PREFACE B: NOTES TO CLUB SECRETARIES / TEAM MANAGERS IN LIFL U18

1. All correspondence should be addressed to the League Secretary2. Notice of Match Results to be submitted on full time.

3. Match Results should be completed on Full Time within 5 days of the game being played

4. All matches postponed / cancelled should be notified in the first instance to the League Fixture Secretary Mr. JEVON SOUTHAM on 07935989431. Please however notify your opponents in the first instance and obtain a revised date for the fixture. If cancelled, a letter of explanation for the cancellation should be sent to the League Secretary.

5. Player Registration is through the Whole Game System

6. Players can be registered up to 48 hours prior to a match. NB Match Officials CANNOT register players on the day of the match.

7. All matters relating to referees should be addressed in the first instance with League Referees Officer JAY WRIGHT on 07368500129. Or email [email protected]. For any referee, who your Club mark at 50 or less, a report must be forwarded to the League’s Referees Officer within 5 days of the match date.

8. All Press matters should be forwarded to the League Press Officer Mr. James Moody 07516684226 or email [email protected]

9. All matters relating to fixtures should be addressed to the League Fixture Secretary Mr. JEVON SOUTHAM on mobile 07935989431 or email: [email protected]

10. It’s the responsibility of HOME club to pay referees expenses except semi-finals where both clubs share the expenses of the officials.

13 FIXTURES SECRETARY NOTES FOR CLUBSAt the start of the season the league will allow clubs to close TWO SUNDAYS. This must be filled in your Availability Form. This MUST be with the LIFL Fixtures Secretary by 1st of August to allow the season to start on the first Sunday of September.Availability/ Ground Sharing.Please make sure your dates and times are added to the form including your dates which you wish to close by the first of August.For Educational teams or grounds not available until term time, please mark that your team is not available until term starts or available for only AWAY games in early September. Other times and dates might apply later in season where events take place on your home pitches such as November 5th Bonfires etc.Postponements Requests.The “Postponement Request Form” is also available online and the key word used is it is only a request. Meaning the request has to be timely, for correct reasons before being granted. The league will respond within 72 hours with the decision being final and made by the Fixtures Secretary. (If needed it can be referred to LIFL Committee for guidance).There will be a number of reasons for and against allowing cancelation.How many fixtures have been played by requesting club versus average played by others in same division.Are there forthcoming “Home” fixture dates limiting completion of season’s fixtures and affecting others.Teams progressing in cup rounds consume future free dates for rearranged fixtures. Also how many times a club has made these requests and the notice given to league and opponents.The Fixtures Secretary must consider the smooth running of matches for all teams.FIXTURE CHANGES. (Can be accepted to help all clubs). Our goal is to have as many teams playing each week in season. Fixtures can be arranged mutually up to 7pm on the Monday before the Sunday’s fixture.We will always prefer to do changes early as possible if it is in our control.

PREFACE C: GUIDANCE TO TEAM MANAGERS

1. If you fail to fulfill a fixture – Fine of up to £50 and match can be awarded to your opponents.

2. A fixture can be cancelled without a fine being imposed for the following reasons onlya. Pitch unfit due to waterlogging or snowb. Game unable to go ahead due to weather i.e. Snow, Ice,

Fog, Rain etc.c. Either Team involved in a Cup match either League Cup

Competitions, County FA Cup Competition or FA Cup Competition. Refer to Rule 20 (b) page 64.

d. Either Team has 2 or more players involved in a County FA match

e. Ground unavailable due to Cup match in other Leaguesf. Agreement between the two Clubs subject to Rule 20.g. The home club is responsible for informing the appointed

referee of the kick off time, venue and pitch at least 48 hours prior to the match by text message or email.

In all of the above cases the fixture must be rearranged and the new date forwarded to the Fixture Secretary, Jevon Southam within 7 Days of the scheduled match date. Failure to comply side failing to do so fined £10. If both clubs fail to comply match date will be set by the League.If you wish to cancel a fixture irrespective of the reason, you must notify your Opponents, the League Referee Appointments Officer (Jay Wright) and the League Fixture Secretary (Jevon Southam). h. If you wish to use a FA Approved 3G AGP pitch please

give your opponents at least 48 hours’ notice.

3. Match Daysa. HOME TEAM

a. Ensure that the pitch is ready at least 10 minutes before scheduled kick off time

b. Meet your opponents and show them to their dressing room

c. Meet the referee and show him / her to their dressing room. If no official referee arrives, it is the responsibility of the HOME club to provide the referee.

d. Ensure that you have at least two match balls available

e. Ensure that you have an assistant referee identified f. The games are played with 5 from 5 substitutes, roll

on roll off.g. Ensure your Pre Match Team Sheet has been

completed and handed to the Referee and opponents 15 minutes before kick off

h. At the end of the match obtain their scorers names from your opponents.

i. Pay the referee his fee and expenses within 20 min. of the game finishing or before.

j. By 6-00pm on a Sunday and within 24 hours for midweek matches text / email the result and scorers from both sides to Results Secretary.

k. Within seven (7) days send a completed team sheet to the League Registrar by email or post.

POSSIBLE FINESl. Late kick off - £10m. Failure to telephone result - £10n. No Pre Match Team Sheet - £10o. Late or no Team Sheet - £10p. Incorrect completed Team Sheet - £10

b. AWAY TEAMa. Ensure you know the kick off time and ground location

of your opponents. If in doubt contact your opponents in the week leading up to the match.

4. CUP MATCHESa. If you wish to kick off at 10-45.am, notify your opponents at least 8 clear days before the match days. This can either be verbally via telephone or in writing. b. Cup matches take precedence over League matchesc. Cup matches are concluded on the day either by extra

time and / or penalties. There are no replays.d. No difference from League matches re text / email results

and sending in team sheetse. This also applies to the County Cup, except we do not

require a team sheet. That must be sent direct to the County FA Office.

f. If you are drawn away against a team from outside this league in any Cup Competition you must still telephone the result and your scorers to LIFL and notify the other competition.

POSSIBLE FINESg. Late kick off - £10h. Late or no Team Sheet - £10i. No Pre Match Team Sheet - £10m. Incorrect completed Team Sheet - fine of £10

5. PLAYER REGISTRATION a. All Player Registrations should be enterted on the WGSb. Players must be over 15 and under 18 on August 31st 2020c. A player can only have TWO transfers during a seasond. A Team can register as many players as they wish. POSSIBLES FINESa. Playing an ineligible player - £50 per playerb. Playing an over age player - £100 and expulsion

6. FINESAll fines should be paid to the League Treasurer within 21 days of imposition.Any fine not paid within 21 days will incur a further fine of no more than £50.Any fine not paid after this then your fixtures will be suspended.

Receipts for fines will not be issued by the League, however if you require a receipt for your records, enclose a SAE with the fine payment.Any fine imposed by this League can be appealed against in one of three ways

1. Direct to the League – cost £30 2. To the County FA – cost £30 player3. £50 for club appeal

7. CORRESPONDENCEAll general correspondence irrespective of its content should be forwarded to the League Secretary. Player’s registrations, transfers and match results sheets to Registrar.

8. RECEIPTSUnder normal circumstances the League Secretary does not send out receipts for fines imposed. However if you wish a receipt please indicate this when forwarding payment. It should also be noted that fines for errors on the Team Sheet are sent out by the League Registrar and any queries should be directed to him/her in the first instance. If the fine is for failure to submit a team sheet, the fine should be sent to the League Treasurer but the Team Sheet sent to the League Registrar.

Discipline (Matters for the LFA)

Football is played under The Laws of Association Football as laid down by the International Football Association Board (IFAB) of the Federation of International Football Association (FIFA). If these laws are broken by those playing the game then there are discipline rules that must be applied by referees and FA administrators. Football is a very emotive game and people’s passions are aroused. It is therefore necessary for referees to enforce the laws and see they are adhered to. Players and coaches have a duty to see the game is played in the right spirit otherwise they will fall foul of the disciplinary punishments as laid down by The Football Association. FA DISCIPLINE (cont’d)The current administration charge for a single caution is £10. This must be paid within 14 days of the date of notification. There is no appeal against a caution except in the case of mistaken identity. Any cases or alleged cases of mistaken identity must be made to the County Football Association in writing within 3 days of the match date by the club and the player. The matter will then be investigated. Initially it is the club's responsibility to pay the fine and complete the caution form, giving full details of the player. Players over 16 years of age must then reimburse the club. Any other clubs he plays for should also be included on the form. It should be signed by both the player and club secretary. PLEASE NOTE: A player, club official or a club has the right of appeal against any charge levied. The cost of a personal hearing for a player at level 7 and below is £30. If the charge is subsequently found proved then the appellant would pay the adjusted costs of the hearing as well as losing his personal hearing fee.

Clubs and Leagues appealing against FA decisions and fines need to submit a £50 fee which is returnable if successful. Clubs which fail to return acknowledgement forms and monies owed by the due date will be subject to additional fines. That could in turn result in the suspension of the club should the rules not be adhered to. The Lincolnshire Intermediate League is one of 752 leagues out of the 1,200 in the Country cared for by the FA, that have signed up for RESPECT. These leagues have all taken a positive step towards ensuring NOBODY has to endure ABUSE in grassroots football.The Respect programme includes four practical steps to improve behavior - on the pitch and on the sidelines - in and at matches throughout the country: IN 2018-19 SEASON THE LIFL applied for FA CHARTERED STATUS and with its clubs’ support hopes to achieve it. Step 1: Respect Codes of Conduct There is a Code of Conduct for each of the five main types of football participant: (1) young players & adult players, (2) spectators and parents/carers, (3) coaches, team manager, (4) club officials and (5) appointed match officials. Each Code explains actions can be taken if the Code is broken.Step 2: Designated Spectator Areas The FA recommends introducing marked areas along the touchlines, within which spectators must stay. The idea behind this is to encourage parents and spectators to take a step back from the pitch and support the teams in a more responsible manner.Step 3: Captain taking responsibility There will be a drive to enhance captaincy skills, encouraging captains to take full responsibility for their players' actions and behavior.Step 4: Referee managing the game There will be a similar drive to enhance referees' match management skills - to create an environment where potential problems are addressed before they escalate.The LIFL signed up to Respect to support its implementation and send a consistent message across all individual team in the league, this means when your team plays league games, the opposition has also signed up to the FA RESPECT programme.

STANDARD CODE OF RULES (SCOR) FOR MINI SOCCER AND YOUTH FOOTBALL COMPETITIONS (SCORY)This document (LIFL Rules is based upon both SCOR for Adult Football and relevant rules from SCORY (Youth Football) as developed by The Football Association. (The “Standard Code”).The Standard Code is mandatory for all Mini Soccer and Youth Football Competitions and adult where applicable in under 18 Youth. Competitions seeking sanction must draft their Rules in conformity with the Standard Code, using the same numbering and standard headings. The mandatory rules are printed in normal text and the optional rules in italics.It should be noted that in many cases rules are so printed because they are alternatives and the procedure to apply should be retained and the others omitted. In all cases where a [ ] is shown the necessary name, address, number or wording to complete that rule must be inserted.Competitions may add to the core of the Standard Code, which is mandatory, providing the additions are approved by the Sanctioning Authority and do not conflict with the mandatory rules or any relevant principles and policies established by The FA. Guidance from the Sanctioning Authority should be sought in advance if there is any doubt as to the acceptability of additional rules.

DEFINITIONS 1 (A) DEFINITIONS in these Rules.

“Affiliated Association” means an Association accorded the status of an Affiliated Association under the rules of The FA.

“AGM” shall mean the annual general meeting held in accordance with the constitution of the Competition.

“Club” means a club for the time being in membership of the Competition.

“Competition” means the [ ] League.

“Competition Match” means any match played or to be played under the jurisdiction of the Competition.

“Contract Player” means any Player (other than a Player on a Scholarship) who is eligible to play under a written contract of employment with a Club.

“Deposit” means a sum of money deposited with the Competition as part of the requirements of membership of the Competition.

“Fees Tariff” means a list of fees approved by the Clubs at a general meeting to be levied by the Management Committee for any matters for which fees are payable under the Rules, as set out at Schedule A.

“Fines Tariff” means a list of fines approved by the Clubs at a general meeting to be levied by the Management Committee for any breach of the Rules, as set out at Schedule A.

“Ground” means the ground on which the Club’s Team(s) plays its Competition Matches.

“Management Committee” means in the case of a Competition which is an unincorporated association, the management committee elected to manage the running of the Competition and where the Competition is incorporated it means the Board of Directors appointed in accordance with the articles of association of that company.

“Match Officials” means the referee, the assistant referees and any fourth official appointed to a Competition Match.

“Mini Soccer” means those participating at ages under 7s to under 10s.

“Non Contract Player” means any Player (other than a Player on a Scholarship) who is eligible to play for a Club but has not entered into a written contract of employment.

“Officer” means an individual who is appointed or elected to a position in a Club or Competition which requires that individual to make day to day decisions.

“Participant” shall have the same meaning as set out in the rules of The FA from time to time.“Player” means any Contract Player, Non Contract Player or other player who

plays or who is eligible to play for a Club.

“Playing Season” means the period between the dates on which the first competitive fixture in the Competition is played each year until the date on which the last competitive fixture in the Competition is played.

“Rules” means these rules under which the Competition is administered.

“Sanctioning Authority” means [The FA] [the [ ] County Football Association Limited].

“Scholarship” means a Scholarship as set out in Rule C 3 (a) (i) of the rules of The FA.

“Season” means the period of time between an AGM and the subsequent AGM.

“Secretary” means such person or persons appointed or elected to carry out the administration of the Competition.

“SGM” means a special general meeting held in accordance with the constitution of the Competition.

“Team” means a team affiliated to a Club, including where a Club provides more than one team in the Competition in accordance with the Rules.

“The FA” means The Football Association Limited.

“WGS” means the Whole Game System and the procedures for the operation thereof as determined by The FA from time to time.

“written” or “in writing” means the representation or reproduction of words or symbols or other information in a visible form by any method or combination of methods, whether sent or supplied in electronic form or otherwise.

“Youth Football” means those participating at ages under 11s to under 18s.

(B) Unless stated otherwise, terms referring to natural persons are applicable to both genders. Any term in the singular applies to the plural and vice-versa.

2. COMPETITION NAME AND CONSTITUTION. (U18))

2. 2(A) This Competition shall be designated the Lincolnshire Intermediate Football League and known as the Lincolnshire Intermediate Football League (LIFL) 2(B). The Competition shall consist of not more than 60 U18 Clubs approved by the sanctioning authority.

The competition will provide football in accordance with the agreed youth formats published under FA Rule 2017-8 page179. This competition will reproduce the relevant FA Rule in its handbook and on its website to ensure clarity and compliance with new SCOR Rule 18 (B).2018-9.

2(C).The area covered by the Competition Membership shall be 40 miles radius from the Stonebow, High Street, Lincoln unless by special application.

Member Clubs shall not enter any of their teams playing in the Competition in any other Competitions (with the exception of FA. and County FA. Competitions) except with the written consent of the Management Committee of the Competition.

2(D). The administration of the Competition under these Rules will be carried out by the Competition acting (save where otherwise specifically mentioned herein) through the Management Committee in accordance with the rules, regulations and policies of The FA.2(E) All Clubs shall adhere to the Rules. Every Club shall be deemed, as a member of the Competition to have accepted the Rules and to have agreed to abide by the decisions of the Management Committee in relation thereto, subject to the provisions of Rule 7.2(F) The Rules are taken from the Standard Code of Rules for Youth Competitions (the “Standard Code”) determined by The FA from time to time. In the event of any omissions from the Standard Code then the requirements of the Standard Code shall be deemed to apply to the Competition.2(G) All Clubs must be affiliated to an Affiliated Association and their names and particulars shall be returned annually by

the appointed date in a manner prescribed by the Sanctioning Authority (old form “D”) and must have a constitution approved by the Sanctioning Authority. Failure to comply with this Rule will result in accordance with a fine in the Fines Tariff.This Competition shall apply annually for sanction to the Sanctioning Authority and the constituent Teams of Clubs may be grouped in divisions, each not exceeding 15 in number.

(H)Inclusivity and Non-discrimination(i) The Competition and each Club must be committed to promoting

inclusivity and to eliminating all forms of discrimination and should abide and adhere to The FA Equality Policy and any legislative requirements (to include those contained in the Equality Act 2010).

(ii) This Competition and each Club must make every effort to promote equality by treating people fairly and with respect, by recognizing that inequalities may exist, by taking steps to address them and by providing access and opportunities for all members of the community, irrespective of age, gender, gender reassignment, sexual orientation, marital status, race, nationality, ethnic origin, colour, religion or belief, ability or disability or otherwise.

(iii) Any alleged breach of the Equality Act 2010 legislation must be referred to the appropriate Sanctioning Authority for investigation.

(I) Clubs must comply with the provisions of any initiatives of The FA which are adopted by the Competition including, but not limited to, Charter Standard and RESPECT programmes. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

(J) All Participants shall abide by The Football Association Regulations for Safeguarding Children as determined by The FA from time to time.

(K) Clubs shall not enter any of their Teams playing at a particular age group in the Competition in any other competition (with the exception of FA and County FA Competitions) except with the written consent of the Management Committee. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

(L) At the AGM or a SGM called for the purpose, a majority of the delegates present shall have power to decide or adjust the constitution of the divisions at their discretion. When necessary this Rule shall take precedence over Rule 22.

(M) Only one team shall be permitted from any Club to participate in the same from the same Club. This Competition will ensure that, where permission is division as another team from the same Club unless there is no viable alternative because of logistical issues and/or reasons linked to participation and geographical boundaries. The Competition will obtain the prior approval of the Sanctioning

Authority in the event of a division comprising of more than one team given, teams from a Club operating in the same division are run as separate entities with no interchange of players other than via transfers of registration in accordance with these Rules.

CLUB NAME 3. Any Club wishing to change its name must obtain permission from the

Sanctioning Authority (LFA) and from this Management Committee. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

4. ENTRY FEE, SUBSCRIPTION, DEPOSIT

4 (A). Applications by Clubs for admission to this Competition must be made in writing to the Secretary and must be accompanied by an Entry Fee per team plus two cup fees which shall be returned in the event of non-election.

At the discretion of a majority of the accredited voting members present applications, of which due notice has been given, may be received at the Annual General Meeting or a Special General Meeting. The Entry Fee shall apply. When Rule 22(B) is applied and a team seeks a transfer or is compulsorily transferred to another division no Entry Fee shall be payable just the annual subscription of £20.4(B). The Annual Subscription shall be ( £20 ) for existing teams plus cup fees of £00 – (£20) payable on or before the 30th June in each year.4 (C). Each Club shall, upon election, can be requested pay a Deposit which shall be returnable to Clubs on leaving the Competition provided they have fulfilled their fixtures and complied with all orders of the Management Committee. At present £NIL.4 (D). A Club shall not participate in this Competition until the Entry Fee and or Annual Subscription and any requested Deposit have been paid as set out in the Competition’s Fees tariff per team in appendix.4 (E). Clubs must advise annually to the Secretary in writing by July 1st of its County Football Association affiliation number for the forthcoming Season, if failing they can be fined. Clubs must also advise the Secretary in writing, or on the prescribed Club Registration Form, of details of its Headquarters, Child Protection Certificates for Club Officers, name(s) and contact details of

Welfare Officer(s) and any other information required by the Competition. Current season’s Registration Forms available on line from web site or from the LIFL secretary. The hard copy paper registration form and letter of agreement duly signed must arrive five (5) days after any online submission.4(F) Additional printed LIFL Handbooks can be purchased from Secretary. 5. MANAGEMENT, NOMINATION, ELECTION

5 (A). OFFICERS

The Officers of the Competition shall be the Chairman, Vice-Chairman, Treasurer, Secretary, Registration Secretary and, Referees Secretary to be elected annually at the Annual General Meeting. (N.B. Auditors, President, Vice-Presidents, Life Members also but who are not Officers).

The Competition shall be governed in accordance with the Rules and Regulations of The Football Association by a Management Committee comprised of the Officers and not more than 10 other members who shall be elected at the Annual General Meeting.All participants shall abide by the Football Association Regulations for safeguarding children as determined by the competition.

5 (B). Retiring Officers shall be eligible to become candidates for re-election without nomination. All other candidates for election as Officers or Members of the Management Committee shall be nominated to the Secretary in writing, signed by the Secretaries of two Member Clubs, not later than 1st May in each year. Names of the candidates for election shall be circulated with the notice of the Annual General Meeting. In the event of there being no nominations in accordance with the foregoing for any office, nominations may be received at the Annual General Meeting.

5 (C). The Management Committee shall meet monthly or as often as is necessary to deal with business as it arises. On receiving a requisition signed by two-thirds of the Members of the Management Committee, the Secretary shall convene a meeting of the Committee. In season meetings should be held with no more than three calendar months between each meeting.

5 (D). Except where otherwise mentioned all communications shall be addressed to the Secretary who shall conduct the correspondence of the Competition and keep a record of its proceedings.(5(D) cont’d). With the exception of Rules 5(I), 6(H), and 19, for all breaches of Rule a formal written charge must be issued to the Club concerned The Club charged shall be given seven days from the date of notification of the charge to reply to the charge and given the opportunity to:-(i) Accept or deny the charge(ii) Submit in writing a case of mitigation, or(iii) Put their case before the Management Committee at a personal hearingAll breaches of the Laws of the Game, or the Rules and Regulations of The FA shall be dealt with in accordance with FA Rules by the appropriate Association. Any fines levied shall be in accordance with the Fines Tariff.The maximum fine permitted for any breach of a Rule is £250 and, when setting any fine, the Competition must ensure that the penalty is proportional to the offence, taking into account any mitigating circumstances.5 (E). All communications received from Clubs must be conducted through their nominated Officers and sent to the league secretaryFailure to comply with this rule will result in a fine in accordance with the Fines Tariff.

6. POWERS OF MANAGEMENT6 (A) The Management Committee may appoint sub-committees

and delegate such of their powers as they deem necessary. The decisions of all sub-committees shall be reported to the Management Committee for ratification. The Management Committee shall have power to deal only with matters within the Competition and not for any

matters of misconduct that are under the jurisdiction of The Football Association or Affiliated Association.

6 (B).Subject to the permission of the Lincolnshire Football Association having been obtained, the LIFL Management Committee may order a match or matches to be played each season, the proceeds to be devoted to the funds of the Competition and, if necessary, may call upon each Club (including any Club which may have withdrawn during the season) to contribute equally such sums as may be necessary to meet any deficiency at the end of the season. Rule 6 (E) also applies.

6 (C).Each Member of the Management Committee shall have the right to attend and vote at all Management Committee Meetings and have one vote thereat, but no Member shall be allowed to vote on any matters directly appertaining to such Member or to the Club so represented or where there may be a conflict of interest. (This shall apply to the procedure of any sub-committee). In the event of the voting being equal on any matter, the Chairman shall have a second or casting vote.

6 (D).The Management Committee shall have powers to apply, act upon and enforce these Rules and shall also have jurisdiction over all matters affecting the Competition. Any action by the Competition must be taken within 28 days of the Competition being notified.With the exception of Rules 6(I), 8(H), 20(A), 21 and 9, for all breaches of Rule a formal written charge must be issued to the Club concerned The Club charged shall be given seven days from the date of notification of the charge to reply to the charge and given the opportunity to:-

mitigation at a hearing before the Management Committee; or

(iii) Deny the charge and submit in writing supporting evidence for consideration by the Management Committee on the papers; or

(iv) Deny the charge and notify that it wishes to put its case of mitigation at a hearing before the Management Committee.

Where the Club charged fails to respond within 7 days, the Management Committee shall determine the charge in such manner and upon such evidence as it considers appropriate.

Where required, hearings shall take place as soon as reasonably practicable following receipt of the reply of the Club as more fully set out above.

Having considered the reply of the Club (whether in writing or at a hearing), the Management Committee shall make its decision and, in the event that the charge is accepted or proven, decide on the appropriate penalty (with reference to the Fines Tariff where applicable).

The maximum fine permitted for any breach of a Rule is £100 and, when setting any fine, the Management Committee must ensure that the penalty is proportional to the offence, taking into account any mitigating circumstances.

No Participant under the age of 18 can be fined.

All breaches of the Laws of the Game or the Rules and Regulations of The FA shall be dealt with in accordance with FA Rules by the appropriate Association.

6 (E).All decisions of the Management Committee shall be binding subject to the right of appeal in accordance with Rule 7. Decisions of the Management Committee must be notified in writing to those concerned within 7 days.

6 (F). Five Members of the Management Committee shall constitute a quorum or 50 per cent of total whichever is lower, for the transaction of business of the Management Committee and five Members shall constitute a quorum for the transaction of business by any sub-committee of the Competition as authorised by main committee.

6 (G). The Management Committee, as it may deem necessary, shall have power to fill in an acting capacity, any vacancies that may occur amongst their number.

6(H) A Club must comply with an order or instruction of the Management Committee and must attend to the business and/or the correspondence of the Competition to the satisfaction of the Management Committee. A Club having failed to comply with an order or instruction of the Management Committee, or failing to satisfactorily attend to the business and/or the correspondence of the Competition, shall be fined £10 or otherwise penalised at the discretion of the Management Committee.

6 (I). Subject to a club’s right to appeal in accordance with Rule 7 below,, all fines and charges are payable forthwith and must be paid to the LIFL League’s Treasurer within 14 or 21 days as requested at the date of notification of the decision. Any Club failing to do so will be fined in accordance with the Fines Tariff (maximum of £50). Further failure to pay the fine including the additional fine (double of original), within an extra 7 days will result in fixtures being withdrawn until such time as the outstanding fines are paid.

Note: FA rules state: No participant under the age of 18 can be fined.

6 (J). A member of the Management Committee appointed by the Competition to attend a meeting or match may have any reasonable expenses incurred refunded by the Competition.

6 (K).The Management Committee shall have the power to fill any vacancy that may occur in the membership of the Competition in-between the last Annual General Meeting and or any Special General Meeting called to decide the constitution and the commencement of the Competition season.

6 (L). The business of the Competition as determined by the Management Committee may be transacted by electronic mail or facsimile. Records and safe electronic back up are required.

7. PROTESTS, CLAIMS, COMPLAINTS, APPEALS

When dealing with a protest or complaint the management committee shall take into consideration the possession by the protesting or complaining club of any information which, if properly used, might have avoided the protest or complaint.Any dispute occurring between Clubs in the Competition shall be referred for determination by the Management Committee whose decision shall be binding upon all parties subject to Rule 7

7(A) (i) All questions of eligibility, qualification of Players or interpretations of the Rules shall be referred to the Management Committee or a sub-committee duly appointed by the Management Committee.

(ii) Objections relevant to the dimensions of the pitch, goals, flag posts or other facilities of the venue will not be entertained by the Management Committee unless a protest is lodged with the referee before the commencement of the Competition Match.

(B) Except in cases where the Management Committee decide that there are special circumstances, protests and complaints (which must contain full particulars of the grounds upon which they are founded) must be lodged with the Secretary within 14 days (excluding Sundays) of the Competition Match or occurrence to which they refer. A protest or complaint shall not be withdrawn except by permission of the Management Committee. A member of the Management Committee who is a member of any Club involved shall not be present (except as a witness or representative of his Club) when such protest or complaint is being determined.

(C) No protest of whatever kind shall be considered by the Management Committee unless the complaining Club shall have deposited with the Secretary a sum in accordance with the Fees Tariff. This may be forfeited in whole or in part in the event of the complaining or protesting Club losing its case. The Competition shall have power to order the defaulting Club or the Club making a losing or frivolous protest or complaint to pay the expenses of the inquiry or to order that the costs to be shared by the parties.

(D) All parties to a protest or complaint must receive a copy of the submission and must be afforded an opportunity to make a statement at least 7 days prior to the protest or complaint being heard.(i) All parties must have received 7 days’ notice of the hearing

should they be instructed to attend.(ii) Should a Club elect to state its case in person then it should

forward a deposit of £50 (returnable if successful) and indicate such when forwarding the written response.

(E) The Management Committee shall also have power to compel any party to the protest to pay such expenses as the Management Committee shall direct.(F) Any appeal against a decision of the Management Committee must be

lodged with the Sanctioning Authority within 14 days of the posting of the written notification of the decision causing the appeal, accompanied by a fee (as set out in the Fees Tariff), which may be forfeited in the event of the appeal not being upheld. A copy of the appeal must also be sent to the Secretary. The procedure for the appeal shall be determined by the Sanctioning Authority, in such respect the Sanctioning Authority may (but is not obliged to):(i) invite submissions by the parties involved; or(ii) convene a hearing to hear the appeal; or(iii) permit new evidence; or(iv) impose deadlines as are appropriate.

Any appeal shall not involve a rehearing of the evidence considered by the Management Committee.

(G) No appeal can be lodged against a decision taken at an AGM or SGM unless this is on the ground of unconstitutional conduct.

8 ANNUAL GENERAL MEETING8. (A) The Annual General Meeting shall be held not later than

30th June each year. At this meeting the following business shall be transacted provided that at least 10 Club Members are present and entitled to vote:-(i) To receive and confirm the Minutes of the preceding Annual General Meeting. Confirm and decide any arising business outstanding.(ii) To receive and adopt the Annual Report, Balance

Sheet and Statement of Accounts.(iii) Election of Clubs to fill vacancies (as recommended by the

Management Committee).(iv) Constitution of the Competition for ensuing season.(v) Election of Officers and Management Committee.(vi) Appointment of Auditors.(vii) Alteration of Rules, if any,(notice has to been given).

(viii) Fix the date for the commencement, conclusion of the season and kick off times applicable to the Competition.

(ix) Other business of which due notice shall have been given and accepted as being relevant to an Annual General Meeting.

8 (B) A copy of the duly audited/verified Balance Sheet, Statement of Accounts and Agenda shall be forwarded to each Club at least fourteen days prior to the meeting, together with any proposed change of Rules.

8 (C) A signed copy of the duly audited/verified Balance Sheet and Statement of Accounts shall be sent to and to the Lincolnshire County Football Association within fourteen days of its adoption by the Annual General Meeting.

8 (D) Each Club shall be empowered to send two delegates to an Annual General Meeting. Each Club shall be entitled to one vote only. Fourteen days’ notice shall be given of any Meeting.

8 (E) Clubs who have withdrawn their Membership of the Competition during the season being concluded or who are not continuing Membership shall be entitled to attend but shall vote only on matters relating to the season being concluded. This provision will not apply to Clubs expelled in accordance with Rule 17.

8 (F) All voting shall be conducted by a show of voting cards unless a ballot be demanded by at least 50% of the delegates or at least ten (10) qualified to vote or the Chairman so decides.

8 (G) No individual shall be entitled to vote on behalf of more than one Member Club.8 (H). Any continuing Club must be represented at the Annual General Meeting.8 (I). Officers and Management Committee members shall be

entitled to attend and vote at an Annual General Meeting.

9 SPECIAL GENERAL MEETINGS (SGM) & General Meetings

9. Upon receiving a requisition signed by two-thirds of the Clubs in membership the Secretary shall call a Special General Meeting.The Management Committee may call a Special General Meeting at any time.

At least 7 day notice shall be given of either meeting under this Rule, together with an agenda of the business to be transacted at such meeting. Each Full Member Club shall be empowered to send two delegates to all Special General Meetings. Each Club shall be entitled to one vote only. Any continuing Member Club failing to be represented at a Special General Meeting without satisfactory reason being given shall be fined £10.(Fines Tariff)Officers and Management Committee members shall be entitled to attend and be entitled to one vote at all Special General Meeting as will members of the Management Committee.

10. AGREEMENT TO BE SIGNEDEach Club shall complete and sign the following agreement which shall be deposited with the Competition together with the application for membership for the coming Season, or upon indicating that the Club intends to compete.

“We, (A), (name) [ ] of (address) [ ] (Chairman)/Director and (B) (name) [ ] of (address) [ ] (Secretary/Director) of [ ] Football Club (Limited) have been provided with a copy of the Rules and Regulations of the [ ] Competition and do hereby agree for and on behalf of the said Club, if elected or accepted into membership, to conform to those Rules and Regulations and to accept, abide by and implement the decisions of the Management Committee of the Competition, subject to the right of appeal in accordance with Rule 7.”

The agreement shall be signed by:

(i) Where a Club is an unincorporated association, the Club chairman and secretary; or

(ii) Where a Club is an incorporated entity, two directors of the Club.

Any alteration of the chairman and /or secretary of the Club on the above agreement must be notified to the Lincolnshire County Football Association or to which the Club is affiliated and to the Secretary of LIFL.

Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

11 MEMBERSHIP CONTINUATION OR WITHDRAWAL OF A CLUB

11(A) Clubs intending or having a provisional intention, to withdraw a team from the Competition on completion of its fixtures and fulfilment of all other obligations to the Competition must notify the Secretary in writing by 31st March each Season or be liable to a fine not exceeding £80.

11 (B). The Management Committee shall have the discretion to deal with a team being unable to start or complete its fixtures for a Playing Season.A Club shall not be allowed to withdraw any or all of its teams from the Competition after the arrangement of fixtures for the following Season. Any Club infringing this Rule shall be liable to a fine not exceeding £100 per team and shall also be liable for its share of any financial obligation which may be made under Rule 6(B).

11 (C) In the event of a Member Club failing to discharge all its financial obligations to the Competition in excess of £50, the Management Committee are empowered to refer the debt under The FA Football Debt Recovery provisions.

In the event of a Member Club which is an un-incorporated association withdrawing and/or disbanding it shall be immediately liable to discharge all its financial and other obligations to the Competition.

In the event that any such obligation remains undischarged after a period of 21 days then such obligation shall be met by the then current Club Members, excluding those under the statutory school leaving age. Until a Member’s pro rata obligation is discharged in full the Member shall not be allowed to participate in the Competition, which may apply to the Club’s Parent County Association for a suspension order.

11(D) CLUBS AND TEAMS CONTINUATION OF MEMBERSHIPAll Clubs wishing to remain in membership of the Competition for the following Season must confirm their intention to do so in writing, to the Secretary by 31st March.

12. EXCLUSION OF CLUBS.OR TEAMS MISCONDUCT BY CLUBS, OFFICERS, PLAYERS, MANAGEMENT COMMITTEE.

12(A) At the Annual General Meeting or Special General Meeting called for the purpose, Notice of Motion having been duly circulated on the Agenda by direction of the Management Committee, the accredited delegates present shall have the power to exclude any Club or Team from membership which must be supported by (more than) two thirds (2/3) of those present and voting. Voting on this point shall be conducted by ballot. A Club which is the subject of the vote being taken shall be excluded from voting.

12 (B) At the Annual General Meeting, or at a Special General Meeting called for the purpose, in accordance with the provisions of Rule 19, the accredited delegates present shall have the power to exclude from further participation in the Competition any Club whose conduct has, in their opinion, been undesirable, which must be supported by (more than) two-thirds (2/3) of those present and voting. Voting on this point shall be conducted by ballot. A Club whose conduct is the subject of the vote being taken shall be excluded from voting.

12 (C) Any official or member of a Club proved guilty of either a breach of Rule, other than field offences, or of inducing or attempting to induce a player or players of another Club in the Competition to join them shall be liable to expulsion or such penalty as a General Meeting or Management Committee may decide, and their Club shall also be liable to expulsion in accordance with the provisions of Clause (A) of this Rule.

EXAMPLE: 12 (A)Any Club or Team failing to complete 75% of its fixtures in any season shall

(unless the conditions are beyond their control, or the accredited delegates present at the Annual General Meeting or a Special General Meeting decide otherwise by a majority of two thirds

13. TROPHY Notes:- LEGAL OWNERS, CONDITIONS OF TAKING OVER, CARE AND RETURN AGREEMENT (to be signed), AWARDS.

13 (A) A Competition Cup or Trophy shall be vested in the Association/ Competition sanctioning the Competition as Trustees. If a Competition be discontinued for any cause the Cup or Trophy shall be returned to the Donor, if the conditions attached to it so provide, or otherwise dealt with as the Association may decide.

“We A _________________and B ______________________, the Chairman and Secretary of ________________________FC, members of and representing the Club, having been declared winners of _____________________Cup or Trophy, and it having been delivered to us by the Competition, do hereby on behalf of the Club jointly and severally agree to return the Cup or Trophy to the Competition Secretary on or before 1st March. If the Cup or Trophy is lost or damaged whilst under our care we agree to refund to the Competition the amount of its current value or the cost of its thorough repair.”

Winners Agreement and Fines(1) A Trophy / Cup must be returned in the condition it was presented to the Club or a fine of £50 can be imposed.(2) All Trophies and Cups must be returned to the League Secretary by 1st March each season. Any Club failing to do so can be fined £50.(3) The League will be responsible for getting trophies engraved on their return.

13 (B). At the close of each Competition awards shall be made to the winner if the funds of the Competition permit.The following agreement shall be signed on behalf of the winners of the Cup or Trophy:-

14. ALTERATION TO RULES 14. Alterations, for which consent has been given by the

Sanctioning Authority, shall be made to these Rules only at the Annual General Meeting or at a Special General Meeting specially convened for the purpose called in accordance with Rule 9. Any alteration made during … the Playing Season to these Rules, shall not take effect until the following Playing Season.

Notice of proposed alterations to be considered at the AGM shall be submitted to the Secretary by 1st April in each year. The proposals, together with any proposals by the Management Committee, shall be circulated to the Clubs by 1st May and any amendments thereto shall be submitted to the Secretary by 1st June. The proposals and proposed amendments thereto shall be circulated to Clubs with the notice of the AGM. A proposal to change a Rule shall be carried if a majority of those present, entitled to vote and voting are in favour, (new added 2017-8).

A copy of the proposed alterations to Rules to be considered at the AGM or Special General Meeting shall be submitted to the Sanctioning Authority or FA (as applicable) at least 28 days prior to the date of the meeting.

15 FINANCE

15 (A). The Management Committee shall determine with which bank or other financial institution the funds of the Competition will be lodged.

15 (B). All expenditure in excess of £100 shall be approved by the Management Committee. Cheques shall be signed by at least two Officers nominated by the Management Committee.

15 (C) The financial year of the Competition will end on 31st May.

15 (D) The books, or a certified balance sheet, of a Competition shall be prepared and shall be audited annually by some suitable person(s) who shall be appointed at the Annual General Meeting.

15 (F). PAYMENTS TO THE COMPETITION

All payments to the competition shall be paid by cheque or postal order or the bank account of the LIFL as provided by online or BACS transfer and shall be made payable to the Lincolnshire Intermediate Football League. If any

cheques are returned to the bank, then the defaulting club shall be fined £10 and will also be responsible for all charges incurred.

16 INSURANCE 16(A). All Clubs must have public liability insurance cover of

at least 10 million pounds (£10,000,000).16(B) All Clubs must have valid personal accident cover for all

Players registered with them from time to time. The Players’ personal accident cover must be in place prior to the Club taking part in any Competition match and shall be at least equal to the minimum recommended cover determined from time to time by the sanctioning Association. In instances where The Football Association is the sanctioning Association, the minimum recommended cover will be the cover required by the Affiliated Association to which a Club affiliates.

Failure to comply with Rule 16(A) or (B) will result in a fine in accordance with Tariff.

This is now mandatory for all under 18 males and all other youth football aged below 18 below.(since 2017-8)

17 DISSOLUTION17. (A) Dissolution of the Competition shall be by resolution

approved at a Special General Meeting by a majority of three quarters (3/4) of the members present and shall take effect from the date of the relevant Special General Meeting.

17 (B) In the event of the dissolution of the Competition, the members of the Management Committee are responsible for the winding up of the assets and liabilities of the Competition.

17 (C) The Management Committee shall deal with any surplus assets as follows:

(i) Any surplus assets, save for a Trophy or any other presentation, remaining after the discharge of the debts and liabilities of the Competition shall be transferred only to another Competition or Affiliated Association or The Football Association Benevolent Fund or to such other charitable or benevolent object in the locality of the Competition as determined by resolution at or before the time of winding up, and approved in writing by the sanctioning Association.

(ii) If a Competition is discontinued for any reason a Trophy or any other presentation shall be returned to the Donor if the conditions attached to it so provide or, if not, dealt with as the Sanctioning Authority may decide.

17(D). LEAGUE BUSINESS (dealing with phone call or visits)

17(D). All League business is to be dealt with before 8-00.pm. League Officers should not be contacted at their place of work.

17(E). Any changes to the following Club details during the playing season must be notified in writing to the League Secretary within 7 days of the change becoming operable.

i. Club Officials i.e. Chairman, Secretary, Treasurer, Team Manager

ii. Club Ground Location

iii. Club Colours

iv. Match Kick Off times

Failure to comply will result in a fine of £10 being imposed.

17(G) League Privacy Notice in accordance with FA and LFA

The Lincolnshire Intermediate Football League (LIFL) ("we", "our", "us") take your privacy very seriously.

This Privacy Notice sets out how we use and look after the personal information we collect from you. We are the data controller, responsible for the processing of any personal data you give us. We take reasonable care to keep your information secure and to prevent any unauthorised access to or use of it.

What personal data we hold on you

Personal data means any information about an individual from which that individual can be identified. We collect, use, store and transfer some personal data of our participants [and their parents or guardians], and other League members.

You provide information about yourself and your members when you register with the League, and by filling in forms at an event or online, or by corresponding with us by phone, e-mail or otherwise.

The information you give us may include name, date of birth, address, e-mail address, phone number, gender, and the contact details of a third party in the case of emergency. We may also ask for relevant health information, which is classed as special category personal data, for the purposes of health, wellbeing, welfare and safeguarding. Where we hold this data it will be with the explicit consent of the participant or, if applicable, the participant’s parent or guardian.

Where we need to collect personal data to fulfil League responsibilities and if you do not provide that data, we may not be able honour or administer your registration.

Why we need your personal data

We will only use personal data for any purpose for which it has been specifically provided.

The reason we need participants’ and members’ personal data is to be able to run the football league and arrange matches; to administer registration, and provide the league services you are signing up to when you register with the

Who we share your personal data with

When you register with the League, your information, if you are a coach or volunteer will be or if you are another participant may be entered onto the Full-Time / Whole Game System database, which is administered by the FA. We also pass your information to the County FA / FA for affiliation purposes.

The League’s data processing may require personal data to be transferred outside of the UK. Where the League does transfer personal data overseas it is with the sufficient appropriate safeguards in place to ensure the security of that personal data.

We have put in place appropriate security measures to prevent personal data from being accidentally lost, used or accessed in an unauthorised way, altered or disclosed.

How long we hold your personal data

We keep personal data on our participants while they continue to be a participant or are otherwise actively involved with the League. We will delete this data 2 years after a participant has left or otherwise ended their registration or affiliation, or sooner if specifically requested and we are able to do so. We may need to retain some personal data for longer for legal or regulatory purposes. The personal data that is stored on Full-Time / Whole Game System is subject to the FA’s privacy policy so we advise you review that policy together with this notice. If anyone would like their personal data to be deleted from Whole Game System then please contact the County FA.

Your rights regarding your personal data

As a data subject participants may have the right at any time to request access to, rectification or erasure of their personal data; to restrict or object to certain kinds of processing of their personal data, including direct marketing; to the portability of their personal data and to complain to the UK’s data protection supervisory authority, the Information Commissioner’s Office on 0303 123 1113 or via email https://ico.org.uk/global/contact-us/email/ or by post at The Information Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF, about the processing of their personal data.

18. QUALIFICATION OF PLAYERS:

18. QUALIFICATION OF PLAYERS (Player registration)

18 (A) A registered youth playing member of a Club is one who, being in all other respects eligible, has :-

(i) Has Registered on the Whole Game System(ii) Has been registered on WGS 48 hours prior to a match but

not after 6pm

In accordance with the foregoing qualification, a player under the age of 15 as at midnight on the 31st August in the current playing season must not play in an under 18 youth match. To play in this competition the player must be under the age of 18 as at midnight on August 31st in the current playing season.

The above qualification dates are subject to the provisions contained in FA Rule 2017-8 section C 4(a) (vi)) page 179.

18.(B) (i) Contract players are not permitted in this Competition with the exception of those Players who are registered under Contract with the same Club who have a team operating at Steps 1 to 6 of the National League System.It is the responsibility of each Club to ensure that any Player signing a registration form for that Club has, where necessary, the required International Transfer Certificate. Clearance is required for any Player aged 10 and over crossing borders including Wales, Scotland and Ireland.18 (B) (ii)No player registered with a FA Premier League Football League Academy under the Elite Player Performance Plan contained within Youth Development Rules will be permitted to play in this Competition. Details of the Youth Development Rules are published on the FA website. A player registered with a Centre of Excellence may only play in this Competition subject to the regulations of the Programme of Excellence.

18 (B) (iii) Each Club must have at least 11 Players registered at least 7 clear days before the start of each Playing Season. (Fine £10)

18 (C) A player having taken part in matches for any Club affiliated to any County Football Association shall not be allowed to join, be transferred to, or sign for a Club in the Competition without first proving to the officials of the intended Club that the player has discharged all reasonable financial liabilities to the previous Club or Clubs, and a Club official may not accept such player’s signature without first ascertaining whether such claims have been discharged to the satisfaction of the Club, or Clubs, for which the player last played. In the event that a Player could be required to pay a proportion of a debt due under The FA Football Debt Recovery System then, whether or not the debt has been referred to the relevant County FA, the Competition must not affect the player’s registration in any way or refuse to register a transfer due to that debt being outstanding. The Competition cannot refuse to register a Player for an unpaid non-footballing debt.A Player that owes a Football Debt (as defined under the Football Debt Recovery Regulations) to any Club(s) shall be permitted to register and play for a Club in the Competition, save that the Player may be liable to be suspended from playing for that Club should the Player fail to comply with the terms of the Football Debt Recovery Regulations in respect of that Football Debt. (Added in 2017-8)

18 (D) A fee as set out in the Fees Tariff shall be paid by each Club or team for each player registered.

18 (E) The Management Committee shall decide all registration disputes.

18 (F) It shall be a breach of Rule for a player to:-(i) Play for more than one Club in the Competition in the same season without first being transferred.(ii) Having signed for one Club in the Competition, sign

for another Club in the Competition in that season except for the purpose of a transfer.

(ii) Submit a registration through WGS, that the player had wilfully neglected to accurately or fully complete.Failure to comply with this rule will result in a fine as per tariff.

18 (G) (i) The Management Committee shall have the power to accept the registration of any player subject to the provisions of clauses (ii) and (iii) below.

(ii)The Management Committee shall have power to refuse, cancel or suspend the registration of any player or may fine any player, at their discretion who has been charged and found guilty of registration irregularities (subject to Rule 16).

18 (G) (iii) The Management Committee shall have power to make application to refuse or cancel the registration of any player charged and found guilty of undesirable conduct (subject to Rule 16) subject to the right of appeal to the FA or the relevant County Football Association. Undesirable conduct shall mean an incident of repeated proven misconduct, which may deter a participant from being involved in this Competition. Application should be made to the parent County of the Club the player is registered or intending to be registered with.

18 (G) (iv) For a player who has previously had a registration removed in accordance with clause (iii) but

has a registration accepted at the expiry of exclusion will be considered to be under a probationary period of 12 months. Whilst under a probationary period, should the player commit a further act of proven misconduct under the jurisdiction of the Competition, (excluding standard dismissals), the Competition would be empowered to consider a further charge of bringing the Competition into disrepute.

(Note: Action under Clause 8 (iii) shall not be taken against a player for misconduct until the matter has been dealt with by the appropriate Association, and then only in cases of the player bringing the Competition into disrepute and will in any case be subject to an Appeal to the Football Association. All decisions must include the period of restriction. For the purpose of this Rule, bringing the competition into disrepute can only be considered where the player has received in excess of 112 days’ suspension, or 10 matches in match based discipline, in a period of two years or less from the date of the first offence.). Now includes misbehaviour in all competitions not just LIFL.

18 (H) TRANSFERS OF PLAYERSSubject to compliance with FA Rule C2 (a) dealing with players without a written contract, when a Club wishes to register a Player who is already registered with another Club it shall complete this procedure through the WGS All such transfers without the leaving player’s club acknowledgement shall be referred by the Competition to the Club for which the player is registered. Should this Club object to the transfer it should state its objections in writing to the Competition and to the Player concerned within three days upon receipt its notification. Then upon receipt of the Club’s consent, or upon its failure to give written objection within the three days, the Competition Secretary may, on behalf of the Management Committee, transfer the Player who shall be deemed

eligible to play for the new Club from such date or 5 days after receipt of such a transfer.In the event of an objection to a transfer the matter shall be referred to the Management Committee for a decision.

18 (I) A player may not be registered for a Club nor transferred to another Club in the Competition after 1st April, except by special permission of the Management Committee. No player can have more than two (2) transfers in a season.

18 (J) A Club shall keep a list of the players it registers and a record of the games in which they have played, and shall produce such records upon demand by the Management Committee.(non- compliance fine, £10.)

In the event a Club has more than one team in an age group, each team must be clearly designated. In such cases, players will be registered for one team only. Registrations are only valid for one season

18 (K) A register containing the names of all players registered for each Club, with the date of registration, any relevant shared medical conditions and nationality, may be kept by the (Registrations) Secretary and shall be open to the inspection of any duly appointed Member Club’s representative at all Management Committee meetings or at other times mutually arranged subject to Privacy Policy of LIFL and the GDPR regulations that apply.. Registrations are valid for one Season only. Data Protection Act applies.In the event of a player without a written contract changing his status to that of a contract player with the same Club, another Club in the Competition or with a Club in another Competition his registration as a player without a written contract will automatically be cancelled and declared void unless the Club conforms to the exception detailed in Rule 18(B) (i).

18 (L) A player shall not be eligible to play for a team in any special championship, promotion or relegation deciding match (as specified in Rule 22(A)) unless the player has

played three (3) games for that team in this Competition in the current season.

18 (M) A player who has played for a team in the Premier LIFL Division [5] times or more shall not in that season be eligible to play in a lower Division reserve or B team except by permission of the Management Committee. (To be ratified in current season subject to league format) or made not applicable if no premier division as per 2016-17 onwards.

18(N)(N) (i) Subject to Rule 18(N)(ii), any Club found to have played an ineligible Player in

a Competition Match or Matches where points are awarded shall have the points gained from that Competition Match deducted from its record, up to a maximum of 12 points, and have levied upon it a fine in accordance with the Fines Tariff.

(ii) The Management Committee may vary the sanction as relates to the deduction of points set out at Rule 18(N)(i) only in circumstances where the ineligibility is due to the failure to obtain an International Transfer Certificate or where the ineligibility is related to the Player’s status.

(iii) Where a Club is found to have played an ineligible Player in accordance with Rule 18(N)(i) above, the Management Committee may also, at its discretion:(a) Award the points available in the Competition Match in question to the

opponents, subject to the Competition Match not being ordered to be replayed; or

(b) Levy penalty points against the Club in default; or(c) Order that such Competition Match or Matches be replayed (on such

terms as are decided by the Management Committee).

18(N) NOTES LIFL: Any Club found to have played an ineligible Player in a match or matches shall have any points gained from that match or matches deducted from its record, up to a maximum of 12 points, and have levied upon it a fine (£50 per ineligible player played). The Management Committee may also order that such match or matches be replayed on such terms as are decided by the Management Committee which may also levy penalty points against the Club in default.

The Management Committee may vary this decision in respect of the points gained only in circumstances where the ineligibility is due to the failure to obtain an International Transfer Certificate or where the ineligibility is related to the Player’s status. In exceptional circumstances the Management Committee may, at its discretion, award the points available in the match in question to the opponents, subject to the match not being ordered to be replayed.

Any Team found guilty of playing a player whose age is over 18 on August 31st in the current playing season will be fined a maximum of £100. A Special Meeting will then be called to allow Member Clubs to vote upon the continued participation in the Competition of the team found and proven guilty.

18 (O) (The following Clause applies to Competitions involving players in full-time secondary education):-

(i) Priority must be given at all times to school and school organisations activities.

18 (O) (ii).The availability of children must be cleared with the Head Teachers (except for Sunday Leagues).18 (O) (iii). To play open age football the player must have achieved the age of 16. In the LIFL we allow 15 year old males as at midnight 31st August in start of playing season.

(Note: For players under the age of 18 the provisions contained in Football Association Rules for Youth football will apply.)

18(P) A Player who has played for a Team in the [ ] division [ ] times or more shall not in that Playing Season be eligible to play in a lower division except by permission of the Management Committee. Refer to 18(M) for LIFL.

19. CLUB COLOURS. 19. Every Club must register the colour of its shirts and shorts, also

alternative colours of shirts and shorts, with the Secretary by the date of the Fixture Meeting, who shall decide as to their

suitability. In all matches shirts must be cleared numbered or a fine of £10 will be imposed. Goalkeepers must wear colours which distinguish them from other players and the referee. All shirts must be clearly numbered.No player, including the goalkeeper, shall be permitted to wear black or very dark shirts. Any team not being able to play in its normal colours as registered with the Competition shall notify the colours in which they will play to its opponents at least 3 days before the match.If, in the opinion of the referee, two Clubs have the same or similar colours, the away team shall make the change. Any team not having a change of colours or delaying the kick-off by not having a change of strip shall be fined £10.The Secretary of the Competition may request shirts to be submitted if complaints are received as to lack of distinguishing colours, and the Management Committee may refuse to permit any shirts or shorts which are deemed unsuitable or clash.

Any Club wishing to change its colours during the Playing Season must obtain permission from the Management Committee.

NOTE: The local and surrounding county Football Associations all demand referees to wear black kit so that colour must not be worn by teams or goal keepers.

20 PLAYING SEASON, CONDITIONS OF PLAY, TIMES OF KICK-OFF, POSTPONEMENTS AND SUBSTITUTES

20(A) All Competition Matches shall be played in accordance with the Laws of the Game as determined by the International Football Association Board. (IFAB)

Clubs must take all reasonable precautions to keep their Grounds in a playable condition. All Competition Matches shall be played on pitches deemed suitable by the Management Committee. If through any fault of the home Team a match

has to be replayed, the Management Committee shall have power to order the venue to be changed.

The Management Committee shall have power to decide whether a pitch and/or facilities are suitable for Competition Matches and to order the Club concerned to play its Competition matches) on another ground.

Football Turf Pitches (3G) are allowed in this Competition provided they meet the required performance standards and are listed on the FA’s Register of Football Turf Pitches. All Football Turf Pitches used must be tested (by a FIFA accredited test institute) every three years and the results passed to The FA. The FA will give a decision on the suitability for use and add the pitch to the Register.

The home Club is also responsible for advising Participants of footwear requirements when confirming match arrangements in accordance with Rule 20(C).

Within the National League System (“NLS”) all Competition Matches shall have a duration of 90 minutes. All Competition Matches outside of the NLS shall have duration of 90 minutes unless a shorter time (not less than sixty (60) minutes) is mutually arranged by the two Clubs in consultation with the referee prior to the commencement of the match, and in any event shall be of equal halves.

For Youth Football – The duration of play shall be as follows unless it is mutually agreed by all parties to reduce the time. For under 17 and under 18, 45 minutes each half.

Two matches involving the same two teams can be played on the same day providing the total playing time is not more than 120 minutes.

The times of kick-off shall be fixed at the AGM and can only be altered by the mutual consent of the two competing Clubs prior to the scheduled date of the Competition Match with written notification given to the Competition at least 7 days prior.

Referees must order matches to commence at the appointed time and must report all late starts to the Competition.

The home Team must provide goal nets, corner flags and at least two footballs fit for play and the referee shall make a report to the Competition if the footballs are unsuitable. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

The Annual General Meeting shall determine the date for the commencement of the season, which shall be in accordance with Football Association Rules.(see below)

The LIFL season will commence on the first Sunday in September and conclude on the last Sunday in April, unless changed at the Annual General Meeting. Original fixtures arranged by the League Fixture Secretary, or at a meeting specially convened for that purpose, to be held no later than 31st July each year, must not be arranged for a date later than seven days preceding the concluding date of the current season planned for at the fixture meeting. No Club shall be compelled to play after the season’s concluding date.

Any Club failing to be represented at a fixture meeting or otherwise infringing this Rule shall be liable for a fine and the Management Committee or the League Fixture Secretary shall arrange that Club’s fixtures. No apologies for absent will be accepted at the Fixture Meeting.

The season commences on the first Sunday in September and conclude on the last Sunday in April. Any Club wishing to play a match outside these dates must seek the permission of the Management Committee. Any Club(s) wishing to play a match after the designated conclusion of the season, unless the season has been extended by the Management Committee with FA permission, both Clubs wishing to play the match must seek the permission of the Management Committee. Any match not mutually arranged by April 1st will be arranged by the League Fixture Secretary.

The times of kick-off shall be fixed at the AGM and can only be altered by the mutual consent of the two competing clubs prior to the scheduled date of the match with written notification given to the Competition at least 7 days prior.

Matches will usually be played on a Sunday with kick off times being 10-45.am and 2-15.pm except in November, December & January when the kick off time will be 2-00.pm.

20(B). . Except by permission of the Management Committee all matches must be played on the dates originally fixed but priority shall be given to The Football Association and relevant

parent County Association Cup Competitions or any Cup Competition run in conjunction with this League. All other matches must be considered secondary. Clubs may mutually agree to bring forward a match with the consent of the LIFL Fixtures Secretary.

In the case of a revised fixture date, the Clubs must be given by the LIFL Competition 5 clear days’ notice of the match (unless otherwise mutually agreed).

20 (C) An Officer of the home Club must give notice of full particulars of the location of, and access to, the Ground and time of kick-off to the Match Officials and an Officer of the opposing Club at least [ ] clear days prior to the playing of the match. If not so provided, the away Club shall seek such details and report the circumstances to the Competition. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

20(D) In accordance with the Laws of the Game, the minimum number of Players that will constitute a Team for a Competition Match is seven(7). Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.. A Club starting and playing in any match with less than 11 players they can be fined £10 for each missing player.

REARRANGING POSTPONEMENTS & ABANDONED FIXTURES

20(E) (i) Home and away matches shall be played. In the event of a Club failing to keep its engagement the Management Committee shall have power to impose a fine (in accordance with the Fines Tariff), deduct points from the defaulting Club, award the points from the Competition Match in question to the opponents, order the defaulting Club to pay any reasonable expenses incurred by the opponents or otherwise deal with them except the award of goals. Notwithstanding the foregoing home and away provision, the Management Committee shall have power to order a Competition Match to be played on a neutral ground or on the opponent’s Ground if they are satisfied that such action is warranted by the circumstances.

20 (E) (ii) Any Club with more than one team in the Competition shall always fulfil its fixture, within the Competition, in the following order of precedence: First Team, Reserve Team and followed by its A Team. Clubs in breach of this requirement shall be fined or otherwise dealt with Management Committee.

20 (E) (iii) Any Club unable to fulfil a fixture or where a fixture has been postponed for any reason must, without delay, give notice to the Fixtures Secretary, the Competition Referees Appointments Secretary, the Secretary of the opposing Club and the Match Officials. Any Club failing to comply shall be dealt with by the management committee who may inflict a fine (up to £50).Clubs can request postponement of a match, under one of the following conditionsa) Ground / Weather conditions. b) Cup Matches. c) FA or County Cup match or d) County FA representative match.Any match postponed in accordance with one of these conditions should inform the League Fixture Secretary20E) (iv)

In the event of a Competition Match not being played or abandoned owing to causes over which neither Club has control, it should be played in its entirety on a date to be mutually agreed by the two Clubs and approved by the Management Committee. Failing such agreement and notification to the (Fixtures) Secretary within [7 ] days the Management Committee shall have the power to order the Competition Match to be played on a named date or on or before a given date. Where it is to the advantage of the Competition and the Clubs involved agree, the Management Committee shall also be empowered to order the score at the time of an abandonment to stand.

Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

20 (E) (v) The Management Committee shall review all Competition Matches abandoned in cases where it is consequent upon the conduct of either or both Teams. Where it is to the advantage of the Competition and does no injustice to either Club, the Management Committee shall be empowered to order the score at the time of the abandonment to stand. In all cases where the Management Committee are satisfied that a Competition Match was abandoned owing to the conduct of one Team or its Club member(s) they shall be empowered to award the points for the Competition Match to the opponent. In cases where a Competition Match has been abandoned owing to the conduct of either teams or their Club

member(s), the Management Committee shall rule that neither team will be awarded any points for that Competition Match and it shall not be replayed. No fine(s) can be applied by the Management Committee for an abandoned Competition Match.

20 E (vi) The Management Committee shall review any Competition Match that has taken place where either or both Teams were under a suspension imposed upon them by The FA or Affiliated Association. In each case the Team that was under suspension would be dealt with in the same manner as if they had participated with ineligible players in accordance with Rule 18(N) above. Where both Teams were under suspension the game must be declared null and void and shall not be replayed.

Matches played in midweek will kick off at 6-15.pm, if not being played under floodlights or 7-00.pm if being played under floodlights. Matches can be played on a Saturday by mutual agreement of the two competing Clubs. Kick off times can be changed by mutual consent of the two competing clubs, but the new time must be ratified by the Management Committee. Any teams changing their kick off time without the approval of the Management Committee will be fined minimum of £10 up to maximum of £50 (changed 2017-8).Referees must order matches to commence at the appointed time and must report all late starts to the Competition.Any Club failing to commence at the appointed time shall be fined £10 or be otherwise dealt with as the Management Committee may determine.

The home team must provide goal nets and at least two footballs fit for play and the referee shall make a report to the Competition if the footballs are unsuitable. Goal nets must be used. Four Corner posts and flags are required by law.

MATCH TEAM SHEETS (on the day of match)

FIXTURES & REARRANGEMENTS The Secretary of the home Club must give notice of full particulars of the location of, and access to, the ground and time of kick-off to the match officials and the Secretary of the opposing Club at least five (5) clear days prior to the playing of the match. If not so provided, the away club shall seek such details and report the circumstances to the competition.

Any Club failing to comply with this Rule shall be liable to a fine of £10.

. In the event of a Club starting and playing in any match with less than 11 players they can be fined £10 for each missing player.

SUBSTITUTES: -HALF TIME & CAPTAINS20(F) A Club may at its discretion and in accordance with the Laws of the Game use

substitute Players in any Competition Match. A Club may name up to 5 substitute Players of whom not more than 5, may be used.

. A Player who has been substituted himself becomes a substitute and may replace a Player at any time subject to the substitution being carried out in accordance with Law 3 of the Laws of Association Football.

Where a Competition does allow return substitutes, a Club may use up to 5 from 5 substitute Players in a Competition Match

The referee shall be informed of the names of the substitute Players not later than 15 minutes before the start of the Competition Match and a Player not so named may not take part in that Competition Match. PRE-MATCH TEAM SHEETS PROVIDED

A Player who has been named as a substitute before the start of the Competition Match but does not actually play in that game shall not be considered to have been a Player in that Competition Match within the meaning of Rule 18 of this Competition.

20(G) The half time interval shall be of at least 10 minutes’ duration, but it shall not exceed 15 minutes. The half time interval may only be altered with the consent of the referee.

20(H) The Teams taking part in a Competition Match shall identify a Team Captain who may/shall wear an armband and shall have a responsibility to offer support in the management of the on-field discipline of his/her teammates. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff.

FA RESPECT CODE: (Extra from SCOR)

20 (I) The Competition shall require all players and club officials to have

signed the FA’s Respect Codes of Conduct and produce these

if so requested by the management committee.

Prior to each match the participating teams and officials shall

conduct the Respect handshake and/or participating teams to

offer ‘three cheers’ and handshakes to the opposing team after

the match.

The participating clubs taking part in the fixture will identify a team

captain designated with a captain’s armband who has a responsibility to offer support in the management of the on field discipline of his/her team mates. If the participating

players are considered to be too young to take on this role a

member of the team coaching staff should provide this support.

Each home club shall make arrangements for the provision of

designated areas for spectators. This area can be marked by an

additional painted line, the use of cones, a roped off area or use

of a temporary spectator barrier. The area for spectators should

start two metres from the touchline on both sides of the pitch.

Each area should run the full length of the pitch. It is recognised,

however, that the alignment of some public pitches does not allow

for this arrangement in which case other appropriate

arrangements should be made. (RESPECT)

21. REPORTING RESULTS

21. (A) The League Registration Secretary must receive within 5 days of the date played via Full Time the result of each Competition match in the prescribed manner. This must include the forename(s) and surname of the team’s players and also the Referee markings required by Rule 13, or any other information required by the Competition. Failure to do so will incur a fine of £10 and/or the Club being dealt with as the Management Committee decide.

21 (B). Teams shall SMS the result of each match on Full Time on the day of the game. Failure to do so will incur a fine of £10 and/or the Club being dealt with as the Management Committee decide

21 (C) The match result notification, correctly completed, shall be inputted on Full Time. Failure to do so will result in a fine of £10.

22 DETERMINING CHAMPIONSHIP

22 (A). A Team’s ranking within the Competition will be decided by points, with three points to be awarded for a win and one point for a drawn match. The teams gaining the highest number of points in their respective Divisions at the conclusion shall be adjudged the winners. Matches must not be played for double points. 10(B).

In the event of two or more teams being equal on points team rankings may be decided in any one or more of the following ways:-

(i) Goal Difference(ii) Goals Scored(iii) A deciding match or matches to be played under

conditions determined by the Management Committee.

For deciding matches, in the event of the scores in a special championship match played under conditions determined by the management committee being level at the end of the game 30 minutes extra time shall be played in two equal periods of 15 minutes. If the scores remain level after extra time, the winners will be determined by the taking of kicks from the penalty mark in accordance with the International Board Decision contained in the Laws of Association Football.

22 (B). Automatic promotion and relegation in each Division if applicable within our format, will be at the discretion of the Management Committee except as provided for hereunder, subject to the

22 (C) In the event of a team not completing 75% of its fixtures for the season all points obtained by or recorded against such defaulting team shall be expunged from the Competition table.

23. MATCH OFFICIALS - REFEREES23. (A) Registered Referees (and Assistant Referees where

approved by the FA or County FA or the LIFL Management Committee) for all matches shall be appointed in a manner approved by the Management Committee and by the Sanctioning Authority.

Addendum (2017-8). The home club is responsible for informing the appointed referee the kick off time, venue and pitch at least 48 hours prior to the match by text message or email.

23 (B) In the event of the non-appearance of the appointed Referee the appointed senior Assistant Referee shall take charge and a substitute Assistant Referee appointed by the competing Teams. In cases where there are no officially appointed Assistant Referees, the Clubs shall agree upon a Referee. An individual thus agreed upon shall, for that game, have the full powers, status and authority of a registered Referee. Individuals under the age of 16 must not participate either as a Referee or Assistant Referee in any Under 18 or open age competitions.

Any game postponed due to the non-appearance of an officially appointed referee then the home team will be fined £50.

23 (C) Where Assistant Referees are not appointed each Team shall provide a Club Assistant Referee. Failure to do so will result in a fine of £10 being imposed on the defaulting Club

The Management Committee may, if they consider it desirable, or upon application by the two competing Clubs agreeing, appoint Assistant Referees, if available, to any match. As normal home club pays referee and Assistants fees shared equally.

23 (D) The appointed Referee shall have power to decide as to the fitness of the ground in all matches and the decision shall be final subject to, either in the case of a ground of a

Local Authority or the owners of a ground, the Representative of that body is the sole arbiter and whose decision must be accepted.

23 (E) Subject to any limits/provisions laid down by the sanctioning Association, Match Officials appointed under this Rule shall be paid a match fee of £20 and travel expenses of 25 p per mile/or inclusive fees are of travel expenses not more than £35 total. (2018-9), Assistants Referees £15 plus any expenses but where ever possible officials should travel together.The Home Club shall pay the Officials their fees and/or expenses before/immediately after the match. Failure to comply will result in a fine of £10 being imposed.

23(F) In the event of a match not being played because of circumstances over which the Clubs have no control, the Match Officials, if present, shall be entitled to half fee plus expenses. Where a match is not played owing to one Club being in default, that Club shall be ordered to pay the Officials, if they attend the ground, their full fee and expenses.

23(G)A Referee not keeping his or her engagement, and failing to give a satisfactory explanation as to their non-appearance, may be reported to the Association with which he or she is registered.

23(H) Each Club shall, in a manner prescribed from time to time by The Football Association, award marks to the Referee for each match and the name of the Referee and the marks awarded shall be submitted to the Competition on the prescribed Form provided. Clubs failing to comply with this Rule shall be liable to be fined £10 and / or dealt with as the Management Committee shall determine.

Teams awarding a referee 50 or less marks must submit a written explanation to the Referee’s Secretary within 5 days of the match having been played. Failure to do so will incur a fine of £10 and/or the Club being dealt with as the Management Committee decide.

23(I) The Competition shall keep a record of the markings and, on the Form provided by the prescribed date each season, shall submit a summary to The Football Association/County Association.

23(J) The Referee shall submit a report Form, supplied by the Competition, giving the result of the match, the number of players in each team and the time of kick-off to the (Registration) Secretary within two days of the match. (NOT APPLICABLE –REF’S COPY OF MATCH DAY TEAM SHEET KEPT FOR SIX WEEKS)

23(K) Referees and Assistant Referees shall be supplied, each Season, with a copy of the Competition Rules free of charge. Also available on line at LIFL Website.23(L) Referees and Assistant Referees shall have

undertaken a Respect briefing offered by the FA/County FA or the League.

REFEREES NOTES

NOTE (1). Referees and Assistant Referees shall wear black kit.

(2) Each Club should forward to the League Referee’s Appointment Officer the name of a person who would assume the role of referee in the event that the League find it difficult to appoint or replace at short notice a qualified official.

24. PAYMENTS TO THE COMPETITION

24.All payments to the competition shall be paid by cheque or postal order or the bank account of the LIFL as provided by online or BACS transfer and shall be made payable to the Lincolnshire Intermediate Football League. If any cheques are returned to the bank, then the defaulting club shall be fined £10 and will also be responsible for all charges incurred.

CHALLENGE CUP COMPETITIONS (Knock –out or mini league)IN CONJUNCTION WITH LIFL LEAGUE CODE AND RULES (18-26)

27. NAME OF COMPETITION These competitions shall be called the ANDREW BANDELOW MEMORIAL LEAGUE CUP, THE GEORGE ADDLESEE TROPHY, THE STEVE ASHER MEMORIAL CHARITY CUP and the STEVE ETCELL Memorial Trophy for Champions of all Divisions play off final. All competitions and shall be conducted by the knock out system. All matches shall be played and carried out in accordance with the Rules, Regulations and Laws of the Football Association and the FA Laws of Association Football (IFAB) and the LIFL Rules.

28. ENTRY LIMITED TO LEAGUE CLUBS(a) The Cups shall be open for annual Competition amongst

FA affiliated Clubs that are members of the Competition as stated in Rule 1 and as the Management Committee may from time to time decide. All such players and teams to meet current LIFL Rules.

(b) The Entry fee shall be £0 per team payable on or before the date of the Fixture Meeting. Guest fees apply if approved external clubs enter cups.

(c) LIFL Teams who exit from either AB Memorial & S Asher Charity Cup in first round enter by default into the GA Trophy in its first round.

(d) If appropriate the champions of our division(s) shall play off in final(s) to determine overall Champions of our LIFL.

This is named the Steve Etcell Memorial Trophy.

(c) Other Cup competitions may be arranged with our clubs’ permissions to extend or add fixtures within our season

29 ANNUAL GENERAL MEETING

(a) The Annual General Meeting for Cups, shall be held at the same time and place as the Lincolnshire Intermediate Football League competition Annual General Meeting.

(b) The Officers of the Competition shall be the same as those elected at the Annual General Meeting of the Lincolnshire Intermediate Football League competition.

(c) Any suggested alterations to these rules may be made but they must have been submitted in writing to the Competition Secretary before 1st April in each year and signed by the Chairman and Secretary of the Club proposing the alteration.

(d) Any alterations or additions decided upon shall not become operative until the approval of the Lincolnshire Football Association Ltd shall have been obtained.

30 CONTROL OF THE COMPETITION.The entire control of the Competition shall be in the hands of the Management Committee of the Lincolnshire Intermediate Football League competition.

31. GATE RECEIPTS AND PROCEEDS OF THE COMPETITIONIn all rounds up to the FINAL the home Club shall take its receipts and pay its expenses, including ground preparation, Referee and Assistant Referees ( where appointed ) their fees and expenses. The visiting team is responsible for its own travelling expenses.

The home club shall pay the Official(s) their fee(s) and expenses on the day of the match in their dressing room before/immediately after the game. Failure to comply will result in a fine of £10.

32. FINAL TIE ARRANGEMENTS(a) The arrangements of the FINAL shall be left entirely in

the hands of the Management Committee who shall appoint dates, Officials, grounds, take all receipts and pay any expenses not to exceed a sum considered reasonable by the Management Committee.

All Clubs in the Competition shall be liable to make their ground available to the Competition for the purpose of playing the Final tie.

Referees and Assistant Referees shall receive mementoes in lieu of their fee plus travelling expenses for the Final.

(b) The net proceeds of the Final of the Competition each year shall be devoted to the funds of the Competition.

33. DURATION OF GAME AND CLUB COLOURS(a) All matches shall have a duration of 90 minutes unless a

shorter time (not less than 60 minutes) is mutually arranged by the two captains in consultation with the referee prior to the commencement of the match, and in any event shall be of equal halves.

The times of kick-off shall be fixed by the A.G.M. Any Club failing to commence at the appointed time shall be fined a sum not exceeding £10 or be otherwise dealt with as the Management Committee may determine. Matches will usually be played on a Sunday with kick off times being 2-00.pm except in November, December & January when the kick off time will be 1-30.pm. Matches played in midweek will kick off at 6-15.pm, if not being played under floodlights or 7-00.pm if being played under floodlights. Matches in these competitions cannot be played on a Saturday. Kick off times can be changed at the discretion of the Management Committee or by mutual consent of the two competing clubs. Any Club changing their kick off time must notify the League Fixture Secretary, failure to comply will result in fine of £10)It is the responsibility of the Home Club to notify their opponents of the scheduled match kick off time at least 8 clear calendar days before the scheduled match date. Failure to comply will result in a fine of £10 being imposed.

33(b) If, in the opinion of the referee, two Clubs have the same or similar colours, the away team shall make the change. Any team not having a change of colours or delaying the kick-off by not having a change shall be fined £10.

33 (continued)Goalkeepers must wear colours, which distinguish them from the other players and the Referee.No player, including the goalkeeper, shall be permitted to wear black or very dark shirts.

(c) In all matches Players shirts shall be clearly numbered or a fine of £10 shall be imposed.

(d) Goal nets must be provided in all games.

(e) Clubs in the League are allowed to use 3G pitches for Cup matches providing they have been cleared to do so by the County FA and the League Secretary has received written confirmation of the 3G pitches suitability before the start of the season. Home club to give away side 48 hour notice.

(f) As per all league matches, referees should receive Match day team sheets with numbered players and substitutes identified up to five.

34. QUALIFICATIONS OF PLAYERS AND INELIGIBLE PLAYERS(a) No player shall play for more than one competing Club or

Team in the same season. Each individual must have been a registered League Competition player of the Club or Team for which he happens to compete and notified to league Registrar at least 48 hours before playing in a match.

(b) A player having played for a Club or Team in one match of the Competition for which he was qualified, shall unless in the meantime he has been transferred to another Club, shall be entitled to play in any subsequent

….match in the same Competition for the same Club or Team in the same season.

A player is only eligible to play in the Semi Final & Final if they have played at least one (1) league game or LIFL Cup or LFA County Cup match prior to the date originally fixed for the Semi Finals.

(c) In the case of postponed or replayed matches, only those players shall be allowed to play who were eligible for the first match. A player who has been suspended may, if otherwise qualified play in postponed ties after the term of his suspension has expired.

(d) Ineligible player – any Club playing an ineligible player shall be struck out of the Competition and fined £50 per ineligible player.

(e) Any Team found guilty of playing a player whose age is over 18 on August 31st in the current playing season will be fined a minimum of £100. A Special Meeting will then be called to allow member Clubs to vote upon the continued participation in the Competition of the team found guilty.

(f) A registered youth playing member of a Club is one who, being in all other respects eligible, has :-

a).Registered on the Whole Game System

b) has been registered 48 hours prior to a match.

35. CUP REFEREES(a) Referees shall be appointed as directed by the

Management Committee and in any match prior to the Semi Finals, each team must appoint an efficient Club Assistant Referee or shall be fined £10.

In cases of emergency the League shall appoint a neutral Referee whom it considers will be suitable to the Clubs concerned. In the event of the non-appearance of the appointed referee, the home club shall appoint a referee. The referee thus appointed shall, for that game have the full powers, status and authority of a registered referee. clubs to agree upon a replacement referee, both teams will be fined £50.

The Home Club in all rounds up to the Final will notify the appointed referee of kick off times and venue 48 hours before.

(b) Officials appointed under this rule shall be entitled to charge Referees / Assistant Referees fee of £20 & £10 respectively plus travelling expenses of 25p per mile. The maximum that can be taken for expenses is £15.

A Referee / Assistant Referee is entitled to half fee and travelling expenses as above if the match to which they were appointed and attended is not played, but where a match is not played owing to one Club being in default then that Club shall pay the Official(s) if they attend the ground, full fee and travelling expenses.

In the knockout rounds to semi-finals of our cups both teams shall pay equally half the fees of the match Officials and expenses before/immediately after the match. Failure to comply will result in a fine of £10 being imposed.

Cup Rules: 35 continued.

(c) Referees / Assistant Referees in this competition shall wear black uniforms.

(d) Referees must order matches to commence at the appointed time if possible, and must report all late starts to the League Secretary and should advise the captains of his intentions.

(e) Referees must report in writing exact time of kick off in cases of late starts and also any cases of matches not started or completed, stating reason for this within three clear days to the Competition Secretary.

(f) Teams awarding a referee 50 or less marks must submit a written explanation to the Referee’s Secretary within 5 days of the match having been played. Failure to do so will incur a fine of £10 and/or the Club being dealt with as the Management Committee decide.

(g) In all rounds up to the Semi Final it will be the responsibility of both teams to pay the officials. In the Semi Final the cost of Official(s) will be split equally between the two competing clubs.

(h) As per all league matches, referees should receive Match day team sheets with numbered players and substitutes identified up to five fifteen minutes before the match kick off.

36. OBJECTIONS AND PROTESTS (a) Any objections relative to the field of play or

appurtenances of the game must be lodged in writing with the referee before the commencement of a match. All protests or objections must be made in duplicate and confirmed in writing to the Competition Secretary within 3 clear days after the match, accompanied by a protest fee of £50 which shall be forfeited if the protest or objection fails.

37. ARRANGEMENTS AND REGISTRATION OF ROUNDS(a) Dates shall be appointed by the Management Committee

for each round at the Annual General Meeting and immediately furnished to the Secretary of the Lincolnshire

Football Association, and all matches must be decided on or before the dates chosen, unless the special permission of the Management Committee be obtained for an extension of time. Clubs first drawn in the ballot shall have choice of ground. In the event of a draw at full time, extra time of 15 minutes each way will be played in all rounds up to and including the FINAL. If the result is still a draw after extra time has been played, then the match shall be decided by the taking of kicks from the penalty mark in accordance with the instructions in the Football Association handbook. The half time interval shall be of 10 minutes duration and this can only be altered with the permission of the referee.

(b) In the event of a match not being played or abandoned owing to causes over which neither Club has control it shall, subject to Rule 15 (b) be replayed in its entirety on the following Sunday, subject to their being no objection under Rule 11 (a) or the availability of both teams due to their involvement in (a) FA Youth Cup, (b) County Cup or (c) Another Cup Competition under the jurisdiction of this League. Any league matched affected by this will be rearranged for a date later in the season.

Notice of postponement of any match by the postponing Club must give at least 24 hours notice prior to the match to the League Fixture Secretary, the Competition Referees Appointments Secretary, the Secretary of the opposing Club and the match officials. Any Club failing to comply shall be fined £50 and the match awarded to their opponents or shall be dealt with by the Management Committee who may inflict any penalty it may deem suitable.

Any Club requesting postponement of a match, unless under one of the following conditions

Failure to comply with this, the Club will automatically have the fixture awarded against them and a fine of £50 imposed along with the imposition of any reasonable expenses incurred by their opponents.

38. NOTICE OF RESULTS(a) The League Registrar must receive within 5 days of the

date played, the result of each Competition match in the prescribed manner via Full Time. This must include the forename(s) and surname of the team players and substitutes and also the Referee or any other information required by the Competition. Failure to do so will incur a fine of £10 and/or the Club being dealt with as the Management Committee decide.

(b) The Teams shall SMS the result of each match on Full Time. Failure to do so will incur a fine of £10 and/or the Club being dealt with as the Management Committee decide

(c) All Clubs playing home or away in Lincolnshire Football Association and outside competitions must SMS the results as per Rule 22(b). Failure to do so will incur a fine of £10 and the Club being dealt with as the Management Committee decide

(d) The match result notification, correctly completed, shall be signed by a responsible member of the Club. The Management Committee shall have power to take such action as they deem suitable against a Club which submits an incomplete form or incorrect information. (£10 fine in league match)

(e) Each team shall, in a manner prescribed from time to time by the Football Association award marks, to the Referee for each match and the name of the referee and marks submitted to the League on the Team Sheet.

39. CLUBS NOT ALLOWED WITHDRAWAL IN SEMIS OR FINAL

(a) Any Club reaching the Semi Final or Final stage of the Competition shall not be allowed to withdraw or postpone

such match but must play its best available Team. In the event of any Club failing to keep its engagement without making application for postponement or giving satisfactory explanation to the Management Committee, the match 39 (Continued).…shall go against them by default and a fine of £50 shall be imposed.

(b) Any Club not complying with this rule shall be considered to be guilty of gross misconduct and in addition to being dealt with by the Management Committee shall be compelled to pay the expenses of their opponents, officials and ground hire expenses.

(c) Clubs reaching the Semi Final & Final shall exchange team sheets identifying the players, shirt numbers and substitutes with their opponents and the referee at least 15 minutes before the scheduled kick off time. Failure to comply will result in a fine of £10.

Note. Any Club failing for any reason to play on the date fixed by the Competition for either the Semi Final or Final must be struck out of the Competition.

40. PROCEDURE FOR DRAWN GAMES.

(a) In the event of a draw at full time extra time of 15 minutes each way will be played in all rounds up to and including the FINAL. If the result is still a draw after extra time has been played the game, then the game shall be decided by the taking of kicks from the penalty mark in accordance with the instructions in the Football Association Handbook.

Any match which is not decided upon the taking of penalty kicks after the match concludes in a draw, unless the referee decides that the conditions make the taking of such kicks detrimental to the teams involved, both teams will be fined £50 and eliminated from the Competition.

41 POWERS OF THE MANAGEMENT COMMITTEE.41

(a) The Management Committee shall have power for breach of Rules or other misconduct to inflict fines upon Clubs, to suspend or expel

any Player or Club from taking part in the Competition, and to order matches to be replayed on such terms as they decided.

(b)The Management Committee shall be at full liberty from time to time to

appoint and to delegate any of their powers to a Sub Committee and shall have power to appoint Commissions to inquire into any complaints, claims, appeals, protests or any other matters within the jurisdiction of the Competition and the expenses of such Commissions shall be borne by the party to whom the Commission shall deem to be at fault. Subject to confirmation by the Management Committee, the decisions of the Sub Committee or Commission shall be considered final, subject to Rule 7.

(c) The Management Committee shall review all abandoned matches and in cases where it is to the advantage of the Competition and does no injustice to any of the Clubs, shall be empowered to order the score to stand at the time of the abandonment to be recorded as the result. In all cases where the Management Committee is satisfied that a game has been abandoned owing to the conduct of one Club or its Club Members, they shall be empowered to award the tie to its opponent and /or take what action they deem necessary. In cases where a game is abandoned owing to the conduct of both Clubs and/or both their Club Members, the Management Committee shall rule the match as void. No fines can be applied by the Management Committee for an abandoned match.

(d) No protest of whatever kind shall be considered by the Management Committee unless the complaining Club shall have deposited with the Secretary a sum of £30. This may be forfeited in whole or in part in the event of the complaining or protesting Club losing its case. The Competition shall have power to order the defaulting Club or the Club making a losing or frivolous protest or complaint to pay the expenses of the enquiry or to order that the costs to be shared by the parties.

(e) All parties to a protest or complaint must be afforded an opportunity to make a statement when the protest or complaint is being heard and must have received 7 day notice of the hearing, together with a copy of the submission. When dealing with a protest or complaint the Management Committee shall take into consideration the possession by the protesting or complaining Club of any information which, if properly used, might have avoided the protest or complaint

42. TROPHY: LEGAL OWNERS, CONDITION OF TAKING OVER AGREEMENT TO BE ASSIGNED.

(a) A Competition Cup or Trophy shall be vested in the Association sanctioning the Competition as Trustees. If a Competition be discontinued for any cause the Cup or Trophy shall be returned to the Donor, if the conditions attached to it so provide, or otherwise dealt with as the Association may decide.

(b) The following agreement shall be signed on behalf of the winners of the Cup or Trophy:-

“We (A) _________________and (B______________________, the Chairman and Secretary of ________________________FC, members of and representing the Club, having been declared winners of _____________________Cup or Trophy, and it having been delivered to us by the Competition, do hereby on behalf of the Club jointly and severally agree to return the Cup or Trophy to the Competition Secretary on or before the 1st March. If the Cup or Trophy is lost or damaged whilst under our care we agree to refund to the Competition the amount of its current value or the cost of its thorough repair.”

(c) A Trophy / Cup must be returned in the condition it was presented to the Club or a fine of £50 shall be imposed.

(d) All Trophies and Cups must be returned to the League Secretary by 1st March each season. Any Club failing to do so will be fined £50.

(e) At the close of each Competition awards shall be made to the winners and runners up if the funds of the Competition permit. The presentation of any other mementoes or souvenirs is not allowed unless permission has been previously obtained from the Competition.

(f) The Competition will be responsible for the engraving of the trophies on their return.

43. PRECEDENCE OF OTHER COMPETITIONS

(a) The Lincolnshire Football Association Ltd Competitions shall take precedence over any fixtures arranged under the rules of the Competition.

44. BOARD OF APPEAL

(a) Within 14 days of the posting of written notification of any decision of the Management Committee of the Competition, a Club, Official or player against whom action is taken may appeal against such decision by lodging particulars in duplicate with the Secretary of the Lincolnshire Football Association Ltd including a fee of £30 for a player and £50 for a club, for adjudication of the Board of Appeal. The grounds of appeal shall be in accordance with FA Rules. The Board of Appeal may order the appeal fee to be forfeited and shall decide by whom the cost of the appeal shall be borne. The decision of the Board of Appeal is final and binding on all parties concerned.

45. CLUBS ENTERING OUTSIDE COMPETITION.

(a) A Club having been granted permission by the Lincolnshire Football Association Ltd to enter any Competition outside the County is not allowed to postpone or cancel any match under the jurisdiction of the Lincolnshire Football Association Ltd without their permission.

46. RULES BINDING ON CLUBS.

(a) Each Club shall be deemed to have given its assent to the foregoing Rules and agreed to abide by the decisions of the Management Committee subject to Rule 13.

(b) Each Club in the Competition must purchase at least one hard copy of the LIFL of the current Competition Rules at a cost of £10 per copy. (TBC)

47. SUBSTITUTES.

(a) A Club may at its discretion and in accordance with the Laws of the Game use 5 substitute players in any match in this Competition. A player who has been substituted himself becomes a substitute and may replace another player at any time subject to the substitution being carried out in accordance with law 3 of the Laws of Association Football.

The referee shall be informed of the names of the substitutes not later than 5 minutes before the start of the match.A player who has been selected, appointed or named as a substitute before the start of the match but does not actually play in the game shall not be considered to have been a player in that game within the meaning of Rule 8 of this Competition.

(b) In the Semi Final & Final, each competing team will supply their opponents and the referee with a list of players and the shirt number they will be wearing and identifying the substitutes in the match at least 15 minutes prior to the scheduled kick off time. Failure to comply will result in a fine of £10.

48. FINES

(a) All fines and charges shall be paid within 14 days of the date of posting of the written notification to the League SecretaryAny club failing to do so will be fined a maximum of £50. Further failure to pay the fine including the additional sum within 14 days will result in fixtures being withdrawn until such time as the outstanding payments are settled.

(b) All payments to the competition shall be paid by cheque or postal order and shall be made payable to the Lincolnshire Intermediate Football League. If any cheques are returned to the bank, then the defaulting club shall be fined £10 and will also be responsible for all charges incurred.

49. LEAGUE BUSINESS (including Cup matches).

All League business is to be dealt with before 8-00.pm. League Officers should not be contacted at their place of work.
