Question: What is ICAO’s role in International operations?Answer: Establishing Standards and Recommended Practices (SARPS). It is a requirement for U.S. civil operators to comply with standards unless an exemption has been issued or the U.S. has filed a difference. For example, a part 135 operator that lands in Bermuda might be ramp checked to determine if they meet ICAO Annex 6 standards, such as having an SMS process in place.SARPS are used by States as a basis for their regulatory system and/or these may be included in their AIPs.

Instructor will point out where exemptions can be found.

Question: Do ASIs have access to ICAO documents? Why or why not?Answer: ICAO web site is no longer available through FSIMS, and you need a user name and password to access it as of October 2011.

Question: Do operators need to have all the Documents and AIPs for the country to which they are flying?Answer: Most people rely on vendor-supplied materials but it is the operator’s responsibility to have current materials.

To access ICAO Documents:1. Go to http://portal.icao.int2. Fill out the profile and state that you are

under the "ST_US" group. Once you send the email request to ICAO, ICAO will then send you a New Account Request Confirmation email.

A number of these ICAO documents are available for purchase. Because of the cost of the initial purchase and maintaining the currency of ICAO documents, industry usually does not purchase these documents.

ASIs should not distribute these documents to industry. This is an FAA privilege.

Question: Does Oakland own the airspace indicated in the graphic?Answer: No, international waters are ICAO airspace that is delegated to specific countries for management. For example, the Oakland Oceanic Air Route Traffic Control Center (ARTCC) manages most of the Pacific airspace. This airspace is also called the Oakland Flight Information Region (FIR).

Oakland is the biggest FIR in the world.

1. ICAO Doc 7030 – Regional Supplementary Procedures Specific to NAT

SL-11-IGM

Regional Supplementary Procedures have information specific to geographic areas.

Open the link for Doc 7030 and go over table of contents and requirement for NAT Track message.

Some examples of Doc 7030 NAT-specific guidance are as follows: If an operator flies in or above North

Atlantic Minimum Navigation Performance Specifications (NAT-MNPS) Airspace, they are required to have a current NAT track message onboard

If a crew notes that an Estimated Time of Arrival (ETA) passed to Air Traffic Control (ATC) for the next compulsory reporting point is in error by 3 minutes or more, they are required to advise ATC with an update

This is important due to current longitudinal separation.

Let’s take a look at the communications failure procedure in Annex 2 and see how it relates to another ICAO document (Doc 7030).

You should recall in a previous slide, Annex 2 Communication Failure guidance and the reference to a regional agreement Pacific North Atlantic

Click on each picture on the slide to open the document and review the relevant Communication Failure guidance.

When operating over the high seas, U.S. civil operators are required to comply with ICAO Annex 2 unless amended by regional agreement as noted in ICAO Doc 7030 for that specific geographic area.

It is very important for operators to know area specific communication failure procedures.

For example, a U.S. civil operator under part 135 might be ramp checked in France to determine that they meet the Annex 6 Part 1 fuel standards to conduct oceanic operations.

CAA Inspectors use the European Aviation Safety Agency (EASA) checklist (tailored to their respective countries) when conducting ramp checks.

Question: If an operator is not compliant with Annex 6, what corrective action can be initiated by a CAA inspector?Answer: There are some cases where operators have been told to not return to that country’s airspace until compliant with areas of Annex 6 Part 1. Let’s take a look at ICAO PANS-ATM Doc 4444. Topic areas inlcude:

General Provisions for Air Traffic Separation Methods and Minima Automatic Dependent Surveillance –

Communications (CPDLC)

Click on the ICAO 4444 PANS ATM link on the slide to open and briefly scan through it.

Even though Doc 4444 has references to ADS-C and CPDLC for oceanic Data Link operations the source document is the GOLD.

Procedures Related to Emergencies, Communications Failure and Contingencies

Strategic Lateral Offset Procedure (SLOP)

It is very important for operators to know area specific communication failure procedures.

The contingencies noted include the folowing: Single Aircraft Offset Procedure

(Turnback or Divert) Weather Deviation Procedure

The SLOP procedure was originally incorrectly listed in the contingency section of Doc 4444 but was subsequently moved to a separate section since SLOP should be Standard Operating Procedure (SOP) and not just for contingencies.

1. Where will you find guidance in Annex 10 for oceanic CPDLC and ADS-C?Answer: Vol II Ch 8 has limited information on CPDLC and Vol III has information on ATN. See reference document Global Operational Data Link document (GOLD) for oceanic Data Link operations.

Explain that we will later go into detail on the GOLD document.

2. Does PANS-ATM Doc 4444, contain any information on the SLOP? If yes, where?Answer: Yes. It is found in Chapter 16.

Under TCAS for example ACAS II means TCAS II version 7 or better.Ver. 7.1 mandate in Europe planned for December 2015 based upon the aircraft weight or pax configuration and whether or not it’s a new aircraft.

1. Altimetry Terms and DefinitionsSL-24-IGM QNH – local

airportQNE – the “e” is en route. QFE - on the ground the attitude is zero.Click on the International Altimetry link to review the document.

QFE is the standard in the Commonwealth of Independent States (CIS). When the altimeter is set correctly to QFE, the altimeter will show zero elevation at touchdown.

Some areas of Russia and the CIS are now using QNH.

Altimeter setting procedures outside the U.S. and Canada are significantly different and can lead to serious errors if not properly performed.Only the U.S. and Canada have a fixed transition altitude of 17,500 and a fixed transition level of FL180.In other parts of the world, transition altitudes vary from country to country and airport to airport. Crews should review the approach plate or monitor the ATIS for transition altitudes/flight levels.Transition levels vary daily with weather conditions and are issued by ATC.

Approach Control in some countries will issue a QFE setting. It’s imperative that the correct altimeter setting is clearly understood.
