These directions expand upon but do not replace the information in the UIL Constitution and Contest Rules. The contest director should read Sections 1000 and 1002 of the Constitution, then read these guidelines for additional details. Preparation for the contestPLANNINgMEETINg(DISTRICT)Conductaplanningmeetingwiththedebatecoachesinthedistrictwellinadvanceof thecontest.Themostsuccessfuldebatetournamentsarethosedesignedtomeettheneedsof thecontestantsdebating.Itemstobediscussedattheplanningmeetingincludetheitemslistedbelowandthedetailedagendaonpage2.Delegatetasksatthismeeting.Apolicyforhowthecontestdirectorshouldbenotifiedif adebatercannotattendshouldalsobeestablished.
REgIONALADvISORyCOMMITTEE(REgION)TheLeagueofficeappointsacommitteeof speechanddebatecoachestoadviseandassisttheregionalcontestdirectorbefore,duringandafterthemeet.Alistwillbesentinlatefall.ConductaplanningmeetingwiththeRegionalAdvisoryCommitteeseveralmonthspriortotheregionalmeet.Itemstobediscussedattheplanningmeetingmayincludetheitemslistedbeloworanyotherdecisionswhichneedtobemade.

DISTRICTFORMAT(DISTRICT)Therearetwomethods(formats)whichcanbeusedindeterminingthedistrictchampionship.Theformatisprimarilydependentuponthenumberof debatersentered,thetimeinvolved,andtheavailabilityof judges.Thedistrictchampionshipmaybedecidedbythefollowing:• Roundrobin.Eachdebaterdebateseveryotherdebater.• Preliminaryrounds(usuallythree)leadingtoasingleeliminationbracket(semifinalsorquarterfinals).
Alldebatersareguaranteed,regardlessof records,todebateatleastthenumberof preliminaryrounds.Thetopfourarethenselectedforsemifinals,orthetopeightforquarterfinals.
Thesecondformat(prelimsleadingtosingleelims)ispreferred.however,indistrictswithlimitedschoolsandentries,theroundrobinformatmayprovemoredesirable.Usethesuggestionsfromthedistrictde-batecoachesaboutwhichformatbestfitstheneedsof thedistrict.Moreinformationabouttheformatsisprovidedlater.
REgIONALFORMAT(REgION)Theregionalchampionshipshallbedeterminedbypreliminaryrounds(usuallythree)leadingtoasingleeliminationbracket.Alldebatersareguaranteed,regardlessof records,todebateatleastthenumberof preliminaryrounds.Thetopeightareseededforquarterfinals.Allundefeatedcontestantsshallbeplacedintotheeliminationbracket.Moreinformationabouttheformatsisprovidedlater.
JUDgESAtournamentisonlyasgoodasitsjudges.Therefore,judgesshouldbeselectedonthebasisof capabilityandimpartiality.Theymayberecruitedfromthecommunity,nearbycollegesanduniversities,orfromschools’coaches,facultiesand/orcommunities.Atminimum,theyshouldbehighschoolgraduates.Thenumberof judgesneededisdependentuponthenumberof debatersenteredand(attheDISTRICTlevel)theformatof thetournament.Athreepreliminaryroundtournamentwhichincludes24debaterswouldrequire12judgesperprelimround.Those12individualscouldalsojudgeRound2andRound3.Eachschoolmaybeassignedtorecruitacertainnumberof judgesorthedistrictcommittee(attheDISTRICTlevel,theRegionalAdvisoryCommitteeattheREgIONALlevel)maydetermineothermeansof securinganadequatenumberof competentjudges.Recruitextrajudgesto“standby”intheeventajudgecancelsorarriveslate.
AWARDSFirst,secondandthirdplacemedalsareawardedandallthreeplacesadvancetothenextlevel.Thefourthplacedebaterservesasthefirstalternate.UILrecommendsthatfourthplacereceiveamedalorribbon.Seelaterdiscussionof secondandthirdalternatepositions.

SIDESInsofaraspossible,eachdebatershoulddebateboththeaffirmativesideandthenegativesideof theresolutionduringthecourseof themeet.Inathree-preliminaryroundtournament,eachdebatershoulddebateaffirmativeoneround,negativeoneround,andthenflipacoinorcometoamutualagreementforthethirdround.Whenabracketisused,determinesidebytheflipof acoinorbymutualconsent.Dur-ingtheeliminationrounds(quarters,semisandfinals),determinesidesbytheflipof acoinorbymutualconsent,unlessthedebatershavealreadydebatedeachotherduringthetournament.If twocontestantshavealreadydebated,assignthemtooppositesidesthanthefirsttimetheydebated.
SCOUTINgDebate,byitsverynature,ispublic.Therefore,alldebatesinLeaguedistrict,regional,andstatecompetitionshallbeopentothepublicwiththeexceptionof debaterscompetinginthattournament.Todiscouragethe“scouting”of apossiblefutureopponentbyeitheradebater,acoach,oranyoneelse,thepenaltiesfornotetakingareexplainedbelow.Thecontestdirectormakesallthefinaldecisionsregardingscouting.

Guidelines for use of computersTheuseof laptoportabletcomputersbycompetitorsinUILcross-examinationdebateroundsispermissibleforflowingorevidenceretrievalsolongaswireorwirelessconnectionsaredisabledandremaindisabledwhilethedebateisinprogress.Computersaredefinedaslaptop,tabletandnetbookcomputers.
A. Computersequippedwithremovablewirelesscardsmusthavethecardsremovedbeforethebeginningof anyroundof competition.Itistheresponsibilityof thecontestanttodisengageequipment.
B. Computerswithbuilt-inwirelesscapabilitymaybeusedonlyif thewirelesscapabilityisdisabled.Itistheresponsibilityof thecontestanttodisabletheequipment.
C. Wiredconnections(Ethernetorphone)duringroundsof competitionarenotpermitted.D. Computersorotherelectronicdevicesmaynotbeusedtoreceiveinformationfromanysources
(coachesorassistantsincluded)insideoroutsidetheroominwhichthecompetitionoccurs.Internetaccess,useof e-mail,instantmessaging,orothermeansof receivinginformationfromsourcesinsideoroutsidethecompetitionroomareprohibited.(ThisdoesnotprohibitnonelectroniccommunicationbetweendebatepartnersduringpreptimeandisnotintendedtosupersedeparagraphF,requiringthatevidencebemadeavailableuponrequest.)
E. Sanction:ContestantsfoundtohaveviolatedprovisionsA–Caboveshallforfeittheroundof competi-tionandreceivezeropoints.ContestantsfoundtohaveviolatedprovisionDaboveshallbedisqualifiedfromthetournamentandshallforfeitallrounds.ContestDirectorsshallbeempoweredwiththefinaldecisionconcerningdisqualification.
F. Availabilityof Evidence:Contestantselectingtousecomputersshallhavetheresponsibilitytopromptlyprovideacopyof anyevidencereadinaspeechforinspectionbythejudgeoropponent.Printersmaybeused.Evidencemaybeprintedintheroundorproducedinelectronicform,butmustbeprovidedinaformatreadableandeasilyaccessiblebytheopposingteamandthejudge.
g. Contestantselectingtousecomputersareresponsibleforprovidingtheirowncomputers,batteries,extensioncordsandallothernecessaryaccessories.Tournamenthosts shallnotberesponsible forprovidingcomputers,printers,software,paper,orextensioncordsforcontestants.
Becausepublicspeakingdecorumremainsanimportantelementof debate,debatersareexpectedtostandatthefrontof theroomfacingthejudgewhilespeaking.
Contestantschoosingtouselaptopcomputersaccepttheriskof equipmentfailure.Nospecialconsiderationoraccommodations, includingnoadditionalpreptimeorspeechtime,willbegivenbyjudges,contestdirectorsortournamenthostsshouldequipmentfailureoccur.Bychoosingtouselaptopcomputersintheround,debatersareconsentingtogivetournamentofficialstherighttosearchtheirfiles.Debaterswhodonotwishtoconsentshouldnotusecomputersintheround.

SUBSTITUTIONSPriortothebeginningof thecontest,studentsmaybesubstitutedforentries(names)ontheofficialentryif thesubstitutespresentthecontestdirectorwithlettersfromthedesignatedadministratorcertifyingeligibility.Attheconclusionof themeet,submittheletterstothedistrictdirectortobefiled.Afterthetournamenthasbegun,nosubstitutionswillbeallowedandmakesuretoinputchangeson-line.
PAIRINgSOneof themostcomplexstepsinpreparingforadebatetournamentistheactualschedulingof contests.Theprocessof arrangingmatchesindebateiscalled“pairing”becauseitbringstogetherthepairof debat-erswhowilldebateeachother. Carefulattentiontodetailsisimperativeinpairing.Anaccurateandup-to-datelistof entriesiscritical.Forthisreason,thepairingprocessseldomcanbeginmorethanafewdaysbeforethecontest. Thefollowingrequirements(constraints),regardlessof whichformatisutilized,shouldbeobservedwhenpairingpresetpreliminaryrounds,in so far as possible.• nocontestantshoulddebateagainstanothercontestantfromhisownschool;• nocontestantshoulddebateagainstthesamecontestantmorethanonce;• eachcontestantshoulddebatebothaffirmativeandnegativerounds;and• noschoolshouldrepeatedlydebatethesameschool.Pairthedebatersusingtheformatdeterminedbytheexecutivecommittee.(DISTRICT)Thedistrictchampionshipmaybedecidedbyroundrobinorpreliminaryroundsleadingtoasingleeliminationbracket.(REgION)Theregionalchampionshipmustbedecidedbypreliminaryroundsleadingtoasingleelimina-tionbracket.• ROUNDROBIN(DISTRICT)Inthismethodof pairing,eachdebaterispairedagainstanotherfor

• PRELIMINARyDEBATEStoDETERMINESEEDINgintheSINgLEELIMINATIONBRACKET(semifinalsorquarterfinals).Allpreliminaryrounds(usuallythree)maybepreset(aschedulewrittenpriortothebeginningof thefirstroundwhichiscompleteforallof thepreliminaryrounds)orsomerounds(usuallytwo)maybepresetandthethirdroundoranysubsequentroundmaybepower-matched(basedontherecordaccumulatedinthefirsttworounds).• Presetrounds:Inthepresetrounds,insofaraspossible,assigncontestantstodebatepersonsof
differentstrength.Forexample,astudentlistedfirstbyhiscoachontheentryformshoulddebatepersons listedfirst, secondandthirdby theircoaches. If possible,nocontestantshoulddebateagainstanotherpersonfromherownschool,debateagainstthesamestudentmorethanonce,orrepeatedlydebatethesameschoolduringpresetpreliminaryrounds.
• Power-matchedrounds:Anindividualwithsomedebatetournamentadministrationexperienceisrequiredtosetthepower-matchroundandextratime(approximately30minutesafteralltheballotsof thefirstfewroundsareturnedin)mustbebuiltintotheschedulebeforetheroundtobepower-matched.Power-matchingisrecommendedwhen,inathree-preliminaryroundtournament,thenumberof debatersisgreaterthan12and/orif thenumberof debatersisgreaterthan20andtheeliminationbracketisscheduledtobeginatsemifinalsinsteadof quarterfinals.Apower-matchedroundpairsteamswithequalrecordsagainstoneanother.Thismeansthatundefeatedcontestantsdebateotherundefeatedcontestants,contestantswithonewinandone lossdebatecontestantswiththesamerecord,andcontestantswithtwolossesdebateothercontestantswithtwolosses.Thismethod,thoughtime-consuming,helpsinminimizingthenumberof undefeateddebaterswhomaynotadvanceintotheeliminationround.
ByESIf thenumberof debatersenteredisodd,onedebaterineachroundwillreceivea“bye”whenthreepre-liminaryroundsleadtoaneliminationbracket.Thismeansonepersonsitsoutof aparticularround.Inasingleeliminationformat,sufficientbyesmustbeassignedtohavebracketsequalamultipleof four.(Refertoexamplesof singleeliminationbrackets.)• Determiningbyes. 1. Randomlydrawforbyes. 2. Donotassignagivendebatermorethanonebye. 3. Donotassignagivenschoolmorethanonebye.
• Tabulatingbyes.Abyeistabulatedasawin.Speakerpointsfortheroundinwhichthebyeisgivenaredeterminedbyaveragingthetotalnumberof speakerpointsreceivedinallotherrounds.
ROOMASSIgNMENTSAssignroomstothepairings.Trytouseroomswhicharenearbyoneanotherandeasilyaccessible.Repeat-inguseof thesameroomshelpsreducetraveltimebetweenrounds,therebykeepingthecontestontime.
JUDgINgASSIgNMENTSAssignjudgestothepairings,usingasinglejudgeorapanelof judges(3or5).TheUILrecommendspan-els,whenfeasible,inroundrobinformatsandthesemifinalsandfinalsof apreliminaryroundtournamentformat.varyjudgesastosex,race,ageandphilosophyof debate.Forexample,tobalanceapanel,onemightplacealayperson(non-debater)onapanelwithaformerdebaterorcoach,andauniversitystudentwithdebateexperience.Makeeveryefforttopreventajudgefromjudgingadebatermorethanonce.Itisimportanttherefore,tokeeparecordof whichdebatersajudgehasheard.
BALLOTSContestofficialsmaycompletethetopportionof theballotsbeforethetournamentbegins.If pairingsarealteredduetocancellationsorerrors,remembertocorrecttheballots.
COPyOFPAIRINgSDonottypeorduplicatecopiesof pairingsfordistributionuntilthedayof thetournamenttoallowforanychanges.

The day of the tournament1. Duplicatepairingsfordistributiontocoachesanddebaters.Afteralldebatershaveregistered,meetwith
thecoachestodistributepairings.If thedecisionhasnotbeenmadewhetherornottoalter(break)bracketstopreventdebatersfromthesameschoolfromdebatingpriortothelastround,meetwiththecoachesanddecide.
2. handoutballotstojudges.If youplantousecoachesasjudges,avoidhavingacoachjudgehisowndebater.Judgesshouldnothaveaccesstoinformationaboutadebater’saffiliationorrecordinthetournament.Judgesshouldnottodiscusstheirdecisionswithotherindividualsorjudgeswhilejudgingagivendebateorpriortocompletingtheirballot.
3. Checktomakesurethatallroomsareunlockedandthatthedebateroundshavestarted.4. Collectandcheckeachballotaftereachround.Beforereleasingajudge,ballotsshouldbecheckedto
seethatadecisionhasbeengiven(affirmativeornegative),debatershavebeencorrectlyidentifiedasaffirmativeornegative,pointshavebeenawarded(6-25),reasons(comments)fordecisionhavebeenwritten,andthejudgehassignedtheballot.
5. Distributeballotsforthenextround.Becarefultoavoidassigningajudgetodebaterstheymayhavepreviouslyjudged.

ALTERINg(BREAKINg)BRACKETSyoumayalterbrackets so that twodebaters fromthesameschoolwillnothave todebateearly in thebracket.Inthealteringof quarterfinalorsemifinalbrackets,theadvantagemustalwaysgotothehigherrankeddebater.Forexample,if thefirstseedisscheduledinsemifinalstodebatethefourthseed,andthetwodebatersarefromthesameschool,oneof thetwodebatersinthebottombracket(secondseedandthirdseed)maybemoveduptothetopbracket.Becausetheadvantageshouldalwaysgotothehigherrankeddebater(inthiscasethefirstseed),movethethirdseedinsteadof thesecondseed(theoreticallyamoredifficultdebater)tothetopbrackettodebatethefirstseed.Inthebottomhalf of thebracket,theadvantagealsogoestothehigherrankeddebater(thesecondseed)becausethedebaterisnowdebatingthefourthseed(theoreticallyaneasierdebate)insteadof thethirdseedasintheoriginalbracket.If the decision whether or not to break brackets has not been made before the first debate, it is recommended that brackets not be broken.

DETERMININgSECONDANDThIRDALTERNATES(DISTRICT)Fourthplaceshallbedesignatedasfirstalternate.Thehighestseedseliminatedinthequarter-finalround,orthefifthandsixthseedsafterpreliminarycompetition(dependingonthetournamentformatdeterminedbythedistrictexecutivecommittee),shallbedesignatedassecondandthirdalternates.(REgION)Fourthplaceshallbedesignatedasfirstalternate.Thehighestseedseliminatedinthequarter-finalroundshallbedesignatedassecondandthirdalternates.
Determinationof secondandthirdalternatesisforadvancementpurposesonly.Secondandthirdalternatesshallreceivenopoints,ranksormedals.
Ballot verificationAballotverificationperiodmustbescheduledafterallpreliminaryroundsandaftereacheliminationroundbeforethewinnersareannounced.Thisperiodisforthecoachestocheckforerrorsintabulation,nottochallengethejudge’sdecision.Distributeballotstothecoaches,indicatethewin/lossrecordandpointsthatittooktobreakintoeliminations(if runningapreliminaryseedingtournament),therecordthatittooktowinthetournament(if runningaroundrobinformat),andanyotherinformationthecoachesneedbeforetheawardsandcertificationtothenextlevel.Whentheballotverificationperiodisover,officialresultsmaybeannounced.Theseresultsareofficialandarenotsubjecttochange.Ballotsmaybereturnedthedayof themeet.
