LBT Project Goals

1. Assess risk for a viable, effective & reliable all-

electric ZEB to address alternative fuel policy

2. Achieve reliable, safe & environmentally sound

service levels that are equal to or greater than the

current fleet

3. Introduce appealing, iconic all-electric buses that

increase ridership, improve the transit experience,

and enhance the image of Long Beach and LBT

4. Deploy all-electric buses that provide a cost-

effective solution for LBT (life-cycle costing)

5. Support FTA’s TIGGER goals by maximizing

reductions in GHG emissions and energy costs

Project Scope

Up to (10) 35’ – 45’ all-electric coaches based

on APTA white book & LBT specialized equip

Must meet LBT’s Passport operating profile

Open to en-route and/or depot charging solutions

– Solution – open architecture, should be able to use across

multiple platforms & manufacturers in future;

– Design and installation oversight of equipment;

– Maintenance support for charging equipment

Provide training, diagnostic equip, Capital &

Maintenance plan including 1 year assessment

LBT looking towards this project to evaluate its long-

term viability

Modeling Tools

Route Modeling – CTE collected route data and developed model to

determine energy requirements

– Factors battery size, motor size, vehicle weight,

speed, distance, grade, time, etc.

Rate Modeling – CTE established an energy cost model

– Based on SCE Rates and amount of charging at

given times of day, week, season, etc.

Established a basis to evaluate energy cost

& performance of proposed solutions

RFP Issued Oct. 1 – APTA White Book updated with all-electric

propulsion, charging infrastructure specifications,

and LBT coach requirements

Written to increase number of responses – Open to conductive and inductive charging

– Open to en route or depot charging solutions

Rec’d 5 responses on December 5th – BYD - Complete Coach Works

Evaluation Process

LBT - 3 Evaluation Teams – One lead & up to 4 subject matter experts

– A total of 14 LBT employees read and discussed

proposal providing input on same

CTE provided technical evaluation – Technical overview of each proposal

– Modeled each proposal to assess performance on

LBT’s Passport route

– Calculated annual energy costs for each proposal

based on Rate Model
