Who are Torus?An ambitious and established housing group, Torus is one of the North West’s largest landlords. Working closely with local partners, our development programme of at least 5,300 new homes by 2024 targets modern, sustainable homes that reflect local need, regenerate neighbourhoods and also support and strengthen local communities.
Any profits made through Torus Developments activities are Gift Aided to the group’s charity the Torus Foundation, which strives to address deprivation, promote inclusion and change lives.
Housing Types
The Proposal seeks to build :• 16 townhouses (2 and 3-bed) and 197 apartments (1,2 and 3-bed): we anticipate all homes will be
available for affordable home ownership through the Rent to Buy scheme• Spaces for commercial use: located at ground floor level and within the disused railway arches to
the rear of the site, we expect these spaces to be occupied by digital/creative industries, alongside retail and cafés/restaurants
• The proposed development seeks to enhance the vacant site at the end of the historically significant Stanley Flight; the gateway to the Stanley Dock and Liverpool’s UNESCO world heritage site. The design looks to reinterpret the architectural history of the site with materials that are sympathetic to the industrial heritage of the area. Ground floor ancillary uses, such as retail and restaurant spaces seek to create a positive dialogue with and provide natural surveillance to the canal network.
Setting the Context for Development and Regeneration
Liverpool Waters
Outline planning permission for 2 million sq.m. Mixed use development that is to be delivered over a 30 year period. The proposal includes 315,000 sq.m. Office space, 9,000 residential units, a water front stadium and 2 public parks.
Tenstreets
A public consultation was opened in February 2017 for the development of the regeneration district known as Ten Streets. Ten guiding principles are driving the project, which is aimed at creating a vibrant creative quarter to the north of the city centre.

Heritage and ConservationLiverpool was granted World Heritage status from UNESCO in July 2004.
The World Heritage Site stretches along Liverpool’s waterfront from the Albert Dock, through The Pier Head and up to Stanley Dock, through the historic commercial districts and Ropewalks area to St George’s Quarter.
The site sits within the World Heritage Site Buffer Zone and adjacent to the Stanley Dock Conservation area. It does not contain any listed buildings, however there are a number of listed structures in the immediate vicinity within the locks. The proposed development will endeavour to enhance and protect these heritage assets by revealing and celebrating where possible.
3. Lock Gates
The Stanley Dock branch descends 44 feet through 4 locks to Liverpool docks. It was built in 1848 to a design by Jesse Hartley, the designer of Stanley Dock and Albert Dock. The proposed development will provide improved access between the canal-side and Great Howard Street.
1. Granite dock walls
The granite canal basin walls are to be conserved and maintained in association with the Canals and Rivers Trust.
2. Red sandstone curtilage structure
The red sandstone walls to the south of the site are to be retained where possible, graffiti removed, overgrown foliage stripped back and essential repairs made.

1. The consultation period is open until 5pm on Friday 26th July 2019 when all comments need to be returned.

3. Liverpool City Council will advertise the planning application when it is submitted providing residents and businesses with a 21 day period to comment further on the proposals.

NEW STEP-FREE ROUTE ALONG FRONTAGE OF DEVELOPMENT LINKS CANAL TOW-PATH TO GREAT HOWARD STREET
The proposed scheme capitalises on the relationship to the canal tow-path, placing the non-residential uses to this side to animate this edge.
A new, accessible route is created along the building’s frontage, connecting the tow-path to Great Howard Street with step-free access.
A public square is opened up between the most easterly block and the railway arches, which will be inhabited by further non-residential uses, with the potential for a cafe, and workspace for creative businesses.
