• leaking equipment are the largest source of emissions of VOCs and VHAPs from petroleum refineries and chemical manufacturing facilities.

• Approximately 70,367 tons per year of VOCs and 9,357 tons per year of HAPs have been emitted from equipment leaks.• VOCs contribute to the formation of ground-level ozone.• VHAPs include cancer, reproductive effects, and birth

defects.

Various steps in this are written LDAR program, training, LDAR audits, contractor Accountability, Internal Leak Definition for Valves and Pumps, More Frequent Monitoring, Repairing Leaking Components, Delay of Repair Compliance Assurance, Electronic Monitoring and Storage of LDAR Data, QA/QC of LDAR Data, Calibration/Calibration Drift Assessment, and Records Maintenance.
