Harris Corporation in Florida is the manufacturer of most, but not all, of these devices." We previously advised you that we may redact or withhold records that are exempt or that impact the privacy rights of individuals (California Constitution, Article I, Section 1, and Government Code Sections 6254 (k) and 6255 (a)), that are protected by other privileges, or involve matters otherwise protected from disclosure by law or where the particular facts and circumstances warrant nondisclosure of the information. (Government Code sections 6254 (f), (k), and 6255(a)). We have made a diligent search of our records, and respond as follows: Request No.1: "Purchase orders, invoices, grant requests, contracts related to the use of these types of devices. " Request No. 2: "Any documents/purchase/orders/invoices/contracts with Harris Corporation based in Florida including for accessories, training, upgrades, etc. " Response: We have identified records responsive to the First and Second requests, and are in the process of collecting, reviewing and redacting the records. Parts of the records are exempt from disclosure under the authorities noted above. When we have gathered all of the records, we will contact you. • Request No. 3: "Any training material and department policies related to the use of these devices"

Response: Unfortunately, we are unable to assist you with your request. There are no Los Angeles County Sheriff's Department disclosable records responsive to your request.

• Request No. 4: "Records sufficient to show whether and what type of judicial authorization is obtained for LASD deployment and use of these devices and the type of judicial authorization obtained. In lieu of furnishing responsive records, you may answer the questions: A) Does LASD obtain judicial authorization for the use of these devices? And if yes, B) What is the type or types of authorization obtained?"

Responses: A) Yes. B) Search Warrant.

• Request No. 5: "Records sufficient to show, for the time period of January 1, 2014 through August 1, 2014, the frequency of LASD's deployment and use of an IMSI device. In lieu of furnishing responsive records, you may answer the question: During the time period, how many different cell phone numbers were subjected to identification and collection of information by or for the LASD with this type of device?

Response: Sixty-six different cell phone numbers were "subjected to identification." Additionally, the system utilized by the Sheriff's Department is not capable of collecting or intercepting communications content, including voice and data.

• Request No.6: "Records sufficient to show, for the time period of January 1, 2014 through August 1, 2014, all LASD uses of an IMSI device in which LASD personnel eavesdropped on a conversation. In lieu of furnishing responsive records, you may answer the question: during the time period, how many LASD uses of an IMSI device involved LASD eavesdropping on a conversation?".

Response: Unfortunately, we are unable to assist you with your request. There are no Los Angeles County Sheriff's Department records responsive to your request.
