Reciprocity

USEPA 40CFR Part 745 Toxic Substance Control Act (TCSA) Section 402

requirements for lead-based paint in target housing and

child occupied facilities

Purpose is to ensure individuals conducting lead based paint

activities are properly trained and certified, training

programs are accredited, and activities are conducted

Reciprocity – what does it mean?

Reciprocity addresses the transferability of training

course curricula between EPA authorized states

Reciprocity covers the training that is needed to apply

for certification in the lead disciplines in each state.

Reciprocity does not allow you to apply your license or

certification to different states.

New Hampshire

Offers licensing and certification for five disciplines

(worker, supervisor, contractor, inspector, and risk

assessor)

Licensing on a June-June cycle for workers, supervisors,

and contractors

Licensing on a January to January cycle for Inspectors

and Risk Assessors

Fees are pro-rated based on date licensed

New Hampshire

To apply for reciprocity the following is needed:

A completed application

A copy of the current license issued by another state,

Tribal Nation, or the EPA;

A copy of a valid initial or refresher course

completion certificate

Passing of both the EPA and NH exams (required

every 3 years)

Connecticut Licensure

Lead Abatement Contractor License

Companies that perform lead hazard reduction by

means of abatement.

Must employ CT DPH certified lead abatement

supervisors to oversee such lead abatement

activities.

Must CT DPH employ certified lead abatement

workers to perform such abatement activities.

Connecticut Licensure

Lead Consultant Contractor License

Companies that perform lead hazard reduction

consultation work.

Must employ CT DPH certified:

lead inspectors,

lead inspector risk assessors, and/or

lead planner-project designers.

Connecticut LicensureLead Consultant Certifications

These certifications are for individuals who conduct lead

inspections, lead risk assessments, or prepare lead

abatement plans (planner-project designer).

For reciprocity, individuals with the appropriate

training must also complete an approved CT third party

exam and obtain a certificate in one of the lead disciplines

listed above from the CT DPH to work in CT.

Individuals must be employed by a Lead Consultant

Contractor who holds a valid license from the CT DPH.

Connecticut CertificationLead Abatement Supervisor Certifications

This certification is for individuals who oversee lead

abatement activities.

For reciprocity, individuals with the appropriate

training must also complete an approved CT third party

exam and obtain a certificate as a lead abatement

supervisor from the CT DPH to work in CT.

Individuals must be employed by a Lead Abatement

Contractor who holds a valid license from the CT DPH.

This certification is for individuals who perform lead

abatement activities.

For reciprocity, individuals with the appropriate

abatement worker from the CT DPH to work in CT.

Contractor who holds a valid license from the CT

DPH.

Connecticut Certification

Lead Sampling Technician

This discipline is not recognized in Connecticut.

Individuals collecting dust wipe samples are required

to be certified as a lead inspector and working for a

licensed lead consultant contractor.
