    while voting, counting and tallying of votes are in progress. In addition, the Forum OrganizingCommittee shall fix a specified vote counting area for counting and tallying of votes cast for theendorsement as a candidate. Only the members of the Election Committee and one observer foreach candidate for endorsement shall be permitted to enter or remain in the area.

    3.5 All voting delegates shall line up properly and maintain a high degree of silence in the votingarea. One voting delegate at a time shall approach the Election Committee’s table to be verified.Upon proof of the voting delegate, the Election Committee shall issue to each voting delegatethe respective ballot paper for election to the offices of District President and District VicePresidents.

    3.6 The voting delegate shall then proceed to the voting booth or area to cast his/her votes in secret.If any member of the Election Committee and the Candidates’ observers are voting delegate,they shall vote first before any other voting delegate is admitted into the voting area.

    3.7 The voting delegate shall indicate his/her choice of candidate on the ballot paper by marking an“X” or “ ” within the box opposite the name of the candidate of his/her choice. When thedelegate has completed the marking on the ballot paper, he/she shall place each ballot paperinto the appropriate ballot box provided for electing the “District President”,  “1

    President” and “2nd

     District Vice President”. Any marking not in compliance with this rule shall beclassified as a spoilt vote. The Election Committee shall, if it/they deem/s that a ballot in

    unintentionally spoilt before being cast, at its/their sole discretion issue a fresh ballot paper to thevoting delegate concerned in return for the spoilt ballot paper. The latter must be noted“Cancelled” and duly signed by the Election Committee Chairperson as appropriate, andretained by the respective Election Committee members as evidence. The Election Committeeshall keep complete and accurate record of the ballots on which votes were cast and separatelyof all ballots declared void and cancelled and retain such ballots for verification. The decision ofthe Election Committee shall be final and binding.

    3.8 The Election Committee, which assisted by the “Sergeant-At- Arms” Committee, shall have fullcontrol and responsibility for the orderly conduct of the voting process including the keeping ofproper inventory of all ballots.

    4.0 The Election Committee shall commence the counting and tallying of the votes after the end of voting.

    4.1 The Election Committee in the presence of the observers who representing the candidates shallcarry out the counting and tallying of votes. No one else, without the permission of the ElectionCommittee Chairperson, shall present when courting and tallying are in progress. The ElectionCommittee Chairperson shall have the absolute discretion to request the presence of theChairperson of the Rules of Procedure Committee and or the Chairperson for Constitution andBy-Laws to assist in the election process. No mobile phones or other modes of communicationare allowed in the room used for counting and tallying of votes. The ballot boxes for theendorsement as a candidate for “District President”, “1

    st District Vice President” and “2

    nd District

    Vice President” are to be duly sealed and transferred to the ballot courting centre set up underthe supervision of the Election Committee for courting and tallying the votes cast for theendorsement as a candidate for District President, 1

    st District Vice President and 2

    nd District Vice

    President.4.2 The observer representing a candidate may take one request to the Election Committee

    Chairperson to recount or re-tally the votes provided the initial result shows that there are onlyTen (10) or less votes separating any two candidates. Where there are more than twocandidates in any ballot, only the votes of the candidates who are separated by 10 or les votesshall be recounted.

    4.3 The Election Committee may, however, count and tally the votes as many times as it deemsnecessary to ensure accurate results.

    4.4 After the consultation between the Election Committee Chairperson and his/her committeemembers shall determine the voters’ intent on the ballots and the method   of counting and

    tallying of votes. The said Election Committee’s decision on the validity or otherwise of any or allballots cast in the election shall be final and binding.

    4.5 Without the Election Committee Chairperson’s permission, or that of his/her designated deputyin his/her absence, no other member of the Election Committee and the candidates’ observersor such other permitted person shall leave the election room until the counting and electionprocess is completed.

    4.6 The Election Committee shall make a complete and thorough audit of the number of ballotsused. The shall make a comparison of number of ballots issued against the actual number ofvalid votes cast and the number of spoilt ballots, the number of cancelled ballots and the numberof ballots not used, to ensure that all pre-numbered ballots are accounted for. They shall reviewand prepare a report on the number of delegates certified and the number of delegates whoactually voted.

    4.7 No individual other than Election Committee members and the candidates’ observers or personspermitted shall remain in the voting area longer than is reasonably necessary to cast his/hervotes.

    4.8 The Election Committee shall deposit the ballots in a duly sealed box or boxes supplied by theForum Organizing Committee and handed to the Forum Organizing Committee Chairperson fortheir safe keeping and storage at a place as maybe designated by the Forum Organizing

    Committee Chairperson. The Election Committee shall destroy all ballots at the expiry of theDistrict Chairperson for Leo Clubs and his/her Regional Committee Chairperson or theirdesignated representatives and the District Governor or his Vice District Governors, unless anelection complaint has been duly filed in accordance with the International Board Policy. In theevent an election complaint has been duly filed, all ballots shall be retained at the said locationuntil such complaint has been withdrawn, dismissed, upheld or otherwise completely concluded.

    5.0 After the election process, the Election Committee Chairperson, or that of his/her designated deputy inhis/her absence, shall make a short introduction of the newly elected District President and District VicePresident for the new fiscal year, to all the delegates of District 308 B2 who have attended the LeoForum, during the Closing Ceremony of the Leo Forum, which is permitted by the Forum OrganizingCommittee.

    6.0 The official language for all the Voting and Election proceedings shall be English.
