This refers to your license amendment request. Enclosed with this letter is the amendedlicense. Please note that your license was written in a format compatible with the revised 10CFR Part 35, effective October 24, 2002. The facility at Building T-2 may be released forunrestricted use.
In accordance with NRC Regulatory Issue Summary (RIS) 2004-17: Revised Decay-In-StorageProvisions for the Storage of Radioactive Waste Containing Byproduct Material(http ://www.nrc.qov/reading-rm/doc-collections/qen-comm/reg-issues/2004/ri200417.pdf), yourlicense has been modified. Your license now contains a revised decay-in-storage (DIS)condition. This revised condition-permits greater flexibility for DIS of waste by eliminating a
.specific holding period prior to disposal. Please review the RIS 2004-17, and the revisedcondition carefully to ensure that you understand its requirements.
Please review the enclosed document carefully and be sure that you understand and fullyimplement all the conditions incorporated into the amended license. Please note the lastcondition on your license indicates that, "This license condition applies only to those proceduresthat are required to be submitted in accordance with the regulations." Therefore, anyprocedures submitted that were not required by regulation to be submitted, e.g., calibration ofdose calibrators, will not be considered a part of your license and were not reviewed during thelicensing process. These procedures will be reviewed during inspections, as necessary. Ifthere are any errors or questions, please notify the U.S. Nuclear Regulatory Commission,Region I Office, Licensing Assistance Team, (610) 337-5239, so that we can provideappropriate corrections and answers.

12. In addition to the possession limits in Item 8, the licensee shall further restrict the possession of licensedmaterial at a single location to quantities below the limits specified in 10 CFR 30.72 which requireconsideration of the need for an emergency plan for responding to a release of licensed material.

14. Notwithstanding the requirements of 10 CFR 35.49(a) and (b), 35.100, 35.200, 35.300, 35.400 and35.500 the licensee may use for any medical use any byproduct material or reagent kit. The licenseeshall possess and use byproduct material for medical use in accordance with the prescriptive andperformance criteria in the other sections of 10 CFR 35. This does not relieve the licensee fromcomplying with applicable U.S. Food and Drug Administration (FDA) and other Federal and Staterequirements.

These activities shallbe performed by a person specifically licensed by the U.S. Nuclear Regulatory Commission or anAgreement State to perform such services.

21. The licensee is authorized to hold byproduct material with a physical half-life of less than or equal to120 days for decay-in-storage before disposal without regard to its radioactivity if the licensee:
A. Monitors byproduct material at the surface before disposal and determines that its radioactivitycannot be distinguished from the background radiation level with an appropriate radiation detectionsurvey meter set on its most sensitive scale and with no interposed shielding; and
B. Removes or obliterates all radiation labels, except for radiation labels on materials that are withincontainers and that will be managed as biomedical waste after they have been released from thelicensee;and

C. Maintains records of the disposal of licensed materials for 3 years. The record must include the dateof disposal, the survey instrument used, the background radiation level, the radiation level measuredat the surface of each waste container, and the name of the individual who performed the disposal.
