LIVE OAK COUNTY TRANSMISSION PROJECT AEP Texas plans power grid upgrades to increase electric reliability in Live Oak and Bee counties. The Live Oak County Transmission Project involves building a 138-kilovolt power line and an electrical substation to strengthen the local transmission system and add a new power delivery source to the area. PROJECT SCHEDULE OPEN HOUSES IN THREE RIVERS AND BEEVILLE May 22 - 23, 2017 CCN* APPLICATION FILED WITH PUCT* Spring 2019 PUCT EXPECTED TO DECIDE ON CCN Spring 2020 ROW* COMMUNICATIONS AND FIELD ACTIVITIES BEGIN Spring 2020 FACILITIES PLACED IN SERVICE Late 2022 CONSTRUCTION BEGINS Summer 2021 2017 2018 2020 2021 2019 2023 2022 The project, also known as the Three Rivers - Borglum - Tuleta Transmission Line Project, involves building a 138-kilovolt electric transmission line* to connect three AEP Texas substations: • The existing Three Rivers Substation located northeast of Three Rivers off of Highway 72 • A new Borglum Substation the company plans to build south of Beeville • The existing Tuleta Substation located near Highway 181 between Tuleta and Pettus *AEP Texas hosted public open houses for the project in May 2017 to gather landowner input on potential route links for the power line. The Public Utility Commission of Texas (PUCT) determines a final route for the line. The Electric Reliability Council of Texas (ERCOT), which monitors the regional transmis- sion system, endorsed this project in 2015 to address the need for better service reliability in the area. AEP Texas submitted a Certificate of Conve- nience and Necessity application to the PUCT on April 5, 2019 to ask for approval to build the power line and new substation. The company expects to receive a decision from the PUCT by April 2020. Following this approval: • AEP Texas notifies landowners who own property along the approved power line route. • Right-of-way agents begin contacting landowners to acquire necessary easements for the safe construction, operation and maintenance of the power line. • Construction begins in Summer 2021 and concludes in late 2022.
