
Pada pameran tahunan kali ke-18 ini berjaya menarik penyertaan lebih daripada 4,200
syarikat dari 110 buah negara. Seramai lebih 70,000 orang telah mengunjungi pameran
selama 4 hari ini.
Penyertaan Malaysia di Gulfood 2012 ini merupakan anjuran Perbadanan Perdagangan Luar
Malaysia (MATRADE). Gulfood 2013 merupakan penyertaan kali ketujuh LKM. Ruang
pameran LKM turut disertai oleh tiga buah syarikat pengisar koko. Penyertaan Gulfood pada
tahun ini berjaya memperolehi 234 pertanyaan perdagangan daripada 40 negara serta
menghasilkan nilai jualan semasa sebanyak RM630,850 dan nilai jualan berpotensi bernilai
RM1.55 juta.

Food Ingredients Istanbul 2013 (FI Istanbul 2013), Turki, 7-9 Mei 2013
Eksposisi yang julung kali diadakan ini merupakan pameran khusus bagi pembekal bahan
asas produk makanan yang telah mendapat sokongan ekslusif daripada Association of Food
Additive and Ingredients Manufacturers (GIDAKAT), Turki. Turki merupakan rakan dagang
Kesatuan Eropah (EU) yang keenam terbesar dan ketujuh terbesar di kalangan negara-
negara pesat membangun.
Eksposisi ini berjaya menarik penyertaan 91 syarikat pengeluar dan pembekal pelbagai
produk makanan daripada 18 buah negara. Penyertaan kali pertama LKM di FI Istanbul
2013 turut disertai oleh empat buah syarikat pengisar koko Malaysia. Penyertaan di FI
Istanbul 2013 dianggarkan menghasilkan nilai jualan semasa berjumlah RM1.3 juta dan nilai
jualan berpotensi berjumlah RM4.9 juta. Sebanyak 104 pesanan jualan diterima daripada 14
buah negara.
The 22nd WorldFood Moscow 2013, Persekutuan Rusia, 16-19 September 2013
Eksposisi ini merupakan pameran makanan dan minuman yang terbesar di negara Rusia.
Eksposisi tahun ini menarik penyertaan sebanyak 1,634 syarikat pengeluar dan pembekal
pelbagai produk makanan dan minuman daripada 69 buah negara. Jumlah pengunjung
berdaftar adalah seramai 26,666 orang.
Eksposisi tahun ini adalah penyertaan LKM buat pertama kali yang turut disertai oleh tujuh
syarikat pengisar, pengilang dan usahawan koko Malaysia. Penyertaan LKM telah
memperolehi 174 pertanyaan perdagangan daripada 22 buah negara dan berjaya
menghasilkan nilai jualan berpotensi berjumlah RM945,000.
Food Ingredients Europe (FIE) 2013 , Messe Frankfurt, Jerman, 19-21 November 2013
FIE merupakan eksposisi khusus bagi mempromosikan pelbagai jenis bahan mentah bagi
kegunaan pengilang-pengilang produk makanan. Pada tahun ini, FIE disertai oleh 1,300
peserta pameran dan hampir 25,000 orang pengunjung. FIE 2013 merupakan penyertaan
LKM kali keempat dan disertai oleh dua pengisar tempatan Malaysia. Sebanyak 146
pertanyaan perdagangan telah diterima daripada 54 buah negara. Jualan berpotensi yang
diperolehi dianggarkan sebanyak USD 100,000.
Mesyuarat ASEAN Cocoa Club (ACC) Ke-16, Ho Chi Min City,
Vietnam, 22-23 Mei 2013
LKM selaku penyelaras aktiviti ASEAN Cocoa Club (ACC) telah
menganjurkan Mesyuarat ACC Ke-16 yang telah dihadiri oleh 78
delegasi dari agensi kerajaan dan sektor swasta dari lapan buah
negara ASEAN.
Mesyuarat ini melaporkan kemajuan pelaksanaan program dan
aktiviti dalam ACC Strategic Plan of Action (SPA) 2011-2015.
Perkara yang dibincangkan temasuk tariff, keselamatan makanan,
pelan tindakan Amalan Pertanian yang Baik dan status kajian
progeni terpilih, pengurusan penyakit & perosak dan pertukaran
kamahiran teknikal dan bahan penyelidikan.

Perjanjian Kawasan Perdagangan Bebas (FTA)
Perjanjian FTA merupakan salah satu mekanisma utama dalam meningkatkan hubungan
dagang sesebuah negara. Pada tahun 2013, terdapat 11 perjanjian FTA melibatkan Malaysia
yang berkuatkuasa, seperti berikut:

Pembangunan Pasaran – Promosi Domestik
Promosi Koko di Televisyen – „Kokolog‟
Kokolog yang dilaksanakan pada tahun 2014 merupakan kesinambungan daripada program
promosi penggunaan koko melalui televisyen terdahulu yang telah dilaksanakan pada tahun
2006-2012.
Program Kokolog adalah berkonsepkan kombinasi masakan dan penjelajahan atau travelog
melalui penglibatan pelbagai lapisan masyarakat dan semua peringkat umur. Program Kokolog
mendedahkan keistimewaan dan peranan koko dalam memberi kehidupan yang lebih sihat
dan ceria melalui penekanan terhadap koko sebagai bahan utama dalam resipi masakan
disampin mempamerkan koko sebagai satu produk universal dan mencerminkan kasih sayang.
Program ini dilaksanakan dengan syarikat produksi Media Prima Berhad iaitu Primeworks
Studios Sdn. Bhd.
Promosi Koko di Web „Portal Koko Duniaku‟
Portal Koko Duniaku adalah saluran untuk menyebarkan maklumat dan fakta yang tepat dan
benar mengenai khasiat dan kebaikan semulajadi koko dan produk-produk koko. Jumlah
kunjungan pelawat portal sehingga akhir tahun 2013 adalah 21,214 pengunjung, manakala
jumlah ahli Kelab Koko ialah 280 ahli.

Program Tekno-Ekonomi
Banci Pekebun Kecil Koko Malaysia (Tahun rujukan 2012)
Banci Pekebun Kecil Koko Malaysia (tahun rujukan 2012) telah dilaksanakan di wilayah
Semenanjung Malaysia, Sabah dan Sarawak. Hasil bancian mendapati keluasan sektor
pekebun kecil di Malasyia pada tahun 2012 berjumlah 10,999.46 ha (9,026 pekebun) iaitu
berkurangan sebanyak 43.5% berbanding tahun 2011. Sarawak merupakan kawasan
penanaman utama meliputi 43.8% atau 4,815.60 ha (4,063 pekebun), diikuti oleh Sabah
sebanyak 3,817.47 ha (34.7%) meliputi 2,741 pekebun dan Semenanjung sebanyak
2,366.39 ha (21.5%) meliputi 2,222 pekebun.
Banci Estet Koko 2013 (Tahun Rujukan 2012)
Pelaksanaan Banci Estet Koko 2013 (Tahun Rujukan 2012) telah dimulakan pada akhir
bulan Disember 2012 dengan pengedaran borang soalselidik kepada 22 buah estet
termasuk tujuh pusat penyelidikan di bawah agensi kerajaan. Daripada jumlah tersebut, 17
estet adalah di wilayah Sabah manakala lima estet di wilayah Semenanjung. Secara
keseluruhannya, bancian menunjukkan jumlah keluasan dan pengeluaran koko negara
menunjukkan tren penurunan yang ketara. Keluasan tanaman dan pengeluaran koko di
sektor estet telah berkurangan masing-masing sebanyak 45.9% dan 65.4% kepada 749 ha
dan 81 tan metrik berbanding tahun sebelumnya.
Bilangan estet turut berkurangan sebanyak 59.1% kepada 9 estet berbanding 22 estet pada
tahun 2011 di mana lima estet merupakan pusat penyelidikan di bawah milik agensi dan
jabatan kerajaan.
Faktor utama yang menyumbang kepada penurunan di sektor tersebut adalah persaingan
guna tanah dengan tanaman lain terutamanya tanaman sawit serta penjagaan yang kurang
sempurna berikutan perancangan pengusaha estet untuk beralih kepada tanaman lain. Di
samping itu juga, perancangan untuk membangunkan kawasan tanaman koko serta aktiviti-
aktiviti seperti tanaman semula, tanaman baru dan pemulihan tidak dijalankan di sektor
tersebut. Pada tahun 2012, hasil pengeluaran sehektar menurun sebanyak 46.3% kepada
137 kg/ha berbanding 255 kg/ha pada tahun 2011. Sementara itu, purata kos pengeluaran
sehektar mencatatkan kenaikan sebnayak 8.9% kepada RM5,450 berbanding RM5,003
sehektar pada tahun sebelumnya berikutan daripada peningkatan sebanyak 26.7% dalam
kos buruh.

Pelesenan
Jumlah lesen terkumpul telah menurun dengan kadar 4.5% dari 185 kepada 177 pada tahun
2013. Bilangan lesen baru yang diluluskan adalah sebanyak 33 lesen, bilangan lesen
diperbaharui adalah sebanyak 24 lesen dan bilangan lesen yang dibatalkan adalah 7 lesen.
Pendaftaran
Aktiviti pendaftaran meningkat sebanyak 100% dari 20 pada tahun 2012 kepada 397 pada
tahun 2013. Jumlah pendaftaran di Sabah ialah 275, diikuti oleh 66 di Sarawak dan 56 di
Semenanjung.
PROGRAM KAWALAN KUALITI
Pemantauan Kualiti Biji Koko Kering
Sebanyak 225 sampel biji koko kering iaitu 144 biji koko kering tempatan dan 81 biji koko
kering diimport, telah dikumpul dan dibuat analisis fizikal.
Hasil dari pemantauan kualiti biji koko kering sepanjang tahun ini, didapati kualiti sampel-
sampel mendapat grad SMC 1, 2 dan 3, termasuk SS.
Kadar purata kiraan biji per 100g yang terbaik adalah di Kelantan iaitu 89 biji/100g, diikuti
oleh Pahang (93 biji/100g), Sarawak (95 biji/100g), Sabah (100 biji/100g) dan Johor (108
biji/100g).
Kadar purata tahap fermentasi yang terbaik adalah di Sabah iaitu 92%, diikuti oleh Sarawak
(90%), Pahang (88%), Kelantan (85%) dan Johor (80%).

Sebanyak 207 premis pelesen telah diperiksa pada tahun 2013. Bilangan lawatan yang
dibuat adalah 38 di Sabah, 43 di Sarawak dan 126 di Semenanjung.
Pensijilan Kualiti Biji Koko Kering
Sebanyak 292 sijil kualiti telah dikeluarkan pada tahun 2013, berbanding 436 sijil pada tahun
2012. Penurunan bilangan sijil adalah disebabkan pengeluaran sijil yang dihadkan kepada
pelesen-pelesen sahaja dan tidak kepada para petani seperti pada tahun sebelumnya.
Bilangan sijil yang dikeluarkan mengikut negeri ialah 132 di Sabah, 40 di Sarawak dan 120
di Semenanjung. Bilangan sijil yang dikeluarkan mengikut aktiviti adalah 184 sijil aktiviti
tempatan, 58 sijil aktiviti import, 46 sijil aktiviti pemindahan, dan 4 sijil aktiviti eksport.
Latihan Kesedaran Kualiti
Pada tahun 2013, sebanyak 23 latihan kesedaran kualiti dianjurkan di seluruh negara.
PEMINDAHAN BIJI KOKO
Kadar pemindahan biji koko kering dari kedua-dua pelabuhan Tawau dan Kuching menurun
dengan kadar 25.5% berbanding tahun sebelumnya dari 2,297 tan metrik kepada 1,711 tan
metrik.
Pemindahan melalui Pelabuhan Tawau ialah 1,214 tan metrik, manakala pemindahan
melalui pelabuhan Kuching ialah 497 tan metrik.
PROGRAM KHIDMAT SOKONGAN
Program Khidmat Sokongan Pasaran Domestik (KSPD)
Tujuan program KSPD adalah untuk membantu memasarkan biji koko kering keluaran
petani koko. LKM akan memberi biji koko daripada petani dengan kadar harga yang
berpatutan, agar petani mendapat pendapatan yang sewajarnya.
Pada tahun 2013, sebanyak 2,358 transaksi KSPD telah dilakukan. Jumlah biji koko yang
diurusniaga ialah 261 tan, bernilai RM1.558 juta. Butiran pencapaian KSPD adalah seperti

Peruntukan yang diluluskan kepada Lembaga bagi tahun 2013 adalah berjumlah RM
117,121,636 iaitu pertambahan sebanyak RM 35,197,222 atau 42.96% berbanding dengan
peruntukan tahun 2012 sebanyak RM 81,924,414. Dari segi pecahan mengikut jenis
belanjawan, sejumlah RM 54,359,600 atau 46.41% Mengurus, RM 62,118,400 atau 53.04%
Pembangunan dan RM 643,636 atau 0.55% Penyelidikan dan Pembangunan (R&D). Jumlah
perbelanjaan LKM tahun 2013 adalah sebanyak RM 109,567,489 yang dibiayai oleh
peruntukan yang diterima daripada Kerajaan Persekutuan dan sumber dalaman LKM.
Pecahan mengikut jenis perbelanjaan adalah RM 21,304,480 adalah Emolumen, RM
2,234,518 adalah Pemberian dan Kenaan Bayaran Tetap, RM 66,041,838 adalah
Perkhidmatan Am dan Bekalan, RM 1,554,593 adalah Pelbagai Perbelanjaan dan RM
18,432,060 Perbelanjaan Aset Bukan Semasa.
Jumlah Hasil LKM bagi tahun 2013 adalah sebanyak RM 13,771,487 iaitu pertambahan
sebanyak RM 9,682,704 atau 236.8% berbanding dengan jumlah hasil tahun 2012 sebanyak
RM 4,088,783. Peningkatan hasil yang ketara adalah disebabkan oleh penjualan Pusat
Penyelidikan Hiliran Koko Bangi kepada Lembaga Minyak Sawit Malaysia.

Pada tahun 2013, LKM telah menerima sebanyak 289 permohonan latihan industri
daripada pelajar-pelajar IPT (Institut Pengajian Tinggi) seluruh negara. Daripada jumlah
tersebut, seramai 117 orang pelajar diterima menjalani latihan industri di LKM.
Kumpulan Inovatif dan Kreatif (KIK)
Dua KIK LKM telah menyertai Konvensyen KIK MPIC 2013 yang diadakan di
Putrajaya pada 11-12 September 2013. Pencapaian KIK LKM di konvensyen
tersebut adalah seperti berikut:

PENGURUSAN MAKLUMAT DAN PERPUSTAKAAN
Unit Pengurusan Maklumat dan Perpustakaan (UPMP) terlibat dengan
pembangunan dan penyelenggaraan ICT (sistem aplikasi dan infrastruktur ICT) di
samping pembangunan dan penyelenggaran koleksi bahan-bahan rujukan
berkaitan koko.
Pembaikan Laman Web LKM
Rekabentuk laman web LKM yang baru sedang dibangunkan untuk
menggantikan laman web sedia ada yang telah digunakan sejak tahun 2004.
Laman web baru dijadualkan akan mula digunakan pada suku tahun 2014.
Laman web baru ini disasarkan untuk mengekalkan penarafan 5 bintang seperti
yang diraih oleh LKM pada tahun 2012 dan 2013. Kriteria penilaian laman web
kerajaan adalah ditentukan oleh MAMPU.
Portal Perosak dan Penyakit Koko (CROPED)
Portal ini merupakan pusat maklumat setempat untuk perosak serta penyakit
yang boleh ditemui di ekosistem koko. Penerangan berkaitan setiap perosak
mahupun penyakit ini dibantu dengan gambar-gambar serangga, perosak lain,
penyakit serta simpton-simpton bagi membantu golongan sasaran iaitu pekebun
kecil membuat pengecaman awal terhadap masalah sebelum tindakan susulan
terutama melibatkan pengawalan dapat dilaksanakan. Sejak dilancarkan pada
Oktober 2013, portal ini telah dikunjungi oleh 8,625 pengunjung dengan 29
pengguna berdaftar.
Sistem Permohonan Tuntutan Perjalanan Online (E-T&T)
E-T&T dibangunkan untuk membantu memudahkan dan mempercepatkan
permohonan tuntutan perjalanan oleh pegawai dan kakitangan LKM. Proses
permohonan, kelulusan, kuiri dan status kelulusan dibuat secara online. Dengan
ini, penggunaan kertas, bahan mencetak dan ruang penyimpanan dapat
dikurangkan. Sejak setahun digunakan di Bahagian Pentadbiran dan Kewangan,
sebanyak 154 permohonon tuntutan perjalanan telah diproses melalui sistem ini.
Laman Web MICF (Malaysia International Cocoa Fair) 2013
Unit PMP telah membantu membangunkan Laman web MICF untuk menyalurkan
maklumat berkaitan MICF dan aktiviti-aktiviti persidangan dan makan malam
rasmi. Pengguna juga boleh melakukan pendaftaran persidangan secara online
dan memuat turun abstrak kertas kerja pembentangan.
Naik Taraf Laman Web ASEAN Cocoa Club (ACC)
Unit PMP telah siap menaiktaraf laman web ACC pada 20 Mei 2013, sebelum
mesyuarat ACC ke-16 pada 22-23 Mei 2013. Laman web ini digunakan khusus
oleh 10 negara ASEAN yang merupakan ahli kepada ASEAN Cocoa Club.

Naik Taraf Sistem Perangkaan Asas Koko (CocoaNet)
CocoaNet adalah sistem pertanyaan perangkaan asas yang berkaitan industri
koko yang dikeluarkan dalam buku „Malaysia Cocoa Monitor‟ (diterbitkan dua kali
dalam setahun). Sistem CocoaNet membolehkan kandungan terbitan dimuatnaik
ke sistem CocoaNet untuk memudahkan pelanggan mengakses dalam bentuk
digital dan boleh dicapai di mana sahaja. Kerja menaik taraf ini dibuat secara
dalaman pada tahun 2013.
Naik Taraf Sistem Rangakaian LKM (1Gov*Net)
Kerajaan melalui MAMPU telah memperkenalkan 1Gov*Net untuk konsolidasi
rangkaian ICT sektor awam bagi mengoptimumkan sumber dan nilai kewangan
sekaligus meningkatkan kecekapan dan kualiti penyampaian perkhidmatan
Kerajaan. LKM telah selesai membuat migrasi ke talian 1Gov*Net untuk semua
11 lokasi pejabat LKM termasuk Ibu Pejabat di Kota Kinabalu dengan kapasiti
kelajuan akses lebih tinggi iaitu 6 Mbps (5 lokasi), 2 Mbps (5 lokasi) dan 512
Kbps VSAT (1 lokasi).
Pembangunan Maklumat Bahan Rujukan Koko
Sehingga Disember 2013, koleksi bahan-bahan rujukan utama perpustakaan di
LKM berjumlah 10,718 naskhah (buku:4,141 (2200 judul), bhan rujukan elektronik
: 5,575 kerjatas kerja ; 120 dan laporan tahunan : 882). Maklumat katalog bahan-
bahan rujukan (bibliografi) boleh diakses oleh pelawat melalui Laman Web LKM
di bawah tajuk perkhidmatan online e-PMK (Pusat Malumat Koko Elektronik).
Sebanyak 5,575 bahan-bahan rujukan elektronik (artikel re-print, kertaskerja,
keratan akhbar dll), boleh diakses melalui Internet oleh kakitangan LKM dan
pengguna luar melalui pejabat-pejabat LKM.

CHAIRMAN‟S ADDRESS
During the year of 2012/2013, world cocoa production expected to reduced by 3.7% to
3.931 million tonne metric. Whereas, world cocoa grindings expected to increased by 2.4% to
4.052 million tonne metric. Malaysia still remain as the fifth largest world cocoa grinders.
In 2013, cocoa industries contribution to the country‟s income reduced by 1.8% to RM3.625
billion compared to RM3.690 billion in 2012. The main contributors for export income is
cocoa powder valued at RM1.266 billion. Country grinding activities decreased by 4.7% to
285,605 tonne metric compared to 299,525 tonne metric in 2012. The reduction is in line
with grinders not being able to obtain cocoa beans.
In 2013, cocoa planting areas are 13,728 ha compared to only 11,748 ha in 2012. New
cocoa planting development in 2012 managed to increased cocoa hectarage; however the
estate sector continue to decrease following to their felling activities. Despite of the increased
hectarage, dry cocoa beans production continued to decreased by 22.9% to 2,809 tonee
metric compared to 3,645 tonne metric in 2012. Continued decreased of 24% (3,346 ha)
was due to unmatured cocoa trees. not being able to meet local grinders demand of cocoa
beans. Therefore, the country imported 311,608 tonne metric of dry cocoa beans valued at
RM2.409 billion.
Malaysian Cocoa Board (MCB) also conducted few programs and joint venture projects to
develop the cocoa plantation (upstream cocoa sectors). In 2013, MCB conducted programs
such as New Cocoa Planting Development, Cocoa Seedling Nursery Development,
Conservation of Cocoa Plant (PPTK), Eastern Corridor Economic Region (ECER) Cocoa
Planting, Cocoa Planting Collaboration with the Department of the Indigenous People
Development in Malaysia (JAKOA), Cocoa and other Crops Integration and Cocoa for the
People (KUR). In year 2013, total of 8,591 cocoa seedlings distributed through the KUR
program.
MCB activities on research and development continues with the execution of 59 research
projects, inclusive of four research projects collaboration with international agencies. Among
research conducted are development of plant material (inclusive of evaluation and
conservation of plant material), increasing production of cocoa trees, restore back cocoa
plantation attacked by Vascular Dieback Disease (VSD) and formulation of appropriate and
effective fertilizer for cocoa plantation. Research on pest control still focusing on the cocoa
fruits dredger. Research on cocoa product development are cosmetic, high calories
chocolate, anti-aging product and prebiotic cocoa product.

Malaysian Cocoa Board (MCB) was established through Act 343, Malaysian Cocoa Board (Incorporated) Act, which was approved by Malaysian Parliament on July 1988 and gazette on 8 September 1988. MCB became operational after the official launching on 18 July 1989. Based on Act343 – MCB was gazette on 17 August 2001 and came into effect on 1 September 2001. MCB is an agency under the Ministry of Plantation Industries & Commodities and governed by 15 members of governing board. The members are the representative of related agencies and ministry, professional bodies, smallholders and industries / companies related to cocoa industry. MCB‟s activities cover the whole Malaysia. It contributes to the research and development, market & trading information, grading, licensing and certification to cocoa producers ; smallholders, traders, exporters, manufacturers etc.
VISION As well known , reputable and leading institution for sustainable development in the cocoa industry.
MISSION Ensure integrate and competitive growth of cocoa industry through innovative development.
OBJECTIVES
● Enhance cocoa beans production through increase in productivity;
● Enhance the development of downstream activities;
● Strengthen and penetrate new market for Malaysian cocoa;
● Enhance the quality and competitiveness of Malaysian cocoa beans and product;
● Ensure that the development of cocoa industry is in harmony with the environment.
FUNCTIONS Based on section 8, Act 343, MCB is being given the tasks to run the 15 functions below:-
● Conduct and promote research on production, processing, storage and consumption; ● Control & coordinate activities and research policies; ● Enhance quality of cocoa beans and cocoa products; ● Coordinate marketing activities; ● Collect, compile and disseminate information; ● Supervise and coordinate cocoa related activities such as processing , storage, regulatory and marketing.

BRIEF SUMMARY- COCOA ECONOMY & MARKET
World cocoa production in 20012/13 expected to decrease by 3.7% to 3.931 million tonne metric following to the dry season
in Cote d‟Ivoire and Ghana. World cocoa grinding in 2012/13 is expected to increase by 2.4% to 4.052 million tonne metric
following to the increase demand of cocoa butter in Europe and America during the three quarter year. Therefore, world
cocoa economy in 2012/13 is expected to experience deficit production of 160 rhousand tonne metric. World cocoa stock
also reduced by 8.7% to 1.672 million tonne metric compared to 1.832 million tonne metric in 2011/12. World cocoa stock
ratio to grinding reduced by 41.3%.

COCOA MARKET PRICE
Cocoa beans price decreased during first half of 2013; however showed an increased trend in the second half of the year.
Between January to February, price reduced due to cocoa beans outflow from West Africa and good weather that allows
cocoa production.
Price increase due to dry season which affect production and felling thousands hectares of cocoa plantations in Cote
d‟Ivoire, and extraordinary increased of grindings during the quarter of second year in North America.
Average price during the year 2013 in Tawau, Raub and London respectively are RM6,314/tonne metric (decreased by 3.0
%), RM6,442/tonne metric (decreased by 6.0%) and £1,577 /tonne metric (increased by 2.4%) .

Production
World cocoa beans production in 2012/13 decreased by 3.7% to 3.931 million tonne metric
compared to 4.080 million tonne metric in the year 2011/12. This is following to the decreased
cocoa production by world cocoa producer such as Cote d‟Ivoire and Ghana due to dry
season. Production in the African region also decreased by 3.7% to 2.813 million tonne metric;
region of America decreased by 4.9% to 618 thousand tonne metric. Production in the region
of Asia & Oceania also decreased by 2.0% to 500 thousand tonne metric. Africa region still
remain as world cocoa beans producer , contributed 71.3% of the beans produced in the world.
America and Asia & Oceania respectively contributed 16.0% and13.0%.

million tonne metric compared to 1.486 million tonne metric during the past years. The second
world cocoa beans producer Ghana also expected to decrease by 5.0% to 835 thousand tonne
metric compared to 879 thousand tonne metric in the year 2011/12. Decreased was following
to dry season between December 2012 and March 2013; which frayed production of world
cocoa producers during the main season of 2012/13.
Cocoa beans production in 2012/13 also expected to decrease to 420 thousand tonne metric
compared to 440 thousand tonne metric the previous year due to unpredictable weather ,
cocoa diseases such as Vascular Disease Dieback (VSD) and black pod .

World cocoa grinding in 2012/13 is expected to increase by 2.4% to 4.052 million tonne
metric compared to 3.956 million tonne metric in 2011/12. The increase is following to high
demand of cocoa butter in Europe and America during the quarter of second year. In
addition to that , the low price of sugar (main component in chocolate making) also
encourage chocolate industries to produce chocolate. Grinding in Europe and America
respectively expected to increase by 3.6% and 3.8% to 1.575 million tonne metric and 877
thousand tonne metric. Grinding in Africa region also expected to increase by 5.3% to 755
thousand tonne metric compared to 717 thousand tonne metric in 2011/12. However,
grinding in Asia & Oceania region is expected to decrease by 3.2% to 845 thousand tonne
metric compared to previous year.
Among cocoa producing countries , total grindings in the year 2012/13 is expected to
increase by 0.9% to 1.743 million tonne metric and contributed 43.0% of world cocoa
grindings. Grinding in Cote d‟Ivoire is expected to increase by 6.7% to 460 thousand tonne
metric. However, Malaysia grinding in 2012/13 is expected to decrease to 293 thousand
tonne metric decreased by 1.3% compared to last year. Malaysia remain as the fifth world
cocoa grinder after The Netherland, Cote d‟Ivoire, America and German. Grinding in
Indonesia during the year 2012/13 is expected to decrease by 5.6% to 255 thousand tonne
metric.
The total grinding of countries that import cocoa beans in 2012/13 is expected to increase by
3.6% to 2.309 million tonne metric. Grinding in The Netherland is expected to increase by
6.0% to 530 thousand tonne metric compared to 500 thousand tonne metric in 2011/12.
Grinding in the united States also expected to increase by 6.5% to 412 thousand tonne
metric compared to 387 thousand tonne metric in 2011/12. However, grinding in Germany is
predicted to decrease by 7 thousand tonne metric to 400 thousand tonne metric.

2013 Annual Report STATUS OF MALAYSIAN COCOA INDUSTRY
Areas
Malaysia cocoa plantation in 2013 is expected to increase by 16.9% to 13,728 hectares
compared to 11,748 hectares in 2012. Sarawak contributed 40.4% from the overall cocoa
plantation ; followed by Sabah (36.8%) and Peninsular Malaysia (22.8%). Areas of cocoa
plantation among the smallholders through cocoa planting development program (PPTK) is
expected to increased by 18.2% (2,000 hectares) in 2013. However, estate cocoa planting
areas is expected to decrease by 2.7% to 729 hectares compared to 749 hectares in 2012
following to the continuous felling activities . Cocoa smallholders comprised of 94.7%;
whereas the estates only totalled a5.3% d from the overall areas of cocoa plantation .
Production
Malaysia cocoa production in 2013 decreased by 22.9% to 2,809 tonne metric compared to
3,645 tonne metric in 2012. Production decreased due to felling activities among estates
and smallholders . However, through New Cocoa Planting Program, smallholders cocoa
planting areas slightly increase in 2013. Despite of the slight increased, total of 3,346
hectares of cocoa planting is not mature to produce cocoa fruits.
Grinding
Domestic cocoa grinding in 2013 decreased by 4.7% to 285,608 tonne metric compared to
299,525 tonne metric in 2012. Decreased in domestic grinding was due to difficulties
obtaining cocoa beans supply from Indonesia. The strict enforcement quarantine rules by
Malaysia Agriculture Department towards cocoa beans imported from America and Africa
also contribute to the decreased of domestic grinding.

EXTERNAL TRADE
Export
Cocoa product export earning in 2013 valued RM3.625 billion decreased by 1.8%
compared to RM3.690 billion in 2012. Cocoa butter and chocolate export value increased
by 24.2% and 22.2% respectively. Re-export value of cocoa beans and export value of
cocoa shell, coca paste, cocoa cake and cocoa powder decreased by 10.1%, 50.1%, 11.1%,
38.5% and 14.9% respectively.
Cocoa powder is the main contributor to the export income. Cocoa powder contributed
RM1.266 billion or 34.9%, followed by cocoa butter valued at RM1.195 billion or 33.0% .
In 2013, quantity of export cocoa butter decreased by 0.9% to 99,295 tonne metric
compared to previous year. However, export product value increase to RM1.195 billion
compared to RM961.6 million previous year. Increase was following to the increase unit of
cocoa butter exported from RM9,594 per tonne metric in year 2012 to RM12,030 per tonne
metric in 2013. America became the main export destination of Malaysian cocoa butter.
Quantity of unsweetened cocoa powder , increased by 12.0% to120,951 tonne metric.
However, export product value decreased by 16.1% to RM1.176 billion in the previous year
due to decrease of per unit price. PR China became the main export destination for the
unsweetened cocoa powder.
Quantity of export sweetened coca powder decreased by 39.9% to 11,320 tonne metric.
However, export product value increased by 4.3% to RM90.5 million. Japan became the
main market for export product.

Quantity and export value for Malaysian cocoa paste decreased by 6.9% and 11.1% to
20,775 tonne metric and RM237.1 million respectively. Singapore remain as the main cocoa
paste destination by contributing 39.2% from overall export.
Quantity and export value of cocoa paste , decreased by 24.73% and 38.5% to 12,350
tonne metric and RM134.5 million. Indonesia became the main importer of Malaysian cocoa
cake.
In 2013, Malaysia exported 32,599 tonne metric of chocolate product valued RM432.1
million; an increased compare to year 2012. Indonesia became the main importer for
Malaysian chocolate contributing 15.2% from overall export.

PROSPECT
ICCO predicted that the world cocoa economy will experience deficit of 100 thousand tonne
metric in 2013/14. World cocoa production also predicted deficit for next four years. This is
following to the supply decrease; which will not be able to meet the high demand. Therefore,
status of cocoa beans price in 2014, is predicted to be stabile between RM8,000 and
RM9,000 per tonne metric.
Based on the cocoa performance indicator in 2013, Malaysian cocoa beans production in
2014 is predicted as 3,500 tonne metric. Whereas, domestic cocoa beans grinders in 2014,
is predict only able to grind 290 thousand tonne metric following difficulties getting cocoa
beans supply. Difficulties getting cocoa beans supply is due to the enforcement of strict
quarantine rules towards all exporter of cocoa beans. In addition to that, the uncertainty of
world economy also added to the low demand of cocoa powder.

Import
Cocoa beans and product import valued RM3.424 billion decreased by 4.8% compared
RM3.598 billion in previous year. Respectively, import value for cocoa beans and cocoa
cake decreased by 11.2% and 52.5%. However, import value for cocoa shell, cocoa butter,
cocoa paste, cocoa cake and chocolate increased by 21.4%, 38.2%, 70.7%, 129.8% and
10.0% respectively.
Import value for cocoa beans are 70.3% or RM2.409 billion from overall total of Malaysian
cocoa beans and imported cocoa product in 2013.

ACTIVITIES & PROGRAM
In the year of 2013, MCB conducted 59 R&D projects , inclusive of 5 project collaborate
with international agencies. Budget to conduct project received from Ministry of Science &
Technology (MOSTI) and internal fund from MCB.
Among success made by MCB R & D are launching the 3rd series of 5 latest clones: MCBC
10, MCBC 11, MCBC 12, MCBC 13 and MCBC 14, on 7 October 2013. In addition to that,
portal of Pest & Cocoa Disease (CROPED) also launched on the 27 October 2013.
In summary , the objectives of MCB R & D project are to increase cocoa beans production,
increase quality of cocoa beans and diversify usage of cocoa based product.
The main activities of MCB R&D are as following:
• Development of Planting Material : Activities conducted are genoplasme conservation,
trial of progeny & clone, development of excellent planting material, somatic embryo
development (“massa” breeding ) and development of technical analysis identifying
originality of cocoa clones. Total of 1,280 selected local accessions gathered and
stored. Total of 28 imported new clones from Reading University UK received by MCB.
• Increased of Productivity: Project conducted to increase cocoa fruits production through
planting system in the farming mechanism, rehabilitation to infected cocoa clones,
research on high compact plantation, usage of canophy replacement technology to
minimize MRJV disease and effective fertilizer formulation. Other research conducted
are cocoa planting integration with herbs, fruits , coconut and also to improve cocoa
seedlings production in cocoa nurseries.
• Pod Borer Disease Management (UPBK) : UPBK is the main pest for cocoa pod.
Therefore, various research such as application of parasitoid egg, fruit wrapping,
improve he farm management and research on UPBK imitation diet to decrease UPBK
population and UPBK research through genom project.
• Disease Management : Research involve research on MRJV disease using endophite
bacteria, evaluation and find solution disease attack at farmers farm. CROPED portal is
develop as researchers and farmers reference and knowledge (based on illusion)
update on disease and pest. Portal could be found at http://croped.koko.my.
• Biometry: It is an interactive friendly user which could provide researchers the result of
UPBK management. Biometry will find out the necessities using insect poison. Biometry
system is in the process developing research on coming up with Apps version.

• Product Consumption : Research on few cocoa based product such as cocoa perfume,
cocoa emulsion product in low chocolate calories , chocolate without sugar, powder for
sensitive skin , cocoa beverage without sediment and moisturiser to decrease wrinkles
are still on progress.
• Cocoa Beans Quality Improvement : Research conducted in the size of cocoa poliphenol
nano, cocoa processing effect on phenolic contents, yeast effect on the cocoa beans
flavour during fermentation and reducing fermentation time using shallow box.
• Engineering Process : Pre-research conducted on the process of drying cocoa beans
using micro waves ( maintaining poliphenol contents)
• Cocoa Pharmaceutical Effect : Pre-research found that cocoa leaves contents anti-
cancer. Research on detaching the extract of cocoa leaves still in progress.

Technology Transfer and Target Group Development conducted by Technology of
Transfer & Expansion Department. Targeted groups are cocoa farmers and
Handmade Chocolate Entrepreneurs (small & medium entrepreneurs).
In 2013, Technology of Transfer & Expansion Department conducted five
development programs as following:

In addition to that, Technology of Transfer & Expansion Department also conduct
transfer of technology, expansion and collaboration projects with other agencies.
New Cocoa Plantation Development Project 2013 (TB13)
New Cocoa Plantation Development Project (TB13) is targeting 1,580 hectares with
an allocation of RM8,000/ha or total overall of RM12.64 million to develop new
cocoa areas in Malaysia. However the National Commoditiy Policy (DKN) stated
that total of 2,000 ha need to be developm each year. In line with the policy, MCB
have change its new target to 2,000 ha instead of 1,580 ha previously. MCB
decided to use internal finance from “Rolling Plan” and cocoa seedlings nursery
to accomodate additional areas of new cocoa plantation. As at December 2013,
total of areas achievement are 2,019 ha, which is more than targeted areas.
Through “roadshows” and various promotion, demand of cocoa plantation obviously
very encouraging in Sabah and Sarawak.

Cocoa Seedling Nursery -Development Program 2013 (PNK 13)
The purpose of the program is to develop cocoa seedlings (supplied by
entrepreneurs and MCB) to accommodate cocoa seedlings demand in 2013.
Table 2, indicate the total of cocoa seedlings produced through 2013 Cocoa
Planting Material (PNK13) Development Program . Total of 477,537 cocoa
seedlings planted and delivered to cocoa planters. However, due to the
increased areas of plantation from 1,580 hectares to 2,000 hectares for New
Cocoa Panting Project (TB13); certain portion of cocoa nursery budget is
used to support development of 2013 New Cocoa Planting. Cocoa seedlings
yet to be deliver, will be supply and delivered continuously.

Cocoa Planting Rehabilitation Program (PPTK) 2013 – 3rd Rolling Plan Cocoa Planting Rehabilitation Program RP3 RMK10 is a continuation RMK9
program. The program include insentives such as planting input, grafting and
advance technology course. Areas targeted for rolling plan (RP3) are 8,852.47 ha.
Only 2,055.56 ha obtained allocation for grafting . Other farmers received planting
input and planting utensil as an encouragement to increase cocao production.
Purpose of the program is to assist farmer in maintaining and managing their
cocoa plantation . Input distribution and technology transfer is ongoing task
throughout the year of 2013.

Technology Transfer & Expansion Program
Technology Transfer is a plan transferring technology to targeted group. In
2013, MCB conducted 1,074 activities with the involvement of 42,823 farmers
and public. Activities conducted throughout 2013 are as table 4.
Technology Transfer & Expansion main activiites are conducting basic cocoa
planting & In-situ course and group forming. Total of 21 courses on basic
cocoa planting conducted throughout the region. Objective of the course is to
give early awareness on cocoa planting management system. Total of 244 In-
situ course s which involved 4,485 farmers were also conducted .

“ Forming A Group” - Developing Cocoa Plantation
The main objective of “forming a group” is to achieve economy scale for
smallholders through group. By having “group” technology will be transferred
easily and this will also encourage entrepreneurship among cocoa farmers.
“Group” are formed through small group, Cocoa Planters Association and Cocoa
Planters Cooperative.
As of RMK-10 or end of 2013, total number of active cocoa groups are 457
groups; 150 groups in Peninsular (32.82%), 259 groups in Sabah (56.67%) and
48 groups in Sarawak (10.50%).
As of December 2013, there are eight associations and four cooperative which
involves 1,732 members and 26 staff being develop through MCB .

Collaboration Project Development
Agropolitan Project , Rantau Manis (Collaboration between MCB and ECER)
Agropolitan Project Rantau Manis at Gua Musang Kelantan accepted the proposal
to develop 80 ha of cocoa plantation through group in the new lot with 300 units of
home for the farmers . Land was developed by ECERDC appointed contractor and
cocoa planting development will take place in 2014. As preparation ECERDC
through its executing agency KESEDAR have started planting cocoa seedlings in
November 2013, for their 80 hectares of new cocoa planting areas.
Indigenous Cocoa Valley Project , Cocoa Valley Indigenous People (Collaboration
between MCB and JAKOA)
Main Committee meeting between MCB and JAKOA was held on 1 April 2013, in
Kota Kinabalu, Sabah. Meeting decided to develop total of 2,482 ha of cocoa
planting throughout the areas of Indigenous People in Malaysia from 2014 to
2020. The cocoa planting development cost will be RM19.156 million.
Development will be conducted by stages and will start planting cocoa on the first
300 ha in Sg. Siput, Perak which include Pos Yom (100 ha), Pos Kuala Mu (100
ha) and Kg. Bawong (100 ha). These areas are the components for JAKOA
development project in Sg. Siput, Perak. Pioneer project land was established in
December 2013.

Handmade Chocolate Entrepreneurs Program (PUCBT)
In 2013, total of handmade chocolate entrepreneurs under MCB are 160 entrepreneurs
compared to only 139 entrepreneurs in 2012 (Table 6). Total of overall sales income in
2013 is RM 11.9 million compared to RM 12.1 million in 2012.(Table 7).

Market Development: International Promotion
Visit to South Africa & Madagascar, 19-23 August 2013
The visit was leaded by MPIC Secretary General ,Datuk Seri Nurmala Abdul Rahim,
Activities during the event were official visit to related government agencies, cocoa
manufacturers in both countries. Total of 5 chocolate manufacturers and confectioneries
were visited (3 manufacturers in South Africa and 2 manufacturers in Madagascar )
Among feedback received were information not related to Malaysian cocoa processing
industry. Few cocoa industries in South Africa and Madagascar interested to be the supplier
or agent for Malaysian cocoa product. Issues discussed were the high import duty to
Malaysian cocoa product. South Africa enforce high import duty total of 17%-20% to
sweetened cocoa powder and Malaysian chocolate product. Madagascar also enforce
between 15%-20% duty import towards cocoa beans and cocoa product from Malaysia.
The 43rd International Sweets and Biscuits Fair 2013 (ISM 2013), Cologne, Germany,
27-30 January 2013
Total of 1,402 producers and suppliers of various chocolate product, biscuit and
confectioneries from 67 countries, participated in the ISM 2013. Out of the overall total, 82%
of the participants are producers and suppliers outside Germany . Total registered visitors
were 35,000 people from 150 countries.
MCB joined ISM for the 18th times since LKM year 1995. Total of four Malaysian chocolate
producers and Confectioneries participated exposition this year. Through ISM 2013, total of
310 made trade enquiry and expected to make current sales income of more than RM7.2 j
million and potential sales value more than RM3.2 million.
The 18th Gulfood 2013, Dubai, UAE, 25-28 February 2013
Gulfood is a world trade exposition for food, beverage, food service and hospitality industry ,
equipment and machines. Gulfood has world trade network especially in the Middle East,
Africa and South Asia.
The 18th exhibition for four days manage to attract more than 4,200 organizations from 110
countries. More than 70,000 visitors came during the event.
Malaysia participated Gulfood 2012, through Malaysian International Trade Bodies
(MATRADE). It is the 7th times Malaysia join the event. Total of three grinders also joined
Malaysian Cocoa Board booth. Total of 234 trade enquiries from 40 countries with current
sales value of RM630,850 and potential sales of RM1.55 million obtained during the 18th
Gulfood event.

Food Ingredients Istanbul 2013 (FI Istanbul 2013), Turkey, 7-9 May 2013
The very first FI Istanbul 2013, is an exhibition that supplies of basic food product
ingredients which exclusively supported by the Association of Food Additive and Ingredients
Manufacturers (GIDAKAT), Turkey. Turkey is associate with European Trade which is the
6th largest and rank 7th among developing countries.
FI Istanbul 2013, was participated by 91 producers and suppliers of various food product
from 18 countries. Total of four cocoa grinders also joined MCB during the event.. Value of
current sales isRM1.3 million; whereas potential sales value is RM4.9 million is obtained
from the exposition. Total of 104 sales order received from 14 countries.
The 22nd World Food Moscow 2013, Federal of Russia , 16-19 September 2013
The exposition is the largest food and beverage exhibition in Russia.Total of 1,634
producers and suppliers for various food and beverage product from 69 countries
participated in the exhibition. Total of registered visitors to the above event are 26,666
people.
It is the first participation for MCB and seven other Malaysian grinders, manufacturers and
cocoa entrepreneurs to World Food Moscow. Total of 174 trade enquiries from 22
countries achieve potential sales value of RM945,000.
Food Ingredients Europe (FIE) 2013 , Messe Frankfurt, Germany, 19-21 November
2013
FIE is an exposition to promote various raw product used by food product industries. This
year total of 1,300 exhibitors and close to 25,000 visitors came for the event. It is the 4th
participation for MCB and two other Malaysian grinders to FIE. Total of 146 trade enquiries
from 54 countries obtained during the event. Potential sales expected is total at USD
100,000.
16th ASEAN Cocoa Club (ACC) Meeting, Ho Chi Min City,
Vietnam, 22-23 May2013
MCB as the ASEAN Cocoa Club (ACC) coordinator , organized
the 16th ASEAN Cocoa Club Meeting. Total of 78 delegacies from
government agencies and private sectors from eight ASEAN
countries participated in the event.
ACC meeting reported the development of program and activities
in ACC Strategic Plan of Action (SPA) 2011-2015. Issues
discussed were tariff, food safety, action plan for goo plantation
practice and status of research on selected progeny, disease &
pest management ,research material and exchange of technical
skills.

Cocoa Promotion on Television – „Kokolog‟
„Kokolog 2014‟ is a continuous cocoa consumption program through television during year
2006-2012.
The concept of „Kokolog‟ program is a combination of cooking and „travel log‟ by different
types of society and ages. “Kokolog‟ expose the goodness and cocoa roles in our healthy
happy . It also emphasize on using cocoa as the main ingredients in every day recipe and
promote cocoa as a universal product which resemble love .
The program is accomplished through Media Prima Berhad (Primeworks Studios Sdn Bhd )
production.
Cocoa Promotion on Web „Portal Koko Duniaku‟
„‟Portal Koko Duniaku‟ is a channel to spread exact and correct information or facts on the
goodness and natural benefit of cocoa and its product. Total of visitors to „Portal Koko
Duniaku‟ as end of 2013 were 21,214, whereas total of cocoa club members were 280
people.

Techno-Economy Program
Cocoa Smallholders Census In Malaysia 2013(Reference: Year 2012)
Census on cocoa smallholders in Malaysia (Reference: Year 2012) have been executed
in Peninsula Malaysia, Sabah and Sarawak. Census indicate that total of Malaysian
smallholders areas in 2012 were 10,999.46 ha (9,026 smallholders) ; decreased by 43.5%
compared to 2011. Sarawak is the main cocoa plantation , which covered 43.8% or
4,815.60 ha (4,063 smallholders), followed by Sabah 3,817.47 ha (34.7%) with 2,741
smallholders and Peninsular 2,366.39 ha (21.5%) with 2,222 smallholders.
Cocoa Estate Census 2013 (Reference Year 2012)
The 2013 cocoa estate census (Reference: Year 2012) have been executed end of
December 2012 . Questionnaires have been distributed to 22 estates inclusive 7 research
centres under government agencies. Out of the overall total, 17 estates are from Sabah and
5 states from Peninsular Malaysia. Overall, census indicate country‟s total areas and cocoa
production decreased drastically. Estates plating areas and cocoa production decreased by
45.9% and 65.4% to 749 ha and 81 tonne metric compared to previous year.
Total estate also decreased by 59.1% to 9 estates compared to 22 estates in 2011; where
5 estates are research centre under government..
Main factor contributing to the decrease is competition between other crops such as palm
oil with other crops such palm oil and cocoa plant not being given proper care as estate
owners have the intention to shift to another plantation. In addition to that, there is no plan to
develop cocoa planting areas, new planting anf rehabilitation is not execute in the estate
sector. In 2012, cocoa production reduced by 46.3% to 137 kg/ha compared to 255 kg/ha
in 2011. Whereas, the average cost production per hectare indicate increased by 8.9% to
RM5,450 compared to RM5,003 per hectare during the previous year following to the
increased of labour cost by 26.7%.

Total of license decreased by 4.5% from 185 to 177 in year 2013. Total of new license
approved are 33, renewed license 24 and license cancelled 7 .
Registration
Registration activities increased by 100% from 20 in the year 2012 to 397 in 2013. Total of
registrations in Sabah are 275, followed by Sarawak 66 and Peninsular 56.
QUALITY CONTROL PROGRAM
Quality Inspection - Dry Cocoa Beans
Total of 225 dry cocoa beans sample; where 144 local dry cocoa beans and 81 imported
dry cocoa beans were gathered for physical analysis.
Throughout the year, inspection of quality dry cocoa beans have been carried out.
Inspection indicate that the qualities show grade SMC 1, 2 and 3, inclusive of SS.
Average number of beans were also calculated. Best beans calculated per 100g is in
Kelantan which is 89 beans /100g, Pahang (93 beans/100g), Sarawak (95 beans/100g),
Sabah (100 beans /100g) and Johor (108 beans/100g).
The best average of fermentation level is in Sabah 92%, Sarawak (90%), Pahang (88%),
Kelantan (85%) and Johor (80%).

Total of 207 licensed premises were inspected in 2013. Total of inspection made are 38 in
Sabah, 43 in Sarawak and 126 in Peninsular Malaysia.
Quality Certification - Dry Cocoa Beans
Total of 292 quality certificates issued in 2013, compared to 436 certificates in 2012.
Decreased of the certificate issuance was due to limitation that only license holder but not

Sarawak and 120 in Peninsular. Total of certificates issued based on activities are 184
(local activities), 58 (import activities), 46 (transfer activities) and 4 (export activities).
Quality Awareness Training
In year 2013, total of 23 Quality Awareness training organized throughout the country.
TRANSFER OF COCOA BEANS
Cocoa beans rate transfer from Tawau port and Kuching decreased by 25.5% as compared
to previous year from 2,297 tonne metric to 1,711 tonne metric.
Rate transfer through Tawau port were 1,214 tonne metric, whereas from Kuching port
were 497 tonne metric.
SUPPORT SERVICE
Domestic Market Support Program (KSPD)
The objective of KSPD is to assist cocoa farmers in marketing their dry cocoa beans. MCB
will buy dry cocoa beans from farmers with reasonable price to ensure farmers will have
good returns.
In 2013, there were 358 KSPD transactions. Total of traded cocoa beans were 261 tonne
valued RM1.558 million. The achievements of KSPD are as following:

The board approved an allocation of RM 117,121,636 , an increased of RM 35,197,222 or
42.96% in 2013 compared to only RM 81,924,414 in 2012. Based on the expenses fraction ,
total of RM 54,359,600 or 46.41% (managing), RM 62,118,400 or 53.04% (development)
and RM 643,636 or 0.55% (research and development-R&D). MCB total expenses in 2013
were RM 109,567,489. The expenditure was funded by federal government and MCB
internally. Fraction based on expenditures are RM 21,304,480 ( emolument), RM 2,234,518
(grant and fixed payment) , Total of RM 66,041,838 are general service and supplies, RM
1,554,593 are various expenses and RM 18,432,060 expenditure for non current asset.
MCB total income in 2013 are RM 13,771,487 increased of RM 9,682,704 or 236.8%
compared to total income of RM 4,088,783 in 2012. Drastic increase of income was due to
the selling over of Bangi cocoa downstream research centre to Malaysian Palm Oil Board.

INFORMATION MANAGEMENT & LIBRARY
Information Management & Library unit (UPMP) involve in the development and
maintenance of ICT (application system and ICT infrastructure) and reference
material on cocoa.
Development of MCB we
Design of new MCB web to replace existing web site since year l2004. The new
web site is expected to be ready by first quarter of year 2014. the new web site is
targeted to maintain its 5 star ranking ever since 2012 and 2013. Criteria of web
site evaluation is being given by MAMPU.
Portal for Pest & Cocoa Disease (CROPED)
CROPED portal is an information centre for pest & disease in cocoa ecosystem.
Each pest and disease is explained through the support of insects, other pest,
disease and symptoms image. Through CROPED, farmers would be able to
identify and control pest & disease at earlier stage. Total of 8,625 visitors with 29
registered user visited CROPED ever since it was launched on October 2013.
Travel Application Online System (E-T&T)
E-T&T was developed to facilitate and expedite MCB staffs travelling applications.
Application process, approval, approval, enquiry, status of approval are done
through online. Online process have decrease the usage of papers, printings and
storage. In a year, total of 154 travel application been process using this
system.
MICF web site (Malaysia International Cocoa Fair) 2013
MICF web site was developed by the Information Management & Library unit to
channel MICF information. Users who wish to participate during conference could
also register online and upload their abstract for presentation.
Upgrading ASEAN Cocoa Club (ACC) web site
Information Management & Library unit completed the upgraded ACC web site on
20 May 2013, before the 16th ACC meeting on 22-23 May 2013. The web site is
being use by 10 ASEAN countries who are also the members of ASEAN Cocoa
Club.

Upgraded Basic Cocoa Statistic System (CocoaNet)
CocoaNet is a system for basic statistic enquiry on cocoa related. Statistic is
extracted from „Malaysia Cocoa Monitor‟ which is being publish twice a year. The
CocoaNet system uploads the contents of „Malaysia Cocoa Monitor,‟ giving client
opportunity to access statistic in digital form from any part of the world. The
upgrading was upgraded internally in 2013.
Upgraded MCB Channel System (1Gov*Net)
Government through MAMPU introduced 1Gov*Net to consolidate ICT channel
for public sectors. 1Gov*Net objectives are to optimize source & financial
values, skills and qualities of government service. MCB completed the migration
and connection of 1Gov*Net to 11 MCB locations. HQ in Kota Kinabalu and four
others have higher access capacity of 6 Mbps (5 locations), 2 Mbps (5 locations)
and 512 Kbps VSAT (1 location).
Development of Cocoa Reference
As of December 2013, total collections of MCB references are 10,718
copies(books:4,141 (2200 title), electronic reference - 5,575 working papers -
120 and annual report - 882). Catalogues on reference materials (bibliography)
can be access by visitors through MCB web site under online service e-PMK
(Electronic Cocoa Information Centre). Total of 5,575 electronic reference (re-print
article, working paper, paper cutting etc), are available for access by MCB staff
and outsiders through internet.
