When the Programa Gestão Pública e Cidadania (Public Management and Citizenship Program) awards cycle began in 1996, the questions facing Brazil’s innovators were very much linked to a lack of public faith in sub-national and, particularly, local government. The 1988 constitution set a framework for a substantial degree of decentralization, but doubts remained as to the capacity of local governments to deliver services efficiently and

Now, the best practices collected in the Public Management and Citizenship Program databank demonstrate a marked increase in faith in local governance as citizen participation and innovative programming have influenced the management of the country’s municipalities. The Program has been able to establish a basis for a Latin American Observatory on Innovations, and continues to work on extending its network horizontally to include its other southern colleagues, through its collaboration with the Ford Foundation Liaison Group Innovations Awards Programs in Chile, Mexico, and Peru.

The Galing Pook Awards was launched in 21 October 1993 as a pioneering program that searches and recognizes innovative practices by the local government units. LGU finalists with outstanding initiatives are carefully selected and winners are recognized in a very prestigious awards ceremony. The award is conferred by the President of the Republic of the Philippines. The awardees of the Galing Pook are chosen from a national search of local governance programs, evaluated through a multilevel rigorous screening process based on positive results and impact, promotion of people’s participation and empowerment, innovation, transferability and sustainability, and efficiency of program service delivery.

Beyond the awards, winning programs become models of good governance promoted for adoption in other communities. They provide useful insights and strategies to find innovative solutions to common problems. More importantly, they affirm the community and the local government’s commitment to good governance. Since its inception, at least 230 programs of 152 local governments were awarded the Galing Pook. These awardees become very important advocates in stimulating and inspiring other local governments to introduce innovative practices and provide a fertile environment for the replication of successful reforms.

Every year, members of the Chairmen’s Committee identify organizations from around the world whose use of information technology has been especially noteworthy for originality of conception, breadth of vision and significance to society.
