The police are not revealing the finer details related to the evidence they have gathered on the murder of NUM official William Sitelele, insisting it would be unwise to “trial the matter in the media”.Four suspects, aged between 33 and 37, are in court in connection with the murder of NUM official William Sitelele, who was shot eight times and killed at the Marikana hill near Lonmin.Sitelele was shot by a group of men who had

approached his car. After he was shot once, he jumped out of the vehicle before the men fired seven more shots at him.North West police spokesperson, Brigadier Thulani Ngubane said he is not in a position to divulge details related to whether or not the police had recovered weapons at the scene of the murder. “That is part of our investigation and will be presented in court, it would not be wise to trial this matter in the media, let us allow the court

processes to unfold,” Ngubane said. Ngubane said police have no reason to believe that the motive of the murder was due to union rivalry. “The motive for the murder is criminality, and that is also subject to due court processes and cannot be discussed further.“We don’t have any reason to link it (the murder) to union rivalry, hence we don’t have membership particulars on their (the suspects’) union affiliation,” he explained. The four suspects appeared before the Bafokeng

Magistrate’s Court on 7 and 8 November for a bail hearing. Magistrate Chris Maharaj is set to decide today on whether or not the four will be granted bail. The murder of Sitelele, which has been condemned by North West Premier Thandi Modise, comes after the mining sector signed a Framework Agreement for a Sustainable Mining Industry agreement in July. COSATU believes the killing could be attributed to the refusal of “some organizations” to sign the agreement.

Thulani Gumbo, a 30-year-old Zimbabwean man, has appeared before the Mmabatho Magistrate’s Court in connection with the murder of Thabo Kgongwana, who was the editor of the now defunct Mafikeng-based newspaper, Taxi Times.

Gumbo, who was charged with murder, business robbery and possession of a firearm and ammunition, was remanded in custody. He will make his second appearance in court on 22 November for legal representation. Police say Gumbo was apprehended after an investigation that lasted for nearly three years following a business robbery that

occurred at a hotel in Mahikeng on 7 April in 2010. Around 15 robbers made away with an undisclosed amount of cash during the heist. Kgongwana was allegedly shot as he was leaving the hotel after attending a government function. North West Police spokesperson, Brigadier Thulane Ngubane, divulged some of the information that police have managed to obtain from video footage at the hotel. Ngubane said five suspects were identified and further investigations have revealed that some of them were facing charges of casino robbery in Durban.Ngubane revealed that Gumbo was arrested after DNA tests linked him to the murder and robbery at the Mahikeng

hotel.North West Premier Thandi Modise has commended the police for the breakthrough in the case. Modise said the arrest of the suspect should send a clear message to criminals that they may run but they can never hide from the long arm of the law. “We hope that the Kgongwana family, his colleagues, those he mentored in the media industry and the broad communities that he served are relieved and will see justice served,” Modise said. “This case proves yet again the relentlessness with which investigations are carried out by members of our police detective services whose effort we sometimes do not recognise,” she added.

“To be en effective law enforcement officer, you need to have discipline. If you are not punctual for your training, you cannot expect to be a reliable law enforcement officer.” These are the words of the Executive mayor of Rustenburg, Mpho Khunou, while addressing around 80 traffic law enforcement officers on 7 November at the Rustenburg Fire Department. The mayor gave some words of encouragement to the trainees while on a rare visit during one of their training drills. The trainees, who are expected to graduate in traffic law enforcement, are graduates of an induction training programme carried out by the municipality’s Special Projects department.“Good luck in your training and do your community proud. If you take your training seriously, this may open up many opportunities for you,” Khunou said.

COSATU demands RRT probe

CONFEDERATION of Trade Unions, (COSATU) in the North West province has called for an investigation of the

multi-billion rand Rustenburg Rapid Transport (RRT).Among other charges, COSATU alleges nepotism, corruption, cronyism and exclusion of those not close to the corridors of power at the municipality.In a statement, the trade union said they have been excluded in the project “except at the time when we were invited to an information session with others.”“We want to know who the beneficiaries on this project are. This project is expected to reduce unemployment for the entire Rustenburg municipality, not for a faction of some few people within the area,” said COSATU North West Secretary, Solly Phetoe in a statement.Phetoe said they have learned that even one of the major stakeholders in the project – the taxi industry – has been involved in factionalism.

“Only a few of those who are their close friends and those that belong to their factions are part of the team from the taxi industry,” said Phetoe.“COSATU would like to know who the main beneficiaries of the project are, and where the

buses which will be used in the project will be coming from.“We demand that 90% of the materials and buses which will be used be procured locally, local people must be included in the project and the rest of our people must be consulted,” added Phetoe. In its defense, the Rustenburg local municipality has labeled COSATU’s allegations of corruption and unfair labour practice as “entirely unfounded”.

The municipality said robust and on-going public participation and stakeholder engagement have always been an integral part of the RRT project.“No less than 29 external stakeholder groups, including organized labour have been identified

and engaged with on the project over the past three years.“As part of this consultative approach, COSATU was initially invited to attend an organised labour stakeholder consultation on 14 March 2012. “Further invitations for engagements to COSATU were extended on 27 March 2013 and 22 May 2013 in which other organised labour also attended,” said the municipality in a statement.

The municipality said a minimum of 25% of the RRT budget would be spent locally, which will see a reinvestment of some R750-million in the Rustenburg economy during Phase 1 alone. “As part of our on-going quest to include as many affected parties as possible in shaping the RRT project going forward, we welcome the input of all affected stakeholders and would therefore be more than happy to engage with interested parties to ensure that they have all the necessary facts and figures at their disposal to view the RRT project in a more accurate light,” said the municipality.A list made available to Leseding News this week shows that as of the end of April, 14 out of the 15 approved sub-contractors for the construction of the RRT - phase 1 (4.8km) were local.

Twelve years later: Remembering 9/11The September 11 attacks were a series of four coordinated terrorist attacks launched by the Islamic terrorist group al-Qaeda upon the United States in New York City and the Washington, DC metropolitan area on Tuesday, September 11, 2001.Four passenger airliners were hijacked by 19 al-Qaeda terrorists so they could be flown into buildings in suicide attacks. Two of those planes, American Airlines Flight 11 and United Airlines Flight 175, were crashed into the North and South towers, respectively, of the World Trade Center complex in New York

City. Within two hours, both towers collapsed with debris and the resulting fires causing partial or complete collapse of all other buildings in the WTC complex, as well as major damage to ten other large surrounding structures. A third plane, American Airlines Flight 77, was crashed into the Pentagon (the headquarters of the United States Department of Defense), leading to a partial collapse on its western side. The fourth plane, United Airlines Flight 93, was targeted Washington, DC but crashed into a field near Shanksville, Pennsylvania

after its passengers tried to overcome the hijackers. In total, almost 3000 people died in the attacks, including the 227 civilians and 19 hijackers aboard the four planes. It also was the deadliest incident for firefighters in the history of the United States.Suspicion quickly fell on al-Qaeda. Although the group’s leader, Osama bin Laden, initially denied any involvement, in 2004 he claimed responsibility for the attacks. Al-Qaeda and bin Laden cited US support of Israel, the presence of US troops in Saudi Arabia, and sanctions against Iraq as motives for the

attacks. The United States responded to the attacks by launching the War on Terror and invading Afghanistan to depose the Taliban, which had harbored al-Qaeda. Many countries strengthened their anti-terrorism legislation and expanded law enforcement powers. Having evaded capture for years, bin Laden was located and killed by US forces in May 2011.The destruction of the Twin Towers and other properties caused serious damage to the economy of Lower Manhattan and had a significant effect on global markets. Cleanup of the World Trade Center site was completed in May 2002, and the Pentagon was repaired within a year. Numerous memorials have been constructed, including the National September 11 Memorial and Museum in New York, the Pentagon Memorial, and the Flight 93 National Memorial in Pennsylvania. After a lengthy delay, the 1776-foot-tall (541 m) One World Trade Center was completed at the World Trade Center site in New York City in 2013.

Let it not be tainted by some of the negative reports such as Marikana,” Selota said. “I will be giving a lot of classes during the event and I hope this will inspire a lot of artists in this area. I will also pester the city council so that I can be able to speak and mentor as many artists as I can. “I have been an employer of many people for more than 13 years. Everywhere, people are always complaining but at times we must stand up and do things for ourselves to improve our lives. “This is the kind of message I hope to give out,” he added. In a joint statement, Cyril Henry and Willie Reetsang of Joint Venture, Keiko Productions and TTT, who have been tasked with organising the event, said, “The festival will increase the visibility of Rustenburg as a premier travel destination worldwide. “It will also create opportunities, celebrate possibilities, emphasise mobility, forge understanding, compassion and eliminate differences, boundary lines and distance, leaving a legacy.”

Following the May 2011 South African local government elections, the ruling party in the Bojanala region did something very

weird. They deployed a former school teacher, Fetsang Mokati-Thebe, a rural woman from Pella Village as the first woman mayor for the Moses Kotane local municipality.

Many prophets of doom were quick to judge the ruling party’s move as a flop. “How can they place the running of the municipality under such an inexperienced woman. The municipality is going to collapse,” they whispered in the corridors of Moses Kotane Civic Centre, sometime swearing “she will never finish her term” as they pass her office. And if the late stalwart Mose Kotane heard them, he probably would have been saddened by them whispering like that about a fellow comrade.Now, barely three years down the line, Fetseng appears to be proving them wrong. Despite a few bottlenecks, such as the much publicised former municipal manager’s “Moatshe saga” and water shortages, the municipality runs like an oiled machine and the rural poor of the municipality says they have much faith in her, whilst some of her colleagues at the municipality describes her leadership style as refined.Fetsang enjoys a strong following in the municipality, particularly amongst ordinary rural men and women, who see her as “our daughter”, and by the ruling party’s members in the municipality. What puts her above other female mayors in the district is that she reaches the nature of the event and the product, so that she speaks with authority – whether she be addressing the councillors or

striking municipal workers. “Her austere quality for firmness of purpose and solidness of commitment embraces in her a conviction to state her views boldly and openly, and she does not rely on cliques to maintain her position. In her we have a leader in the making, the one who is prepared to learn even from mistakes and to appreciate one’s weakness and correct them,” says Moses Kotane News, an official municipal newsletter, about the mayor.“She is a leader who is prepared to learn and reflect in her life a commitment to the strategic goals of the NDR (National democratic revolution),” said the municipal newsletter.As a mayor, top in her priorities, Fetsang wants to see a dream of better life for all South Africans come true. Her respect for people and her willingness to listen to both the educated and the uneducated of the municipality, reflects her intelligent empathy for humanity.

“I am keener on integrating programmes with strategic partners, ensuring feedback with communities, recognising exemplary leaders and stakeholder relations. “My office is open for engagements on innovative ideas that will help the municipality to reclaim its position as the best municipality of all times that not only sets trends in service delivery, but also maintains them,” said Mokati-Thebe.This beautiful middle-aged mother first came to our attention as a councillor and Executive Committee Member (EXCO) in charge of human resources in the same municipality under the leadership of the former mayor Peter Molelekeng.Although she joined the African National Congress (ANC) in 1990, Fetsang’s first leadership role was with the South African Democratic Teachers Union (SADTU) in 1994, when she was elected the union’s Madikwe branch secretary.In 1996, she was elected the branch secretary

of local Pella ANC branch. Those who served alongside her at the time, says as the branch secretary, Fetsang’s commitment and dedication contributed immensely to the ANC campaigns, voter education and the recruitment drive that saw her party emerging victoriously in the 1999 national elections.She was in 1997 nominated to represent the branch at the provincial conference and the 2002 national conference.Her biggest break, said Fetsang, came in the year 2000, when she was nominated by ANC as ward candidate. Through her never-tiring strength, Fetsang managed to organise a scattered and mostly village dominated ward 4 and became its ward councillor after defeating the strong opposition from the United Christian Democratic Party (UCDP). As a leader, Fetsang constantly seeks to improve her capacity to serve the people and carry out organisational mandates. She has the courage to stand and convince others about the correctness of all decisions taken by constitutional structures.“We must leverage on the late Moses Kotane’s lessons and benefits. Reviving investments with potential donors, monitoring progress on service delivery projects, and community work will also assist in realisation of our new vision,” she said.

An initiative by integrated communications company Telkom has presented Keledi Middle School a once in a lifetime opportunity of winning

R200 000 worth of Information Technology (IT) equipment. The ‘Connected School initiative’ – a programme which runs together with the Telkom Knockout

football tournament – gives each participating team the opportunity to nominate a school of their choice to be a beneficiary. Platinum Stars – one of the teams competing in the Telkom Cup – have nominated Keledi Middle School in Phokeng. This means that if Platinum Stars manage to reach the final of the Telkom Knockout, Keledi (together with another team nominated by the other finalists) will win laptops, tables and chairs, free Wi-Fi connectivity for 2 years, a printer a projector and other IT equipment. It is against such a background of expectations that some Platinum Stars players, coaches and officials from the club visited Keledi School on 1 November to mingle with the students and teachers and to also canvass for support ahead of their upcoming Telkom Knockout semi-final match against Kaizer Chiefs. Excitement was written all over the face of the students who socialized and laughed with the football players, coaches and officials. Chris Mogale, who is the school’s deputy principal, expressed gratitude to Platinum Stars for their decision to nominate Keledi. “Thank you very much for vising us. You have

made our day,” he said. “You have the support of the school and the students and we are confident that you are going to accomplish your mission. We also thank Telkom for this programme,” he added. Addressing the students, Platinum Stars captain Vuyo Mere said the club was humbled by the support they are receiving. “Thank you for giving us your time. You are supposed to be studying but you have chosen to spend this day with us,” Mere said. “Platinum Stars nominated you because we know that you are behind us. Thank you for always supporting us. “You must be behind us when we play against Kaizer Chiefs in the Telkom Knockout because we need your support. You must support us all the way to the final,” he added. Explaining the ‘Connected School initiative’, Monese Waga Puso from Telkom Foundation, illustrated why the communications company places high regard to education. “From Telkom, this is our demonstration that we care about education. Sport plays a vital role in education and we are humbled that we are able to play our part in this regard,” he said.

The inaugural Rustenburg Mining Summit – scheduled to be held at the Civic Center from November 25-27 – is expected to go a long way in addressing a number of pertinent issues affecting the sector.

The summit – which will feature various stakeholders from the mining sector and mining communities – will seek to achieve a more sustainable, viable and inclusive mining sector.This, in turn, would create an enabling environment for Rustenburg’s economy to flourish while also creating more job opportunities for residents living in and around the city. The Executive Mayor of Rustenburg Local Municipality, Mpho Khunou, said the summit is in line with his aspirations for “a world class city where everyone enjoys a high quality of life.”He said the event will be a huge achievement in the city’s history. “We are looking forward to the participation of various mining stakeholders such as the minister of mineral resources, Susan Shabangu and other leaders in the industry,” Khunou said. “The mining summit is meant to deal with many of our challenges. Some of the key focus areas of the summit will include fuel cell technology as well as exploring ways of ensuring that Rustenburg will become a centre of mining technology,” he added.

Various experts in the mining field including Bheki Sibiya (CEO of the Chamber of Mines, South Africa), Alex Mhembere (President of the Chamber of Mines in Zimbabwe) Mary-Jane Morifi (Executive Head of Corporate Affairs at Anglo American) will be among the speakers during the summit. Part of the programme will include two full days of sessions on current issues related to the mining industry, the municipality and members of the community. There will also be opportunities for networking and socialising with leaders in the mining industry and the communities while participants will also have a chance to share some of their experiences and the challenges they are facing. Matilda Zungunde, UTHO Marketing Executive, explained how the summit will entrench Rustenburg on the world map. “We have developed an outstanding programme and we are diligently working on bringing the most knowledgeable, relevant and exciting speakers to the summit as a way of collaborating, sharing experiences and expectations and addressing the way forward with concrete actions, not just for Rustenburg but for the country as a whole,” Zungunde said. To participate in the summit, companies and individuals are expected to pay R2 000 while sponsorship and exhibition opportunities will also be available.

Rustenburg Local Municipality ward 37 councilor, Welcome Dlunge (ANC) decided to join politics in 1995 – a period in which South Africa was still finding its direction as a country so soon after independence.

Dlunge explained that the desire to serve his country and make a meaningful contribution in his community led him to pursue a career in politics.

“For me, 1995 was a time when I was still trying to find my purpose and contribution in life. It was a case of finding where I fit in. I decided to join an ANC branch in Umtata in the Eastern Cape,” he said.

When he came to Rustenburg in 2000, Dlunge became more involved in politics as he mingled and interacted with a number of political leaders of the ruling party in the province.

“Before I moved to Rustenburg, I had already met with some of the leaders in the party, such as Madoda Sambatha. He was the chairperson in my ANC branch.”

“When I came to Rustenburg I had the privilege of coming face to face with more high ranking political leaders,” he added.

“It is during this time that my political ideology was molded. I knew that I had to contribute effectively in maintaining our young democracy.”

“I became very passionate about the wellbeing of society. It is this passion to serve the people that drives me every day,” said the councilor.

It was in the 2011 Municipal Elections that Dlunge was voted into his present position of ward 37 councilor.

Confronted with numerous service delivery challenges, Dlunge had no option but to fulfill the expectations of the people in his ward.

“When I got into this position, I was confronted with a number of challenges related to service delivery issues. I had to attend to these matters.

“The first step we took was to organise a mayoral imbizo. This gave an opportunity for the Executive Mayor of Rustenburg to come face to face with the people of the ward.

“I am happy today that we have managed to address a number of challenges that the people in my ward were facing,” he said.

Bringing electricity and water services to people in some areas in his wards, who were previously not enjoying such services, are some of Dlunge’s achievements.

“We managed to provide electricity to people in Seraleng and tap water to those living in Jabula and Zinniaville squatter camps.

“It is the right of these people to enjoy these services and I am happy to have been part of the projects that brought smiles to their faces,” Dlunge explained.

These are not the only positive developments under the councilor’s belt.

“In Seraleng, we have intervened and facilitated the construction of roads and pole lights. In the current year, we are extending the programme to assist the people of Seraleng with a clinic and school for the first time,” he said.

At the young age of 35, the councilor has other responsibilities – besides attending to the needs of people in his community.

“I am also a management team member, but I believe that a true leader must be able to listen to the advice of everyone around him,” he said.

He advises young people, especially those pursuing a chosen career path, to respect their parents and elders.

“When I was growing up, I did not drink or

smoke and I do not do this up to this day. Young people must learn to be responsible. They must aim to achieve something meaningful with their lives.

“Respecting their elders and parents is one of the most important character traits that they must possess,” he said.

“Sport is a universal language. At its best it can bring people together, no matter what their origin, background, religious beliefs or economic status.”These are the words of former United Nations Secretary, General Kofi Annan. Alisha Lewis, a journalist from New Zealand, further observed that sport transcends all kinds of national, cultural, socio-economic and political barriers.“For as long as people can remember, sport has played an important role in almost every society. “However, in recent years people have begun to place stronger emphasis on the value of sport with regards to national development,” she wrote. “Key to the effectiveness of sport as a tool for helping national development is its universal popularity. “Being inherently social in nature, it brings all people – players, teams, coaches, volunteers and spectators – together in a way that is particularly conducive to harnessing the power and motivation to address national issues and foster national development“In doing so it also establishes a shared bond between peoples, helping to unify those from diverse backgrounds and break down the barriers of prejudice within nations,” she explained. Sport fans, by their nature, are known as an unpredictable lot. One moment they can be singing and chanting for their favorite team, the next – when things “suddenly go wrong” – you will see the very same people throwing tantrums in rage (towards the very same people they would have been supporting). The atmosphere at the basketball courts just outside the Royal Bafokeng Stadium, during a recent basketball tournament, was as breathtaking as it was inspiring. As if anticipating the huge crowd that would attend the event, the organisers of the event constructed two wide seating stands on the two sides of the main court. Their efforts were not in vain, as a capacity crowd – of around 3000 people – thronged the venue to witness the action. What was particularly gratifying, from an observer’s point of view, is how the people from different races and a wide range of backgrounds mingled and associated with each other. You see, Rustenburg is a mining area and lately the news has been about mine workers killing each other because of “union rivalry” and other reasons that most ordinary and peace loving people do not even understand. So it was quite a fulfilling experience to be part of this basketball event. Picture this, three coaches: the first is from the United States, the other is from Burkina Faso, while the third (a trainee coach) is from Zimbabwe. Take this diversity, mix it up with the predominantly Setswana crowd and the presence of Royal dignitaries from the Royal Bafokeng Nation, and you have a fascinating atmosphere – a melting pot of various backgrounds coming together to watch a sporting event. This is the unifying power of sport. This is the unity that Anan was talking about. The kind of unity that has the power to create a positive influence on the younger generation.The kind of influence that will push them away from drugs, alcohol abuse and other illicit activities. This is why we must celebrate the achievements of our own local teams, such as the Platinum Stars, who play in the PSL League. Dikwena, as they are known, are the only football team from the North West Province that play in the Premier League (in case you did not know this), and that they are from Rustenburg makes them even more special. Last season, despite the fact that they rarely had more than 2500 supporters at their home matches, they finished the season second on the final log standings of the PSL league title race. This season they have already won the MTN8 Cup and we owe it to them to rally behind them as they seek to win the league title for the very first time and, perhaps, another trophy or two to go with the one they already have in their cabinet. Their success must be used to create a platform where all the people in Rustenburg can unite and rally behind a common goal and purpose. Theunie Bezuidenhout emerged the winner of the Orange Blossom Open, which was held recently at the Rustenburg Golf Club. Bezuidenhout beat the other competitors of the event, which is used as an annual fundraising activity by the golf club. The event was hugely successful with a number of golfers turning up at the club, which boasts some of the best facilities in the province. Meanwhile, a number of golfers from around the North West have succeeded in the various tournaments that they have been competing in. Aubrey Beckley from Potchefstroom triumphed in the Ekurhuleni Open, becoming the first player from the North West in several years to win a provincial tournament. Henkie Pretorius, who comes from Klerksdorp, finished third in the Mpumalanga Open; while Aldre Terblanche from Klerksdorp won the Louis Oosthuizen National Junior Club Championships, held recently in Clarens.

South Africa’s 100m record holder, Simon Magakwe has been training in Luka as he looks to improve on his time ahead of the African Championships to be held next year in July.

Ardent athletics followers will remember how Magakwe won a bronze medal in the 2010 African Championships that were held in Kenya’s capital city, Nairobi. Leseding News recently caught up with the 27-year-old athlete, who explained his reason for choosing to train in a remote area.“I decided to train in Luka, away from all the noise and distractions associated with the big cities,” Magakwe said. “This area is also the home of one of the best coaches around, Eugene Thipe; so this also influenced my decision to relocate to Luka,” he added. “Besides the African Championships, I also hope that I will be able to qualify for the next edition of the Commonwealth Games,” he explained. Earlier this year, Magakwe won his fifth national title in the 100 metres at the SA Senior Athletics Championships. He finished his race in a time of 10.45 seconds, staving off an attack from Henrico Bruintjies, who finished second with 10.58 seconds. This was Magakwe’s fifth consecutive victory in the same competition. “I am hoping that I will be able to improve on my time and I am working hard on this during training,” the athlete said. Magakwe hopes that through his efforts, more children from the North West province will take up athletics as a sport. “Athletics is not a very prominent sport among youngsters,” he pointed out. “Most children choose to play soccer, rugby or cricket and I hope that by setting an example, I will be able to inspire more young people to not only take up the sport but to also make a living from it,” he explains.

Earlier this year in May, the executive mayor of Rustenburg – Mpho Khunou – enunciated his vision for a “World Class City, Where All Communities Enjoy a High Quality of Life” in his budget speech for the 2013/14 – 2015/16

financial years. He aptly captured the words of Atraeyee Purkait: “Change is the rolling stone…Continuous and driven by cause, Desiring a change is not enough…Moulding oneself with

the change is the game,” setting the tone for the delivery of his medium term expenditure framework. Captured below are the salient parts of his eloquent speech:

On consulting residents Submissions, views and comments from the pub-lic were captured by the city to put it in a stronger position to execute its mandate. Not all comments and suggested actions were practical and not all comments could be accept-ed. Numerous of the comments and responses have however been given effect to, as is evident from the revisions made to the Budget.

On Facts and FiguresThe total anticipated revenue for the next three financial years (MTREF) is R 8.727 billion which has been apportioned as follows:R2.73 billion in the 2013/14 financial year, R2.912 billion in the 2014/ 15 year and R3.085 billion in the 2015/16;For the 2013/14 financial year total revenue is anticipated to grow by 1.44 %;In respect of the two outer years total revenue will grow in the order of 4 and 5.62 % respectively. This translates into an aggregate revenue growth of just over R290 million.The cornerstone of any budget is a sound operating revenue framework. A major contributing factor to our projected income is electricity sales. It is anticipated that our revenue from electricity sales will decrease by 11.89% to R1. 126 billion in 2013/14 and increase in the outer years by 7.17% and 7.29 respectively. In respect of the outer years we expected water revenue to grow by about 6.51%. Revenue for sanitation will surge by 5.93 in 2013/14 and 6.06% and 6.04% respectively in outer years. A major threat to our revenue budget remains the unacceptable level of payment of services in some of our areas. If we are to accelerate service delivery and ameliorate the living conditions of many of our residents tide has to turn.

On water lossesThe municipality is going to continue with the water demand management programme that was beefed up in this financial year. For the next financial year, the allocation for this initiative will be R7,5 m. This excludes other isolated allocations driven to deal with the programme e.g. smart metering, upgrading of infrastructure. The allocation is a 47% increase to the current financial year and more than 100% increase from the 2011/12 financial year’s allocation. Initiatives earmarked for this programme include: Leakage detection survey, Leak detection repairs, Illegal connection investigation, Meter accuracy investigation, Reservoir assessment, Meter reading Investigation, Automation of pump stations, Smart metering- Automated Meter Reading, Zone 9 (RTB 9) Bulk meter and valve repairs and Logging of draw of points.

On upgrading of infrastructure to curb water lossIn the 2013/14 financial year, the municipality will be implementing the second phase of upgrading of telemetry system to include all reservoirs and pump stations in the system for remote monitoring and curbing of reservoir over flows. The first phase in currently underway at the cost of R1, 5 m and phase 2 will cost R6 mThe completion of this project will make available more potable water for domestic use to the community of Rustenburg. The allocation for the project is R10 million.Additional projects earmarked for 2013/14 and 2014/15 financial years.

On Electricity lossesAn extensive verification exercise was undertaken to establish the real extent of our electricity losses. The exercise has confirmed these losses to be to the tune of 17%. Whilst this is not as high as originally thought we take this matter seriously and it will receive attention in the next three financial years as follows: Energy Management Team (EMT) will be established and its main tasks will be: Consumption investigation System check for installations for by-passing of meters and tampering;Correct wiring of meter i.e. CT meters not reading full consumption;No meters in premises i.e. direct connection on grid. A system will be developed to identify low consumption consumers. It is important to note that in some areas there is a consumer base i.e. from very low to high consumers. Areas will be divided into transformer or mini-substation zones based on the network diagram. Energy meter (check meters) will be installed at these to cross-check the total energy flowing out of transformers and mini-substation as all meters (domestic, business and bulk) will be linked to the main meter in the transformers/mini substation. A pilot project will be initiated on installing common base type smart meters. All maximum demand meters are to be replaced with programmable electronic meters to eliminate the error of incorrect reading be taken by meter readers, as previously found.

On Welfare projectsWe have budgeted R 2.1 million for Youth, Gender, Aged, People living with Disabilities, and Children Projects. For Youth Development Programmes we have made a provision for skills training (i.e. welding, plumbing etc) , upgrading of the Youth Advisory Centre, life skills, leadership programmes and career guidance for youth in and out of school. The youth co-operatives (Clean City Programme) that were established in the 2012/13 Budget will also find expression in our 2013/14 Budget in continuation of the programme.We have committed ourselves to support gender based programmes (i.e. Women’s Months, Women’s Summit, 16 Days of Activism against women and children abuse). On issues of people living with disabilities, we are looking forward to the re-establishment of the Disability Forum for coordination of Skills Development programmes for people living with disabilities.

On Social Development and Community ProjectsWith regard to Social Development and Community Projects, we have budgeted R 3.3 million towards Social Upliftment Programmes. We will give support to our NGO, CBO, NPO and FBO programmes, Educational Support Centres, Skills Development Programmes (i.e. Sewing, farming, building) and relief for disaster hit areas.As part of job creation, we will establish co-operatives that will be focusing on Waste Recycling Programmes.

On improving the living standards of AfricansThis year’s celebration also coincided with the 50th Anniversary of the founding of the fore runner to the African Unity, the Organisation of the African Unity.At its formation on the 25th May 1963 in Addis Ababa, African leaders across the length and breadth of the continent committed themselves towards the progressive realization of a number of pertinent and fundamental objectives.It is against this background that as Rustenburg Local Municipality in presenting our budget we reiterate our stoic determination to improve the living standards of all our residents. We are also pleased that our budget pays special attention to so some of the key tenets of the National Development Plan such as; Job creation, Expansion of infrastructure, Transformation of urban and rural spaces.

On the mayoral study bursary fundIn order to address skills shortage we will continue to fund and encourage learners who are doing Maths and Science to study Engineering, Information Technology, Communication and Accounting. We will also give support to our Grade 12 learners through our Extra Lesson Programme (Saturday School) and School of Excellence Academy.

On Local Economic Development (LED) The Rustenburg Local Municipality is positioning itself to accelerate socio-economic development drive through ground breaking intensive projects. In the process we are going to propel our Vision of “World Class City, Where All Communities Enjoy a High Quality of Life” to the next trajectory. As a result, we are targeting some of the following major catalytic projects to create the much needed jobs and entry of SMMEs in the mining sector:Establishment of a Mining Supplier Park, where we are encouraging suppliers to the mining industry to relocate to Rustenburg and partner with local companies through equity funding sourced from National Empower Fund. Land has already been identified and feasibility studies will commence soon.The second project entails partnership with the Department of Trade and Industry to establish a multi-million project called the Platinum Hub which is Special Economic Zone (SEZ) project funded through Public Private Partnership. We will be encouraging strategic alliances such as equity, license agreements, distribution agreements, joint production and supply to the mines. SMMEs are therefore urged to register with us with comprehensive profiles so that we can conduct company audits to establish partner-readiness. We are planning to host the first inaugural Mining Summit from the 28th to the 30th of August 2013 at the Civic Centre. The aim is to address fundamental issues of Job Creation, Local Procurement, Mining Supplier Park, Beneficiation and Small Scale Mining.

On tourism enhancement 235 million people are employed worldwide in the tourism industry with 935 million international travellers and currently generating over US$ 1 trillion per annum in direct earnings. As a city we are busy with Tourism Route Development to capture some of this market and generate the much needed jobs.The centre core of the route will be within our Tourism Cluster linking Rustenburg Show Grounds (with a face lift of R 2million), the Visitor Information Centre (with a face lift of R 6million), Paul Bodenstein Park (with a face lift of R 8 million) and our Civic Centre which is being renovated. These will become the face of Rustenburg, with close proximity to the N4 linking Gauteng. We are planning to launch the Route in November 2013, when we will be hosting the International Music & Lifestyle Concert. So Macufe, International Cape Town Jazz Festival, Moretele Park Music Festival as well as the Standard Bank Jazz Festival should know that Rustenburg Local Municipality is soon to become a force to reckon with.

On parks, sports and recreational facilitiesIn the 2013/14 financial year we will continue with work we have started of restoring the Paul Bodenstein Park to its former glory as well as the establishment of the Amusement Park in Tlhabane. The development and upgrading of sports facilities will receive attention through an allocation of R10.92 over the medium term expenditure period.The highlight of the work we will continue to do is the continuation of the upgrading of the Civic Centre for which an additional R 3m has been provided.In excess of R3.57 million will be spent in the next three financial years to improve provision of library services.

On land acquisition As part of promoting of alleviation of our housing backlogs a further allocation of R6 million has been made to acquire more land. This is over and above the R27 million provision in the current budget most of which has already been spent. A large proportion of land that has been secured will be used to advance our Informal Settlement Upgrading Programme. About R 10 m which has been secured as a result of a land swap with Impala will be used for the Yizo Yizo informal settlement programme.HousingR33 million has been allocated for Social Housing Development in the Boitekong 16 Integrated Housing Settlement. This is over and above an amount of around R10 million for provision of infrastructure intended for the project. Once completed, this project will yield in excess of 3300 housing units.

On Rustenburg’s agricultureWe all know that agriculture is the backbone of any growing economy. With large tracts of land in rural areas, we are working with mines, traditional structures, cooperatives and counsellors to grow and sustain this very important sector. Agriculture used to be one of the dominating sectors in Rustenburg and this has changed over the years.For the 2013/14 financial year, we have partnered with Anglo American for a Commercial Vegetable Project in Phatsima on a 50/50 basis wherein both parties will contribute R 7,5 million to empower local cooperatives.

Public Safety Public Safety will receive an allocation of just over R15 million most of which will be spent in Emergency and Disaster Management Services. On the part of our officials the time for low expenditure levels on the capital budget has to come to an end in 2012/13.On the part of our residents, the culture of non-payment for services has to come to an end. Rustenburg – a historical backgroundThe Rustenburg Local Municipality was established by North West Provincial Gazette No 5574 dated 29 September 2000 in terms of Section 12 of the Municipal Structures Act, Act 117 of 1998. In accordance with this notice, existing municipalities were disestablished and the new Rustenburg Local Municipality came

into being.The Rustenburg Local Municipality was established as a Category B municipality with an Executive Mayor and Ward Committees. After a major restructuring and transformation process during 2001/2002, the Rustenburg Local Municipality is entering

its fourth year of operation in its current framework. The Rustenburg Local Municipality consists of two interlinked organisational streams; the one providing political leadership and governance and the other performing the operational and administrative functions.Rustenburg Local Municipality is governed

by 72 Councillors. A total of 36 councillors are elected on ward representation, whilst 36 are from a system of proportional representation. The Ward Councillors are responsible for conveying local concerns and issues to the Council. The Council, the city’s highest decision making body meets once a month.
