• Protect the whole library/One Stop Shop service in Cornwall whilst meeting the budget savings(£1.8million)

• Re- engaging with those who expressed an initial interest to make arrangements for more detailed discussions

Further Staff Engagement events taken place to discuss potential models of service delivery including:

• Co-location, aligned to Property Rationalisation Strategy.

• Partnership working • High level income generation/sponsorship• Technology solutions

Power of General Competence

• An alternative approach would to set up a new local voluntary organisation to ‘host’ services. It is possible to set up either a Community Interest Company (CIC) or Charitable Incorporated Organisation (CIO) with Town or Parish support to operate services.

• There are many examples of voluntary organisations operating local services within Cornwall, e.g. Saltash Gateway CIC runs a number of services and is in the process of agreeing to take on a new building through Cornwall Council’s devolution process. • Some existing voluntary organisations may be interested in helping Town and Parish Councils to explore these ideas
