    Why study OSH management??

    Accidents can be prevented, minimized orcontrolled at any work place.

    To realize this objective, basic awareness on safetymanagement at workplace must be present in the

    mind and attitude right from the employee, theemployer and every public citizen.

    SAFETY

    The condition of being safe or freedom from harm andinjury

    For occupational study, its defined as a measure of the

    acceptability of risk

    HEALTHA state of complete physical, mental and social well

    In Malaysia, 3 sectors incur high rates of accidents; Manufacturing

    Trading Agriculture, forestry & fishing

    App. 72% of total industrial accidents, which the small-

    scale enterprises accidents data are not included.

    Concept : If that unsafe condition can be eliminated or suitably

    controlled, there will be no accident even there is an error

    on the part of any personnel involved

    the best approach to providing safety and health at

    the workplace through ENFORCEMENT

    Therefore, the Occupational Safety and Health Act

    1994 (Act 514) came into force in February 1994.

    OSHA: ORDERS & REGULATIONS

    The power conferred by section 66 of the OSH Act 1994

    At present, there are 9 regulations and orders have been established;

    1. OSH (Employers safety & health general policy statements(Exception) Regulation 1995

    2. OSH (Control of industrial major accident hazards) Regulation 1996

    3. OSH (Safety & health committee) Regulation 19964. OSH (Classification, packaging, & labeling of hazardous chemicals)

    Regulation 1997

    5. OSH (Safety & health officer) Regulation 1997

    6. OSH (Safety & health officer) order 1997

    7. OSH (Prohibition of use of substance) order 19998. OSH (Use and standards of exposure of chemicals hazardous to

    health) Regulation 2000

    9. OSH (Notification of Accident, Dangerous Occurrence, OccupationalPoisoning and Occupational Disease) regulation 2004.

    Objectives of the Act 1954

    To secure the safety, health and welfare of persons atworkagainst risks to safety or health arising out of theactivities of persons at work

    To protect persons at place of workother than thepersons at work against risks to safety or health arisingout of the activities of persons at work.

    To promote an occupational environment for persons a

    work which is adapted to their physiological andpsychological needs.

    To provide the means whereby the associatedoccupational safety and health legislations

    Section 4 of the Malaysian OSH Act 1994 describes the objects of the Act as

    follow;

    Duties of employers and self employedperson.

    It shall be the duty of every employer to ensure thesafety, health and welfare at work of all hisemployees.

    The duty extends to:

    1. The provision and maintenance of plant and systemsof work that are safe and without risks to health.

    2. Making of arrangements for ensuring safety andabsence of risks to health in connection with the use

    or operation, handling, storage and transport ofplants and substances.

    3. The provision of such information, instruction, trainingand supervision as it is necessary to ensure safetyand health at work of his employees,

    4. any place of work under the control of

    employer person and maintenance of its must besafe and without risks to health and the means ofaccess and egress from it are safe and withoutsuch risks.

    5. the provisions and maintenance of a workingenvironment for his employees is practically safe,without risks to health and adequate in regardsto the facilities for their welfare at work.

    General duties of employees at work

    To take reasonable care for the safety and health ofhimself and others who may be affected by his actsor omissions at work

    To cooperate with his employer or any other persons

    in discharge of any duty or requirement imposed onthe employer by his act.

    To wear or use at all times any PPE or clothingprovided by the employer for the purpose of

    preventing risks to his safety To comply with any instructions or measures on OSH

    instituted by employer.
