New supporting information for inspectors and Mental Health Act reviewers addresses the risk factors of closed environments

We are giving inspectors and their managers new supporting information about how to identify and respond to 'closed cultures' in services.

People are more at risk of abuse and human rights breaches when a service has a closed culture. This new supporting information includes risk factors and warning signs of closed cultures in health and social care settings and how inspectors and their managers should consider and respond to these.

Evaluation of Mental Health Interventions Martin Knapp July 2019 Oxford Research Encyclopedias Mental illnesses are highly prevalent and can have considerable, enduring consequences for individuals, families, communities, and economies. Despite these high prevalence rates, mental illnesses have not received as much public policy commitment or funding as might be expected. One result is that mental illness often goes unrecognized and untreated. The resultant costs are felt not only in healthcare systems, but across many other sectors, including housing, social care, criminal justice, welfare benefits, and employment. This article sets out the basic principles of economic evaluation, with illustrations in this mental health context. It also discusses the main practical challenges when conducting and interpreting evidence from such evaluations. View Article

NHS Property Services NHS Property Services (the Service) manages NHS properties in England. In an inquiry into its operation, the PAC found that the Service lacks the powers of a commercial landlord and has inherited a range of longstanding issues. However, it is unacceptable that 70 per cent of its tenants (NHS organisations and some GPs) do not have rental agreements. Disputes over the accuracy of its bills has led to debt almost tripling to £576 million and a further £100 million being written off. The PAC states that urgent action is needed to overhaul this broken system.

In a new blog, GP and clinical leader Dr Karen Kirkham explores why leaders in health and care

systems need the ability to lead across boundaries and among communities to successfully deliver

integrated care. It’s a leadership style that will also need to forge closer ties with social care, the

voluntary sector, patients and carers, and the wider landscape of partners such as housing and

education. Working in this way has already seen some great results emerge from Dorset ICS such

as that of a primary care network reducing emergency home visit requests to care homes by 60%

Enhancing services as a primary care network

Six practices in East Dorset are working together as a primary care network to broaden their

workforce and provide a more efficient service for their patient population. They have introduced

new responsibilities for roles including clinical pharmacists undertaking medical reviews and

paramedics conducting home visits, with an aim to reduce pressure on GP workload and improve

local GP retention. The changes have resulted in patients reporting an enhanced service in all

aspects of primary care, particularly in terms of diagnostics, musculoskeletal problems and fast

Designing digital skills interventions for older people This report brings together recommendations for designing digital skills interventions for older people with care and support needs. It draws on insights from two pathfinders, which were funded by NHS Digital and supported by Good Things Foundation as part of the Widening Digital Participation programme. The pathfinders generated insights on small system-level changes that can embed digital inclusion in social care support and on factors influencing digital inclusion within social housing schemes.

NHS whistle-blower support scheme to roll out across the country

The NHS in England is to roll out dedicated support for members of staff who raise the alarm on

unsafe practice. Following successful pilots, the NHS will soon offer practical support to any

doctor, nurse, or other worker across the country who needs additional support to build their

career after raising concerns at work. The scheme will offer staff career coaching, shadowing

opportunities, work experience, CV writing advice, interview skills practice and resilience training

to former or current members of staff who have blown the whistle on poor practice.

Introduction of nursing associates - year 2: evaluation report This evaluation draws on three online surveys of trainee nursing associates (TNAs), which received 2,477 responses in total and 12 deep-dive enquiries. Line managers were also surveyed in the second year of the programme, with 531 responses received. It also draws on the analysis of key programme data, information from the regular TNA communities of practice events, and economic analysis of the programme and role.

However, the GMC states that health services must prioritise strategies to retain UK and non-UK trained doctors, and develop supportive workplace cultures with compassionate leaders.

Mental illness employment support

A new partnership in South Yorkshire and Bassetlaw ICS is looking to support those with severe

mental illness who want to stay in or find work. With rates of employment lower for people with

mental illness than for those with any other health condition the ICS has awarded funding to an

innovative public and voluntary sector partnership to deliver a new service. This will see an

increase in the number of Individual Placement and Support employment specialists supporting

patients with severe mental illness in finding sustainable employment. Read on.

Using population health management to work differently

Lancashire and South Cumbria ICS are using population health management to crunch data on

demographic and activity trends to forecast population demand on their health and care system.

This new way of working sees them able to establish the cause behind health deterioration in

different population groups and future impact on patients and services. Finding and getting to

these patients early enough could prevent or delay the onset of complex and debilitating

conditions which would not only improve that person’s health but would avoid cost increases

Research conducted by Insuring Women’s Futures on risk patterns highlighted the six 'moments that matter' in the lives of British women – these are used as the basis for this research.

NHS Long Term Plan 2020 - Transition, Integrate, Improve 29th of April 2020 - RSM, London The NHS Long Term Plan and its accompanying operating model, based on the principles of co-design and collaboration will provide the framework for local planning for the next five years and beyond. Existing commitments in the Five Year Forward View and national strategies for cancer, mental health, learning disability, general practice and maternity will all continue to be implemented in 19/20 and 20/21 as originally planned.
