b) Food Security: Successful implementati on of commercial farming for both crops and animals will guarantee the nati on’s food security;

Firstly, high quality producti on of both produces will be marketed both locally and internati onally in the long-run. Secondly, individual fi eld owners will be salaried on monthly basis to increase their standard of living.

c) Environment: Government of Lesotho will ensure harmonisati on of currently confl icti ng policies of environment in respect of various government ministries such as Local Government, Works, Mining etc. This loophole allows polluti on of environment and thus impact adversely on the same.

Lesotho became the thirty fourth country to sign the Comprehensive Africa Agriculture Development Programme (CAADP) Compact. At the signing ceremony in Maseru, on 4 September 2013, diff erent stakeholders pledged to increase investment in Lesotho’s agriculture through the precepts of CAADP.

By signing the Compact, Lesotho has committ ed to achieving the goal of raising agricultural producti vity by six percent and ensuring that ten percent of its budget is allocated to agriculture. CAADP, endorsed by African Heads of State through the African Union in 2003, aims to sti mulate the reforms necessary for agriculture to have a positi ve impact on socio-economic growth and sustainable development.

The Progressive Democrats will reform and downsize the Public Service to ensure that the Public Service wage bill is reduced to 13% of the Gross Domesti c Product. In the process we aim to de-Politi cise the Public Service in General.

Because of the country’s weak private sector it is not surprising that Lesotho’s Public Service is bursti ng at the seams with an esti mated size of 18% of the GDP spent on the salaries and wages of Public Servants the highest in Africa and the developed world. Almost every citi zen looks to the government for employment.

The United Nati ons Conventi on on the Law

of the Sea now gives a landlocked country a right of access to and from the sea without taxati on of traffi c through transit states. The United Nati ons has a programme of acti on to assist landlocked developing countries.

We plan to engage the government of the Republic of South Africa to give Lesotho Access to the Sea so that Lesotho can have her own Sea Port.

We shall also engage the government of the Republic of South Africa to allow Lesotho Citi zens free movement without Visas, Study or Work Permits as established under the Joint Bilateral Commission for Cooperati on (JBCC) and Southern African Development Community (SADC) protocols.

We shall regularise the status of our Citi zens who have taken citi zenship of other countries in pursuit of employment opportuniti es in those countries by amending the Lesotho Consti tuti on (Citi zenship Act) to allow for Dual Citi zenship.

shall be formed to fully commercialise agriculture in Lesotho. Within that, a full scale irrigati on canals development initi ati ve shall also be created to harness abundant water in Lesotho and ensure producti on even under adverse weather conditi ons.Foreign Direct Investment – FDI, in abundant arable land in Lesotho shall be sought, whereby land owners may lease out owned land to foreign investors with money and skills to uti lise the land for producti on, this shall ensure income for families as well as minute share

of produce, and also lead to increase in agricultural produce exports.

Commercial forestry initi ati ves shall also be undertaken on a full scale, thus leads to introducti on of pulp mill industries in the next 10 to 15 years.

Supply of clean and portable water to all communiti es and direct to households shall be accelerated to ensure health benefi ts especially to children, extensive tarred roads linking all urban and semi-urban centres shall be constructed, as well as all weather roads linking communiti es.

Maintenance of build infrastructure shall ensure its sustainability as well creati ng permanent and ongoing jobs for local entrepreneurs and engineers.
