    We the Directors of the Confederation of Truckers Associationof the Philippines (CTAP) on behalf of our members would like toirrrplore the help and assistance of your good of1ice in connectionwith the perennial port congettion problem at South Harbor ManilaPort prenri+es. Verily, the aforenrentioned problem hampered theaustainable mobility of containef cargoes to the prejudice of ournational economy. Worst, the City of Manila implernented a day timetruck ban under Ordinance Ncl. 8336 that add rnore burdened andwtlr.'iened the Port congestion because it limits the time of truckoperators to pull ottt corrtainers frorn the port, Consequently, clamorfor ggyernment intervention by all sectois d.irectly affected by theport congestion and Manila truck ban wf,s very strong and evident,hence, a 24 Hours Expresu Trade Lane was granied to truck operator$,

    Urrfortunately, as c$mffionly obuerved despite the grant of the2+ Hour Expresn Trade Lane the probrem with regard to portcongestion and moving out and entry of containers f** the portpremises renrain constant. Thus, the $ector being directly affectej bythis problem. we coflducted qur own investigation and consultationto our-respective Hlernbers to properly determined the root cause ofthe problern - Resultantly, based rrn our investigatipn andconnultatiory we determined that the cau-qe of tlus perennial problernof port congestion is the inefficient and ineffective pr:rt managernentoperations most particularly with the Asian Terminsl lncoritratecl(ATI)' Its already our problem decade ago hefore the implementati*n

    In connection thereto, we would like to invite the attention ofyour good office with regard to actual operations and situation.$ atAtiian Terminal Incorporated (ATI) and the problem faced by ourmember truck operators therein, to wit;

    1' The ATI has no snfficient equipment that woulclcommerl^surate to the dernands of their daily port operations. Thus, tosolve this problern, the ATI shall be required to pwchase thenecessary additional equiprnent in order to fully utiliae their dailyoperation to the berrefits of all concemred.

    2. The port management systern adopted and implernented bythe ATI was higFrly vulnerable to corruption wherein our mombertruck operetors are rnade to wait and 4uf for 4 tp I hours due to thealleged non-availability of slots as advised by the checker/ernployeeof Shipping Lirtes. However, it i+ a common knowledg* tfrat if amonetary consideraHon be given that rantes from 300 to 800 pesosper slot would imrnediately be available. To rernerty this problem, theemPty slot available to att stripping line must be publish on a bulletinboard oPen to truckers/drivers and not being controlled by thechecker:/employee of the shipping lirres,
