Introduction

The West Australian public sector employs dedicated and hardworking people, driven to

delivering better outcomes for the community. To propel high potential leaders, the

Public Sector Commission offers Leadership essentials.

Leadership essentials empowers experienced and passionate senior managers to lead

with courage, confidence and integrity. This confidence supports them to motivate and

engage teams in an environment of constant change.

The program embraces the 70:20:10 model, recognising that learning is best retained

through on the job application of concepts and theories. While Leadership essentials has

formal modules, the content is very much directed by participant contributions, and

learning is reliant on the practice of program content back in the workplace.

Through developing a sense of self and their leadership style, Leadership essentials

creates truly authentic leaders who are capable of thinking, acting and behaving

differently.

Why Leadership essentials?

Leadership essentials is purposefully designed for WA public sector leaders. The

program is aligned to the Leadership Capability Profiles, and designed in consultation

with the sector. The curriculum draws from real public sector issues, as described by

leading practitioners, Chief Executive Officers (CEOs) and senior executives from across

all agencies.

The cohort experience is invaluable; the participants represent many diverse agencies,

purposefully challenging the culture and thought processes of industry silos and

internally delivered programs. This diversity provides a supportive network and

connections which participants can tap into for the rest of their careers.

By participating in Leadership essentials, and by supporting talent to participate, you are:

investing in a self-aware and resilient leader, capable of developing highly motivated

and engaged employees

developing an authentic and adaptive leader, confident to influence strategy, culture

and performance by managing up, down and across

The program

What is Leadership essentials?

Leadership essentials is an intensive nine-month program combining three core

components: a diagnostic tool and professional coaching, structured workshops and a

group project. The program is designed against the 70:20:10 model whereby the three

components are interdependent and rely heavily upon the operational experience of

participants to support learning and development. This blended approach supports the

principles of adult learning and creates an engaging and memorable development

experience.

Action learning

The practical application of knowledge gained from the

modules, including cross-agency collaboration, reflective

practice, group project work, problem solving and on the

job application of skills.

Relationship learning

Learning from the diverse range of participants in the

cohort, support from a team of professional coaches, and

informal mentoring from leading practitioners across the

sector.

Formal learning

The structured component: four modules delivered by

content experts and senior public sector leaders.

To form a foundation for personal development, participants—and their employing

agencies—undertake the Leadership Circle Profile™ prior to the program commencing.

The Leadership Circle Profile™ is a diagnostic assessment which combines self-

reflection and collegiate peer feedback. It simultaneously provides focused competency

feedback whilst revealing the underlying assumptions that are causing a leader’s pattern

of strengths and limitations.

The program engages a team of highly qualified professional

coaches to draw connections and parallels between the

Leadership Circle Profile™ and the program content.

Professional coaching pairs client and coach in a thought-

provoking and creative process that inspires participants to

maximise their professional and personal potential. Coaches

will encourage individuals to challenge their leadership

behaviours within the safe learning environment of the four

modules: Leading self, Leading strategy, Leading people and

change, and Leading performance.

The modules are facilitated by external consultants, delivered in partnership with leading

practitioners and senior executives providing public sector context. Program learning is

dependent upon participation, as workshops are highly interactive and rely on cohort

discussions to uncover key aspects of leadership development. The modules are closely

connected with key messages interwoven throughout the contact days. As such, the

benefits of doing Leadership essentials cannot be realised without consistent

attendance, participation and commitment to practice. It is strongly recommended that

participants prioritise their attendance and involvement, should they wish to make their

Leadership essentials experience worthwhile.

The program purposefully establishes a whole-of-sector

perspective, with participants working towards a collective

leadership excellence, and an intention to deliver better

outcomes for the WA community through a group project.

The project component serves as a way to operationalise

the module content and provide an opportunity for

participants to demonstrate their leadership presence. The

program culminates in the presentation of the final proposals

to a panel of CEOs and senior executives.

Leadership essentials is a full 360 learning experience; your current

state influences, and is influenced by, program content, shaped by your peers’

experience and supported in a collegiate environment. The end result is a network of

leaders who are engaged, informed and confident to take on any challenges that the

nature of government may throw at them.

By participating in Leadership essentials, you will:

apply leadership skills to recognise and use different

approaches, and adopt a proactive reflective mindset

develop a confidence in your capabilities and leadership,

enabling you to be a more mobile and adaptive leader at

any level, in any role, across the sector

be supported by a cohort of likeminded individuals,

learning more from one another than can be achieved

solely from the program curriculum

contribute to a whole of sector workforce identity by

understanding that leadership challenges are shared across the sector, and not

unique to any one agency

contribute to a shared public sector workforce culture by influencing for integrity,

performance, professionalism and passion.

Indicative schedule and curriculum

The following is an indicative schedule and is subject to change. Successful nominees

will be provided the final program schedule upon offer of placement.

Workshops are a full day, 9:00am – 4:30pm (unless otherwise stipulated) and are

delivered at various locations in the Perth metropolitan area, including Dumas House.

100% attendance is expected, irrespective of operational requirements or leave.

Participants must also attend a Misconduct prevention: an

introductory workshop for Managers session. The three-hour

workshop is delivered many times throughout the year, in

metro and regional areas.

Curriculum

Curriculum

Module one,

Leading self

Leaders who are self-aware, ethical and authentic lead with

purpose. Well-rounded and flexible leaders are adaptable, agile,

and resilient. Personal effectiveness and performance is improved

by being aware of one’s own needs and those of the agency.

Developing a personal leadership brand, managing emotions and

behaviour are paramount to developing oneself as an individual, a

team member and a leader.

Module two,

Leading

strategy

A strategic leader understands the importance of environmental

scanning and identifying potential opportunities for the

organisation. Effective leaders analyse strategic challenges to

adapt to and influence the environment. They deal with complexity

and risk and adapt strategies to deal with change and apply critical

thinking and decision-making to influence or enhance strategic

direction.

Module three,

Leading people

and change

Good leaders facilitate individual, team and organisational

development. They engage people with change to ensure strategic

alignment. Effective leaders enable employees to reach their

productive potential, work across boundaries and contribute to a

high performance culture through fostering a positive working

environment based on trust.

Module four,

Leading

performance

Leaders play a critical role in creating a performance based

organisation. They encourage and support innovation and

improvement. Good leaders understand the importance of inclusion

and diversity in driving a high performance culture.

Nomination and selection process

Suitability for the program

Leadership essentials is designed for leaders who have the ability to influence culture,

strategy and initiatives within their agency, and potential to do so across the sector.

In particular, the content is designed to support senior managers to motivate and engage

high performing teams while confidently leading up and across. Those in a position to

immediately implement learnings from the program and apply them to their daily work will

benefit the most from participating in Leadership essentials.

Leadership essentials is recommended for Directors, Assistant Directors, Principal Policy

Officers, Principal Consultants, Regional Area Managers and similar senior officers.

The program is recommended for those senior managers who:

have considerable management experience in the public sector, preferably across

multiple agencies

acknowledge that they are perhaps the barrier to more effective management and

higher performance (from team and self)

consider whole of government policy, including financial requirements, when creating

and executing strategic and operational plans

take and manage calculated risks based on evidence, and incorporate lessons

learned into future activities

have experience in delegation, and who may benefit from finding new ways to engage

their teams

are considered as someone who behaves with integrity and role models positive

behaviours and culture within the agency

builds strong relationships and works collaboratively with all stakeholders to achieve

outcomes

has a desire to be part of a truly flexible and mobile public sector leadership group,

open to moving across agencies, engaging with and advocating for the sector.

As a minimum, nominees must meet the following criteria to be considered:

WA public sector officers classified at levels 7–9 (Public Service and Government

Officers General Agreement 2014) or equivalent (roles in the approximate salary

range of $115 000—$170 000).

in a permanent or fixed-term arrangement for the full term of the program

attend all contact days, irrespective of operational requirements or leave

arrangements, having tentatively reserved the dates in relevant calendars.

Participant commitment

Successful participants are expected to:

complete The Leadership Circle Profile™ by the specified due date and encourage

survey respondents do the same

complete module pre-work, post-work and group project activities by the specified due

dates

attend all workshops as per the program schedule and for the specified times

participate as a team member, contributing to workshop discussions and group

projects

develop a plan to apply the skills learned from the program to the workplace

complete the coaching sessions by the specified due date

participate in program evaluation and feedback activities

participate in, and contribute to, post program Alumni activities and whole-of-

government projects and initiatives.

Agency commitment

Leadership essentials requires more from agencies than just a one off program payment.

In recommending nominees, agencies will be expected to:

Ensure participants are able to fully participate in Leadership essentials, prioritising

their attendance and participation above operational requirements.

Participate in the diagnostic assessment, an online survey which takes approximately

25 minutes to complete. The survey will be sent to the participant’s direct reports, line

manager, and where appropriate, the manager’s manager.

Keep track of the participant’s progress, engaging them and their teams in

conversations about program content and practices which can be shared to create

improvements.

Consider creating opportunities for participants to share their learnings with the

broader agency.

Create and/or endorse opportunities for the participant to put their program learning

into practice, such as stretch-assignments, acting arrangements or secondments.

Where appropriate, provide a senior executive to act as Project Champion. The role of

the Champion is to provide agency context and executive experience as relevant to

the project.

Selection criteria

The Commission will conduct a selection

process to shortlist applicants for

suitability. Applicants are assessed

against the Corporate Leadership

Council’s Model of Employee Potential.

This model suggests a high potential

leader is someone who has the ability,

aspiration and agency engagement to rise

to, and succeed in, more senior positions.

Applicants will be ranked against the following criteria:

1. Meets the minimum program criteria (i.e. classification, employment status and

availability).

2. Demonstrates leadership experience and potential for advancement, evidenced

by practical examples.

3. Evidence of commitment to the development of self and others through

acting/secondment opportunities, special projects, formal training programs,

mentoring, coaching, etc.

4. Demonstrates desire to work in more senior roles and identifies how the program

outcomes align to their development and progression requirements.

5. Evidence of self-management, in particular the ability to self-organise and meet

required deadlines.

6. Demonstrated ability to participate in, and complete, an intensive program while

managing existing personal and professional commitments.

7. Quality of application and resume.

8. Support and recommendation from the agency, including ranking from any

internal agency selection processes.

To ensure diversity, the selection panel will also consider, however not rank against:

agency

based regionally or in the metropolitan area

gender

age

culturally or linguistically diverse

accessibility and inclusion.

The panel may choose to interview candidates via telephone as part of the selection

process.

With only 25 participants selected per intake, successful applicants may be limited to two

per agency. This fosters a cross-section of public sector experience, challenges and

knowledge, which is a greater benefit to participants and their learning.

Nomination process

In partnership with the CEO, HR Managers and LOD Consultants are encouraged to

promote the program internally and nominate suitable employees in order of preference.

Nominations must be endorsed by the agency’s CEO.

As part of the nomination process, nominees must propose a topic for the group projects.

The proposal could be a leadership challenge, a key project of substantial value, or a

current successful initiative which could be replicated in other agencies.

Past examples include:

delivering better projects in the public sector

maintaining employee engagement in an environment of change

delivering better outcomes for young Aboriginal people, families and communities.

Send the endorsed nomination form and current resume (no more than three pages) as

one PDF document to [email protected] by 5:00pm Monday 1 April 2019.

Late nominations will not be considered.

Nominees will be sent confirmation via email that their nomination has been received.

After the close of nominations, the Commission will conduct a selection process (as per

the aforementioned criteria) to determine suitable applicants. All nominees and agency

coordinators will be contacted via email regarding the outcome of the process.

Successful participants will need to provide a final signature to confirm their place in the

program.

Program fees

The program fee for 2019 is $5 380 (excl. GST) per participant. This covers all expenses

including:

the diagnostic assessment and report which become the property of the participant

a two hour debrief with a coach accredited in the Leadership Circle Profile, supporting

the participant to understand their ‘gifts’

a further five hours of coaching, taken at the participant’s convenience, and focused

solely on a topic of conversation of their choosing

a one hour ‘Back on track’ coaching session to be taken several months after program

completion, ensuring goals are planned and actualised in the year ahead

all program materials and administration costs.

Participants are responsible for the costs of travel, accommodation and associated

expenses to attend Leadership essentials.

The program fee is exclusive of late fees, cancellation fees and additional charges.

Additional fees

Diagnostic assessment

The diagnostic survey must be completed by the specified due date. Fees apply in

instances where a participant must be followed up to complete the survey. The fee is in

addition to the program fee and will be charged directly to the agency. The current

charge is $60 per correspondence.

Coaching sessions

Coaching sessions missed or cancelled without 48 hours’ prior notice incur a cancellation

fee. The fee is currently $374 per session (please note this is subject to change in 2019).
