Summary
An adequate policy for waste management should have as its main objective the prevention of its production. It is not possible to exclude totally the generation of waste. Thus it is necessary to promote its recovery, in order to reduce the amount of waste disposed of, and safeguard natural resources. Waste recovery operates specifically, through reuse, recycling and energy recovery, with both beneficial effects on the environment both within the economy. These objectives are valid for general waste and for waste electrical and electronic equipment (WEEE) and batteries (P&A). EU Directives 2002/96/EC and 2006/66/EC, which gave rise to DL 230/2004, of December 10th and the DL 6/2009 of January 6th, assign responsibilities to those who are placing EEE and/or B&A in the Portuguese market, that is, the Producer
and sets rules for the environmentally sound treatment of all EEE and B&A coming to its end of life. These DL made appear the figure of the Registry - ANREEE - that is, an entity independent, nonprofit, whose mission is to register all companies that define themselves as a producer, to quantify the amounts of these products brought into Portugal, to classify products according with the DL, define market shares for management entities operating in our country. ANREEE began its registration activities in July 2005 for EEE and in December 2009 for B&A and can characterize the Portuguese market through the collection of activity reports that companies do to the
Association on a biannual basis. .

Legislation
WEEE DIRECTIVE Producer» means any person who, irrespective of the selling technique, including selling through distance communication:
i) Manufactures and places EEE into the national market under its own brand;
ii) Resells under his own brand equipment produced by other suppliers;
iii) Imports or places EEE into the national market on a professional basis;

ANREEE’S MISSION
ANREEE, as national register association is the only
entity able to communicate accurately in a global
perspective, the characterization of the Portuguese
market - the quantity of EEE placed on the market in
units and weights.
This characterization is based on activity reports that
all companies, that are placing EEE, deliver to
ANREEE on a biannual basis.
The register and reports of Producers are made
online through SIRP (on line platform), easily
accessible, user friendly and very effective. There are
no physical exchanges of documents to avoid
unnecessary loss. The platform is now operating 24
hours a day, 365 days a year.
Involved Parties on EEE cycle
ANREEE classifies EEE according to the 10 categories
and 104 subcategories existing on the DL, especially
those that are not explicitly described in the list in
Annex I of this diploma (grey area equipments).
ANREEE transmits all information needed for
registration, reports, legislation and producers’
responsibilities through its website (www.anreee.pt)
, which already has over 245 000 visitors.
For an effective treatment for EEE when they
become waste, it is necessary to divide the amount
of WEEE generated by the existing management
systems. ANREEE legally knows what the EEE existing
universe is and calculates market shares
corresponding to each collective scheme.
ANREEE is a founding member of EWRN - European
WEEE Register Network – a network of European
registers, on which are discussed and harmonized
matters relating to the registration procedures in
order to promote harmonization of the Registry
throughout Europe. Members of this network
represent 80% of the European market for EEE.

REGISTER DATA
At the end of 2009 there were in Portugal about 1500 registered companies, a number higher than the existing in 2008, with an increase of 10.4%. During the year the average was 16 registrations occurring per month, compared to 18 per month in 2008. This slight decrease had to do with the crisis
situation in 2009, plus the unilateral cancellation of companies that fail to comply - many of them were already closed, leading to the distortion of our numbers. This cancellation occurred in November and corresponds to the negative peak shown in the graph.
Companies registered in ANREEE carry on activity as producers of EEE, mostly through imports originated from the EU, Southwest Asia and North America. Next in line are the manufacturers of EEE and finally, retailers of EEE under his own brand.
During 2009 we witnessed a reduction of the
slice on the companies that put less than 1500
EEE per year (small producers), which
compared with 2008 (49.1%) dropped 2.27
points. Similarly, it also decreased companies
that were placing up to 61.500 equipments on
the market (from 12.4% to 9.77%). Most
prominent are mid-size companies, which
rose 4.9 points compared to 2008.

GEOGRAPHIC DISTRIBUITION 2009 The territorial distribution of producers remains unchanged, continuing to verify that the concentration of producers occurs on the coast, especially in the regions of Lisbon, Porto, Aveiro and Braga.
COMPLIANCE WITH COLLECTIVE SCHEMES
The Portuguese panorama, as regards the existence of WEEE management systems, remains similar to 2008, that is, producers select Collective Schemes (AMB3E and ERP Portugal) as a solution for the treatment of EEE at the end of life. Although the legislation provides for the existence of Individual Management Systems, there is no single system formed to date.
From all registered producers, 63.3% are distributed by AMB3E and 27.5% have a contract with ERP Portugal. There is still the existence of 9.2% of companies having no management system, a number that decreased comparing with previous years.
Companies that are out of management system do not pose significant impact on the distribution of market shares. However, we find no justification in this argument for the continuity of default, which occurs in many
cases since 2005, when these companies were registered in ANREEE.

During 2009, were placed about 73 million EEE. These units correspond to a weight of about 169 000 tones, which means that on average every seven Portuguese acquired equipment with 16.9 kg in total.

Although the spectrum of crisis might led to a situation that would affect the placement of electric and electronic equipment in Portugal, this sector did not show large variations compared to 2008, which proved very positive. It also reinforced the idea that Portugal continues to consume goods of this nature, with particular emphasis on the IT and Telecommunications Equipment - about 25 million units, with mobile phones leading this Category.
In terms of types of equipment, the breakdown by Categories is presented in the next table are:

The most purchased EEE was the compact fluorescent lamp. Equipment that most contributed to the weights reported were the washing machines.

COMPARISON WITH 2008 Globally and in respect of units placed on the market there was a slight increase of 1.44%. Compared to 2008, Category 9 - Monitoring and control instruments stands out in units that rose significantly. There was a decrease in category 5 – Lighting and 7 – Toys, Leisure and Sports.
As for the weights, there was some break in Category 4, 5 and 10, which means that there is an overall decrease of 1.26%, but generally the other categories had increases in weight of some significance, as the case of Categories 7, 8 and 9.

The tendency observed in 2008, which demonstrates that there is placed more of EEE on the market, but with less weight, remains in 2009.
