NTRODUCTION

The Punjab State Board of Technical Education &Industrial Training will be holding counseling for admissionto 2nd year Diploma level Engineering Courses beingrun in the institutions / Polytechnics located in the Stateof Punjab and Union Territory, Chandigarh, affiliatedwith the Board, for the session 2013-14. The tentativeschedule of counselling is given in the prospectus, however,the exact date of counseling will be notified through thepress. All candidates desirous of seeking admission arerequired to submit admission application form, which isavailable in the prospectus. The admission form completein all respects along with requisite fee must be depositedat the Board's Office/ affiliated polytechnic colleges. Formscan also be sent through post to the Board's office atPlot No. 1-A, Sector 36-A, Chandigarh on or before24th June, 2013.

When the application is sent by post, the fee must bedeposited in the form of Demand Draft in favour of 'Secretary,Punjab State Board of Technical Education and Industrialtraining' payable at 'Chandigarh'.

The candidates are advised to read the entire informationbrochure–cum–prospectus carefully before submitting theadmission application form.

1. ELIGIBILITY CRITERIA FOR LATERAL ENTRY TODIPLOMA ENGINEERING COURSES.

All those candidates who have passed the followingexaminations would be eligible for consideration forLateral Entry 2013-14 in various diploma courses:

a) i) 12th Science with Vocational/TechnicalOR 10th + (2 years ITI)

Students passing 12th Science with Vocational/Technical subjects or 10th + (2 years ITI) in thatorder shall be eligible for admission to second yearDiploma Courses of appropriate program upto amaximum of 20% of sanctioned intake.

b) Provided however if seats remained vacant then thesame will be filled on the basis of inter-se-merit as perthe below mentioned eligibility criteria:i) ITI at least with one year (who passed 10th level

School Leaving Examination before admission toITI courses) from any Institution of Punjab/ Otherstate.

ii) 10+2 vocational examination in various branchesfrom any institute of Punjab/ Other State.

iii) 10+2 with science from any institute of Punjab /Other state.

iv) Two years certificate course from Sant LongowalInstitute of Engineering and Technology, Longowaland have Punjab Domicile.

2. SUBMISSION OF ADMISSION FORM1. Admission application on the prescribed form

(Attached at the end of this prospectus) completein all respects must reach the Board's Office byRegistered post or submitted personally in theBoard's office on or before 24th June, 2013.Candidates should ensure that the particularsmentioned in the admission application form arecorrect and complete. Incomplete application formswill be rejected and the candidate will not beconsidered for admission.

2. No separate admission form is required foradmission in the institutions located in Chandigarh.

3. All entries in the admission form must be in thecandidate’s own hand.

4. No copies of the certificates are to be attached withthe Admission Form. Original certificates are to beshown while reporting at the institutes.

5. Fees of Rs. 1250/- (Rs. 1000/- for SC/ST category)in the form of Demand Draft in favour of "Secretary,Punjab State Board of Technical Edu. and IndustrialTraining" payable at "Chandigarh".

6. The admission application shall be rejected if –i) The entries are incomplete.ii) The candidate is ineligible to apply for

admission.iii) Applications not accompained by requisite fee.

3. PROCEDURE FOR ON-LINE COUNSELINGNational Informatics Centres (NIC), New Delhi hasbeen entrusted with the task of implementing ON-LINE OFF CAMPUS counseling. The procedure tobe followed for ON-LINE OFF CAMPUS counselingis as under.

ObjectivesThe Board has adopted ON-LINE OFF CAMPUScounseling with following objectives:1 To bring 100% transparency in seats allotment and

admissions.2 To build strong public interface to minimize travel

burdens on the students and their parents forcounseling.

3 To prov iding enough time to students forsubmission, change, delete, selection of multiplechoices courses/institutes from anywhere anytime.

to queries, reports at different levels through thecounseling website.

5 To organize centralized database and centralizedmonitoring.

6 To achieve Paper-Less counseling.

7 To make secured and controlled data access atevery level.

StrategiesNIC has been entrusted to accomplish the task of

Software development, testing and implementation of Webbased ON-LINE OFF CAMPUS counselling for admissionsto all AICTE approved technical diploma level courses beingrun in all technical institutions in the State. NIC has beensuccessfully developing and implementing the ON-LINE-OFF-CAMPUS counselling for AIEEE rank holders in thecountry for last 4-5 years. To achieve the said objectives, awebsite shall be launched by National Informatics Centres(NIC), the premier Science & Technology organization ofGovernment of India under Union Ministry of InformationCommunication and Technology. The website shall entailall the information, procedures, instructions and guidelinesfor online counseling.

1. Admissions shall be made through ON-linecounseling by NIC, in collaboration with the Board.Detailed instructions for online admission procedurewill also be available on Board’s websites www.punjabteched.net and www.punjabteched.com.

2. To participate in ON-LINE counseling, it shall bemandatory for every candidate to register throughcounseling website as per schedule available onthe website.

3. The candidates who participate successfully in thecounseling will be required to exercise their initialchoices of branches and Institutes through Internetfrom places of their convenience or the designatedpolytechnics.

4. The procedure for exercising choices or seekingother information is simple and menu driven. It shallguide the candidates by appropriate messages onthe computer screen.

5. After declaration of the result of the 1st counseling,the candidates shall be directed to report in theallocated institute for verification of requisitetestimonials in original. The admission of thecandidates shall be confirmed after depositing the

requisite semester fee in the bank account of theBoard through Punjab National Bank branches.

6. After joining by a candidate at the designatedPolytechnic, such institute shall update the statusof joining/ non reporting online. Students joiningthe Institutes can also see the list of admittedstudents under one particular Institute at thecounseling site "www.psbte.gov.in"

7. The candidates, who would like to upgrade theirearlier allotted seats in the 1st counseling are alsopermitted to participate in the subsequentcounseling. In such cases, if candidate is allotteda seat in subsequent counsellings, his previousallotment of seat stand automatically cancelledand the candidate shall not have any claimwhatsoever on the previous allotment.

8. At the time of candidate reporting for verification ofcertificates and confirmation of the seat, theinstitute shall confirm his admission only afterverifying his testimonials in original and proof offee deposited.

Candidates must bring the following certificatesat the time of admission (reporting to the institute) :

1. Original Certificates: Qualifying Examination Detail Marks Sheet Matriculation Certificates (Date of Birth) Character Certificate from institutions last attended Proof of Residence/Domicile Certificate Certificate in support of claim under reserved

category.Candidates who fail to produce the requisitedocuments will not be admitted.

2. Attested copies of above certificates.3. One recent stamp size photograph.

V. NUMBER OF SEATS :The number of seats allocated for each course in eachinstitution is available in the Government Notification.

VI. FEES :The fee structure for all the institutions shall be as perpolicy of respective Governments. The latest feestructure is available at the end of the prospectus.

The security amount deposited by the candidatesshall be refunded to them on successful completionof Diploma course by the concerned institution.

4Important Note : Before reporting at the allocatedinstitute, the candidates are required to deposit therequisite semester fee in the designated bank brancheswithin the stipulated time.

VII. REFUND OF FEES :In the event of a student/candidate surrendering theseat before starting of the course, the entire feecollected from the student after a deduction of theprocessing fee of not more than Rs. 1000/- shall be

refunded. However if a student leaves after joining thecourse and the seat consequently falls vacant is filledby another candidate by the last date of admission,the fee shall be refunded after making proportionatedeductions of fee and hostel rent (where applicable).

The request for refund of fee should be made to theBoard as well as to the concerned institute within 30days of the end of counseling through online submissionof the application in the counselling website.

ATTENTION :One-third of the total seats availablein the un-aided institutes have beenmarked as "Seats under managementquota". The admission for the sameshall be made at the level of theinstitute after the declaration of theresult of the 2nd counselling. Thosecandidates desirous of seekingadmission under management quotashall register on to the Board Websitefor the purpose of allocation of theregistration number.

t the closure of Online counseling,the vacant seats, if any, shall be filled atlevel of the institutes. Candidates seekingadmission against these seats shall registeron to the Board Website for the purpose ofallocation of the registration number.

The resultant vacant seats in firstyear of Diploma in Engineering andTechnology of session 2012-13 shallalso be filled on the basis of LateralEntry to Diploma EngineeringCourses as per precedent in DegreeEngineering and Technology insession 2012-13.

21VI Apart from the basic educational qualification prescribed

above, the general eligibility criteria shall be as hasbeen mentioned in Punjab Government, Department ofTechnical Education and Industrial Training Memo. No.35/44/95-1T(2)/978 dated 21st March, 2003, which isattached as Annexure-I.

VII The State Board of Technical Education and IndustrialTraining Punjab shall formulate a scheme for makingadmissions.

VIII Admission of candidates, who fulfil all other conditions,shall be made on the basis of relative merit in qualifyingexamination subject to reservation of seats, detailedinstructions in respect of which are given in section C.

IX The students shall pay the fees, development fee andother charges as fixed by Government of Punjab / UTof Chandigarh or the Board.

X The fee structure for Foreign Nationals / Persons ofIndian Origin shall be the same as is in vogue for NRIcandidates.

XI The guidelines for admission of Kashmiri migrants shallbe as per Punjab Government Notification No. 35/44/95-ITE2/3244 dated Chandigarh the 30th August2001.

XII The guidelines for admission of Foreign Nationals/Persons of Indian Origin shall be as per PunjabGovernment Notification No. 13/75/2001-ITE2/296dated Chandigarh the 23rd Janrary, 2002

XIII The management quota shall be as per Punjab Govt.Department of Technical Education and IndustrialTraining Memo no. 13/129/2003-1TE2/1247 dated 25thApril 2008 and no. 13/129/2003-1TE2/1892 dated 20thJune 2008 as amended from time to time .

XIV There shall be no bifurcation of the seats into "freeseats" and "paid seats". This is in compliance withthe judgement of the Hon'ble Supreme Cout of Indiavide its Judgement the case of T.M.A Pai Foundationand other Vs. State of Karnataka and other ((2002)8 SCC 481: AIR 2003SC 355). and the instructions ofGovernment of India, Ministry of Human ResourceDevelopment and the AICTE.

B. ONLINE-COUNSELLING

I The admission for lateral entry to diploma in Engineeringcourses shall be conducted through web based onlinecounselling for the Academic year 2013-14 and thereforephysical presence of candidates for the counselling willnot be necessary.

II During the online counselling, candidate shall be givenopportunity to exercise choice of institutes/ trade in threerounds and thereafter the vacant seats, if any, shall befilled by the institute on the criteria of admissions undermanagement quota.

III The Board shall give a public notice in leadingnewspapers regarding the schedule of counselling.

IV While fixing the date of counselling for admission, theBoard shall keep inview the cut off date and schedulefor approval by All India Council of Technical Educationand Pharmacy Council of India for the academic session2013-14.

C. RESERVATION

I The reservation of seats shall be as per the PunjabGovernment, Department of Technical Education &Industrial Training, Memo No. 35/44/95-1T(2)/975-77dated 20th March 2003 which is attached as Annexure-II. As regards the reservation of seats of ChandigarhPolytechnics, the same shall be as per the policyintimated by the Chandigarh Administration to theBoard.

II The attention of the applicants desirous of claimingreservation under any category is drawn to the conditionand stipulation that only the certificates that have beenissued on or before the last date of counselling shallbe accepted. The candidates are accordingly advised,in their own interest, to get the requisite certificatesissued well before the cut-off date, otherwise theircetificates shall not be considered and their claim forreservation shall be summarily rejected. No extensionshall be granted in this regard, under any circumstances.This provision should be given wide publicity and alsoincluded conspicuously in the prospectus-cum-information brochure to be issued by the Board.

III The Board shall make a provision for the candidates tochoose his/her reservation category during registration

22in online counseling. The Government of Punjab mayalso set up a Committee to effect inter se gradation ofcadidates claiming reservation under certain categories,as indicated in the aforesaid memo dated 20th Match,2003. In the absence of this Committee, the Boardshall effect this inter se gradation, in accordance withthe criteria laid down in the aforesaid memo dated 20thMarch, 2003.

IV A candidate shall be eligible to make claim forreservation under one reserved category only. However,the procedure for counseling / allotment of courses and/ or institutes shall be such that if a candidate is gettinga course/ institution higher in his/ her order of preference,as a general candidate, he/she shall be so regarded,not withstanding his/her claim as a reserved categorycandidate. The seat under the reserved category shallthen be offered to the candidate in that very reservedcategory.

V The unfilled seats in any reserved category shall bemerged in the General Category after all eligiblecandidates of the reserved categories have been givenreasonable opportunity of making a choice.

D. ADMISSION SCHEDULED

As per AICTE's notification No. Advt. No. Legal/12 (06)2012 the admission shall not be made aafter 15th August2013.

E. OVER-RIDING PROVISION

I Nothing in this notification shall be operative in so faras it is inconsistent with the law of the land as laiddown of the judgement of the Honourable Supreme Courtof India in the case of T.M.A. Pai Foundation and othersVs. State of Karnataka and others [(2002) 8 SCC481:AIR 2003 SC 355]. Any such inconsistency maybe brought to the notice of the Government of Punjab,clearly highlighting the inconsistency, for immediaterectification.

II The institutions which do not make admission on thebasis of the Admission procedure as notified by theBoard, from time to time or violate any of the aboveterms and conditions, shall automatically standdisaffiliated from the Board without any further notice.

III The notifications/ circulars/instructions of Governmentof Punjab referred to in A-III,A-IV,A-IX,A-X,A-XI C-I of thisnotification shall be treated as part of this notificationfor all purposes and all the provisions of this notificationshall be read along with the contents of said notification/circulars and instructions.

level Engineering/ Technical/ Pharmacy and Architecture Courses for session 2003-2004.Reference on the subject noted above.

2. In supersession of this department memo No. 35/44/95-IT(2)/738, dated: 4th March 2003, the following shall bethe eligibility criteria for admission to Professional/ Diploma/ Degree/ Post Graduate level Engineering/ Technical/ Pharmacy and Architecture courses in Punjab State for session 2003-2004:-

i) 85% seats will be reserved for the candidates from within the State and 15% will be open to candidates on AllIndia basis. The eligibility criteria for 85% seats will be that the candidate must be resident of Punjab State interms of Punjab Government, Department of Personnel and Administrative Reforms (PP-I Br.)letter No. 1/3/95-3PP1/9619, dated the 6th June, 1996 and letter No. 1/3/95-PP-II/81, dated the Ist January,1999 and should havepassed qualifying examination from any recognized Board/ University.

In case, the residence certificate is found at any stage to be false or incorrect, the admission against Punjabquota shall be liable to be cancelled, without prejudice to any criminal proceedings that may be initiated.Furthermore, the fees or any other amount paid, including advance or security, shall be automatically treated asforfeited.

ii) The above condition regarding a candidate being resident of Punjab shall not be applicable to the followingcategories of candidates:-

a. Candidates seeking admission under NRI quota, if eventually permitted:b. Children, wards and dependents of Punjab Government employees and employees of Boards/ Corporations/

Statutory Bodies/ Companies/ Co-operative Societies set up or owned or controlled by the Punjab Government,including those established by or under an Act of the State of Punjab or a Central Act, by the PunjabGovernment, posted within or outside the state of Punjab.

c. Children, wards and dependents of members of All India Services borne on Punjab Cadre, irrespective ofwhere the officer is posted. This shall also include children, wards and dependents of members of All IndiaServices borne on cadres other than that of Punjab, provided the said officer is on deputation with PunjabGovernment or any of its Boards, corporations, statutory bodies, companies, co-operative Societiesenumerated in sub-para (b) above, irrespective his place of posting.

d. Children, wards and dependents of the Central Government employees who have served for at least twoyears in connection with the affairs of the Punjab Government or any of its Boards, Corporations, StatutoryBodies, Companies, Co-operative Societies enumerated in su-para (b) above out of 5 years proceeding theyear of entrance examination;

e. Children, wards and dependents of those Punjab Government pensioners settled outside Punjab.f. Children, wards and dependents of military/para-military forces personnel belonging to the State of Punjab

as per record at the time of their entry in service (A certificate on prescribed proforma by the Commandingofficers of the Unit has to be furnished): and

g. Children, wards and dependents of the ex-employees of military/para military forces personnel belonging tothe State of Punjab as per record at the time of their entry into service.

iii) A candidate must have appeared in the Common Entrance Test (CET) conducted by the Punjab TechnicalUniversity for admission of graduate courses and Joint Entrance Test (JET) conducted by the Punjab StateBoard of Technical Education.

iv) The guidelines issued for the grant of residence certificates/ bonafide resident of Punjab by the Department ofPersonnel and Administrative Reforms (PP-2 Br.) vide No. 1/3/95-3P-2/9619, dated the 6th June, 1996 and I.D.No. 1/2/96-3PP-2/8976, dated 7th July, 1998 and No. 1/3/95-3PP-2/80, dated 1st January, 1999 and furtherinstructions, issued by that Department, if any, will be adhered to in letter and spirit while making admission tothe degree/ Technological courses in the Engineering Colleges and in the University etc.

v) NRI seats were being previously filled as per guidelines issued by AICTE vide No. F 38-7/Legal/ 2001, dated03.10.2001. However, the admission to NRI seats, if at all permitted by the Government of India and/ or theAICTE, in light of the interpretation of the judgment of the honorable Supreme Court of India in the case of TMAPai Foundation and others vs. State of Karnataka and others ((2002) 8 SCC 481: AIR 2003 SC 355), shallonly be in accordance with the fresh guidelines to be issued by them, in due course.

Engineering and Technology in various Colleges, including MBA, MCA and B. Pharmacy as well asdiploma level courses in Polytechnic Institutions and certificate courses in ITI’s in the State of Punjabfor the session 2006-07.

Reference Punjab Government Memo No.13/2/05-ITE2/869 dated 4th April, 2005, on the subject noted above.2. The aforesaid Reservation Policy has been further reviewed and it has been decided to retain the previous policy

in terms of substantive percentages of reservations for various categories. The percentage of reservation foreach of the categories shall be now as under:-

i. Scheduled Castes/Schedule Tribes 25%ii. Backward Classes. 5%iii. Border Areas/Backward Areas (2% each) 4%iv. Sportspersons 2%v. Children/Grand Children of Freedom Fighters. 1%vi. Disabled Persons: 3%

a. Blind 1%b. Deaf & Dumb 1%c. Other Handicapped 1%(If suitable candidates are available in anyone of these sub-categories, the seats so availablewill be filled up by the candidates from the other sub categories of disabled candidates andif they are not available in any subcategory then seats shall be filled up from general categorycandidates.)

3. Children/widows of defence personnel killed or disabled to the extent of 50% or more in (2%)action, wards of gallantry awardees, children of serving defence personnel/ex-servicemen. Thepriority to this category is given as under :-a) Killed in actionb) Disabled in action and Boarded out of service.c) Died while in service and death attributable to military serviced) Disabled in service and Boarded out of service with disability attributable to military service.e) Gallantry award/other award winnders both serving/retired.f) Serving Defence Personnel/Ex-servicemen

4. Children/widows of Para-military forces personnel, Punjab Police, PAP and Punjab Home (2%)Guards killed or disabled in action to the extent of 50% or more; and children of paramilitaryforces personnel/ex-paramilitary forces personnel, wards of Punjab Policemen decorated withGallantry Medals

5. November 1984 riots-affected displaced persons, children of the Army deserters Killed/100% (2%)physically disabled, children of the families of persons killed as a result of terrorist violence orby security forces acting in aid of civil authorities and the children of innocent civilians who havesustained 100% disability in terrorist violence or during operation by Security forces acting inaid of civil authorities

6. The reservation for T-Sunami affected person shall be available for children/grand children (1%)of Original Ex-serviceman settlers of Campbell bay Island only.

7. The aforesaid percentage reservation in respect of each category shall, however, be subject to the detailedclarifications and inter se gradation criteria as decided in the meeting chaired by Chief Secretary to theGovernment of Punjab on 13th March 2003, the minutes of which are appended. These minutes and thedecisions recorded therein shall be treated as a part and parcel of this communication.

8. Nothing in the aforesaid policy shall apply to the courses run by the three universities in the state, other thanPunjab Technical University, Jalandhar, in respect of the courses offered by them in their campuses or theirregional centres. Admission to these courses shall be governed by the reservation policy framed by therespective University.

9. These policy instructions shall be subject to the law laid down by the honorable Supreme Court of India in thecase of T.M.A. Pai Foundation and others vs. State of Karnataka and others ((2002) 8 SCC 481: AIR 2003 SC355).

10. You are requested to implement the above reservation policy in all the Professional/Engineering Colleges/Polytechnic Institutions/Industrial Training Institutes and Technical Institutes in the State.

25The meeting regarding reservation of seats for different categories of candidates for admission to Degree Level

Courses in Engineering and Technology in various Colleges, including MBA, MCA and B. Pharmacy as well as Diploma levelcourses in Polytechnic Institutions in the State of Punjab for the session 2003-04, held under the Chairmanship of the ChiefSecretary to Government, Shri Y.S.Ratra, in his office room, on 13th March, 2003, at 3.30 P.M.

The list of the officers who attended the meeting, is given in Annexure “A”.

could be given to a person with higher percentagedisability. She explained that a person was certified tobe handicapped, provided his disability was 40% ormore. As such, she proposed that all the handicappedpersons having disability of 40% or more, in therespective sub-category (i.e. blind, deaf and dumb etc.,),should be regarded as at par and their inter se gradationshould be effected in accordance with the rank in theentrance examination.

The proposal of the Principal Secretary Social Securitywas agreed and approved unanimously.

3. Children / Widows of Defence Personnel / Ex-Servicemen etc.:This matter was discussed threadbare. It was felt thatthe children, wards and winners of gallantry awardsshould be given over-riding preference over children/widows of the ordinary Defence Personnel/Ex-Servicemen. It was also felt that the children/wards ofthe posthumous awardees of the particular awardshould get precedence over other awardees of the samecategory.

It was, accordingly, decided that in this category ofreservation of 2%, the following would be the priority,each higher sub-category being preferred to the exclusionof the lower ones :-

1) Gallantry awards winners in the following order : ParamVir Chakra (PVC), Ashok Chakra (AC), Sarvottam YudhSeva Medal (SYSM), Maha Vir Chakra (MVC), Kirti Chakra(KC), Uttam Yudh Seva Medal (UYSM), Vir Chakra (VrC),Shaurya Chakra (SC), Yudh Seva Medal (YSM), Sena/Nau Sena/Vayu Sena Medal (gallantry only), Mention-inDespatches.

2) For the same medal/awards the children/wards of theposthumous awardees, would get preference ascompared to those of other awardees of the samecategory.

3) Children/wards of defence personnel killed or disabledto the extent of 50% or more “in action”, including casesof Home Guards.

4) Thereafter, children/widows of Serving DefencePersonnel/Ex-Servicemen would be considered.However, the children/widows of personnel gettingdistinguished service awards such as PVSM, AVSM, VSMand Sena Medal/ Nau Sena Medal and Vayu Sena Medal(distinguished service) would get over-riding priority inthis sub-category, in the said order. Here also, thechildren/wards of the posthumous awardees would getpreference over the children/wards of the normalawardees of the same category.

5) If there is more than one claimant within the samecategory/sub category as enumerated above, the tie isthen to be broken with the assistance of the rank/marksin the entrance test.

At the outset, Secretary Technical Education introducedthe subject of the meeting. He apprised that the Department ofTechnical Education and Industrial Training had been issuingguidelines from year to year for giving effect to the PunjabGovernment’s policy regarding reservation of seats in theaforesaid institutions, for candidates belonging to variouscategories. These instructions were based on the policyinstructions received from various other AdministrativeDepartments, dealing with such specific categories. Thenecessary communication pertaining to the previous year i.e.Current Academic Session 2002-2003) had been issued videcommunication No. 35/44/95-1TE2/1824, dated 21.05.2002(annexed to the agenda note).

2. The Department had been facing practical difficultiesand interpretational problems at the time of counselling andadmission. These had accordingly been summarized in thedetailed agenda note.

3. The Secretary Technical Education made it clear thatthere was no proposal to change percentage already earmarkedfor various categories, or to add or delete any category, but onlyto issue clarifications and also take decision regarding theinternal gradation, if any, within a specific category.

4. Thereafter, each item was discussed ad seriatum andthe following decisions were taken :-

1. Sports Persons :Joint Secretary Sports apprised that the SportsDepartment had already adopted a comprehensive policyregarding gradation of sports certificates. He clarifiedthat the objective was to give preference to “A” categoryover “B” category, even if the marks obtained by the “A”category sportsmen was lower than those of “B” categorysportsmen. He stated that if this were not done, the veryobjective of gradation would be defeated, andinternational level sportspersons would be clubbed withthose who had represented only at the district level. Healso clarified that even within the same category of sportscertificates, preference had to be given to winners andrunners up etc., and the policy instructions werecomprehensive code in this regard. Only when the tiewas not broken on the basis of these comprehensivesports gradation guidelines, the University/Colleges takerecourse to the marks/rank in the entrance exam to breakthe tie.

The policy of the Sports Department which already hasthe approval of the Government, was found to be fair justand reasonable and it was, accordingly, decided thataction may be taken exactly in accordance with the PunjabGovernment, Department of Sports and YouthServices, letter No. 47/26/83-5Edu/2036, dated 10thDecember, 1997. It was also decided that a copy ofthese instructions may be appended to and circulatedalong with the minutes of this meeting.

2. Disabled Persons :The Principal Secretary Social Security explained thatunlike in case sportspersons, no preferential treatment

26In any case, it was decided that the higher sub-categorieswould be preferred, in exclusion to the lower categoriesas arranged above even when the marks obtained in theentrance test of a candidate of the former category isless than those obtained by a candidate of the lowercategory. The above proposal was also, accordingly,approved as such.

4. Children/Widows of Police/Para Military Forces :This item was discussed threadbare. It was felt that thewinners of President’s Medal for Gallantry and the PoliceMedal for Gallantry by the President need to be givenover-riding preference. Similarly, those killed or disabledin action should be given such preference.

Accordingly, the special categorization / precedence inthis category was adopted as under :-

Children/wards of officers and jawans of Punjab Police,PAP and para-military forces who are :

A 1) Winners of President’s Police Medal for Gallantry,including posthumous awardees.

2) Winners of the Police Medal for Gallantry, conferredby the President of India, including posthumousawardees.

3) Killed or disabled to the extent of 50% or more “inaction”, including cases of Home Guards.

B 1) Children and wards for serving para-militarypersonnel and ex-para-military personnel.

2) Remaining categories, already mentioned in thepolicy, if any.

In any case, it was decided that the higher sub-categorieswould be preferred, in exclusion to the lower categoriesas arranged above even when the marks obtained in theentrance test of a candidate of the former category isless than those obtained by a candidate of the lowercategory. The above proposal was also, accordingly,approved as such.

It was clarified that the children/wards of the serving orretired Punjab Police Personnel are not entitled to anyreservation under this category. It was also clarified thatcases of S.P.O.s, killed and disabled in action, would notbe considered in this category but rather in the nextfollowing category relating to terrorist-affected/riot-affected families.

5. Riot-affected/terrorist-affected families :The matter was discussed threadbare. It was felt thatthe cases where the bread-winners of a family had died/been disabled to an extent of 100%, should get over-riding precedence. As such, the following categorizationwas decided to be adopted. Children/wards of persons:

1) persons killed in 1984 riots/killed as a result of terroristviolence or killed by the security forces acting in aid ofcivil authority, including innocent civilians and ArmyDeserters as well as those of these categories who havebeen disabled physically to the extent of 100%, inaccordance with the policy already in place.

2) Persons of the above categories who were disabled toan extent less than 100%.

3) All other categories mentioned in the existing policy underthis head.

In any case, the higher sub-categories would bepreferred, in exclusion to the lower categories asarranged above even when the marks obtained in theentrance test of a candidate of the former category isless than those obtained by a candidate of the lowercategory. The above proposal was also, accordingly,approved as such.

6. Children/Grand Children of Freedom Fighters :The Principal Secretary Freedom Fighters stated that allFreedom Fighters, “Tamar Patra” holders would beregarded at par. It was accordingly decided that relativegradation within the category may be decided inaccordance with the rank/marks in the Entrance Test.

Any other item with the permission of the Chair :1) The Director Colleges, P.T.U. requested that it would be

appropriate if a dead-line was adopted for the date ofissue of the certificate in respect of these categories,since the candidates continue to submit certificates rightup to the very day of the counselling. It was, accordingly,decided that only certificates issued up to the last dateof submission of applications forms for the CET to PTUand annexed with the applications forms would beconsidered. This decision should be given wide publicityand also included in the prospectus-cum-informationbrochure to be issued by the PTU.

2) The Director, Colleges, PTU suggested that it would beappropriate that the relative and inter se gradation of thecandidates in respect of categories discussed aboveshould be effected at the level of the state headquarter.This proposal was approved and it was also decidedthat this would be done by a Committee headed by theSecretary Technical Education, having the following othermembers:-

a. Director, Technical Education (DTE), Punjab(Convenor);

b. Director/Additional Secretary/Joint Secretary of theconcerned Department.

c. Representative of the PTU.

The PTU shall send the particulars of these categoriesto the DTE after the last date of the receipt of applicationand also send the marks obtained/rank obtained by suchcandidates after declaration of the result. The abovecommittee, after verification and personal counselling,shall send the necessary order of gradation, category-wise to PTU, which shall effect the subsequentcounselling/admission in accordance with this order.

In pursuance to the judgment dated 31st October 2002 of Hon’ble Supreme Court of India’s in the case of TM.A. PaiFoundation and others versus State of Karnataka and others (2002) (8scc 481: AIR 2004 SC 335) and the subsequentjudgment dated 14th August, 2003 by constitution bench of the Hon’ble Supreme Court of India in the Writ Petition (Civil) No. 350of 1993, Islamic Academy of Education and another versus State of Karnataka and the others and the order dated September25, 2003 of the Hon’ble Punjab and Haryana High Court in CWP No. 12758 of 2003 in the case of Shri Guru Ram DasCharitable Hospital Trust, Amritsar versus State of Punjab and another, and after consulting all the stake-holdes, theGovernor of Punjab is pleased to direct that ‘Management Quota’ in all the Private Unaided Technical and ManagementInstitutions (College as well as Polytechnics) shall be 31-1/3% (one third of the total seats) and the remaining 66-2/3% (twothird of the total seats) shall be treated as the “state quota” which must be necessarily filled through the Common Entrance Testto be conducted by an agency to be designed by the State Government.

The Governor of Punjab is further pleased to direct that out of the “Management Quota” a maximum of 5% of the totalsanctioned seats of an institution shall be filled from amongst Non-Resident Indian (NRI)/Persons of Indian Origin (PIO)/Foreign National Students and other related categories, in accordance with procedure stipulated below:

i) The candidates against NRI/PIO/NRI-Sponsored/Industry-Sponsored seats will be admitted on merit determined onthe basis of marks obtained in the qualifying examination. They shall not be required to take the Common EntranceTest.

ii) First preferences shall be given those NRI/PIO candidates who are having ancestral Punjab Resident background.iii) Second preference shall be given to those NRI/PIO candidates who are having ancestral background relating to other

States of India.iv) Third preference shall be given to those resident Indian Candidates who are sponsored by an NRI/PIO and the

sponsorship letter is attached with their application.v) Fourth preference shall be given to those resident Indian Candidates who are ready to pay fees in Indian Currency.vi) The fee structure for those seats shall be as notified earlier vide-1/9/2000-ITE II/1188 dated 10/3/2003. Miscellaneous

charges like Admission Fee, Security, students Fund and Hostel Fee already fixed and conveyed vide memos dated 4/3/99 and 15/3/99 will continue be charged. Admission of the candidates under NRI/PIO/NRI Sponsored/IndustrySponsored category i) to iv) shall be made provided they fulfill other terms and conditions as laid down in thisnotification.

vii) Any seats remaining vacant under NRI/PIO/NRI Sponsored/Industry Sponsored quota till last date of admission inthese institutions shall stand transferred to the “Management Quota”.

The Governor of Punjab is further pleased to direct that in case of the Private Unaided Institutions, as an association,want to conduct their own Common Entrance Test in respect of the “Management Quota” seats they shall submit a resolutionto this effect to the Director, Technical Education and Industrial Training, Punjab within 10 days of the publication of thisnotification, failing which the seats under this “Management quota” shall have to be filled up in the following manner:

1. Each Institution shall publish an advertisement in two leading newspapers (one in English and one in Punjabilanguage), with a clear fifteen days of period before the last date for making applications for admission.

2. The Management shall fill these seats in accordance with the following order of preference:i) Merit in State-Level Entrance Test to be conducted by an agency to be designed by the State Government.ii) Merit in All India Entrance Test, wherever applicable.iii) Marks secured in the qualifying the examination.

3. The fee of “Management Quota” seats shall be same as the latest uniform rate of fee already notified vide No. 13/30/2003-ITE2/1241 dated 1/4/2003, until it is revised in accordance with procedure established by law, subject to thecondition that there shall be no profiteering or charging or any capitation fee, directly or indirectly. Miscellaneouscharges like Admission Fee, Security, Student Fund and Hostel Fee already fixed and conveyed vide memos dated 4/3/99 and 15/3/99 will continue be charged.The Reservation policy of the State Government for the time being in force shall apply to the “State Quota” only and

there shall be no reservation in respect of the “Management Quota” (Including NRI quota).The further guidelines for admission of Foreign Nationals/PIO shall be as per Punjab Government notification No. 13/

75/2001-ITE2/296 dated the 23rd January 2003.Any Institution not willing to avail their share of “Management Quota” seats, including NRI seats, wholly or partially,

shall be allowed to surrender these seats to the “State Quota” to be filled through the common Entrance Test, conducted by anagency designed by the State Government.

The matter regarding simplification of procedure for obtaining the certificate of domicile for the purposes of admissionto educational institutions(including technical/medical inctitutions). The matter has been reconsidered in the light of judgementdelivered by the Hon’ble Supreme Court of India in the case of Dr.Pradeep Jain Vs. Union of India and others reported as AIR1984-SC-1421) wherein it was held that instead of the word ‘Domicilc’ the word ‘Residence’be used in the instructions issued bythe State Government on the subject. Accordingly, it has been decided by the Government to revise the Government instructionsreferred to above as under:-

Categories :

a) Citizens of India

b) Produce an affidavit to the effect that they or their children/wardshave not obtained the benefit of domicile in any other State.

Categories :i) Candidates who have studied for a period of 5 years in Punjab

for 2 years just preceeding the qualifying examination for theadmission.

ii) Children /Wards ofa) the employees of Punjab Government posted in or out Punjab

State or working on deputation having at least 3 years of service;b) the employees of Government of India posted in Chandigarh

or in Punjab in connection with the affairs of Punjab Governmentfor a period of 3 years;

c) the employees of state government institutions/undertakingswho are posted in Chandigarh or in Punjab in connection withthe affairs of the Punjab Government for a period of 3 years;

d) The employees having at leat 3 years of service in autonomous.bodies/companies in which Punjab Government has 20% ormore shares;

e) The residents of Punjab who are residing outside Punjab onaccount of their service either with the GOI or with other StateGovernment, are to be treated on par with the employees of theGovernment of Punjab in the matter of issue of 'ResidenceCertificate' provided the permanent address of such employeesfall in the reorganised Punjab i.e. on or after 1.11.66, as pertheir service books." 1. To participate in online counseling, it is mandatory for every candidate to register himself/herself on the counselingwebsite i.e., http://www.psbte.gov.in

2. Candidates can register themselves from the premises of the Participating Institutions (PIs) as given on websitewithout payment of any charges or from any internet point of their choice.

3. The candidate shall log on to www.psbte.gov.in where registration form shall be displayed on the screen with thefollowing parameters mandatory for successful registration i.e., Application No, Candidate Name, Father’s Name andDate of Birth.

4. If all the four parameters are as per the database, then a new registration screen will appear and Candidate mayregister himself/herself.

5. Candidate shall be required to fill in basic details, which shall be used for choice filling and seat allotment includingthe candidate “User ID” which is his/her Roll No. and “Password” as generated by the candidate.

6. After successful registration he/she will get a confirmation message on the same page. In case the confirmationmessage is not displayed the candidate has to re-register himself.

7. Candidates are advised in their own interest to remember their Password and keep it confidential, to avoid misuse byanother candidate, for which PSBTE shall not be responsible.

8. In case Candidate forgot his/her password then “Forgot Password” option will help to re-generate the forgottenPassword using password hints.

9. After successful login, candidate’s homepage will be opened and following options are displayed:

Registration Details: Registration Detail is important for seat allotment and should be filled very carefully.

Edit Registration: In case you have entered information by mistake, you can edit your entered information by“Edit Registration” option.

Available Choices: You are provided with List of Colleges.

Fill Choices: You can fill the College of your choice provided in the list in order of preferences.

Display filled choices: Choices entered by the Candidate will be displayed on different form so that he/she cancheck the already entered information.

10. Allotment of seat : After the choice filling period is over, all filled choices of all registered candidates will be consideredfor allotment of seats as per merit (Rank) and category of the candidate. The allotment of seats is purely provisionaland subject to verification of originals certificates, payment of semester fee etc, at the time of reporting at theallotted institute.

11. Candidates are required to report to their respective allotted institutions within the specified period(as per thecounseling schedule) along with the documents/testimonials/certificates/proof of deposition of semester fee asprescribed in the prospectus. If candidate does not report within the specified period, their allotted seats shall becancelled and the candidate shall not have any claim on the seat, whatsoever.

2nd Counseling Eligibility

12. The Candidates, irrespective of whether they have been allotted a seat or not allotted seat or could not join theallotted institution or could not participate in the earlier counseling will be encouraged to participate in the secondphase of counseling against the available seats.

PROCEDURE FOR ONLINE COUNSELINGThere shall be total two rounds of counselling. 1st round of counselling shall start from 29th June 2013. The procedurefor counselling shall be as follows:

1. Counselling is for candidates for 2nd year Diploma in Engg. For 1st round of counselling candidates shall have toregister him/her self on counselling website www.psbte.gov.in.

2. After registration, candidates shall be asked to exercise their choices for courses and institutes in order of preference.In 1st round of counselling all candidates from general category and all reserved categories of Punjab and candidates

from other states are eligible to participate, however the allotment of seats shall only be made in respectivecategories.

3. After the declaration of result of 1st counselling, candidates shall be asked to deposit Semester fee as mentioned inthe Prospectus and report to the allotted institute as per counselling schedule of counselling for verification of

documents and confirmation of seat.

4. The vacant seats under different categories after the completion of the first counselling shall be merged and treated

as open seats for the second counselling.

5. If a candidate wishes to participate in 2nd round of counselling for up gradation of course/institute he/she shall re

register him/her self as per schedule of counselling.

6. Such candidates shall require to sign an online under taking that

“Before participating in 2nd round of counselling I have understood that if I am allotted a seat in 2nd round of

counselling, my allotment in first counselling shall automatically be cancelled and I shall have no claim on mypreviously allotted seat”

7. This is to further clarify that if candidate is allotted seat in 2nd round of counselling than his/her seat allotted in 1st

round is automatically cancelled and he shall have no right or claim on that seat of 1st round of counselling.

8. On declaration of result of 2nd round of counselling the candidate shall again be provided time as per schedule ofcounselling to deposit semester fee and physically report to the allotted institute for verification of documents and

confirm the seat.

9. The vacant seats after the second round of counseling shall be filled at the level of the institute as per norms of

the seats under management quota.
