In tenns of Advance Conection Slip No. 7 & 8 to I.R.EJv1 Volume-IIissued vide' Board's letter referred to above (RBE No. 212/2000), therebyamending pro\.;'sions ~egardiRg Holiday Homes, paras-2(e); 2(d); 2(t) and 3(a) to(d) of rhel\t1asrer Circular on 2190 on "Holiday Homes" issued under Board'sletter No. E(\V)90/WE-2/2, dated 6-9-1990 may be modified and substituted bythe following :- -,
2(c) The Railway Administrations ai"e authorised to incur an outlay notexceeding Rs. 10,00,000/- (Rupees Ten lakhs only_ each and if a building ishired, to incur recurring expenditure not exceeding Rs. 5,000/- (Rupees Fivethousand only) per month as rent in each case. The tenus of hire should be not toinvolve the Railway in long-tenn or indefmite liability beyond one or two yearson each occasion.
2(d) There should be till'cc types of acconUnodation viz. for Gazetted Officers;Group-C and Group-D.
2(t) Railway Administrations. are empowered to provide the necessaryessential equipment, such as utensils, furniture and recreational facilities,- etc. thecost of which should also be within the ceiling limit of R~.1O,OO,OOO/- (RupeesTen lakhs only) refetl"ed to at (c) above.

One of the Railway Pensioners' Associations in its representation to Board had raisedan issue regarding allotment of Holiday Home accommodation to the retired railwayemployees. The Association had represented that in the absence of clear cut guidelines, theretired Railway employees are not given frrm bookings and their request for allotment ofHoliday Home accommodation is subjected to last minute cancellations in the event ofrequests being made by the serving employees.
As a matter of policy, Holiday Homes are meant to provide rest and recreation to theserving employees and, therefore, they have a prior claim to this facility. However, Board haveconsidered feasibility of giving advance confirmation of bookings for Holiday Home facility toretired Railway servants during periods other than summer vacationslDussehraIPooja Holidaysand Christmas Holidays as during these holidays advance conftrmation would not be possible.
It has now been decided by the Board that the' retired Railway servants shall be givenconftrmed booking of Holiday Homes during periods other than Summer Vacations, Dussehra,Pooja & Christmas Holidays seven days prior to the date of occupation and the confIrmedbookings shall not be cancelled during the last seven days preceding the date of occupation, inpreference to a serving Railway employee.
All Zonal Railways, Productions Units, etc. may note the above provision forcompliance. \

Instructions were issued vide Board's letter no.E(W)8QWE2-7 dated 19-3-..,19~2 that the retired non-gazetted Railway employees may be permitted tooccupy Railway holiday homes on the same terms and conditions as laid down inrespect of Railway officers vide Board's letter no.E(W)74WE2-7 dated 5-3-1976(copies enclosed).
2. A question has been raised whether the benefit of above-mentionedinstructions is available to the officers/employees who resign technically fromRailway service for the purpose of permanent absorption in Public SectorUndertakings/Autonomous Bodies.
3. The matter has been considered by the Board and it is clarified that thefacility of holiday homes as extended to retired Railway employees vide Board'sletters dated 5-3-1976 and 19-3-1982 will also be available to the employees whoresign technically from railway service for the purpose of permanent absorption inPublic Sector Undertakings/Autonomous Bodies and are entitled to Post-Retirement Complimentary Passes.
