A second post office for the Swan River Colony was established at Perth with the appointment of James Purkis on 4 May 1830. Purkis had conducted a branch Post Office in London and was probably the only person in the new colony with post office experience. He resigned a year later and Tom Blakey, the Government Messcnger, was appointed on 26 June 1831. Blakey resigned on 17 February 1832. Charles Macfaull, operating from Fremantlc, apparently had an agcnt in Perth between March and November 1832 when he himself moved to Perth. Following Macfaull's resignation on 9 March 1840, Captain Edward Picking was appointed to the position which was upgraded to Postmaster General in June 1841.

This handstamp was paid for by Macfaull . It was engraved on wood and soon became unserviceable. Macfaull apparently declined to incur the expense of a replacement and the eight or so letters seen from the rest of his incumbency have no postal markings at all from Western Australia.

The creation of a Postmaster General's Department in 1841 engendered a set of handstamps which are thought to be the following four, probably made by George Stedman Watts. The Department apparently relied on the Letter Bill to indicate prepayment and postal use of the PAID mark has not been seen.

Blue ink was in use at the GPO from 1860 until 1864-65. In March 1864 James Manoing Jr reported that the obHterations on stamps could be removed with water softened soap. Helmich immediately suggested that a superior ink be obtained from London. The ink on hand was apparently modified in some unspecified manoer but no observable difference has been recognised. The remaining stock of blue ink was used up over the next 12 months or so. (Black Swan, March 1978, 5).

The reason for sending 80/80 to Western Australia is not known and neither is the intended or actual use in the colony . The only covers on record, from Perth (4-01-73) to England and Perth (7 October 1874) to Port Walcott suggest the Ship Mail Room. Usage on loose stamps runs to the early 1890s. (Black Swan, March 1980, 59) 4-01-73 to circa 1892 .

Standard Dumb Obliterators with 9, 10, 11, 12 or 13 bars may be found on mail in association with Perth cds. It is often uncertain if these were struck in Perth and therefore they are noted but not listed here.

The date stamps and duplexes of the GPO pose particular problems of identification due to the number of individual instruments in use at anyone time . We list those with demonstrable differences and it would be unreasonable to assume that such were the only ones in use. It is known that hand stamps were ordered in pairs in the 1890s at least yet only one impression can be identified in a number of instances.

Users of this listing, therefore, should bear in mind that there were different date stamps in use producing impressions that cannot be separated in practice.

Caution is needed with Type 1 cds as they are similar to the cds portion of some duplexes. The lettering is generally smaller in Type 1 cds.

Measurements of the outer arcs are given as an aid to identification but such a test cannot be relied upon alone as the differences are small and may be obscured by over inking. There seem to have been three pairs appearing circa 1859, 1877 and 1882 respectively.

Type CDS 3b-a Narrow WA, no side ornaments No dates. The only known strike is on a local cover with a grey 2d CrCA stamp from the 189Os. The cds looks worn and the mark between W and P is probably due to wear rather than being an arc. Note the lop sided lettering which is also apparent in the following Type CDS 3b-b. It is known that a number of cds were requisitioned for as pairs and we list this cds here pending dated strikes.

Type E: inscribed GPO PERTH, without number

At least 29 different Type E cds can be identified, however due to the generally poor quality of strikes available for study, it is likely that the total in use was considerably more than 29.

Some of the cds were filled with small date wheels circa 1960 whilst others were never converted. Several are recorded as archival strikes anI y .

Identification is extremely complex and relies on combinations of as many as eight different measurements, with progressive breaks in the lettering and ring. It has been decided that, given the normally poor quality of strikes, and the complex identifying procedures necessary. a detailed illustration of each cds cannot be justified as there is just too much room for error. The two general types are illustrated.

Type CDS E were issued generally from 1938 but not to th~ GPO until circa 1945. The the early datestamps have large lellering and an oval 0 in GPO. A type with smaller lettering and a round 0 in GPO appeared in 1952.

Major changes took place at the GPO following extensive renovations in 1991-93. It is now called the GPO Shop and occupies the left side of the building only. Poste Restante, now computerised, and a general counter occupy most of the space and there is a shop counter. Type H, self-Inking cds

In late 1981 three self-inking cds of Japanese origin were put on trial GPO. The results were positive and more have been put into service with at least eight known to have been in use at the Mail Exchange alone. The ease with which new, and practically identical, faces are fitted has made it difficult to devise a satisfactory detailed c1assificatory system for this type. The following tentative listing is based on the diameter, (25, 27, 29, 36mm), the width of the H of PERTH irrespective of size, the space between T and 6 and the relation of lettering to the ring.

Central Mail Handling Facility

The State Government has maintained a Central Mail Handling Facility from the early days of the Commonwealth to the present day. Basically the Post Office delivers bagged mail from the GPO / Mail Exchange to the central location where it is sorted for the various government departments around the City and delivered thereto by government courier. The system also operates in the opposite direction for outgoing mail.

Various dated hand stamps were used in processing this mail prior to 1940 and probably after the War as well. Correctly applied they should only be struck on the face of the cover or as a backstamp but very rarely may be found in error on a stamp. The inscriptions 'Corr-Desp­IN' and 'Corr-Desp-OUT' are known on steel date stamps. 'MESSENGER DELIVERY' is known, usually in green, as an RRS. Similarly the Lands Department and the Titles Office processed undelivered mail returned to them with large rubber hand stamps, reading 'UNCLAIMED' or 'RETURNED UNCLAIMED' in violet. These were often struck across the stamp. It should be stressed that all such markings are of a private nature and are in no way connected with the postal authorities.

Carriage of mail by air in Western Australia commenced in 1921 and a special cachet in the form of a date stamp was used for the first air mail on 4 December 1921. Charles Houen has pointed out that there were at least two and probably three of these hybrid hand stamps. As markings they will be treated in a monograph tentatively titled 'Informative and Instructional Markings of Western Australia' to be published when PMI is concluded.

Air mail in Western Australia was handled by normal GPO procedures until a special Ship and Air Section was set up in the Mail Exchange Branch in the late 1950s. No special date stamps were in use in that time. The set of Type E cds issued to the GPO in 1945 probably included this cds inscribed PERTH AIR although no usage has been seen.

The Letter Carriers Room was replaced by a new division called the City Section which combined the functions of the Letter Carriers Room with a Taxing Section handling unpaid, underpaid and other items of taxed mail. Letter Carners Room

There was a Town Delivery in Perth as early as July 1832 and Ihere was normally alleasl one Leller Carrier on Ihe GPO slaff from Ihal lime. By 1870 Ihere were Iwo, a lhird posilion was crealed in 1882 and a fourth in 1886. These men did Ihe sorting. AI peak limes Ihey were assisled by Ihe Clerical, Money Order and Savings Bank slaff. When Charles Gahan became PMG in 1887 he reorganised the administration and created four new posilions litled Mail Room Assislanl and added Iwo Letter Carriers making six in all.

By July 1896 Ihere were 19 Poslal Assistanls and 43 Leller Carriers and a new position of Inspector of Leller Carriers was crealed wilh C.J .Crouch as Ihe firsl appoinlment. There was a major reorganisalion in 1897 with the creation of two new job categories, namely Sorter of which Ihere were 21, and Stamper of which Ihere were Iwo. AI lhis lime Ihere were also 21 Leller Carriers and they moved into a new room of their own. (PMGAR, 1897, 11) The Leller Carriers Room markings dale from lhis lime. The duplex handstamp DxG was probably oblained for Ihe Slampers.

When a Letter Carrier was unable to deliver an item he brought it back to the GPO where it might be struck with the iuformative mark UNKNOWN ON .... WALK or an equivalent. A procedure was in place at various times whereby, at the next opportunity, the item was 'called' to see if any of the other Letter Carriers recognised the addressee. If so another attempt to deliver would be made. When this procedure was exhausted, undeliverablemail was processed through the Dead Letter Office. Special dated hand stamps were used to indicate that the item had been 'called'. There is no ready explanation for the gap between 1925 and 1950.

Mail Receiving Room

In 1896 'There were 39,640 Inland Mails, contained in 52,885 bags, received during the year. In this [mail receiving] room the whole of the mails were opened, letters date-stamped and divided for the various room to which they pertain, viz., the Perth, Inland and Transmission Rooms.' (PMGAR, 1896, 11).

The Mail Receiving Room was described in the 1899 Royal Commission, Recommendation 9.

'The Mail Receiving Room is in the iron shed. Here the mail bags are opened and the letters conveyed thence to the Letter Carriers Room. The mode of conveyance is primitive; open baskets being used. The iron building is very cold in the winter and oppressively hot in the summer so that the officers are generally working under the most disadvantageous conditions .. . '. Postal markings are not known before 1904.

Money Order Office

Money Order exchange with the United Kingdom was introduced on 1 February 1863 and within the colony on 1 July 1876. The Money Order Office.is first mentioned in 1891 when G.Grundy and W.P.Horgan are listed as Clerks. The Type 5 cds probably dates from this period but being used on the Money Order itself, no strikes of 'that nature are known. 1n 1895, J .J .Lloyd took up the new position of Chief Clerk of the Money Order Branch and in the following year was appointed Manager Money Order and Parcel Post.

Parcel Post

Parcel Post exchange with the United Kingdom and a host of other countries was established in February 1887. It was quickly extended to more countries including Little Popo and Novi Bazar! The system was extended to Victoria in 1888, to South Australia in 1889 and subsquently to the other Australian colonies and New Zealand.

An intra-State service commenced on 10 March 1903 and dedicated hand stamps are known thereafter. Inland Parcel Post labels [P.O.142.] were issued. They bear a

. rectangle marked 'Stamps to be affixed here'. This resulted in the cds in use in the Parcel Section being struck on stamps rather than the parcel and therefore becoming much more available.

Type A25-b Note GPO PERTH. Seems to have been used exclusively in the Parcels Section. The ring wore very rapidly causing the lettering to wear. Impressions are generally on higher value stamps and are usually illegible. 27-05-15 to 1-06-82

Strikes of an inscription very similar to L-a but without the ring are found . It is not clear whether they come from one or more instruments. For the present it is assumed that only one is involved and that it was

. intended to be frameless to distinguish it from the ringed version, L-a. Normal strikes of L-b therefore, show no frame. (State 1). Some strikes show portion of a frame which seems to be the shape illustrated. Such portions, when present, may be complete (State 2) or interrupted (State 3) . Later strikes show thicker lettering (State 4), This classification will be revised if better strikes can be found.

Parcel Post, Handcut Markings

At least four hand cut markings inscribed P or pp and made from wood or cork are known on higher value postage stamps from the 1902-1906 period. The office (or offices?) of application is not known and they are listed here on the presumption that it was Perth Parcels. Strikes are typically poor quality and it is likely that there were more in use than the four shown.

Parcel Post, Hand Rollers

The use of hand rollers is restricted to large packets and parcels which are difficull to postmark with a normal date stamp. One (HR-a, see above) was tried at the GPO in the late 1880s but was apparently unsatisfactory and had very limited use. Hand rollers were brought into use again when an Inland Parcel Post was established in 1903. The order in which they are shown is tentative as some did not incorporate a date and full strikes are not found on stamps alone.

Note that the length shown in the illustrations is not necessarily the length of a complete impressions.

This section handled mail addressed to the GPO 10 await collection by Ihe addressee. In the early days, such mail was put into Ihe 'Pigeon Holes' but usage of these diminished with Ihe inlroduction of Yale Lock Boxes at the GPO in 1890. The lerm ilself came inlo use in 1896 when Ihe amount of such mail al the GPO increased greatly due 10 the gold rushes. In Ihat year' ... 642,216 letters [were 1 sorted into Ihe Private Letter Boxes al Ihe General Post Office, 222,171 letters [were 1 received addressed 10 Ihe Poste Restante and sorted there for delivery ... There are al all times from 8,000 10 10,000 letter awaiting delivery at the Poste Restante ... towards Ihe end of Ihe year, two additional windows were added to Ihe Poste Restante, which considerably facililated Ihe work of delivery .. .'. (PMGAR, 1896, 11). Due 10 Ihe nalure of the procedure, Poste Restante markings are normally found as receival markings, applied when Ihe article was received into the section. Postage stamps bearing Poste Reslanle markings are from mail posted directly inlo the seclion 10 awail collection. A significant proportion of Postage Due stamps are found with Poste Restante markings.

Posle Restanle dale stamps may be found on properly addressed items which seemingly had nolhing 10 do with the Poste Reslante Section. This may reflect the employment of staff from other sections as sorters at peak times.

Normally found only as transit markings. usually on the reverse of the cover, rarely on the front. They are found in six distinct colours. There are several instances of colour periods overlapping which probably indicates more than one identical handstamp in use.

Ship Mail Room

Ship mails were, as the name indicates, carried by ship. They were predominantly to Britain and to the Eastern Colonies in Australia with some intra-colonial carriage to and from Champion Bay in the 1850s in addition to the land route. Ship mail seems to have been part of the general Mail Room functions until 1896.

In that year. three rooms were erected at the rear of the GPO ' ... thus keeping the Foreign, Intercolonial and lnland Mails apart'. This does not mean that Foreign and Intercolonial mails were dealt with in separate rooms however, because, under the beading Foreign Mails, we find that the rooms' . .. admitted of the mails for places outside of the Colony being dealt with in one of them. (pMGAR, 1896, 11). As only one strike of the F Mail Room cds has been found, it may have been intended for Letter Bills. It seems that all overseas mail was treated as Ship Mail.

There is no obvious explanation of Ihe demise of dedicaled Ship Mail Room handstamps. The Trans Auslralian Railway, which opened in 1917, gradually replaced shipping for Ihe carriage of inlerslalemail and 10 Ihal exlenllhe wording became anachronistic. It may be coincidence bul usage one of Sydney's Ship Room cds also ceased in 1918. (Orchard & Tobin, 1990, 60).

Telegraph Section

The Telegraph system in Western Australia was established in 1867 between Perth and Fremantle. It expanded greatly over the next 30 years. Payment of telegram charges was made by postage stamps in many instances and in general, the normal postal hand stamps were used. The appearance of telegraph cancellations on postage stamps is much rarer and the originating circumstances are not clear.

Mail Exchange GPO / Central Mail Exchange

The Mail Exchange Branch was operating as part of the Perth GPO and in the same building as early as 1957. In 1972, the Central Mail Exchange in Stirling Street was opened and operations of the Exchange Branch were gradually transferred to the new building. After the transfer some of the GPO continued to function as part of the Central Mail Exchange for many years, especially the Inland Section. Today the GPO functions mainly as the Head Post Office in Western Australia while the Central Mail Exchange handles all collection, sorting and distribution.

Prior to 1970 the Mail Exchange Branch in the GPO used only cds inscribed PERTH or G.P.O.PERTH which are indistinguishable from those in use elsewhere in the GPO. There are, however, several ORS inscribed MAlL EXCHANGE BRANCH which are found on covers but rarely on stamps.

In 1970 a series of Type G steel cds inscribed MAlL EXCHANGE PERTH and bearing the initials of the particular section was introduced and are regularly found on stamps.

After the move to Stirling Street in 1972 the GPO continued to handle much of the Inland Section mail using MAlL EXCHANGE date and hand stamps. Likewise, the Central Mail Exchange used cds inscribed PERTH and GPO PERTH.

In this listing only postmarks including the words MAlL EXCHANGE are shown. Dates prior to 1972 indicate usage at the GPO, later dates may be either the GPO or Stirling Street in a number of instances. It should also be remembered that some of the cds listed under PERTH GPO may have been used at Stirling Street after 1972. Specific information that would allow a clearer identification is not yet available.

There is no Post Office with this title. Limited postal facilities in the International Terminal have been provided by an annex of Cloverdale since the terminal was commissioned on 25 October 1986.
