Subject: Relaxation of qualifying service for the post ofDy. Director of Administration & Administrative Officer.

Sir,In pursuance of your office letter No.A-l/10/2011-S-Ii/2723

dtd.30/10/2015 and Dtd.4.1.2012 (Annx.1) it is relevant to mention that, as perDoP&1's OM vide No. AB.14017/61/2008-Estt.{RR} dated 24/03/2009 (Annx.2)and No.AB.14017/48/2010-Estt.{RR} dated 31/12/2010{Para 3.12.2), (Annx.3)the post of Admini,trative Officers in Prasar Bharati should be filled-up from theexisting Assistants those who have rendered 5 years qualifying service asAssistant instead of 7 years as maintained till date by the Prasar Bharati.

Secondly, it is once again informed that due to non-implementation theGovernment guidelines, which the posts of Dy. Director of Administration arelying vacant which 'S obstructing avenue of growth of Administrative Staff.

Thirdly, In the letter of Min. of I & B No. 515/75/2014-{BAE}dtd.17/02/2016, the Ministry is pressing hard to hold DPC for promotion of AllGroup A Officer (Annx.4)

As such, it is requested that the process which has been initiated to relaxthe qualifying service for the post of Dy. Director of Administration by the PrasarBharati vide letter cited above, may be expedited with the Ministry of I & B toresolve the scarcity of qualifying candidates for filling-up the vacant posts with aview to betterment of employment and servicf'

It is also relevant to mention that the Prasar Bharati has the powers toallow in-situ or Ad-hoc promotion from the existing I.A. / Sr. A.O. and Assistantto the post of DDA & A.O. respectively as a measure of immediate relief whichhas been extended to other cadres.

We would request you to consider th¢ facts stated above regarding theproblems faced by I A / Sr. A. O. & Assistants/ Head Clerk in AIR & Doordarshan.
