Roving – Additional patrol members move back and forth along the beach to alternate areas, watching areas outside of flagged zones. The use of IRB or ATV is encouraged for this type of patrol. Outpost– A minimalistic approach, may be used in conjunction with flagged patrol types. Lifesavers equipped with minimum patrol equipment are situated at areas outside a flagged area regularly utilised by swimmers. Open Beach – At some times or in some locations no flags are used and the beach monitored via surveillance only (via tower, patrol shelter, etc.). Open beach method is best accompanied with roving surveillance and associated minimum patrol equipment. MINIMUM PATROL STRENGTH AND QUALIFICATION SETS

Between the Flags – 4 Bronze Medallion Holders; or 3 Bronze Medallion Holders and 1 Advanced Resuscitation Techniques Course Holder or HLTAID003 Holder.Roving – 2 Bronze Medallion Holders; or 1 Bronze Medallion Holder and 1 Advanced Resuscitation Techniques Course Holder or HLTAID003 Holder.Outpost – 2 Bronze Medallion Holders; or 1 Bronze Medallion Holder and 1 Advanced Resuscitation Techniques Course Holder or HLTAID003 Holder.Open Beach – 2 Bronze Medallion Holders; or 1 Bronze Medallion Holder and 1 Advanced Resuscitation Techniques Course Holder or HLTAID003 Holder.

SLSWA recommends each patrol team includes the following qualified personnel: 1x Advanced Resuscitation Techniques Course Holder; 1x HLTAID003 attendant; 1x Inflatable Rescue Boat crew; 1x Inflatable Rescue Boat driver; 1x Silver Medallion Aquatic Rescue.

PATROL CAPTAINS

Patrol Captains – assume responsibility for the health and safety; behavior; and conduct of their respective patrols, and the Lifesavers and assets that form the composition of their patrol. Patrol Captains are to consistently review current beach safety measures, and immediately ratify initiatives in the event of a change in conditions. Patrol Captains are to continuously self-examine the effectiveness of their patrol, and actively seek opportunities for immediate improvement. Patrol Captains are to have superior knowledge of local hazards associated with all patrol areas within their scope of influence, and seek to educate other patrol members on effective methods to mitigate risk to all stakeholders, while encouraging the implementation of new ideas from other parties. Patrol Captains are to employ effective communication strategies, and ensure all patrol members are current with their understanding of both SLSWA and Club policies, procedures, ethics, and values. They are to promote calmness during emergency situations and, in conjunction with Operations Supervisors and SurfCom, coordinate effective emergency response procedures.

PATROL MEMBERS

Patrol Members – are to ensure they adhere to direction provided to them by Patrol Captains, Operations Supervisors, SurfCom, and other relevant authorities. They are to ensure their qualifications and skill sets are current, and registered on the Surf Life Saving national database SurfGuard. Patrol members are to constantly monitor their area of responsibility and take immediate action in the event of a change in conditions. Patrol members are to seek opportunity for improvement within their patrol, and advice their Patrol Captain of all actions taken.

UNIFORMS

Lifesaving Uniforms – are only to be worn while lifesavers are on patrol. Uniforms must only display SLSWA sponsors, and be maintained in a state of good repair. Uniforms consist of: Surf Life Saving Australia (SLSA) patrol shirt or rashie; SLSA patrol shorts; SLSA red and yellow quartered swimming cap (when in water) and SLSA hat.

SURFCOM

SurfCom – Is the coordination and communication centre of all SLSWA operations. SurfCom is staffed by Operations Controllers who are responsible for tactical command during times of emergency response by SLSWA or affiliated Clubs. Operations Controllers are to assist incident site controllers carry out their responsibilities, and coordinate

supplementary external emergency services. Operations Controllers employ the use of the SurfCom Management System to ensure timely and accurate response procedures are adhered too. This electronic management tool tracks the status of rescues in real time, and offers statistical data that assists in the continuous improvement of SLSWA service delivery. In addition, Clubs are to ensure accuracy of information with regard to capability and equipment registers located on the SurfCom Management System.All Clubs and services are to notify SurfCom via radio when signing on and off patrols each day, in addition to the use of the Surf Life Saving National Patrol Operations application ‘Patrol Ops’. In the event of radio failure, Clubs/services are to contact Surfcom via phone on 9207 6688. SurfCom operates 7 days per week from 1 October 2018 to 30 April 2019 and will remain staffed while SLSWA and Club services are active. Should the aforementioned Club wish to patrol extended or additional hours, they are to advise SurfCom or the SLSWA Operations Officer (9207 6666) at the earliest convenience.

PATROL OPS APP / LOGBOOKS

Patrol Ops App – Is to be used to record the conduct and observations of every patrol. All patrolling members are to sign on and off the application at the commencement and conclusion of their patrol. The application is to be used when logging details of all beach statistics; preventative actions taken; first aid provided; and the details of any incident that occur during the course of a patrol. The application does not negate the necessity to notify SurfCom of any serious/major incident or abnormality throughout the course of the patrol. In times the application is not available, logbooks are to be completed. In addition to notifying SurfCom, an Incident Report is to be completed in the event of a rescue; resuscitation; major first aid; or patrol member injury.

MINIMUM PATROL EQUIPMENT

All patrol and Lifesaving equipment and stores are to be maintained in a serviceable condition, and be rescue ready. Equipment is to be cleaned daily, and checked for serviceability both prior to commencement and at conclusion of each patrol. The following table outlines the minimum equipment and stores required to commence a patrol, and must remain with the patrol at all times.

POWER CRAFT OPERATIONS

Power craft – such as Inflatable Rescue Boats (IRB’s) and Jet Skis are tools used to assist in the rapid rescue of swimmers in distress. All IRB and Jet Ski utilization is to be logged in their respective log books, and accurate record keeping processes implemented by Clubs to ensure the longevity of available Power Craft. be operated in a method endorsed by current SLSWA training material; by operators proficient and current in its use; in a means that does not endanger the safety of the driver or crew; and in accordance with the guidelines of the governing authority.

VEHICLE USE ON BEACH

Vehicles – owned and operated by SLSWA, including All-Terrain Vehicles (ATV’s) and 4WD are permitted on some beaches only. Refer to your Local Operating Procedures (LOP’s) for further guidance. Where vehicles are permitted on the beach, they are to be operated in accordance with SLSWA policies, and all due diligence must be adhered too in order to ensure the safety of patrol members and the public. Vehicles may only be operated by patrol members current in their qualification, in accordance with SLSWA standards for that vehicle type.

RELEVANT POLICIES

SLSWA advises all members of the Surf Life Saving community hold a firm understanding of SLSWA and SLSA policies and procedures. Clubs are to ensure a copy of all policies and procedures are made readily available to Club members.
