Directory. This publication is designed to share information about LSM, its program-ming, alumni, sponsors, donors, supporters, as well as a celebration of the experi-ences of the Class of 2015.We are thrilled to announce that the idea of LSM was conceived nearly 10 years

ago and graduated our 7th class from the LSM Executive Program. The alumni arenearly 250 strong in the region. These folks have shared experiences learning aboutthe Southern Maryland region and represent a diversity of profession, ethnicity, age,experiences, and passion. LSM class members spent two days getting to know eachother and learning more about themselves as leaders in theprocess.The Orientation Retreat set the stage for the LSMprogram to be a non-attribution and non-partisan environ-ment – designed for dialogue and sharing perspectives in anatmosphere of trust and learning. Our Honorary FoundingMember and Facilitator, Eliot Pfanstiehl, StrathmoreFoundation CEO, led the class through self-awareness andteam building activities.LSM Board Member and Found-ing Sponsor RADM Charles“Bert” Johnston,USNRetired, shared his experiences in “Dealing with Gray Issues.”Our County Commissioner Presidents from Calvert - PatNutter and St. Mary’s County – Jack Russell shared perspec-tives about their experiences and our region.Our economicspeaker,Community Bank of the Chesapeake ExecutiveChairman,Michael L.Middleton, provided an assessmentof the economic outlook – from international, national, stateand regional perspectives.At the annual OrientationWelcomeReception hosted by Museum Director Charles “Doug”Alves Jr.‘13 “Under the Lighthouse” at the Calvert MarineMuseum, class members met and interfaced with political andbusiness leaders at the local, state and national levels, as well asLSMAlumni, Sponsors, Board and Council members.

ENERGY & ENVIRONMENT – OCTOBERProgram Advocates: Laurell Aiton ’11; Gary McKay ’11; Rhiana Haney ’13;Kristina Moore ’13; and Scott Reeves ‘14

LSM participants toured the Calvert Cliffs Nuclear Power Plant hosted by Kory Raftery ’11 andTracy Fiore and Dominion’s natural gas facility in Calvert County. Dominion’sVice President MikeFrederick ’11 shared the impact energy efficient technology has in commercial building applications,focusing on LEED standards applied in local commercial, industrial, and hospitality settings. ElementsEatery and Mixology owner,Rob Plant, Special Advocate, shared his local agricultural and envi-ronment knowledge with the class toured and talked with vendors at the Loveville Farmer’s Market.Captain Jack Russell, Special Advocate, discussed the food source from our waterways and gave ademonstration on how to shuck an oyster and the parts of a crab and how to hold a live crab.A panel of experts discussed state and local agriculture and provides an opportunity for questionsand discussion with class members.The second day concluded with a reception and dinner forLSM Class members and their guests at the home of Gary and Holly Kellogg ’13.

LSM participants engaged with Navy and regional defense industry lead-ers to learn about the military mission, facilities and technical capabilitieswithin our region. Participants gained insight regarding the importance ofthe partnership between the Navy and our communities and the valueof the military, civilian and industry team providing the expertise to meetwarfighter requirements.At the same time they learned the value of thepartnership in diversifying our regional economy and how much valuethere is for all in sharing technical acumen and people. Experiences in-cluded an overview & walking tour of U. S. Naval Test Pilot School and aninformal lunch at River’s Edge with LSM Defense professionals as well asparticipants in the Engineer & Scientist Development Program.A walkingtour of Global Hawk Hangar with an Overview of Unmanned AircraftSystems and Broad Area Maritime Surveillance programs, and an aircrafttest demonstration at the Atlantic Test Range were part of the afternoonactivities, as well as briefings on environmental issues, Employer Supportof the Guard and Reserve, and a look at the Future of Naval Aviationwith a very frank discussion with Admiral Mark Darrah, Commanderof the Naval AirWarfare Center Aircraft Division.The day ended with anLSM Alumni Association reception atThe Rex, Leonardtown, MD.

PUBLIC SAFETY - JANUARYProgram Advocates: Pamela McKay ‘12; Don Bouchard ‘10;RADM Bert Johnston USN Retired and Founding Sponsor; andTommy Mattingly Special Advocate

LSM participants learned about public safety from the vantage point offirst responders in law enforcement including training and intelligencesharing, fire training experience, emergency management and federalsupport agencies specifically the Maryland National Guard in SouthernMaryland. Perspectives included an enhanced awareness of the arrayof expertise and activities available within Southern Maryland enablingPublic Safety. A panel of our County Sheriffs from Calvert, Charles andSt. Mary’s Counties as well as the Chief from LaPlata shared cooperativeprograms and current issues in our communities.There were examplesof regional collaboration and cooperation presented that enable ourpublic safety and efficiently utilize our tax and expert resources. Classmembers gained new perspectives on the spectrum of services andexpertise in public safety across our region while touring the SouthernMaryland Criminal Justice Academy and learned about contributionsfrom each county in our region to this Southern Maryland facility, andwhat it means to enter the Academy as a recruit and go through training.We also toured the Regional FireTraining Center and saw firsthand howour firefighters are trained and learn about the role of the University OfMaryland Fire & Rescue Institute.


HEALTHCARE – FEBRUARYProgram Advocates: Dr. Rebecca Bridgett ’14;Calvert - Kasia Sweeney; Charles - Susan Vogel ’09;Joyce Riggs ’11; Stephanie Simm ‘13; St. Mary’s –Cheryl Wyatt ’13; John Greely ’11; and Lori Werrell ‘13

LSM participants had an opportunity to engage with healthcareproviders to learn about the challenges and opportunitiesfacing our region in the provision of healthcare. Class membersgained an enhanced awareness of challenges and regionalopportunities for providing healthcare in our communities; anincreased awareness of healthcare services and the impact ofthe Affordable Healthcare Act, and the increased awareness ofthe role, responsibility and authority of meeting the healthcareneeds of a local community focusing on military and veteranhealth issues. LSM class members split into 3 groups for morn-ings of welcome,walking tours and clinical experiences at areacommunity hospitals. Participants met as a group atWalden/Sierra’s Anchor for a site tour and program followed by a tourand activities at the Charlotte HallVeterans Home. Two panelsconvened in the afternoon: hospital leaders from Calvert Me-morial, University of Maryland Charles Regional Medical Center(formerly Civista), and MedStar St. Mary’s and the Naval HealthClinic at Patuxent River; and the Health Officers from St.Mary’sand Charles Counties.

HOUSING & HUMAN SERVICES – MARCHProgram Advocates: Cathy Meyers Founding Sponsor and Leadership Council Member; Christopher Longmore ’09; and Rob PlantSpecial Advocate

LSM participants engaged with community leaders to learn and experience the challenges and opportunities facing our region in Housing and HumanServices. Class members engaged with panel experts regarding “Struggles & Solutions in Serving the Needs of the Homeless”, participated in a “Facesof Hunger” experience, explored the dangers of the internet for our children with a Maryland StateTrooper, looked at the long term data regardingemployment, housing, economic, and substance use impacts of adverse childhood experiences over the lifetime, what resilience factors can make adifference, and how that data should inform public policy relative to childhood interventions.

LSM participants had an opportunity toengage with education professionals fromacross Southern Maryland to learn aboutthe education challenges and opportunitieswithin our region. Class members gainedan increased awareness of the variety andpurpose of specific educational programsin Southern Maryland, engaged interactivelywith education professionals including thesuperintendents from the school system anda panel of students from Calvert, Charles andSt. Mary’s Counties, tour and participated inactivities at an environmental education site.The activities included an EducationTownHall Assembly with experts and displaybooths featuring programs enrichingeducation and offering unique educationvenues in Southern Maryland.


MULTICULTURALISM & DIVERSITY;CLOSING RETREAT – MAYProgram Advocates: Eliot Pfanstiehl Honorary Founding Mem-ber and John Felicitas ‘13

Strathmore Foundation CEO/Founder, LSM Honorary FoundingMember, and Facilitator, Eliot Pfanstiehl, returned for our finalprogram and led our LSM participants through an “Open Space” eventfocused on multiculturalism and diversity followed by our wrap-up ex-perience at the Closing Retreat.The Closing Retreat provided a time forparticipants to share their team projects and explore several questionsaddressing their LSM experience as well as consider how they might le-verage their new network, insights and experiences within our SouthernMaryland region.This was a time for personal growth and awareness,program feedback, in an atmosphere both thoughtful and fun!

Dr. Dianna E. Abney is the Health Officer for theCharles County Department of Health. He also earned a Juris Doc-torate from the University of Maryland Francis KingCarey School of Law. For the past 15 years, Mr. Bushhas worked for St. Mary’s County Government. Cur-

rently, he is the Local Management Board and Youth Coordinator forSt. Mary’s County in the Department of Aging and Human Services’Division of Human Services. Mr. Bush was appointed by GovernorMartin O’Malley to the Maryland Commission for African AmericanHistory and Culture. Also, he has served as President of the Board ofDirectors for Alternatives for Youth and Families, Inc., and the KiwanisClub of St. Mary’s County and has been a member of Tri-CountyYouth and Families Board of Directors, the United Coalition for Afri-can American Contributions and the St. Mary’s Teen Court OversightCommittee. Mr. Bush lives in California, Md., with his wife Catherineand their two children.

Thomas Barnett, AICP, Director of the CalvertCounty Department of Community Planning andBuilding, holds a bachelor’s degree in English with aminor in Economics from the University of Texas atAustin. He also earned a masters’ degree in PublicAdministration, conveyed with Honors, from MurrayState University, Murray, Ky. His work with CalvertCounty began in 2013. Mr. Barnett was hired for hisexpertise in planning and community development,

economic development and housing. Gerald Gardiner Jr. is the Emergency ManagementManager for the St. Mary’s County Department ofEmergency Services & Technology. He joined St.Mary’s County government five years ago after a30-year career in private industry. The private sectorallowed him to value and appreciate the significanceof customer service and people. He instills this in hiswork ethics “to communicate and to work towarda common goal.” It has always been his passion towork in the emergency sector to not only help peo-

ple, but to also communicate to individuals the importance of be-ing prepared for hazards and risks. He also provides guidance anddirection during emergency events. He has been a member of theLeonardtown Volunteer Fire Department for 29 years and has servedin many positions: Secretary, Vice President, Lieutenant, Captain andChief for seven years. He currently sits on the St. Mary’s Medical Re-view Committee and the Long Term Planning & Goals committee asChairman. Tom Garrison is a retired U.S Navy Captain, andcurrently the Senior Director of the Systems Devel-opment and Integration Operation (SDIO) of BAESystems. SDIO is a 500 employee technical ser-vices operation based in Lexington Park, MD, withregional facilities in Chesapeake, VA, Fayetteville,NC, and San Diego, CA.

Before joining BAE in 2007, Captain Garrison’snavy roles included Program Manager for Naval

Aviation Depots Management Information Systems, Military Directorfor NAVAIR’s Network Centric Warfare office, and Chief Engineer forPMA 273, Naval Aviation Training Systems. Previously he servedin test pilot and program management positions, flying the EA-6BProwler and the P-3 Orion for Naval Aviation Depot Jacksonville, InJax, he also served as Foreign Military Sales Program Manager forprojects with Greece, Thailand, Chile and Australia.

Prior to program management work, Tom served as a carrier avi-ator, flying the S-3 Viking aboard USS Saratoga, USS Constellation,and USS Forrestal. His aviation experience led to tours as a flight andweapons instructor in the S-3 community. He also enjoyed interna-tional exchange tours, serving aboard Britain’s HMS Illustrious andSpain’s Juan Sebastian de El Cano.Tom holds degrees from the U.S. Naval Academy and Embry-Rid-

dell Aeronautical University. Today, he participates in numerouscommunity forums, to include service on the Executive Board of theSouthern Maryland Navy Alliance. Tom and his wife Chris, and chil-dren Matt and Kelley Jane, reside in Callaway, MD.

TOM GARRISONTimothy E. Gowen is an aerospace engineer at theUnited States Naval Air Systems Command (NAVAIR)where he is serving as the chief systems engineer forthe AIRWorks project.

Mr. Gowen has served as the Director of the Na-val Aviation Center for Rotor Craft Advancement andthe Deputy Director of the Airworthiness Office. Mr.Gowen led the effort to develop the first DoD Airwor-thiness policy, NATO airworthiness policy, and sev-

eral national and international airworthiness cooperative initiatives. Mr.Gowen also served as a crew systems engineer and as stability, control,and handling qualities engineer.In addition, Tim Gowen is a Brigadier General in the Maryland Army

National Guard, assigned as the Assistant Adjutant General - Army. Hebegan his career as an active duty Aviation Officer culminating with acommand tour in Operation Desert Storm. As a traditional Guardsman,he commanded a depot level maintenance task force supporting bothOperation Iraqi Freedom and Operation Enduring Freedom. Tim fol-lowed that assignment with a command tour of the 29th Combat Avi-ation Brigade, the Director of the Maryland National Guard Joint Staff,and then Deputy Commanding General of the 29th Infantry Division.Mr. Gowen is has undergraduate degrees from Embry-Riddle Aero-

nautical University and Temple University. He has master’s degreesfrom TheUniversity of Maryland (Aerospace Engineering) and the UnitedStates Army War College (Strategic Studies). Act (DAWIA) Level III in Logistics. His nearly 25-year career on activeduty afforded him the opportunity to serve in a number of demandingbillets. His sea tours include USS Iowa (BB-61), Supply Officer of USSBuffalo (SSN-715), Aviation Stores Officer (S-6) on the USS Constella-tion (CV-64), and Supply Officer of USS Theodore Roosevelt (CVN 71).He earned warfare designations in all three warfare communities. Hisshore assignments include Naval Air Station, Miramar, Calif., Naval In-ventory Control Point, Philadelphia Pa., Commander Naval Air ForcesAtlantic, Norfolk Va., Commander Naval Forces Europe, Naples, Italy,United States Naval Academy, Annapolis, Md., and Commander FleetReadiness Command, Patuxent River, Md. Upon his retirement in Oc-tober 2009 as a Navy Captain (0-6), he took a position at Naval AirSystems Command as a Logistics Management Specialist for 4 years.For the past few years he has been working as an independent RealEstate consultant and investor and is the Owner of ARCPoint Labs ofSouthern Md. CAPT Goodman currently resides in Leonardtown withhis wife, Patricia Turner M.D. and their twin daughters.

ROBERT GOODMANDarla Hardy, MHA, MSN, RN, NE-BC, PCCN cur-rently serves as the Director of Nursing Resources atMedStar St. Mary’s Hospital, assuming this positionin June 2013. She received her bachelor’s degree innursing from the University of Maryland in 2005. Ms.Hardy also holds master’s degrees in nursing leader-ship and management and healthcare administrationfrom Walden University. She is currently pursuing herdoctorate in nursing practice from Walden University.

Prior to her position at MedStar St. Mary’s Hospital she worked at Cal-vert Memorial Hospital from 2008 to 2013, holding positions of direc-tor of Progressive Care and administrative director of Medical SurgicalServices. Ms. Hardy resides in Mechanicsville with her family and hasvolunteered as a paramedic for St. Mary’s County since 1997.

Dana Levy is the Vice President of Nursing Ser-vices and Chief Nursing Officer for the University ofMaryland Charles Regional Medical Center (formerlyknown as Civista Medical Center) in La Plata. Priorto relocating to Southern Maryland in April 2013, Ms.Levy has served in Nursing Leadership roles for 15years, and has been licensed as a Registered Nursefor more than 25years. Her nursing career has in-cluded seven states and 16 facilities in numerous

care delivery roles and population groups. Ms. Levy holds a Master’sdegree in Nursing from the University of Phoenix, Arizona campusand Bachelors Degree in Nursing from University of Toledo. She is amember of the American College of Healthcare Executives, the Amer-ican Organization for Nurse Executives, and the American Nurses As-sociation. Ms. Levy joined the CCNRC Board in August 2013. She isdedicated to patient advocacy and care coordination for individuals atall stages along the care continuum. She lives in La Plata.

Kelly McMurray assumed the role of Associate VicePresident of Planning, Institutional Effectiveness, andResearch (PIER) at the College of Southern Marylandin 2012. Prior to joining CSM, Dr. McMurray servedas the director of Institutional Research at GordonCollege in Barnesville, Ga. In her current role, Dr.McMurray leads a team that collects, analyzes, anddisseminates data to support planning, assessment,and policy-making processes at CSM. PIER is re-

sponsible for the production of the Fact Book, specialized student andfaculty studies, peer analysis, strategic planning and accreditation sup-port, survey responses, and federal and state institutional reporting. Dr.McMurray also has more than 15 years of teaching experience. Shehas taught at Shorter University, Gordon College, Georgia PerimeterCollege, Gwinnett Technical College, and Griffin Technical College.Teachings have focused on quantitative research, mathematics, andstatistics. Dr. McMurray currently serves in a leadership role as the sec-retary for the Maryland Community College Research Group. She hasalso participated in the University System of Georgia’s Committee onInstitutional Research and Planning. She has presented on numeroustopics related to institutional research at national and regional confer-ences. Dr. McMurray is a native of Cincinnati, Ohio. She holds a Ph.D.in Research, Measurement, and Statistics from Georgia State Univer-sity, a master’s in Applied Mathematics from North Carolina A&T StateUniversity and a B.S. in Mathematics from Clark Atlanta University.

Agnes M. Miller is a lifelong resident of CharlesCounty. She graduated from La Plata High Schoolin 1985, then attended Morgan State University inBaltimore and earned her Bachelor’s Degree in Infor-mation Science and Systems. She earned an athleticscholarship and was a member of the Morgan StateUniversity Volleyball Team. After graduating fromMor-gan, she returned home and started searching for a“real” job, landing one back in Indian Head at the Na-

val Surface Warfare Center with a contracting company out of VirginiaBeach. Ms. Miller started her career in St. Mary’s County in 1996, on theDefense Finance and Accounting Services (DFAS) contract in support ofthe Defense Industrial Financial Management System (DIFMS) perform-ing quality assurance. She supported that contract for more than 15years and grew from aQuality Assurance Analyst to the Project Managerof the contract. She is currently managing several contracts for PSI Paxand is heavily involved with the business development efforts for thecompany.

AGNES M. MILLER

For more than 15 years, BrendanMoon has designed,implemented, and sold information technology (IT)solutions to US Federal Government customers onbehalf of the world’s largest IT providers including HP,Dell, and Symantec. He uses information technologyto help customers solve their business problems. Inaddition to his professional career, Mr. Moon serveshis community as a volunteer. He currently serves asChairman of the Charles County Board of Appeals. He

also serves as an elected Board Member of several community associa-tions. Mr. Moon has completed several rigorous training and certificationprograms including topics such as enterprise architecture, systems en-gineering, cyber security, federal contracting, and the intelligence com-munity.

BRENDAN MOON

Donna Jordan has been celebrating dance andmovement for a lifetime. She continued to follow herpassion taking dance and movement classes all overthe world. All different styles, all different types - therewas no dance style she didn’t like to explore. Shesoon discovered that she enjoyed teaching and be-gan to teach in dance studios, gyms, recreation andcommunity centers across the nation and overseas.In 2002, she moved to St Mary’s County, MD, and

shifted gears. Jordan gave up her career as a Chemist and pursuedher lifelong passion of dance by teaching dance and movement fulltime. In 2007, she opened House of Dance, with the same philoso-phy to provide a “home” for artists and movement professionals toexplore and teach quality and diverse dance styles and movement toyouth and adults. In addition to her center, she has been delighted towork with schools, colleges, nonprofit agencies, and countless oth-ers. She has competed and won in national ballroom competitions aswell as internationally. In addition, she has served as Adjunct Facultyfor St Mary’s College of Maryland, College of Southern Maryland, andActing Treasurer for St Mary’s Arts Council and the COO of JordanResearch and Development. In 2015, she graduated from LeadershipSouthern Maryland and is so excited to be one of the communityleaders instrumental in change in the Southern Maryland area.

CHRISTINA PAYNEWalt Nilsson is passionate about the flourishing ofSouthern Maryland. He first came to Southern Mary-land to attend St. Mary’s College of Maryland. Then,after working for NAVAIR, serving as a missionary inthe Philippines, and attending Covenant TheologicalSeminary he returned to St. Mary’s County to serveon the staff of Cornerstone Presbyterian Church. Hebecame the Senior Pastor of Cornerstone in 2009.Rev. Nilsson firmly believes that Cornerstone does

not exist for the benefit of its members, but rather for the benefit ofits non-members and the flourishing of this community. His desire isfor Cornerstone to bless St. Mary’s County in such a way that thosewho are not a part of Cornerstone would say: “Where would this com-munity be had not Cornerstone been here?” Under his leadership,Cornerstone has become a key community partner with the Depart-ment of Social Services (DSS). In 2013, Rev. Nilsson was the 2013Honoree of the Three Oaks Center for his leadership and service tothe homeless in St. Mary’s County. That same year, Cornerstonereceived (along with partner churches) the John F. Sobola MemorialAward for Community Service because its WARM program for home-less individuals resulted in the direct reduction of 911 calls during thewinter months. Cornerstone has also developed a vibrant ministry tofoster-care families in St. Mary’s County, and to the fifteen girls nowin their orphanage in Guatemala. Rev. Nilsson is married to Holly andhas four children. He enjoys sailing, cycling, gardening, and cooking.

Thomas P. Phelan was raised in Moraga, Calif., andgraduated from the U. S. Naval Academy in 1979,where he received a bachelor’s in Aerospace Engi-neering. Designated a Naval Aviator in April 1981,he completed several fleet tours, flying the A-6E In-truder including combat missions during OperationDesert Storm. He received a master’s degree inAeronautical Engineering from the Naval Postgrad-uate School and completed Test Pilot training in

Patuxent River. He was the Commanding Officer for a fleet EA-6Bsquadron and a test squadron at Patuxent River. Additionally, heserved as the Program Manager for Aircrew Systems (PMA-202) andfinished his naval career as the Commander, Naval Test Wing At-lantic overseeing numerous aircraft Test & Evaluation programs. Heretired from the Navy in February 2006, when he joined Wyle’s Aero-space Group headquartered in Southern Maryland. He serves as thecompany’s Flight Director as well as the Director of Air Vehicle testprograms in the T&E Division. Mr. Phelan is married with three grownchildren and resides in Hollywood.

Anne Powers is a charitable volunteer in her churchand community. She was born in Quantico, Va., andgrew up in a Marine Corps family where the volun-teer spirit was instilled in her. Church, community,and Living History involvement in her early adultyears strengthened her commitment to serve oth-ers. As a Navy wife through five deployments and13 moves, she helped other families cope with ac-tive duty challenges by being active in the squadron

wives’ clubs, and as a Navy Relief Society volunteer. Ms. Powers ap-plied her Elementary Education degree as a teacher, continuing nowas a substitute teacher, and in the BSA Scouting program where sheserved as a leader, teacher and mentor for more than 25 years. Ms.Powers is active in numerous ministries in the church, including theSt. Vincent de Paul Food Pantry. She and her husband, Chris, live inLeonardtown.

Chris Powers is Chief Engineer, Aviation SystemsAnalysis Group for The Johns Hopkins UniversityApplied Physics Laboratory (JHU/APL). After grad-uating from the US Naval Academy, Mr. Powersserved for 25 years as a Navy pilot flying A-7E andF/A-18, and NAVAIR Program Manager. In 2003,he joined JHU as a systems engineer for APL, andbegan teaching at the Southern Maryland HigherEducation Center for the JHU/Whiting School of En-

gineering. Mr. Powers is active in his church, and with the Knights ofColumbus at the local and state level. Chris and his wife, Annie, livein Leonardtown.

Ms. Sharmella Riggs received her Bachelors of Sci-ence in Mechanical Engineering and a Masters’ De-gree in Management. In her current role as the P-8AAircraft Systems Acquisition Manager at the NavalAir Warfare Center/Aircraft Division in PatuxentRiver, she manages the Airframe and Engine com-mercial Depot contract for the P-8A Poseidon air-craft within the Maritime Patrol and ReconnaissanceAircraft (MPRA) Program Office. As a member of

the Acquisition Professional Community Member, Ms. Riggs holds aLevel III Certification in Program Management and System, Planning,Research, Development & Engineering. She completed the Naval AirSystems Command’s Senior Executive Management DevelopmentProgram in 2006 and received the NAVAIR Commanders Award inProgram Management in 2012. Ms. Riggs actively participates on theExecutive Diversity Council as the Science, Technology, Engineering& Math (STEM) Educational Outreach Team Lead. She also serves asa Mentor for the Future Leaders of the World at Leonardtown HighSchool and conducts mock interviews at the James A. Forrest Career& Technology Center. In 2015, Ms. Riggs was awarded the MarylandParent Involvement Matters Award for St. Mary’s County. As a LifeMember of the Federally Employed Women (FEW) Organization, sheserves on the Executive Board of the FEW Patuxent River Chapterand the Board of Trustees for the FEW Foundation for Education andTraining. Ms. Riggs is a graduate of Leadership Southern Maryland(LSM) Class of 2015 and serves on the LSM Board of Directors.

SHARMELLA RIGGS

Nancy Schertler is a Lighting Designer for the stage.Her work includes Broadway productions of Bill Ir-win’s Largely New York (for which she earned a Tonynomination) and Fool Moon. Ms. Schertler is the orig-inal designer for many new plays produced acrossthe country. She has created the lighting for threeoperas commissioned by the University of Maryland,including Later the Same Evening, an opera inspiredby five Edward Hopper paintings, a joint project of

the National Gallery of Art and the University’s Clarice Smith Center forthe Performing Arts. A member of United Scenic Artists Local 829, Ms.Schertler was the first theatre artist to be profiled by the National Museumof Women in the Arts (summer, 1998). Ms. Schertler was a member ofthe faculty at Smith College from 1993 to 1999 before returning to thearea to make her home in Charles County. An oyster gardener for theChesapeake Bay Foundation for the last 15 years, she serves on theboard of directors for the Conservancy for Charles County, and is the vicepresident of her homeowners association. Her work as an advocate forincreased public access to the Chesapeake Baywatershed and efforts toraise awareness about land use issues earned her the 2013 DemocraticCentral Committee’s Truman award.Ms. Schertler is a Maryland Woodland Steward and proud member ofthe LSM class of 2015. This spring Ms. Schertler was appointed to theCharles County Planning Commission.

Fred is a Program/Senior Manager at Imagine OneTechnology & Management, Ltd., in Lexington Parkand a Commander in the U.S. Navy Reserves in He-licopter Combat Support Special Squadron EIGHT-FOUR (HSC-84) in Norfolk, Va., where he is a NavalAviator (pilot) flying HH-60H helicopters in supportof Special Operations Forces and Combat Searchand Rescue. Mr. Severson has been in the militaryfor more than 26 years, serving 11 years on Active

Duty and 15 years and counting in the Reserves. He has been workingas a contractor for the past 15 years at NAS Patuxent River, where heis responsible for leadership and management and currently serves asa Contractor Program Manager for one of the NAVAIR Program Man-agement Air (PMA) contracts. He is also an avid volunteer youth ice androller hockey coach, coaching ice hockey in Waldorf for the SouthernMaryland Sabres Ice Hockey Club, and roller hockey in Leonardtown,where he also runs the youth and adult roller hockey programs for St.Mary’s County Parks and Recreation.

Ms. Simpson is the Executive Director of the PortTobacco River Conservancy, a non-profit organiza-tion that works with businesses, residents, local andstate governments, and other conservation groupsto restore and protect the river and streams in thewatershed. Ms. Simpson is agraduate of the Univer-sity of Illinois and Georgetown University Law Cen-ter. She and her husband Malcolm were married in1984 and in that year she began her federal careeras an attorney with the U.S. Department of Health

and Human Services. They bought their home in Charles County in1987 and have lived there ever since. In 1990, she accepted an at-torney position at the Environmental Protection Agency (EPA), retiringrecently as a branch chief within the Office of Enforcement and Com-pliance Assurance. While at EPA, Ms. Simpson had the opportunityto participate in the Brookings Legis Fellows program, assigned to theoffice of Congressman James P. Moran of Virginia, where she devel-oped legislative proposals in the fields of environment and health. Ms.Simpson is President of Citizens for a Better Charles County, a civicgroup that is active in social, educational, political, and other activitiesthat contribute to the quality of life for the citizens of Charles County.

Born and raised in St. Mary’s County, StephanieTaylor Selvidge considers herself deeply rooted inthe community. She graduated St. Mary’s RykenHigh School in 2004 and Towson University in May2008 with a bachelor’s of science in Psychology.Ms. Taylor has a broad range of working experiencefrom pre-k teacher to working with the mentally ill,but found her passion when she started working atResearch and Engineering Development (RED-INC)

in 2011. She has worked platforms including P-3C, Fire scout and re-cently became the RDT&E Deputy Team Lead at RED-INC. Ms. Tay-lor currently supports AIR-4.6.5 Human Systems Department whereshe holds the Human Systems Lead position on both the MilitaryFlight Operations Quality Assurance (MFOQA) and Small Tactical Un-manned Aircraft Systems (STUAS) programs. Her expertise includesworkstation layout, software development support, control-displaydesign and integration, and mockup evaluations. She lives in Colton’sPoint, which is truly a Southern Maryland gem. She loves blue crabs,the Washington Redskins, and a nice summer’s day on St. Mary’sRiver.

Karen Smith Hupp is the Assistant Vice Presidentof Community Relations for the College of SouthernMaryland. She has been associated with the col-lege since 1999, working to strategically developcommunity, media, and public relations to promotegoodwill and nurture strong relationships.

An alumna of The Ohio State University, sheearned her bachelor’s degree in Journalism/ PublicRelations. She is passionate about inspiring the next

generation of PR professionals, and in that pursuit authors severalblogs on PR topics and serves as a frequent workshop presenter andas a mentor with students.A resident of Southern Maryland since 1982, she quickly familiarized

herself with the community in her first job locally as Copy Editor andCommunity Editor with the Maryland Independent. Mike VanMeter has 25 yearsof experience with the De-partment of the Navy inboth a contractor and civil-ian capacity. VanMeter isleading teams in emergingtechnologies, hardware,software and financial man-

agement. He is a graduate of the Senior Ex-ecutive Management Development Program(SEMDP). VanMeter has been instrumental inleading the Navy’s most dynamic and activeflight test center. VanMeter is responsible forall 22 Telemetry antenna sites across Pax Riverand is the lead civil servant for ground acqui-sition. This includes installations for UCAS atTC-7, Triton Hanger, Hanger 101 Fire Scout atWebster Field and other installations that sup-port ATR. He provides oversight of complex te-lemetry installations. VanMeter graduated fromGreat Mills High School in 1983, achieved botha bachelor’s of science (Computer Science)and a master’s degree (MBA) from University ofMaryland. As the son of a Navy Master Chief,Mr. VanMeter has led a life of service to theNavy. His family has been stationed in Bruns-wick Maine, Jacksonville Florida, RooseveltRoads Puerto Rico, and Patuxent Naval AirStation. In 1974, his family permanently madeSouthern Maryland their home. He is marriedto Donna, with two young girls, aged 9 and 7.His hobbies include golf, tennis, fishing and ski-ing. Mr. VanMeter volunteers at his children’sschool, Little Flower School and is the activeChair for their Marketing Committee. She provides internal and external communications and design to Navy air-craft acquisition programs at Naval Air Station Patuxent River. An Iowa native andgraduate of Buena Vista University in Storm Lake, Iowa, Ms. Wilcox has more than20 years experience in journalism, strategic communications and graphic design.She has worked as a communications and multimedia specialist for defense con-tractors General Physics and American Management Systems, in Mystic, Conn.,and Norfolk, Va., respectively. While she and her husband were stationed over-

seas, Ms. Wilcox served as editor of the Naval Support Activity Naples, Italy, newspaper. Receivingorders to Naval Air Systems Command (NAVAIR), she and her husband moved to Southern Marylandin January 2007. She began working at Wyle as a communications specialist and was assigned asthe lead communicator for Maritime Patrol and Reconnaissance Aircraft program office (PMA-290).Joining AVIAN in October 2011, she has supported several Navy programs: Small Business Innova-tion Research (SBIR), Naval Aviation Training Systems (PMA-205) and Aircraft Launch and RecoveryEquipment (PMA-251) and currently Navy and Marine Corps Small Tactical Unmanned Aircraft Sys-tems (PMA-263). Ms. Wilcox is a member of Public Relations Society of America, Public RelationsIndividuals of Southern Maryland (PRISM) and a recipient of the 2009 NAVAIR Commander’s Awardfor program management for her efforts as a strategic communications advisor.

STEPHANIE WITTEAs a member of a military family that was stationed at the Naval Air Test Center,Stephanie Witte came to Southern Maryland in 1971. After graduating from Sa-lisbury State University, she returned to Southern Maryland and worked for theDepartment of Defense for 10 years. After finishing her master’s degree at FloridaInstitute of Technology, she graduated from the Defense Systems ManagementCollege. Ms. Witte finished her career with the Department of Defense as the Ac-quisition Manager for the F/A 18 E/F after receiving the Full Rate Production Mile-stone decision. In June of 2001, she became the Owner/Operator of Chick-fil-A@

First Colony Center. Ms. Witte says she is blessed with a successful business, the ability to provideemployment to others, and the privilege to give back to a community that has given so much to her.She has been married to husband, Terry Witte, for the past 22 years. They have three boys, Adam(18), Cameron (16), and Garrett (11).

LYNETTE WRIGHTLynette Wright has lived in St. Mary’s County for 23 years. Interestingly, whenapplying for colleges, she toured St. Mary’s College of Maryland. While she con-sidered the campus the most beautiful of all visits, she had little desire to attendcollege in a rural area. Wright never forgot how her father, smitten with the area,kept telling her “this is the only campus where you can hear the crickets chirp.”Wright opted for the “big city” of Baltimore instead. Years later, Wright returnedas a new mother and, yes, adult student of SMCM. She could not be more proudto be a Southern Marylander. Wright has three sons – Andrew, Evan, and Nicky.Wright participated in all sports as a parent volunteer and classroom volunteer. She

completed the Maryland teaching certification program in elementary education. Wright taught pre-school to third grade. Ten years after beginning her teaching career, she took what she thought to bea “break” from teaching and worked in the defense industry ever since. Her initial position supportedthe base was as a Protocol Specialist for NAVAIR. It was here that she learned, and saw firsthand,much of the truly fascinating work that goes on by extremely talented professionals at NAS PatuxentRiver. She also witnessed the interest of our international partners and began working in support ofForeign Military Sales (FMS) for NAVAIR for a variety of programs and platforms. In addition to bring-ing training to the NAVAIR International Programs Community, she is the Program Manager for hercontract and supervises a diverse, hardworking and energetic team of employees.
