The German coastal areas of Baltic and North Sea belong to the most highly frequented shipping routes world-wide.
This high traffic density calls for effective contingency measures to assure maximum safety and protection of environmentallysensitive and endangered areas.

Pollution of maritime and coastal areas can not be avoided totally.
The Environmental Ministries of the fiveGerman coastal states, together with theFederal Ministry of Transport, Building andHousing, therefore developed a computer aided contingency plan to support the landbased combat of oil and chemical spill incidents in coastal zones.
Objective
The objective of the VPS-System is the collection, storage and presentation ofinformation useful for supporting the prevention and combating of pollution incidents.
The VPS-System deals with several data types:
• Alphanumerical data
• Geo-data
• Text data
• Photo/image data
• Video data
GIS
The main function of the Geographical Information System (GIS) in theVPS system is to provide the geo-data and enable data analysis.
Data visualisationin GIS as a MapTip(text box in upper section) or as information fromthe database.

Geo-referenced data in the database can be searched using the buttons.

Sea maps contained in the digital map stock of VPS delivers nautical informations for pollution combating in coastal waters.

The inclusion of up-to date areal photographs delivers actual informations of highdynamic coastal areas.

The co-ordinate transformation tool and the use of drawing elements allow the productionand reproduction of operational maps.

The database visualises the alphanumerical information inergonomically designed user interfaces and links these with the otherVPS modules.

This mask shows the basic data set of combating equipment and allows a quick view ofdata on the equipment implementation status, maintenance state and suitability fordifferent types combating.

This hierarchic type of visualisation is used in the VPS system for semi-graphic presentation of data in the address and equipment databases, and the registration of the coastal and combating zones.
Photo Documentation
The photo documentation of the entire coast facilitates quickdecisions on pollution combating action as it allows an immediateassessment of the local situation.

Using the large shaped digitized photos, video files generated by the aerial photographs, the alphanumerical data and the geo-data from the GIS, a task force willeasily be able to plan pollution combating measures from the shore or a test scenario, to supervise them and reenact them.
Manual
The former paper manual is now available as a user friendly electronic book.

The manual provides information on e.g. exemplary combating strategies, parameters ofpolluting materials handled in German ports and suitable combating equipment and their use.
The manual as integrated part of the VPS system is also practicable as single application andis prepared for the Internet.
