3. Adjourned debate on motion of the Hon. I. Pnevmatikos - That this Council -I. Acknowledges that human trafficking and modern slavery is a heinous crime and a violation

of human rights;II. Notes the escalation and desperation that has led to human trafficking and modern slavery in

recent years on an international scale;III. Recognises that there is limited quantitative and qualitative evidence of the prevalence of

human trafficking and modern slavery in South Australia, and that as well as Federal Government, State Government has a responsibility to explore the circumstances that have given rise to the escalation of human trafficking and modern slavery; and

IV. Congratulates neighbouring States such as NSW and international organisations, including the International Labour Organization, who are working proactively to address human trafficking and modern slavery - (December 4) - (The Hon. J.S.L. Dawkins).

4. The Hon. T. A. Franks to move -I. That a Select Committee of the Legislative Council be established to inquire into and report

on the policing of sex work in South Australia.II. That Standing Order No. 389 be so far suspended as to enable the Chairperson of the

Committee to have a deliberative vote only.III. That this Council permits the Select Committee to authorise the disclosure or publication, as

it sees fit, of any evidence or documents presented to the Committee prior to such evidence being presented to the Council.

IV. That Standing Order No. 396 be suspended to enable strangers to be admitted when the Select Committee is examining witnesses unless the Committee otherwise resolves, but they shall be excluded when the Committee is deliberating.

5. Adjourned debate on motion of the Hon. C. Bonaros - That this Council -I. Acknowledges that author, journalist and filmmaker Behrouz Boochani will be appearing at

the WORD Christchurch literary event on 29 November 2019;II. Notes that Behrouz Boochani is also a Kurdish refugee who fled persecution in Iran, sought

asylum in Australia and spent 2,269 days held by Australia’s offshore processing regime;III. Pays tribute to all those involved including Amnesty International and the United Nations

High Commissioner for Refugees in securing a visa to New Zealand to attend the Christchurch literary event;

IV. Denounces Minister for Home Affairs, Peter Dutton’s insistence that Behrouz Boochani will never step foot in Australia, even if he is granted asylum in New Zealand; and

V. Supports Behrouz Boochani’s commitment to never return to Papua New Guinea - (November 27) - (The Hon. J.S.L. Dawkins).

II. Calls on the Government to ensure that all properties currently listed as Contributory Items in Council Development Plans continue to be listed under the new Planning and Design Code under the Planning, Development and Infrastructure Act 2016, with appropriate demolition controls.

stigma; andV. Encourages everyone to look for ways for more people to seek the help and support they

I. Recognises that the State Government’s land tax aggregation policy is hurting investor confidence in the property market in South Australia;

16. The Hon. T. A. Franks to move - That this Council -I. Notes that 25 September 2019 marks the start of yet another 40 Days for Life vigil;

II. Recognises that this vigil will take place over 40 days, impeding and intimidating those who work at the Pregnancy Advisory Centre and those who seek to use its services;

III. Condemns the harassment and intimidation of those working to provide health care and those seeking it; and

IV. Supports the need for Safe Access Zones around any places that provide health care.

17. The Hon. T. A. Franks to move - That this Council notes, with concern, the APY Lands Conciliation Directions and Report, Tabled in the Council on 10 September 2019.

18. Genetically Modified Crops Management (Designation of Areas) Amendment Bill (No. 117): adjourned debate on second reading - (September 25) - (The Hon. T. J. Stephens).1

19. Adjourned debate on motion of the Hon. J. E. Hanson - That this Council -I. Recognises National Homelessness Week being held from 4 to 10 August;

II. Notes that National Homelessness Week is an annual week coordinated by Homelessness Australia to raise awareness of people experiencing homelessness, the issues they face and the action needed to achieve solutions; and

III. Acknowledges and thanks all service providers working in our community to support people sleeping rough and to end homelessness - (July 31) - (The Hon. J.S.L. Dawkins).

20. Adjourned debate on motion of the Hon. M. C. Parnell - That Regulations made under the Advance Care Directives Act 2013 concerning Exemption made on 11 July 2019 and laid on the Table of this Council on 23 July 2019, be disallowed - (July 31) - (The Hon. M. C. Parnell).

21. The Hon. C. M. Scriven to move - That this Council -I. Acknowledges 30 July as the World Day against Trafficking in Persons;

II. Notes that this day is necessary to raise awareness of the situation of victims of human trafficking and for the promotion and protection of their rights;

III. Calls for improved measures to end all human trafficking; and IV. Calls for improved measures to eliminate all forms of violence against and exploitation of

women and girls.

II. the economic impacts of the electronic gaming machines industry in South Australia, including industry size, growth, employment, organisation and interrelationships with other industries such as tourism, leisure, other entertainment and retailing;

III. The social impacts of the electronic gaming machines industry in South Australia, the incidence of gambling addiction, the cost and nature of welfare support services of government and non-government organisations necessary to address it;

IV. The extent, resourcing and impact of harm minimisation advocacy from community groups on electronic gaming machines regulation;

V. The contribution of electronic gaming machines gambling revenue on community development activity and employment;

VI. The effects of the regulatory structures governing the electronic gaming machines industry;VII. The impact of electronic gaming machines gambling on the State Budget;

VIII. The impact that the introduction of harm minimisation measures including Gaming Care and ClubSafe has had at gambling venues, which feature electronic gaming machines, on the prevalence of problem gambling and on those at risk;

IX. The effectiveness and success of these harm minimisation measures; X. The new technologies and opportunities to reduce gambling harm; and

the Rann Labor Government in 2002, with such meetings including both metropolitan and regional locations;

II. Acknowledges that Country Cabinet meetings were established by the Weatherill Labor Government five years ago;

III. Recognises that Country Cabinet visits were linked to the Fund My Idea initiative, which involved local people in local decision making about grants; and

44. Adjourned debate on motion of the Hon. J.S.L. Dawkins - That the Report of the Aboriginal Lands Parliamentary Standing Committee on its Review into the Operations of the Aboriginal Lands Trust Act 2013, be noted - (April 3) - (The Hon. T. J. Stephens).

45. The Hon. I. Pnevmatikos to move - That this Council -I. Wholeheartedly congratulates the Adelaide Football Club players, coaches, trainers,

administrators and support staff on their historic victory in the AFLW Grand Final held on 31 March 2019;

II. Pays tribute to the more than 53,000 people who attended the Grand Final and who, in doing so, helped break attendance records;

III. Celebrates this remarkable, courageous and talented team of women who have claimed two of the three AFLW Grand Finals;

IV. Celebrates that all of these women now have a pathway from community to elite level in football and in many other sports; and

V. Commits to doing what it can to ensure equality in every aspect of football and in all sporting codes.

46. Adjourned debate on motion of the Hon. C. M. Scriven - That this Council -I. Recognises the thousands of South Australians living with disability who are facing

uncertainty regarding their ongoing care and support because of the Marshall Liberal Government’s failure to guarantee funding certainty for essential disability services;

II. Notes that this is the second time in less than 12 months the Marshall Liberal Government has left disability support providers in the dark concerning block funding, leading to an avoidable drain of institutional knowledge and experience from the disability support sector;

III. Acknowledges that not all South Australians living with disability will qualify for the NDIS, and that the State Liberal Government must stop ignoring disability support services; and

IV. Calls on the Marshall Liberal Government to guarantee funding certainty to disability support providers so that they can continue to provide quality care for South Australians living with disability - (March 20) - (The Hon. T. J. Stephens).

47. Adjourned debate on motion of the Hon. D. W. Ridgway - That this Council -I. Acknowledges the hard-working volunteers, South Australia Police, paramedics and

emergency services personnel that supported the successful staging of the Tour Down Under in 2019;

II. Acknowledges the sad passing of Paul Sherwen and his important contribution to the event; III. Acknowledges the economic impact of the event to South Australia and the way it enhances

the State’s sporting and destination reputation; andIV. Congratulates the SATC, Events SA and race directors Mike Turtur and Kimberly Conte for

their organisation for another successful TDU event - (May 1) - (The Hon. I. K. Hunter).

48. The Hon. I. Pnevmatikos to move - That this Council -I. Notes the persistent gender pay gap in our state and across our nation;

II. Commits to working with our community to address this gender pay gap and to achieve equal pay; and

III. Resolves to support the Big Steps campaign in support of equal pay for early childhood educators.

49. Adjourned debate on motion of the Hon. R. P. Wortley - That this Council -I. Acknowledges the ongoing contribution of the South Australian Indian Medical Association

in South Australia in the areas of health care and philanthropic activities, promoting social cohesion and fostering a strong community spirit;

II. Recognises the establishment of the Parliamentary Friends of Forestry; III. Acknowledges that forest industries are a significant contributor to the South Australian

economy and provide significant employment, particularly in rural and regional areas;IV. Recognises that our forests provide a valuable resource through sustainable production of

timber, a habitat for native flora and fauna, water catchments and community recreation;V. Recognises the valuable contribution of forests and wood products to combatting climate

change; andVI. Recognises the importance of sustainable timber production and healthy forest management

for future generations - (March 20) - (The Hon. T. J. Stephens).

51. The Hon. T. A. Franks to move - That this Council -I. Recognises that February is Ovarian Cancer Awareness Month;

II. Notes that ovarian cancer has the lowest survival rate of any women’s cancer, and there has been little improvement in treatment in nearly 50 years; and

III. Supports Ovarian Cancer Australia’s Paint the Town Teal fundraising initiative, which aims to raise $500,000 for ovarian cancer research and support services.

52. Adjourned debate on motion of the Hon. C. M. Scriven - That this Council -I. Notes that 27 January was international Holocaust Remembrance Day; and

II. Rejects and condemns any form of racial discrimination and anti-Semitism - (February 27, March 20) - (The Hon. T. J. Stephens).
