1. General Purpose
The purpose of this Letter of Agreement (LoA) is to define the coordination procedures to be applied between ACC Ljubljana (LJLA_CTR), ACC Wien (LOVV_CTR), APP Maribor (LJMB_APP), APP Graz (LOWG_APP) and APP Klagenfurt (LOVK_APP) when providing virtual air traffic services (ATS) to General Air Traffic (GAT) and IFR/VFR Operational Air Traffic (OAT) on the IVAO virtual network. These procedures are supplementary to those specified in real life ICAO regulations, IVAO regulations, Community Regulations, inter-State or inter air traffic service provider’s agreements and/or all other National documents.
2. Operational Status The parties shall keep each other advised of any changes in the operational status of their facilities and navigational aids which may affect the procedures specified in this LoA. LoA document must be reviewed at least annually by all two parties.

5.2. Delegation of the Responsibility for the Provision of ATS In the interest of a safe and expeditious flow of virtual air traffic, IVAO Slovenia Division and IVAO Austria Division (the parties) have mutually delegated the responsibility for the provision of ATS along the agreed Lines of Responsibility (LoR). The parties reserve the right to revoke this delegation at any time. When providing ATS, ACC Ljubljana and ACC Wien / APP Klagenfurt shall observe the airspace classification applicable within the airspace concerned.
5.2.1. ATS delegated »Sector MURA« to ACC WIEN In the volume of airspace of FIR Ljubljana situated east of RUSE Line ATS is delegated to ACC Wien. Vertical extent: FL 125 – FL660. (See Map 2 below)
5.2.2. ATS Delegated Area DRAU SOUTH to ACC LJUBLJANA Volume of airspace of FIR Wien situated South of SOBOTH Line. Vertical extent: FL165 – FL660. (See Map 2 below)

7. Direct Routings (Free Route Airspace) Without individual coordination all IFR flights may be cleared to the next published waypoint contained in the filed FPL located outside the transferring sector’s area of responsibility, provided that:
• the original accepting sector remains the same; • the buffer of 3 NM to the South East Common Sky Initiative Free Route Airspace (SECSI
FRA) outer border is observed. Note that RADLY is located outside the AoR of ACC Wien The responsibility for coordination of aircraft on a direct routing rests with the originating unit, in case neighboring sectors/units are penetrated additionally. Termination of approval for direct-routing can be ordered in written only by Divisions HQ (Division DIR/ADIR or Division FIR Chiefs) for justifiable reasons and for a limited time only. 8. Transfer of Control and other rules
The transfer of control takes place over the agreed Lines of Responsibility (LoR) unless otherwise coordinated with competent on-duty ATCO. Transfer of communications shall take place not later than transfer of control. Transfer of communication shall normally occur 2 (two) minutes before the ACFT reach agreed LoR. Traffic shall be transfered from one ACC to another with horizontal distance between the ACFT not less than 10 NM within 5 minutes flying time (maintaining this distance or increasing) after passing the LoR unless vertical separation exists. When an RVSM approved aircraft is unable to continue to meet the vertical navigation accuracy required to operate within the EUR RVSM airspace, the transferring center shall inform the accepting center of that information through COMM Box communication using the term "C/S - UNABLE RVSM«. Aircraft without RVSM approval shall be transferred below FL285. For any proposed deviation from the conditions specified for transfer of control the transferring unit shall initiate respective coordination. If the accepting center cannot accept a flight offered in accordance with the conditions specified above, it shall clearly indicate its inability and specify the conditions under which the flight will be accepted.
8.1. Specific Points for Transfer of Control and Transfer of Communications
8.1.1. Release Area RADLY Volume of airspace of FIR Wien situated South of RADLY-Line. Vertical extent: FL165 – FL660 (See Map 2 at page 7) Flights from ACC Wien to ACC Ljubljana via Release Area RADLY shall be transferred to ACC Ljubljana before entering the Release Area RADLY. The separation minimum shall be 5 NM or 1000 FT/2000 FT according to EUR RVSM regulations between all traffic within the “Release Area RADLY”.
8.1.2. Arrivals at LOWG Arrivals LOWG planned via RADLY shall be cleared 9000 FT QNH Ljubljana and shall be transferred to APP Graz passing an arc 10 NM south of RADLY. These flights are released for further descent to 8000FT QNH Ljubljana and for turn to VAGIL when passing an arc 10 NM south of RADLY, provided they will enter AoR of APP Graz overhead or east of RADLY. VFR-flights at 3500 FT AMSL or below with destination LOWG shall be transferred direct to Graz TWR (LOWG_TWR) if present on IVAO network.

9. VFR Flights Unless specially authorized by the respective ACC, VFR flights shall not be operated above FL 195. Such special approval shall not be granted for en-route VFR flights. For departure and arrival from/to controlled and uncontrolled airports VFR traffic shall use VFR reporting points prescribed on the charts. All VFR flights above FL165 shall be transmitted to Ljubljana FSS and Wien FSS. When FSS is not present, ACC Ljubljana and ACC Wien take responsibility for ATC. The table below shows the requirements for coordination with the adjacent unit at or below FL165. Whenever a flight is not proceeding via a published Coordination points - COP (as listed in the table below) best judgement shall be applied under which circumstances an estimate is required (taking into account airspace classification, further routing after COP, aircraft performance, etc.)

10. Validity This Letter of Agreement becomes effective 15. May 2019, and supersedes any previous Letter of Agreement between ACC Ljubljana and ACC Wien.
