Life at Naval Base Ventura County might become a bit com-plicated the week of March 22 while an anti-terrorism trainingexercise is in effect.Solid Curtain-Cita-
del Shield 2010 beginsin the early morningof March 22 and willend March 26.It will be most no-
ticeable from mid-morning of March 24 until the early morningof March 25, when all vehicles entering the gates at Port Huenemeand PointMugu will undergo 100 percent ID checks and randomvehicle inspections. Not all gates will be open.All businesses are expected to keep their normal operating hours.

Question:“Why do similar grocery items cost more at the
NEX than they do at the commissary?”
Answer:The commissary is a fully tax-appropriated busi-
ness. Vendors selling to the commissary sell to themat cost -- with the Defense Commissary Agency(DeCA) having no expectation that a profit be madeon those items.The Navy Exchange is a non-appropriated funds
department within the Navy. NEX must make a profitin order to support Morale Welfare and RecreationQuality of Life programs and cover their costs ofgoods sold (e.g., payrolls, supplies, utilities, etc.)which are not paid for with taxpayer dollars. WhileNEX vendors sell to them at a price lower than theoutside, they are charged a higher amount than thecommissary on those same items.The market basket survey NEX conducts mea-
sures NEX pricing versus outside retailers. NEXpricing is not compared to DeCA’s pricing.

Oct. 1, 2010, marks the 10-year anniver-sary of the establishment of Naval BaseVentura County, the official date that Na-val Air Station Point Mugu and Construc-tion Battalion Center Port Hueneme com-bined under a single commander.In recognition of the anniversary, The
Lighthouse is publishing these “Lookingback” items that detail the history of thetwo bases leading up to their unified com-mand and that recall the major news of thelast 10 years.
•In 1957, Ventura Star-Free Press re-
porter Joe Paul Jr. traveled to SanNicolasIsland to watch as scientists launched arocket designed to study solar flares. Hisstory appeared on July 2, 1957, under theheadline, “First IGY Rocket Soars 75MilesOff Coastline:NavyExperts LaunchProbe Of Sun Spots.”Here is the story asit appeared, with different capitalizationthan what is used today.

tory yesterday added new knowledge tothe Earthlings’ stockpile of informationwhen the first rocket of the InternationalGeophysical year was fired more than 75miles into the air from a launching padon San Nicolas Island 60 miles off theCalifornia coast.The information gathering devices on a
Dan rocket (a Deacon with a Nike boost-er) sent data back to a battery of instru-ments in a trailer at the San Nicolaslaunching pad area which indicated thatthe normal content of X-rays in the iono-sphere had not built up as had been be-lieved from tests made last year.A group of 25 southern California writ-
ers were flown from the PointMugu navalair station to San Nicolas for the kick-off
of the IGY rocket launching program andobserved the take-off of the swooshingrocket from a vantage point 200 yardsabove the pad.In a report to the newsmen after the
firing, Dr. Herbert Friedmann, one of thescientists of the naval research laboratory,stated that the rocket functioned well andthat 75 percent of the information desiredhad been obtained. Some changes in theprogrammay be undertaken so that in thefuture the amount of information ob-tained will increase.
Yesterday’s firing was planned to obtainbasic information on the content of thelower layer of ionosphere under normalconditions. Subsequent firings will betimed with sun spots, or solar flares, in aneffort to determine what reaction theseeruptions have on the make-up of theionosphere.It is believed that the solar flares and
the saturation of the ionosphere with agreater number of X-rays, ultra-violet raysand cosmic rays, result in disruption or
San Nicolas Island rockets into history
2005: On April 25, about 50military and civilian personnelfrom PointMugu, China Lakeand the local community at-tended a ribbon-cutting for anew pier on San Nicolas Is-land.Public Affairs officers from
Naval Base Ventura Countywere on hand to document theevent. Their story appeared in
theMay 5, 2005, edition of TheLighthouse.The $11.5 million, one-of-a-
kind pier allowed cargo — ve-hicles, trailers and heavy con-struction equipment — to rollon or off a supply barge.It was expected to reduce the
unloading time by more thanan hour, as barges would nolonger have to run aground on
the beach, an inefficient anddangerous operation that wasfrequently delayed because ofweather, surf conditions andmarine mammals. In somecases, such delays lasted as longas six weeks.Located in the Daytona
Beach area on the southwestend of the island, the 460-footpier had mooring systems, a
ramp for offloading the barg-es, lighting, a staging andparking area and a transit shedfor the temporary storing ofcargo.
“This has been a long daycoming”U.S. Rep. Elton Gal-legly said during the ceremony.“It has taken more than a de-cade to plan, finance and buildthis pier.”
48 years later, San Nicolas Island gets a new pier

Communications were challenging at first on San Nicolas Island. In 1950, an Army surplusradio carrier was installed for voice and data communications between the island andPoint Mugu via Santa Cruz Island. It was replaced in 1954 by a Lenkurt radio carrier, whichworked better, but still had fading problems. Here, a patch panel receiver is in use.

To be honest, the commissary benefit is acolumn all in itself, but suffice it to saythat the Defense Commissary Agency(DeCA; www.commissaries.com), or“commissary” is the “grocery store” foundon base. I recently learned that 80 percentof commissary patrons are the militaryspouses. This is the deal: Want to save 30percent on your food bill? Then shop atthe commissary! Items are sold at cost plus5 percent surcharge. The surcharge is nota tax but funds used to reinvest right backinto the commissary.Exchange privileges: Similar to the com-
missary, the Navy Exchange (NEX) orAAFES (PX) exchange is our departmentstore. All items are sold tax-free, and pro-ceeds benefit Morale, Welfare and Recre-ation. The exchange provides qualitymerchandise at comparable prices and of-fers a “price match guarantee” with anycompetitor.MWR:Morale,Welfare andRecreation

In February, Carrier Airborne EarlyWarning Squadron 113 (VAW-113) wasrecognized as the winner of the Com-mander, Naval Air Forces Battle Efficien-cy Award, also known as the Battle “E,”for fiscal year 2009.This is the second consecutive Battle “E”
that the Black Eagles have received.The Battle “E” is awarded to the squad-
ron with the most significant training andwartime achievements during the fiscalyear, as accomplished with the most ef-ficient use of resources.To win amongst extremely steep com-
petition, a unitmust demonstrate the high-est state of readiness.When askedwhat he thoughtwas special
about VAW-113, Senior Chief AviationElectrician’s Mate (AW) Christopher Ta-furo, the squadron’s acting maintenancemaster chief, said: “‘The World FamousVAW-113 Black Eagles’ continue to leadthe Hawkeye community. In the past fouryears our squadron has been at the ‘tip ofthe spear,’ providing unprecedented com-
mand and control capabilities in supportof Operation Enduring Freedom andOp-eration Iraqi Freedom. We continue toprovide a positive working atmospherethat encourages each Sailor to excel andcontribute to a winning team.“This year’s Battle Efficiency Award is

I’d like to share with readers this story,which I heard some time ago.A big cat saw a little cat chasing its tail
and asked, “Why are you chasing yourtail?”So the kitten said, “I have learned that
the best thing for a cat is happiness, andthat happiness is in my tail. Therefore Iam chasing it, and when I catch it, I shallbe happy.”The old cat smiled and said, “My child,
I too have paid attention to the problemsof life and this world. I too thought thathappiness is in my tail. But I have noticedthat whenever I chase after it, it keeps run-ning away from me, and when I go aboutmy business, it just seems to come afterme wherever I go.”Humanly speaking, we chase after
meaningful life and happiness. We travel.Mobility is the heart of human existence.Career, education, marriage and other op-portunities require us to move across thestate lines or even international borders,especially for us in the military.How many of us still live in the place
of our birth? Very few of us can claimsuch geographical stability. From concep-
tion to birth, to childhood, to adolescence,to maturity and to old age, life seems tobe a continuous journey. Some journeyscan be cut short by sickness or tragedy;for some, a life journey lasts more than100 years.I see life as not simply a journey for
material pursuit, but a spiritual journeytoo. It is a journey of hearts and mindsworking their way home to an EternalSpirit who lovingly hears and attends toour every beat.En route to our final divine destination,
if we have world vision or cosmic con-sciousness, we will discover that all otherheartsGod hasmade aremaking the same
journey.We travel from different directions, at
different speeds, with different customsand cultures, accents and ethnicities.Sometimes our journey can be overshad-owed by mutual mistrust, prejudice andan unwillingness to accept one another’sworth and value. Like commuters in acrowded train, we can remain worldsapart, uninvolved with one another, for-getting our common eternal destiny,where tempus non fugit (time does notend), nor is life extinguished like a can-dle.In Christian tradition, this season is
called Lent, reminding people of theirSpiritual Journey. I learned form the Ju-deo Christian tradition, the Bible, thatJesus Christ gave the world the greatestexample before his journey ended here onearth. He gathered his friends, disciples,to a table fellowship, breaking bread andsharing cup and sharing the story of hislove for them and the world accepting andaffirming each other’s worth and valueHere is an example we can emulate to
bring happiness to oneself and others aswell.Hence as the saying goes: “CarpeDiem”
-- Seize the Day -- and make it a happyone.

Operation Prepare is Navy RegionSouthwest’s family emergency prepared-ness program. By preparing in advance, afamily is better equipped to respond in theevent an emergency. The Navy is oftencalled upon to assist in disasters through-out the world and respond to many emer-gencies. It is essential that Navy familiesprepare themselves to be equipped to re-spond as well.The Fleet and Family Support Center
has wonderful tools to help families pre-pare in advance of a disaster. Addition-ally, it is important that families considertheir children’s schools in all emergencyplanning.Operation Prepare suggests three simple
steps: Be informed, have a plan and makea kit. These three steps can also be takento ensure your children are prepared whileat school.
Be informedKnowing what to do can make all the
difference when seconds count. Find out
what the disaster plan is at your child’sschool.• If the school is evacuated, where will
the students be taken and how will theybe transported?• If you live on base, will your regular
school transportation be available? Willyour carpool driver or the school bus haveaccess?• Has the school discussed emergency
plans with the students?
Have a planConsider the range of possibilities and
places you might be.• Do you have a backup plan if you are
unable to pick up your child fromschool?• Do you have local friends, family or

NBVC prepares for Earth Day events

Eight students from Fremont HighSchool in Ventura County recently gotan insider’s look at Naval Base VenturaCounty PointMugu during a job shadow-ing event sponsored by the Naval AirSystems Command.As part of African American Heritage
Month, the students spent Feb. 25 touringparts of the base that are normally offlimits. That included the Iron Crow Lab,where radio jamming systems are studied,and a part of the Electronic CombatSimulation and Evaluation Lab (ECSEL).The ECSEL room they saw looked like agiant video game studio – something thatwasn’t lost on the students, as their jawsdropped when they walked in.The teenagers had the opportunity to
chat with many college-educated workers,including electric engineers – some notmuch older than the students – humanresources technicians and business schoolgraduates. They were also paired off witha professional on base so they could talkin more depth about a field of interest.Everyone on base pounded the same
message to the teenagers: Go to college.Brad Coler, the lead engineer for EC-
SEL, explained that his department needselectrical engineers, computer scientistsand technicians, and software designers.His lab also needs electronics techniciansto build and maintain the equipment inthe lab. And all that, he reminded them,requires a college degree.George Huggins, a formerMarine pilot
who now works at the Naval Air WarfareCenter Weapons Division (NAWCWD),kept the students spellbound as he talkedabout keeping other pilots safe as they fly
the dangerous skies of Iraq and Afghan-istan.“Saving lives is our top priority, but
saving the aircraft that can cost as muchas $70 million is also important,” hesaid.Huggins and others atNAWCWDwork
on software that can do both, but theirjob wouldn’t be possible without a good
education.“Don’t let anyone stop you from getting
your education,” he told the students.In the Iron Crow Lab, the students met
Eric Malvaez, an electronics engineer.Only 25 years old, he has a bachelor’sdegree from the University of Texas-PanAmerican and is working on his mas-ter’s.He and fellow engineer Farhad Abbasi
also stressed the importance of college.“There are so many areas of study that
are needed on this base,” Abbasi said.“Lawyers, physicists, environmental en-gineers, financial folks – we need it all.”And because just about everyone needs
to write reports, a mastery of English iscritical, they agreed.The day started with an introduction
by Dr. Ronald Smiley, the executive lead-er for Electronic Warfare and CombatSystems with theNaval Air Systems Com-mand.“This day will give you some insight
into what engineers and scientists do ona daily basis,” Smiley said. “This is Ven-tura County’s best-kept secret. Here iswhere we make things work – and that’swhat engineering is all about.”Smiley said he hoped the day would
spark an interest in math and technologyand perhaps open their minds to somenew ideas and a future they had neverconsidered.Senior Elsie Maravilla, who hopes to
attend UCLA and become a nurse, saidshe enjoyed “learning new things”duringthe day.That was echoed by Adriana Morales,
a 17-year-old senior.“I thought I’d be a nurse,” she said.
“But now I’m wondering.”

you learn that your son needs emergen-cy dental surgery, who can help you getthe money together?The answer: the Navy-Marine Corps
Relief Society, which is in the middle ofits annual monthlong fundraisingdrive.The goal for this year’s drive, like ev-
ery year, is to raise awareness of NMCRSprograms and 100 percent contact ofactive duty personnel at Naval BaseVentura County. In addition, the coor-dinators hope to raise more than the$66,049 collected during March of lastyear.“It’s not about Sailors giving more,
it’s about more Sailors giving,” is theslogan for this year and the way the basehopes to accomplish this goal.Nadine Gamble, executive director of
the local NMCRS, points out that if all
troops on base gave $5 a month, thesociety would have an additional$402,000 about a year from now.That money would fund the no-inter-
est, quick-assist loans Navy and MarineCorps families sometimes find theyneed. It would pay visiting nurses andemergency medical bills. And it would
pay for the free layettes presented to thedozens of parents who take part in the“Budget for Baby” classes the NMCRSputs on each month.This is the second year the fundraiser
has been coordinated by Chief BuilderAndrew Bugs. Bugs served as the emceefor the March 1 kickoff at Bard Man-sion.“It’s nice we had to get more chairs
this year,” he told the overflow crowd.NBVC is sponsoring eight car washes
this month, with two held every Fridaythrough the end of March – one at PortHueneme and one at Point Mugu – andBugs is coordinating all fundraisingevents by clearing them with the legaldepartment.He said he believes strongly in the so-
ciety, and he named some of the localsociety’s accomplishments last year:-- 825 cases addressed.-- $478,000 in interest-free, quick-as-
sist loans distributed.-- $18,100 in outright grants given.Globally, the NMCRS provided $47.4
million in support last year. There were
94,418 financial relief cases, and nearlyhalf the society’s casework involved no-interest, quick-assist loans.Founded in 1904 with $9,000 to help
Navy widows and orphans, the NMCRShas grown into a $91 million fund thathelped one out of every six Sailors andMarines worldwide last year. There are250 NMCRS locations.One way to help this organization is
to agree to a $5 per month allotment.The equivalent of a large fancy coffee,it’s pulled directly out of the paycheckand takes effect in June.After all, wouldn’t you give $5 a

This month, the Morale, Welfare andRecreation Athletic Branch has nomi-nated Katelyn Spencer as the Athleteof the Month.Katelyn has been a member of the
MWRHealthy Kids program at the BeeFit Wellness Center. Although theHealthy Kids program hasn’t beenaround very long, there has been greatsuccess in helping the children of mili-tary personnel achieve and maintainfitness.Katelyn joined the Healthy Kids class
about nine months ago and has alreadylost around 34 pounds.Not only has there been a physical
change in Katelyn in the past ninemonths, the change in her attitude to-ward getting fit has been tremendous.When Katelyn first started healthy
kids, she was unmotivated and not surewhy she was attending. Today, she knowswhat her goals are, and she has the drive,discipline and dedication to reach thosegoals.
At the age of 14, Katelyn already pos-sesses traits that are unlike any other14-year-old I have ever met.Katelyn’s parents are very proud of
their daughter’s accomplishments. Hermother, Cheryl, had this to say:“We are just so pleased that Katelyn
continues with the program and is be-coming a healthier young lady.”When I asked Katelyn what she likes
best about her time with the HealthyKids’ program, she commented, “Theexercises are fun!”Katelyn has been working very hard,

Becky Morrow knows what it’s like tolose your hair at 12.Now 26 and the wife of a Seabee at
Naval Base Ventura County, she remem-bers well the snickers from other chil-dren, the taunts that come when youhave childhood cancer and gain weightbecause of the steroids that are keepingyou alive.“I was bald and fat,”Morrow remem-
bers. “I lived through the ‘Are you a boyor a girl?’ Being that age and goingthrough that, it was tough.”Morrow and her husband, Equipment
Operator 2nd Class Ben Morrow ofNaval Mobile Construction Battalion3, are the creators of Seabees and Sweet-ies, a team raising money for St. Bal-drick’s, an organization that raisesmoney to fight childhood cancer.Their big event is Saturday, March 20,
from 10 a.m. to 3 p.m. at the Four PointsSheraton at Ventura Harbor. Not onlywill there be fundraisers like a silentauction, there will also be more than a
dozen barbers on hand for people whowant their heads shaved in a sign ofsolidarity with kids who have childhoodcancer. Locks longer than 10 inches willbe made into wigs.Donations are requested along with
the shave, and it’s not too late to jointhe team.Morrow’s cancer has been in remis-
sion for 14 years, but she has given herlife to the cause. Every year, she helpsat a camp for children with cancer inSouth Carolina and, as a graduate ofBrooks Institute in Ventura, she is nowthe camp’s official photographer. In ad-dition to St. Baldrick’s, she takes partin the Relay for Life, and she speaksabout childhood cancer wherever shecan, letting youngsters know what it’slike. She informs them that the situationdoes not need to be made worse bytaunting and teasing.“It’s not necessarily the treatment that
hurts most,” she tells them.The 15-member team will be out in
force on March 20, and they’ll be easyto spot. They’ll be wearing shirts bear-

structionMechanic Chief (SCW)DouglasTennyson, anAlfaCompanyPlatoonChiefNaval Mobile Construction Battalion(NMCB) 5. “That’s all I’ve ever done inthe Navy is be a Seabee, and I’ve done itfor almost 22 years.”Tennyson said the ball is all about getting
together with people you haven’t seen forawhile or meeting new Seabees.“You get to hear stories and relive old
times with old friends,” he said.An interesting tradition, Tennyson said,
is the cake-cutting ceremony of the young-est and oldest Seabee.“It felt really warming,” said Construc-

ticeMirandaKrukowski, who was namedthe youngest Seabee at the ball. “Everyoneis welcoming you into the Seabees. Thetradition of the youngest Seabee and oldestSeabee really brought us together. We’re abig family.”Krukowski joined the Navy Sept. 15,

most at a moment’s notice, thus allowingscientists to send their information gather-ing equipment aloft when the solar flaresare at their maximum.When a sun spot or flare is detected,
either by instruments or observers at SanNicolas or by the observers at Mt. Sacra-mento, N.M.; Mt. Wilson, or Climax,Colo., the San Nicolas rocket can be firedwithin minutes.Yesterday’s firing was at 12 noon, and
Dr. Friedmann said that while this was aconvenient firing timemechanically, it wasnot the best for obtaining information.The sun, he explained, is nearly overheadand thus the detectors placed on the sidesof the rocket do not get a good “look” atthe sun itself. Late afternoon firings willbe much better, if sun spots happen tooccur at that time, he said.Observers gathered on a rolling knoll
overlooking the launching pad on thesouthwest corner of the barren island. Asthe count-down came to an end, the Nikebooster of the two-rocket team fired andthe rocket was off with a roar. Its speedof takeoff surprised the newsmenwho hadto hurriedly throw back their heads to seethe missile disappear into wispy clouds.The booster, which carried the rocket
for 2.9 seconds, broke off and fell aboutone mile off the island as expected. Therocket then coasted for about 18 secondsand then the Deacon fired and carried itfor another 2.85 seconds.TheNike got up to a speed of 3,450 feet
per second and the Deacon to 5,500 feetper second.The entire round trip of the rocket, just
short of 80 miles up and 80 miles down,took four minutes, 50 seconds from themoment of firing by triggerman JoeNem-ecek until the “splash” was recorded onthe receiving instruments. It was believedthe rocket with its information gatheringbarrel fell into the sea about 35 miles be-yond San Nicolas.Firing of 13 more rockets is planned in
the $150,000 information gathering pro-gram. Economy is being obtained in thisprogram by using obsolete rockets. TheDeacon is an outmoded model for otherpurposes, but is ideal for the informationgathering since it takes the instruments tothe desired altitude. More powerful rock-ets would continue out of the ionospherelayer that the scientists want most toprobe.Each firing costs about $10,000 in rock-
ets and instruments.Scientists of the IGY complimented the
navy for its cooperation in preparing thelaunching facilities and aiding in the pro-gram. San Nicolas was “discovered” bythe scientists last March and the idealconditions and location are expected toadd to the success of the program, it wasstated.Yesterday there were 20 participants and
observers besides the newsmen. Dr. Fried-mann explained that many persons whowere interested in the project were on handfor the first launching. Ordinarily, a crewof seven will conduct the tests.From now on, the firings will be limited
to those occasions when a solar flare-upis evidenced. The rocket can be fired with-in one minute and can be halted anytimeup to the final second should the radarobserver detect a ship or plane in the rangearea.With practice, the crews are expected to
be able to have another rocket on thelauncher ready to fire within 30 minutes(they hope to cut it to 20) in case it isdesirable to fire a second rocket to gaininformation on an extended sun flare.It is expected, Dr. Friedmann said, that
the SanNicolas program inVentura coun-ty will add vastly to man’s knowledge ofwhat effect the 11-year cycle solar flareshave on the ionosphere as far as electron-ics, radio, weather and atmospheric condi-tions are concerned.

An emergency notification system that’ssimilar to the Reverse 911 system used inthe civilian world is now available at NavalBase Ventura County.In addition to automatically being noti-
fied of emergencies via the military com-puter, base personnel who choose to reg-ister on line can also be notified via anyothermedia they choose: home phone, cellphone, work phone, fax, pager or up tothree different e-mail addresses.“Anyone on NMCI (Navy-Marine
Corps Intranet) will get the emergencymessage,” explained Charles Kramer, Na-val Base Ventura County’s emergency
management officer. “But unless they’reregistered, they can’t cascade that messageto their home or mobile or wherever elsethey might want it to go.”The system will be tested the week of
March 22 during the Solid Curtain –Cit-adel Shield Exercise.“The last time we tested the system, I
got flooded with calls from people think-ing they’d been spammed,”Kramer said.“The test will appear as amovingmessagecoming in from the right-hand side of thecomputer. It is not a pop-up, and it isn’tspam.”In a real emergency, the color of the
message would change depending on theseverity of the incident.
About 20 people have the authority tosend out an emergency notification afterreceiving approval from top base officials.They can also control the duration of thealert.“We could use this system to warn peo-
ple of a force protection condition change,weather warnings like tsunamis, earth-quakes, traffic alerts or air quality alerts,”Kramer said. “Think about it. We couldlet people know if Highway 1 or the 101was closed, or if there was flooding on theOxnard Plain.”People who choose to cascade the mes-
sage to other media will receive that mes-sage every 15 minutes until the alert isacknowledged at any of the numbers pro-
vided or until the alert ends.Kramer likes the flexibility and effi-
ciency this system provides.“It’s not a one-shot wonder like in the
past,” he explained. “It used to be thatyou got desktop notification and that’s it.Nowyou can be notified on you cell phone,and that works better for a lot of peo-ple.”Local school districts can also receive
messages depending on the emergency.The system is called the At HOC Indi-
vidualWarning System (IWS). Peoplewhowant to register can click on the purpleglobe in the lower right-hand corner oftheir NMCI computer and sign up under“My Info.”

nual exercise coordinated by U.S. FleetForces Command (USFF) that is designedto maintain a high level of readiness fornaval installations. It involves the entirecontinental United States, Hawaii andGuam.As the largest anti-terrorism and force
protection exercise in the country, it isintended to enhance the training andreadiness of Naval Security Force person-nel to respond to threats to installationsand units, leveraging all the processes se-curity forces would implement in the eventof an actual emergency. It has been con-ducted periodically since 1999 and is nota response to a specific threat.The exercise will consist of more than
250 individual training events across thecountry, each designed to test differentregional anti-terrorism and force protec-tion operations. Scenarios range fromrecognizing and countering base surveil-lance operations to simulated emergenciessuch as small boat attacks on waterfrontbases and cyber attacks on installations.“We are really focusing on the land-sea
interface at the waterfront, as well as activeshooter scenarios, in light of the incidentat Fort Hood,” said Capt. Sam A. Mc-
Cormick, USFF director for fleet anti-terrorism.“Instead of having numerous smaller
exercises, Exercise Solid Curtain/CitadelShield is a single, large, integrated exercisethat accurately emulates whatmay happenin the real world,” he added.Computer network alert systems will
distribute messages to office computersto keep base personnel informed aboutexercise security situations.During the exercise, assessors will collect
information and relay that data to deci-sionmakers to improve anti-terrorism andforce protection practices and proce-dures.

to 14, reading to children was nothing newfor McHugh.But some of their comments were.As he put the hat on and sat down,
McHugh asked the youngsters their age.“Are you four?” he asked, holding up
four fingers.“I’m four,” several replied.“How old are you?” one child asked.“I’m older than four!” a surprised
McHugh laughed.Choosing froma dozen books,McHugh
selected “Mr. Brown Can Moo! CanYou?”“My kids love that book,” he said.
“I love that book too!” said one childwith a very bright future.
“Oh, the wonderful things Mr. Browncan do!“He can go like a cow. He can go ‘Moo
Moo.’“Mr. Brown can do it. How about
you?”The kids were paying attention.“That’s rhyming!” one shouted.“He can go like a cork…pop, pop, pop,
pop.“He can go like horse feet … klopp,
klopp, klopp.”McHugh also read another Seuss favor-
ite, “Green Eggs and Ham,” the classicabout Sam-I-Am trying to serve unusualbreakfast foods to a creature who ada-mantly insists he doesn’t like them, eventhough he’s never tried them.Afterward, McHugh posed a ques-
tion.“He tried something he thought he
didn’t like and what happened?”he askedthe class.“He liked it!” several shouted.Lesson learned.
The captain thanked the class.He wished them a good day.
He removed the hat.And he went on his way.

Have you ever wondered if a store willlet you haggle or bargain on merchan-dise?Many do!If you do your research and shop for
the right things at the right time, you willbe surprised. Realistically, you will not beable to negotiate all of the time. In fact,you might fail 75 percent of the time. Butwhat that tells me is I might succeed 25percent of the time; and, if I can success-fully bargain down a sales price 25 percentof the time, I will save significant moneyover the long haul.
Here are a few tips to seriously con-sider:• Be patient and be nice. You can catch
more flies with honey than with vinegar.• Pick the right time. Late in the month,
when salespeople are trying to meet theirquotas, can be a good time to bargain forbig-ticket items. If you shop at less busytimes of day, clerks havemore time to talkto you.• Avoid an audience. Clerks don’t want
the other customers to hear you get a deal.In chain stores, you may need to talk to amanager.• Know prices and store policies before
you go. Bring newspaper ads andmention
prices from competitors. If you can’t geta discount on the price, try asking for adeal on delivery or installation.• Learn to read the ticket. Tags often
contain date stamps that tell how long anitem has been in the store.• Offer to pay cash. That saves the mer-
chant the fees charged by the credit cardcompanies, about 2 percent for large storesand up to 8 percent for small ones.• Be prepared to walk. It’s your most
potent weapon.If you keep one thing in mind, it should
be this: If you never ask, there is a highprobability youwill never receive. It is rare,but on occasion a sales clerk will volunteer
sales or discount information without be-ing asked.The best way to approach asking for
discounts is to be in the right mindsetprior to asking. Try making it an internalcontest within yourself and see just howgood you can become at negotiating. Ifyou are already mentally prepared for arejection, that will take a certain amountof pressure off and make it easier to starta conversation with a sales representative.If it makes it easier, practice in the mirror,then work yourself up to a phone re-quest.Do yourself a huge favor and ask. You
will be surprised what you can receive.
