INTRODUCTION
Welcome to the Health Education and Training
Institute (HETI) Leadership and Management
Programs. NSW Health operates in a fast paced,
vibrant ecosystem necessitating outstanding
customer service and superior clinical expertise.
HETI provides NSW Health organisations with
evidence based education to support high
functioning, collaborative and supportive
environments.
The Leadership and Management programs
throughout this document, offer an opportunity to
enrich NSW Health leaders and managers lives by
developing a culture of mutual respect to support
world class patient and family centred care. The
programs are reviewed for currency with emerging
contemporary thought leadership and practice.
HETI consults and collaborates with NSW Health
organisations to strategically meet local needs
working together to support staff moving through
their career journeys. The flagship programs enables
staff to engage in life-long learning.
The NSW Health Senior Executive Development
Program and NSW Health Executive Finance Program
build future Senior Executives with a broad range
of capabilities to deliver innovative services within
complex environments. In addition, The NSW Health
Leadership Program offers a team based approach
where clinicians, executives and managers engage in
adaptive challenges. Whilst the Next Generation of
Leaders and Managers supports emerging leaders as
they begin their career journeys by deepening their
leadership and management capabilities.
As managers progress they may develop and refine
their management skills in the Financial Management
Essentials or People Management Skills Program,
creating a benchmarking of core skills across the
organisation. The Facilitation Capability Accreditation
Program (FCAP), based on the NSW Health
Facilitation Standards, supports the development
of best practice facilitation skills in NSW Health
workplaces.
A range of complementary shorter programs offer
deep dives for a full or half day. The Management
Solutions Series workshops explore specific
content areas identified by partners in NSW Health
organisations. Leadership Quarter events provide an
opportunity for staff to access international experts,
thought leaders and researchers to discuss current
leadership and management related topics.
Lastly, and importantly the CORE Chat: Our Values in
Action and CORE Chat for Managers courses bring
to life the NSW Health CORE values for all staff. The
CORE values are key principles of communication
for staff and patients; supporting confidence in
collaboratively embracing the CORE values in NSW
Health workplaces.

Evaluation
The HETI Leadership and Management Programs are developed in collaboration with the NSW Ministry of Health, NSW Health partner organisations and subject matter experts. The programs are grounded with best practice adult learning principles, empirical evidence and reflect NSW Health’s distinctive environment.
Using advisory groups, pilots and a thorough evaluation framework, the programs undergo a continual improvement process to ensure content and delivery methodology are accurate, current and appropriate for identified audience.
Programs are delivered statewide using a range of flexible right-place, right-time methodologies:
• eLearning via My Health Learning – enables participants to learn at their own pace at a time that suits
• Face-to-face workshops – allows the humanistic nature of work in NSW Health to be truly nurtured
• Webinars – shorter training opportunities, providing time for discussion and advice to implement learnings in the workplace
• Pre- and post-work – enhances learning, includes videos, readings, personal reflection and applying program learnings
• Satellite classrooms – provides equitable training to all, despite geographical location. Through videoconferencing and innovative technologies participants are actively involved in rural and remote settings
• Self-evaluation tools – literature highlights that self-awareness and self-assessment are integral to leadership and management development. Some programs include validated tools such as 360-degree feedback instrument, Strengths Finder 2.0 and Thomas Kilmann Conflict Mode Instrument (TKI)
HETI recognises that monitoring and evaluation is vital to ensure delivery is appropriate for the audience and training achieves its intended objectives and learning outcomes. The process is underpinned by an Evaluation Framework where data are collected and analysed in a systematic way:
• Impact evaluation – measures the extent to which a program’s aims have been achieved and if any changes in participants’ behaviour can be attributed to program content and activities
• Process evaluation – informs whether the programs are appropriate for the audience and assess the quality of implementation
• CORE Pulse – gathers ‘live’ longitudinal data from NSW Health employees engaged in HETI programs. The tool enables HETI to measure program sustainability, behaviour change and provide pulse diagnosis on change to workplace culture

This course equips NSW Health employees with the
skills and knowledge to develop financial integrity and
accountability. By using NSW Health scenarios and
team based activities in the workshops, staff develop
strategies and skills to improve decision making about
rostering, procurement and other determinants that
lead to expenditure.
The course can be tailored to meet the strategic
needs of NSW Health organisations and is a great
opportunity for those who make resourcing decisions
to gain a basic understanding of financial reports
and terminology. This course is not designed for
participants who are cost centre mangers, but
provides an introduction to health finance for
new managers, managers without delegation or
an employee aspiring to progress within health
management. On completion of this course
employees may wish to progress to the Financial
Management Essentials course if they are to become
a cost centre manager.
Please note cost centre managers or managers with some knowledge and experience of managing a cost centre should enrol in the Financial Management Essentials course (page 12).

Participants build the capabilities required to
manage budgets effectively; this includes reviewing
and controlling budgets and financial information
in the health service environment. During the two-
day workshop participants utilise NSW Health case
studies to develop the knowledge and skills required
to effectively manage financial resources. Participants
consolidate their knowledge and skills in their working
environment by undertaking a workplace report.
This requires the development of a financial report
that identifies and proposes a measure to reduce
costs, generate revenue or achieve more efficient
operations.
Throughout the course participants are encouraged
to collaborate with colleagues and apply their skills in
the workplace.
The Financial Management Essentials (FME) course empowers NSW Health employees to develop knowledge and skills to pro-actively, efficiently and accountably manage their cost centres.

EFFECTIVE BUSINESS CASE DESIGN
Supports a proactive, evidence-based approach to ensure NSW Health managers prepare strong, well-researched business cases. A strong strategically linked business idea articulated through an effective business case can make a difference to the organisation, the team and patients.
The course examines the principles and skills required
to develop a successful business case within NSW
Health organisations. Pre-workshop activity requires
participants to consider a business case they may
need to develop. During the workshop participants
are provided with the skills and knowledge to
prepare the content of an effective business case.
The workshop concludes with time for discussion and
reflection of their own case.

BUSINESS CASE EVALUATION
A strategic approach to support the development and approval of business cases ensuring a transparent process to prioritise organisational resourcing.
This workshop builds on the Effective Business Case
Design course by empowering senior staff to develop
a clear and robust evaluation process. The course
develops capability to consider business cases based
on sustainability, risk management, stakeholder
engagement, change management, governance and
value for money. A template is provided to facilitate
a consistent statewide approach, based on the NSW
Treasury Gateway Review System. This is done in
alignment to State, Health and organisation strategic
priorities. The course encourages participants to
use the CORE values when providing guidance and
support to business case developers.

LEADERSHIP AND MANAGEMENT DEVELOPMENT PROGRAMS18
The program prepares financial and business team
members to mentor cost centre managers to increase
their financial skills in a supportive, collaborative
environment. The program is co-led by HETI and
NSW Health organisations and may be delivered
concurrently with the Financial Management
Essentials (FME) program.
The program provides the knowledge and tools to
operate effectively as either a mentor or mentee. The
workshops provide a structure for a formal mentoring
relationship and allows time to role play and develop
mentor and mentee capabilities.
The NSW Health organisation pair participants who
meet during a program launch. It is anticipated that
this pairing enables mutually beneficial learning. The
relationship is focused on the mentees being aware
of when they need to seek assistance and establish
a working relationship with their mentor which may
extend beyond the length of this program.
The learning journey is supported by a series of
webinars which are conducted to support the
participants in their roles. Throughout the program
both mentors and mentees refine their interpersonal
skills such as active listening, effective questioning
and emotional intelligence.
The workshops extend beyond purely developing
people management and technical skills. By
developing proficient mentors within the
organisation, capacity is built for collaboration leading
to behavioural and attitudinal change. This results in
more effective financial resourcing and an improved
patient experience.
MENTORING FOR FINANCIAL MANAGEMENT
Mentoring for Financial Management empowers NSW Health organisations to improve the efficiency of resource allocation through partnering emerging cost centre managers with experienced NSW Health mentors.

The People Management Skills Program offers an
integrated approach to building skills and knowledge
in people management, to effectively support teams
and positively manage challenging situations.
It is recognised that managing and leading a team
is an important skill required by all NSW Health
managers. This program supports the development of
managerial capabilities and leadership skills.
The two-day workshop allows for practical
application and simulation of skill development,
supporting managers to explore and consider a range
of management styles and approaches relevant to
their roles.
• Through case studies participants plan, practise
and role play critical workplace conversations
• Participants explore common workplace
management challenges and identify how to
utilise tools and resources available to them to
support their practice. This includes developing a
thorough understanding of the NSW Health Code
of Conduct

The workshop assists NSW Health staff to understand
how the NSW Health CORE values can be utilised
as an everyday tool. The workshop empowers NSW
Health staff to take responsibility to initiate important
workplace conversations, identify mutually acceptable
solutions and bring about positive change to improve
workplace culture.
Participants explore the NSW Health CORE values
reflecting their alignment with their own personal
values. They learn about effective team cultures and
high performing teams, exploring on how these traits
can be implemented in their own teams.
Throughout the workshop participants engage in
conversations using the CORE Chat tool. These
activities assist with the process to plan and initiate
an exploratory conversation. The tool is designed
to support workplace conversations that are pro-
active and forward focused. Role plays and scenarios
are used to develop participants’ confidence to
implement this tool.

This course supports managers to interpret team
dynamics and understand their roles in leading
cultural change. Managers develop improved
communication skills and learn how to create team
cohesion by inspiring and engaging staff in the
purpose and mission of the organisation.
Participants are introduced to theories of
engagement and human resource models to
assist them to evaluate current team performance.
Participants then assess the current values dominant
in their team and actively work with other managers
to generate ideas and solutions for change. Utilising
this knowledge, managers are encouraged to set an
action plan for their return to the workplace and lead
cultural change with increased staff engagement in
the NSW Health CORE values.

The Strategic Time Management course is designed
to help NSW Health employees feel empowered
in their time management strategies to achieve
workplace productivity. Good time management
skills are important in increasing efficiency and
effectiveness within NSW Health organisations, as
well as improve staff wellbeing.
This course examines common workplace time
consuming activities. Participants develop planning
strategies to accurately evaluate time required for
tasks. Relevant skills in influence and negotiation
are built to appropriately manage other people’s
expectations of their work priorities.
Participants actively engage in workplace scenarios
and role play conversations to rehearse appropriate
responses and solutions to everyday situations.
Facilitated group discussion enables participants to
explore topics such as removing clutter, effectively
organising workspaces and utilising resources
available to NSW Health employees. The course also
provides strategies to deal with a number of common
workplace ‘disruptions’, including phone calls, emails,
meetings and unexpected conversations which
interrupt workflows.

Through facilitated activities participants learn how
to design, organise and conduct effective meetings.
Case studies are used to explore the preparation
required when convening or attending a meeting,
including developing an agenda, reviewing invitation
lists, meeting venues and appropriate governance
requirements.
Participants also discuss common issues arising in
meetings and key types of disruptive behaviour.
Through simulated exercises participants are provided
with the strategies to manage these behaviours in a
respectful manner.
Participants also learn strategies required to
effectively chair a meeting and actively contribute
during meetings.

In this course NSW Health managers gain positive
skills and strategies to grow collaboration and respect
within their teams. Managers learn how to lead teams
who can effectively communicate and confidently
resolve conflict in the workplace. Participants are
encouraged to reflect on their attitudes towards
conflict, understanding how it can create a positive
opportunity for growth and cultural change.
The course considers why conflict exists and how
our beliefs, values and culture can cause different
reactions in a situation. Through activities and
facilitated discussion, participants are provided with
the opportunity to deepen their understanding of
conflict. This leads to increased skills in leading and
managing teams to work through workplace conflict.
Participants explore the importance of effective
communication when addressing conflict through
problem solving activities to learn how to pro-actively
create a conflict resilient workplace. The focus of
this workshop is for managers to build positive
relationships and strong communication with high
levels of trust within their workplaces. Managers are
encouraged to learn through simulated activities
how to grow conflict resilient teams, adopt early
intervention strategies and develop tools to intervene
in conflict to enable appropriate responses.

MANAGEMENT SOLUTION SERIES: EMOTIONAL INTELLIGENCE IN PRACTICE
This course offers managers the opportunity to
deepen concepts and practical application of
emotional intelligence in the workplace. Participants
receive a leader/manager profile analysis to reflect on
their management style. This is applied throughout
the workshop to explore how emotional intelligence
can continually be developed.
This active workshop requires participants to
engage in and reflect on their capabilities, skills and
knowledge to effectively communicate, accurately
perceive emotions and use emotionally intelligent
behaviours in their daily management. Managers
are introduced to a range of tools including growth
mindset principles and mindfulness strategies to
bring increased ability to identify the impact of own
emotions on others and model emotionally intelligent
behaviours.

NSW HEALTH LEADERSHIP PROGRAM
Builds individual, team and system-wide leadership capacity in achieving outcomes for patients and bringing about transformational change.
This program enables collaboration with executives
and clinicians. There are a range of immersive learning
experiences and resources, including action learning
teams focused on identified local strategic priorities,
small group leadership development work, workshops,
readings and online instruments.
Participants are selected from a wide cross section
of NSW Health and there are a mix of people in
management roles as well as clinicians. It is crucial
to the program structure for clinicians and managers
to be working alongside each other on strategic
leadership challenges.
The program grows the sustained capability of
clinicians, managers and executives to advance State
Health Plan priorities and tackle the most critical
strategic challenges locally.
Combining adaptive and collective leadership
concepts with a relational-oriented approach enables
challenging issues to be explored and interventions
undertaken while maintaining respectful relations and
recognising others’ contributions.

FACILITATION CAPABILITY ACCREDITATION PROGRAM (FCAP)
Facilitation capabilities enable workforce development, career progression, staff retention and are key to creating a ‘good place to work’. They ultimately support the ongoing provision of person-centred, safe and effective care in health organisations.
FCAP is based on the NSW Health Facilitation
Standards (see HETI.NSW.GOV.AU). The program
supports the development of best practice facilitation
skills for utilisation in the NSW Health workforce.
The Standards are operationalised by three ‘Bands’
representing facilitation context: simple (Yellow),
complicated (Blue), and complex (Black).
FCAP is made up of two components:
Facilitator Accreditation – formal recognition of
existing facilitation capability at the Yellow, Blue,
or Black Band. Accreditation pathway is tailored to
experience and Band placement is through validated
self-assessment.

The program develops future leaders who foster
cultures of excellence, innovation and collaboration
to ensure the delivery of safe, high quality healthcare
to patients, families, carers and communities within
NSW. Participants are able to identify emerging
healthcare opportunities and challenges to
proactively pursue strategies for improved service
delivery within NSW Health.
The program is targeting:
• NSW Health staff with a minimum of two years’
work experience, this includes but is not limited
to a health manager (HM 1), administrative
officer (AO6), information technician (Computer
Programmer Years 1-5), wards person and clinical
support officer (level 3)
• Aboriginal or Torres Strait Islander participants.
Four positions on the program have been
identified for this purpose.
The program will:
• Develop aspiring leaders
• Profile your emerging talent
• Discover hidden capabilities
• Build your organisation’s succession plan.
Development placements are a central component
of the program and enable learning in the workplace.
Participants can remain in their existing role and
undertake placements within a range of business
functions.
Placements range from a minimum of four weeks to
a maximum of six months. The number, length and
location of the placements are dependent on both
the participant and NSW Health organisation needs.
The learning modules in year one of the program
include the Diploma of Leadership and Management
(BSB51915). Year two focuses on areas including
driving innovation, positive results, empowerment,
shaping culture and connecting networks.
THE NEXT GENERATION OF LEADERS AND MANAGERS WITHIN NSW HEALTH PROGRAM
The Next Generation of Leaders and Managers within NSW Health Program facilitates the development of future managers with demonstrated leadership and management capability.

Course requirements
• A centralised approach where NSW Health organisations can identify staff to
undertake an individualised capability evaluation process which incorporates
an online capability evaluation, a behavioural interview and group exercises
facilitated by HETI with representatives from each participating NSW Health
organisation
• NSW Health organisations are provided with all results to inform their decision of
which staff to endorse for the program. All participants receive a development
report to inform their professional development

Recognised experts, thought leaders and researchers
are sourced to present and provoke dialogue on
focused health-related topics. The events are
designed and shaped to the NSW Health context and
to meet a health leadership strategic intent.
Invitations are distributed to NSW Health Chief
Executives to nominate staff for the various events:
• Executives, senior clinicians, senior non-clinicians
and senior managers
• Those with a role in shaping service delivery
through their ability to influence the way in which
leadership is practiced within the organisation
• Identified current and emerging leaders in the
organisation
• Clinical and non-clinical leaders or emerging
leaders that the executive would like to develop
by exposing them to new ways of thinking or
encourage to actively engage in creating new
ways of working.
Each event is designed to address a current issue
or topic significant to leadership in the health care
context. Past topics have included the impact of
social media, digital disruption, the lived experience,
mindful compassionate leadership, and leading across
genders, generations, and cultures. Presenters are
sourced from leaders and subject matter experts in
NSW Health, academia, the corporate sector, and
consultancy, aiming to highlight relevant research and
best practices and generate debate. HETI co-designs
the events with NSW Health organisations.

The program provides a best practice and high
impact development opportunity to cultivate
contemporary finance executives. Having grown
beyond traditional financial custodianship, innovative
finance leaders must develop skills in strategy,
collaboration, leadership and operations using
industry expertise and global connectivity.
The program focuses on the changing functions and
roles for the future Chief Financial Officer (CFO). It
emphasises partnering skills, leadership skills, people
management and informed decision making, putting
the patient first.
Strategies and tools are explored to improve financial
leadership within NSW Health and develop a pipeline
of talent ready to take on new responsibilities.
Participants engage in activities to develop a critical
awareness of their strengths, behaviours, values and
attitudes to cultivate a personal leadership brand.
NSW HEALTH EXECUTIVE FINANCE PROGRAM
Workforce needs change at a rapid pace. The Program provides executive finance staff with the capabilities required for the 2020 financial workforce, embracing complex problem solving, critical thinking, creativity and people management.

Senior Finance Executives
Learning outcomes
• Identify and articulate the demands, capabilities and accountabilities of a Senior
Finance Executive, including displaying high level business acumen; ability to lead
and develop the business performance and strategy; and manage an effective
team/business unit/organisation
• Develop the ability to work strategically across boundaries internal and external
to NSW Health, competently operating in the globally complex and adaptive
system of finance
• Display the ability to engage with staff, patients, service users, carers and
families of all backgrounds, enabling person-centred care within an effective
organisational culture
• Develop relationships and partner with a diverse range of executives across
NSW Health to work within a whole of health approach, considering NSW State
government priorities, global and national finance trends and key policy drivers
• Display political and systemic astuteness, awareness and insight, to take
appropriate action to reduce risks and make courageous decisions when
necessary
• Lead people, the organisation and manage change, to create environments which
foster innovation and develop sustainable solutions across the system

The program builds a pool of executives who may be
considered suitable for future senior executive and
Chief Executive positions within NSW Health.
Participants are Tier 2 Senior Executives, Tier 3 Senior
Managers and high potential Tier 4 Managers in
executive team roles that are responsible for leading
several direct reports and senior professional staff.
The NSW Health Senior Executive Development
Program ensures the learning and development needs
of participants are identified and supported, whilst
enabling adaptive system capacity to be built.
The program incorporates core components,
concurrent with individualised learning pathways.
Participants develop a dynamic development plan
and performance agreements during each placement
to grow executive presence.
NSW HEALTH SENIOR EXECUTIVE DEVELOPMENT PROGRAM
The Program aims to build a cadre of NSW Health senior executives with the capability to operate effectively in a broader range of senior roles within a complex and adaptive NSW Health system.

The alumni network hosts a series of events to
facilitate interconnectedness and collaboration across
NSW Health organisations. The network supports the
practice of adaptive leadership and applies learnings
from the program. Participation in the network assists
the alumni throughout their careers.
