FLOODING OF ROAD NEAR JACK SEQUEIRA CIRCLE

1A. *WILL the Minister for Public Works be pleased to state:

(a) whether the Government is aware of the hardships faced by the

residents from Vaddy, Temba Vaddy in Merces during monsoons

due to the flooding of the road leading towards the village near

Jack Sequeira Circle; and

(b) the remedial steps the Government has taken to improve the roads

and alleviate the villagers from the hardships faced?

IMPROVEMENT OF WATER SUPPLY IN SANTA CRUZ

CONSTITUENCY

1B. *WILL the Minister for Public Works be pleased to state:

(a) whether the Government is aware of the water shortage problem

faced by the residents of the Villages of Santa Cruz, Merces and

Chimbel due to breakdown of the old pipeline in Santa Cruz

Constituency;

(b) the action the Government intends to take to resolve this

breakdown issue; and

(c) the plans of the Government to provide water to all residents of

Santa Cruz Constituency for 4-5 hours on a daily basis and the time

frame by which this will be achieved?

STATUS OF PROPOSAL FOR ROAD IMPROVEMENT IN SANTA

CRUZ CONSTITUENCY

1C. *WILL the Minister for Public Works be pleased to state:

(a) the status of the various proposals the Government has received

from Santa Cruz Constituency for improvement of roads from

01.04.2019 till date;

(b) the details of the action taken by the Government;

(c) whether the Government is aware that no proposals from Santa

Cruz Constituency have been sanctioned for the financial year

2020-2021;

(d) the reasons for delay in processing; and

SMT. ALINA SALDANHA

WATER CRISIS IN CORTALIM CONSTITUENCY

2A. *WILL the Minister for Public Works be pleased to state:

(a) the reasons for low water pressure experienced since the last 4-5

months in the villages of Sancoale, especially in the areas of

Upasnagar and Zuarinagar;

(b) the measures taken to improve the pressure of water supplied to

these areas; and

(c) the time frame required to provide systematic water supply to the

villages of Cortalim, Quelossim and Sancoale to enable the people

to get at least 12 to 15 hours uninterrupted water supply;

(d) whether it is a fact that various housing projects such as Tata

Housing, Umiya Solicitude Coop. Housing Society have come up

on the Sancoale plateau and have approached the PWD for laying

water pipelines at their own cost;

(e) if so, the means through which the PWD will provide water to

these new housing projects when the existing consumers and facing

hardship due to lack of water supply;

(f) whether the Government intends to construct new water reservoirs

to fulfill this additional need in the village of Sancoale; and

(g) if so, the areas in the village that are identified for this

infrastructure and the time frame by which this infrastructure will

be made available?

3A. *WILL the Minister for Finance be pleased to state:

(a) the Constituency-wise details of the number of ongoing/proposed

projects undertaken by the GSIDC in the State from the year 2012

till date;

(b) the Constituency-wise details such as name of the project, name of

the agency, estimated cost, date of work order, tender amount,

location, proposed date of completion and present status;

(c) whether the projects are as per schedule within the time frame; if

not, the reasons for delay;

GOA GOVERNMENT STOCK SECURITIES

3B. *WILL the Minister for Finance be pleased to state:

(a) the details of total amount of Goa Government Stock Securities

that have been auctioned by Government of Goa between April

2012 till date;

(b) the break-up of Goa Government Stock Securities that have been

auctioned between April 2012 till date in a tabular format with

information as under:

i) date of auction;

ii) amount of stock auctioned;

iii) the tenure of the stock;

iv) the rate of interest accrued upon the stock;

v) the exact purposed for the sale of stock/object of the loan;

vi) utilization certificate for expenditure made with the amount

raised by sale of the stock;

vii) details of the buyer of each stock including name, address,

type of business and name of individual representing the

buyer;

viii) the total amount paid after completion of tenure of each

stock;

(c) the details of the total amount outstanding including interest that

has to be repaid by Government of Goa for the sale of Goa

Government Stock Securities and the time frame (date of

repayment) batch wise from the year 2012 along with details of

repayment undertaken; and

(d) the total debt as on date of the Government of Goa?

3C. *WILL the Minister for Mines and Geology be pleased to state:

(a) the details of mining dumps available in the mining area and

nearby areas;

these dumps?

4A. *WILL the Minister for Public Works be pleased to state:

(a) whether housing plots been provided to the people of Agassaim

and Goa Velha that have been displaced due to acquisition of land

for the New National Highway-17;

(b) whether the acquired land has been developed for construction; if

so, the details thereof and if not, the reasons therefor;

(c) the time frame by which the existing structures on the acquired

land will be demolished;

(d) whether the displaced people will be provided developed housing

plots before eviction; if so, the details thereof; and

(e) the names of displaced persons and the area of land allotted to

each?

RECOVERY OF DEPOSITORS’ MONEY FROM MADGAUM URBAN

CO-OPERATIVE BANK

4B. *WILL the Minister for Cooperation be pleased to state:

(a) whether the Government will make efforts to recover the deposits

of the depositors of Madgaum Urban Co-operative Bank due to the

scam created by the Bank;

(b) whether the Government will hold the Board of Directors of the

Bank responsible to recover the money;

(c) whether the Government proposes to take criminal action against

the Board Directors of the Bank to recover depositors money; if so,

the details thereof; if not, the reasons therefor;

(d) whether the Registrar of Co-operative Societies should be held

accountable for the scam as the Bank was registered with Registrar

of Co-operative Societies who has supervisory powers over the

bank;

(e) whether the scam was not noticed by the Registrar of Co-operative

Societies during the annual audit; and

(f) whether the Government will seek an explanation from the

Registrar of Co-operative Societies for its negligence; if so, the

LICENCES FOR COMMERCIAL CONSTRUCTIONS IN

ST. ANDRE CONSTITUENCY

4C. *WILL the Minister for Town and Country Planning be pleased to state:

(a) the number of licences issued for construction of commercial

buildings in the villages of Nauxim, Bambolim, Curca, Talaulim,

Batim, Siridao, Goa Velha, Agassaim, Neura, Mandur and

Azossim in St. Andre Constituency from 2014 till date;

(b) whether any complaints were received from the public against

these constructions; if so, the details thereof;

(c) whether any cases are pending in Courts against these

constructions; if so, the details thereof;

(d) the procedure followed by the Government to grant licences for

construction in the CRZ area with details thereof; and

(e) whether any construction licences were rejected by the

Government; if so, the details thereof?

SCHEMES AND BENEFICIARIES UNDER RDA

5A. *WILL the Minister for Rural Development be pleased to state:

(a) the total number of works undertaken under GGSY in North and

South with the total cost;

(b) the list of beneficiaries under the following schemes for the last 5

years;

i) IAY;

ii) NFBS;

iii) NOAPS;

iv) PMGSY;

(c) the names of the Panchayats that have been allocated funds for

MGNREGA with amount of fund allocated;

(d) the reason the State has not availed much benefit from the Central

Schemes like Mahatma Gandhi National Rural Employment

Guarantee Scheme(MGNREGS), Deendayal Antyodaya Yojana -

National Rural Livelihoods Mission (DAY-NRLM), Deen Dayal

Upadyay - Gramin Kaushalya Yojana (DDU-GKY), Pradhan

Mantri Awaas Yojana - Gramin (PMAY-G), Pradhan Mantri Gram

Sadak Yojana (PMGSY), Shyama Prasad Mukherjee National

Urban Mission and National Social Assistance Programme

(NSAP);

(e) the efforts made by the Department regarding National Rural

Livelihoods Mission with details; and

(f) whether the State Government has given the rank of a full-fledged

Department to the Rural Development Agency(RDA) by naming it

as Department of Rural Development; if so, the details of benefits

obtained due to full fledged Department?

WASTE TREATMENT PLANTS IN THE STATE

5B. *WILL the Minister for Waste Management be pleased to state:

(a) the status of the Baiguinim project as on date;

(b) the cost of the Saligao Waste Management Plant and the areas that

will be catered by this plant;

(c) whether the work of the Common Bio-Medical Treatment Facility

in Kundaim Industrial Estate and the E-Waste Treatment Plant at

Pissurlem are still in progress;

(d) if so, the status of the same with details of procedure adopted to put

them to operation and whether it will be given to a private firm;

(e) whether the Memorandum of Understanding has been signed

between the Goa Waste Management Corporation (GWMC) and

the Norwegian Company namely SINTEF for disposal and

recycling of construction debris and waste; and

(f) if so, the status of the Memorandum of Understanding?

6A. *WILL the Minister for Finance be pleased to state:

of the borrowings under capital, revenue and other heads;

(b) the year-wise details of the loans taken by the Government in the

last 10 years along with purpose for which the loan was availed,

copies of loan application, date of loan, total amount of interest

paid, source of loan, type of loan, tenure of loan and current

repayment schedule;

(c) the year-wise details of the loans repaid by the Government in the

last 10 years along with the date on which loan was taken, source

of loan, purpose of loan, loan amount, instalments paid, type of

loan, method of repayment, interest paid, tenure and date of

closure/repayment of loan;

(d) whether the Government has defaulted on repayment of any loan

availed in the last 10 years; if so, the details of the date on which

loan was taken, source of loan, purpose of loan, loan amount,

instalments paid, type of loan, interest paid, tenure, details of all

defaulted instalments and interest paid due to default;

(e) the details of the bonds sold/mortgaged in the last 3 years along

with the number of bonds, type of bond/mortgage, date of

sale/mortgage and rate;

(f) the amount of public debt as on date with year-wise details for the

last 5 years;

(g) the present loan per head as calculated by the Department with

year-wise details for the last 5 years;

(h) the income from the Centre to the State in the last 3 years with

details under the following heads;

i) Central GST/State GST

ii) Grant in Aid

iii) 60th year Liberation funds

iv) Others

(i) the amount of GST payable to the State from the Centre; the

details of the CGST and SGST from the date of implementation of

GST year-wise;

(j) the year-wise details of the shortfall in GST compensation pending

to be received from the Centre along with details of the

shortfall and reasons for delay;

(k) the details of the plan of the State post 2022 once the compensation

to be paid by Centre stops; and

6B. *WILL the Minister for Public Works be pleased to state:

(a) the details of all Contractors and Consultants appointed to carry out

the works of the National Highway from Patradevi via Pernem to

Canacona as on date along with following details for each

Contractor and Consultant appointed;

1) name, address and contact details of the Contractors;

2) name and address an contact details of the Consultants;

3) copies of work order/Agreement;

4) copies of Tender documents through which

Contractor/Consultant is appointed;

5) the list of participants under each tender;

6) copies of bids submitted by each participant;

(b) the details and copies of all bills raised, bills pending and bills

cleared for each Contractor and Consultant with regards to the

works of National Highway roads at Point No. (a) above;

(c) the details of all land acquired, compensation paid, land pending to

be acquired, pending compensation to be paid as on date with

regards to the National Highway roads acquisition process;

(d) the details of the Monitoring Authority/Certifying Authority/Nodal

Officers for the works of the National Highway roads along with

date of its formation, persons deployed from Centre, persons

deployed by the Contractor/Consultant to monitor the work, copies

of all site inspection reports, copies of all site visit reports and all

other compliance reports submitted by them till date;

(e) whether it is a fact that the works of the National Highway which

include widening of road, construction of flyover and bridges are

not satisfactory and substandard; if so, the details thereof;

(f) the copies of all complaints received on the works of National

Highways and action taken on each complaint as on date;

(g) the number of proposals that are pending for works under PWD

(Roads) from 2017 till date with details Constituency-wise and

year-wise under Capital and Revenue heads along with the type of

work, estimated cost, work description, area of the works under the

following categories;

1) details and copies of proposals received;

2) details and copies of proposal/works pending along with

reasons for pendency;

3) details of works tendered as on date;

started with reasons therefor;

8) details and copies of all works completed;

(h) the Constituency-wise details and copies of all files pending with

the Finance Department relating to roads at the end of the

following financial years along with details of work revalidated at

the end of every financial years 2017-18, 2018-19, 2019-20 and

2020-21;

(i) the total outstanding to Contractors working on State roads as on

date with details;

(j) the present status of the flyover from Porvorim Bazar to Teen

Building Junction along with the date of commencement, date of

completion, details of contractors and consultants, copies of work

orders and reasons for delay;

(k) furnish copies of all suggestions submitted by the residents of

Porvorim with regard to the Flyover from Porvorim Bazar to Teen

Building Junction along with status of each suggestion as on date;

(l) whether the MLA of Porvorim has raised issues of works carried

out from Mapusa Tar to Porvorim Bazaar; if so, the details of the

visits conducted, engineers present on site, action taken on the site

and action taken on the contractor due to such lapses; and

(m) whether the PWD acknowledges the breaking of the water pipeline

and the snapping of the main underground cable leading to major

electricity and water problems by the Highway Contractor; if so,

the details of the action taken on the Contractor; if not, the reasons

therefor?

6C. *WILL the Minister for Home be pleased to state:

(a) the number of cases relating to illegal land transfer/scam/land

grabbing have been filed in Porvorim and Mapusa Police Stations

in the last 10 years; the details along with copies of FIR, charge

sheet copies, date of FIR, investigating officer, complainant details,

land details and present status;

(b) the present status of the FIR relating to the land scam in the Survey

Nos. 404/1, 227/14, 227/21 and 227/15 of Village Socorro,

sheet and details of the complainant, copies of the complaint and

details of the persons against whom the complaint if filed;

(c) the present status of the complaint filed by Rajesh Sharma and 10

others who were duped in the land scam relating to illegal power of

attorney holder in Survey No.234/1 of Socorro ad-measuring

16,000 sqmts; furnish copies of the complaint, details of complaint,

details of the persons against whom complaint is filed, copies of

FIR, copies of charge sheet, investigating officer and present status

of each complaint;

(d) the reasons for delay in investigation of the above 2 cases at serial

Nos. (b) and (c); and

(e) the number of land scams reported in the State in the last10 years

with details along with the survey numbers, Village, area of land,

complainant details, copies of complaint, person against whom

complaint is filed, place of filing complaint, name of investigating

officer, copies of FIR , copies of charge sheet and status of the case

as on date?

STATE’S SUFFICIENCY IN WATER SUPPLY

7A. *WILL the Minister for Public Works be pleased to state:

(a) whether the State is self-sufficient in domestic water supply; if not

the reasons for water being allowed to be diverted from Mhadayi

with reasons therefor;

(b) the number and details of water connections released in the State;

(c) the number of water connections that go dry during the summer

season with details area-wise and village-wise separately;

(d) the number of water connections that get water for 24 hours, 12

hours, 6 hours and less than 6 hours with details taluka-wise,

village-wise and town-wise;

(e) the number and details of commercial water connections

available/existing in the State;

(f) the details of water usage in the State both domestic and

commercial with details taluka-wise of the quantum of water used

for both domestic and commercial purpose;

(g) the amount of revenue earned and details of sources of water and

quantity of water from each source;

(h) the mode existing to the present set up and the threat expected in

the future along with the steps the Government intends to take for

State; if so, the reason therefor and if not, the steps the Government

CONSULTATION ON DRAFT INDIAN PORTS BILL 2021

7B. *WILL the Minister for Ports be pleased to state:

(a) whether the Government is aware that a new Indian Ports Bill has

been drafted by Central Government and sent to coastal States for

consultation;

(b) whether the Government is aware that the proposed law contains

several provisions that directly and indirectly dilute and impinge on

powers of States with respect to minor ports and enables their

privatization;

(c) the details of public consultation conducted or proposed to be

conducted with respect to the proposed law; and

(d) whether the Government has communicated its views to the Centre

on the draft law; if so, the details thereof?

FLOW OF LEACHATE FROM SONSODDO GARBAGE DUMP

7C. *WILL the Minister for Waste Management be pleased to state:

(a) whether the Government is aware that year after year during every

monsoon season Sonsoddo garbage dump is besieged by flowing of

harmful leachate to water bodies including wells, drains, mullahs

the current year along with breakup and details of own Tax

Revenue, Non-Tax Revenue and Transfer from Centre;

(e) the year-wise and department-wise details of the total revenue

expenditure of the State Government from 1-4-2012 till date,

including the current year; and

(f) the year-wise budgeted fiscal deficit and actual fiscal deficit of the

State from 2012-2013 till date?
