RULES 2017 1. For 2017 the closing date for submission of entry forms to the

Fair Office is Saturday, September 23, 2017 for all classes except Post Entry Shows.

2. ENTRY FORMS will be accepted after 5:00 p.m. on Saturday, September 23, 2017 for a fee. See Classes for details.

STEPS TO MAKING AN ENTRY 1. Obtain entry form and complete information at top of form

including name, address (including 911#), postal code, telephone number. If information is not complete prize cheques cannot be prepared.

2. Go to Index, back of this page, and select Class you wish to enter. Fill in appropriate Class on entry form.

3. Go to page and study the competition.

4. Select class which applies to your animal and fill in class number on entry form.

5. Add description of animal - when filling in description of animal make certain you use the exact wording as listed in prize list and make sure you include animals’ name. (Print Clearly)

6. Sign Entry Form - unless signed, the form cannot be classed as an entry.

7. Fees required - $5.00 Exhibitor Fee, plus entry fee as per each individual class.

8. Bring or send entry form to Fair Office before closing date as listed. If mailed allow sufficient time to reach Fair Office before closing date.

2017 EXECUTIVE

Welcome to the 177th Norfolk County Fair & Horse Show presented by the Norfolk County Agricultural Society. As President it is my honour to offer our gratitude for your ongoing support and participation in Canada’s largest County Fair.

This year we also have the pleasure of celebrating the 150th Anniversary of our great nation. Canada is truly a great place to live and work and we embrace our culture and heritage that is best exemplified in the pride of Agricultural fairs that are held from sea to sea to sea. Thanks to your work and passion in entering hundreds of competitions of every variety, our displays and shows are of the highest qualities that ensure that the fair goer is entertained and educated in a great atmosphere.

The backbone of the Fair has been and will always be our volunteers who dedicate hundreds of hours over the entire year in planning, preparing and executing the Fair. They are our friends, our neighbours and all become part of the Fair family who have a passion for every interest and everything you see at the Fair. Our organization has over 40 committees who organize everything from the traditional Warriors’ Day Celebration that commemorates our veterans of every service to the Youth Participation and Kids World Committee’s who host and collaborate with groups to bring activities and programs to next Fair generation.

The big shows at the Grandstand bring the roar of the crowd nightly and the Rec Centre where you can also enjoy the Taste of Norfolk enjoying great foods and beverages while being entertained by shows you won’t want to miss. Our Craft Brew Lounge in Building 5 celebrates a booming local beer and cider industry producing award winning flavours to savour. Commercial Exhibitors and Flavourfest have everything from soup to nuts to take home, while the excitement and taste of Fair Food pulls us back to the midway every year. The popular Norfolk Has Talent Showcase will bring the best entertainers from across the county to the Fair for the first time on Thanksgiving Monday.

A big thank you for the support of all of our sponsors throughout the community and the Province of Ontario “Celebrate Ontario Fund” for helping us bring you great entertainment.

One day at the Fair is never enough so I hope you come back again and again to check out all of our barns and buildings, our shows and events and share our pride and excitement that just isn’t available anywhere else. It’s all here – every year, at the Norfolk County Fair & Horse Show!

GENERAL RULES AND REGULATIONS(See also Special Division Rules)

1. All competitions listed in the prize lists are open to competitors of the world, except where otherwise stated.

2. Each exhibitor must pay an Exhibitor’s Fee, except those entering competition in the Junior Department.

3. The Exhibitor’s Fee is $5.00 per Year. Exhibitor’s Cards do not give admission to the grounds on Fair days. The Exhibitor Fee entitles each member to make as many entries as he or she may desire, subject to an entry fee where required, or where entries are limited for the division.

THE OFFICE IS INSTRUCTED TO COLLECT ALL FEES WHEN ACCEPTING ENTRIES. FAILURE TO FORWARD YOUR ENTRY FEES WILL MEAN YOUR ENTRY IS NOT ACCEPTED UNTIL ALL FEES ARE RECEIVED.

4. Entries must be made to the Fair office, except where noted, on the forms provided, as follows:

Cattle - Closing date, 5 p.m., Saturday, September 23, 2017. Sheep & Goats - Closing date, 5 p.m., Saturday, September 23, 2017. Llamas - Closing date, 5 p.m., Saturday, September 23, 2017.

Cattle, Sheep, Goat & Llama entries accepted after Saturday, September 23, 2017 with a late fee. See Divisions for details.

5. Every animal, fowl, article, and product exhibited must be actual bonafide property and belong absolutely to the person or persons entering and exhibiting the same, and in the case of every article, product and chattel exhibited, the said article, product or chattel must be the actual production, growth or manufacture, as the case may be, of the person or persons owning and exhibiting the same. The Directors of the Society shall discard all soiled or defaced work and instruct the Judges to award the prizes to new and up to date work.

6. In the event of doubt or in the case of notice that any exhibitor has not strictly complied with the provisions of Rule 5, a committee consisting of the President, two Vice-Presidents or any two of them shall have the power to cause any exhibitor to make statutory declaration of a compliance with the terms of Rule 5.

7. Upon the discovery of any deception or dishonest practice the Board of Directors shall withhold the payment of the prize awarded to any exhibitor and may prohibit the exhibitor and any person or persons shown to have been in collusion with the exhibitor from exhibiting in any division for one or more years and may also publish the names of such if deemed expedient.

PLACING OF EXHIBITS

8. All articles must be placed at the time specified in the rules of each department and no entries shall be accepted after that time.

Livestock and Poultry must be on the grounds at the time stipulated. These times have been set to allow for the health inspection of all Livestock and Poultry by a Veterinarian prior to the exhibit being placed in the pen or stalls for accommodation.

Horses and Cattle must be in readiness to show according to the judging programme. All colts must be exhibited on the rein, including foals.

9. All articles intended for competition must be entered in strict accordance with the Prize List, in order to secure a prize, the exact number of quantity stated in the Prize List being strictly adhered to. Any entry disqualified under this rule shall be marked with a card of disqualification by the Chairperson of the Department. In no case shall any prize be awarded for any animal or article not having an entry number.

10. NO EXTRAS. ENTRIES WILL BE ACCEPTED ONLY FOR ARTICLES APPEARING IN THE PRINTED PRIZE LISTS.

11. All Horses, Cattle and Llamas on the grounds must be secured by the head and Goats and Sheep confined in pens. Owners shall comply with such regulations for their safe custody and complete exhibition as the Committee of Management may suggest on the day of the Fair. Exhibitors are requested to comply strictly with this rule.

12. Certificates of pedigree of all animals shown in purebred classes duly registered in the recognized Standard Herd or Breed Book must accompany animals exhibited and be made available WHEN REQUESTED by an official. (IN ALL REGISTERED STOCK, THE NAMES, NUMBER AND DATE OF BIRTH, OF EACH ANIMAL MUST BE RECORDED ON THE ENTRY FORM.)

JUDGING13. Exhibitors of Horses, Cattle, Llamas and Sheep must bring them forward

when called upon by the Judges or Director, otherwise they will not be considered.

14. No animal or article deemed unworthy shall be awarded a premium; but no premium shall be withheld merely because there is no competition, except where otherwise specified. Judges are instructed to award premiums according to the merit of the animal or article.

15. No person shall be allowed to enter for exhibition more than one entry in any class of a division, unless the additional articles be of a distinct named variety or pattern from the first. This rule is not to apply to animals, but to all kinds of grain, vegetable products, fruits, manufactured articles, etc., in which each additional specimen would necessarily be precisely similar to the first. ANY ENTRY UNDER AN A.O.V. {any other variety} OR A.V. {any variety} MUST BE CORRECTLY NAMED ON ENTRY FORM).

16. No person shall be a Judge of any article or in any division which he or she is interested as an exhibitor, agent, employee of an exhibitor, or otherwise.

17. Each Chairperson will be supplied with a card on which to note any comment of the judge. Judges may be required to give reasons for placing; but no person or persons shall be allowed to interfere with judges while engaged in making their awards, either by conversation or under any pretense, under forfeiture of all prizes to which they might otherwise be entitled, and will also be promptly excluded from competition.

18. ANY PERSON, WHO SHALL USE ANY CONTEMPTUOUS OR ABUSIVE LANGUAGE TO ANY JUDGE OR OFFICER, SHALL FORFEIT HIS RIGHT TO ANY PREMIUMS TO WHICH HE MIGHT OTHERWISE BE ENTITLED, AND SHALL BE EXCLUDED FROM EXHIBITION FOR ONE YEAR THEREAFTER. Judges or Officers are particularly requested to immediately report any breach of this rule.

19. Decision of Judge or Judges shall be final, as to awarding of prizes, and no appeal will be considered.

20. Protest may be made against irregularity or breach of rules by any exhibitor or interested party. Any person making such a protest will be required to deposit with the Treasurer the sum of $25.00, and if the protest is not sustained the said amount will be retained by the Society. The President or Vice-Presidents and Committee Chairperson or Director-In-Charge shall be a committee to decide on the protest. Their decision is final!

21. No person or persons shall be allowed to attach any badge or prize ticket obtained at any other Fair.

22. No price tag shall be affixed or shown on any article or animal entered for competition during the duration of the Fair.

23. Field Crops and Garden Products must be product of the current year, except where stated otherwise in the competition instructions.

GENERAL24. No exhibits are to be removed from the grounds until the time stipulated

in each department. All exhibits once placed are under the control of the Superintendent in charge and may not be moved or taken away.

25. No person shall be allowed to drive or ride recklessly on the grounds under a penalty of immediate removal from the exhibition grounds. No person shall be permitted to sit in aisles, block entrances, or, to enter the show ring, except officials.

26. Exhibitors will find their entry cards ready for them at the Fair office on the grounds prior to the first day of the Fair. EXHIBITORS LIVING AT A DISTANCE, DESIROUS OF HAVING ENTRY TICKET MAILED TO THEM, WILL ENCLOSE $3.00 WHEN FORWARDING ENTRIES. Entry tickets will not be mailed if entry form is received after September 23, 2017.

27. While the Directors will take every reasonable precaution to ensure the safety of the articles and animals sent to the exhibition, the owners themselves must take the risk of exhibition; and should an article or animal be accidently injured, lost, damaged, destroyed or stolen, the Directors will render all the assistance in their power towards its recovery. THE SOCIETY WILL NOT MAKE ANY PAYMENT OF THE VALUE THEREOF.

28. Notice is hereby given that the Officers of the Society may, by their rules and regulations, prohibit and prevent theatrical, circus and mountebank performances, exhibitions or shows, and may prohibit the sale of cheap jewellery or other articles of a similar nature, and games of chance or gambling on the grounds or within 275 meters thereof; the Society may also regulate or prevent the huckstering or trafficking in food, goods, wares or merchandise on the Exhibition Grounds, or within 275 meters thereof; and any person who, after due notice of such rules and regulations, violate the same, may be removed by the officers, policemen or constables of the Society, and that clauses of “The Agricultural and Horticultural Organizations Act”, relating thereto, shall be enforced.

29. The Norfolk County Agricultural Society reserves all rights to its grounds and may restrict or prohibit admittance to the grounds to any person or group of persons without giving reason of such action and further the Society may refuse the privilege of exhibiting to any individual without disclosing the reasons for such refusal and further, all members, exhibitors and others must place animals, cars, trucks and exhibits as instructed by the officials or remove same from the grounds.

30. All Livestock and Poultry shall be free of disease and accompanied by a certificate of Health or Vaccination if applicable or be subject to Veterinarian Inspection.

ENTRIES

31. EXHIBITORS WILL PLEASE BE CAREFUL TO STATE THE DIVISION AND CLASS IN WHICH THEY INTEND EACH DIFFERENT ARTICLE TO COMPLETE AND SIGN THEIR NAMES. Entries must be made on the special blank forms provided, which may be had on application to the Secretary. This rule also applies to Junior Fair exhibitors. The Fair office is open on the Fairgrounds through the year for information or completion of entries.

32. PREMIUMS In the event of rain or inclement weather so affecting the gate receipts, as

to leave the holding of the Fair a financial loss after the Government rain insurance has been taken into account, the Society reserves the right to pay all premiums, awards or purses at a rate of the dollar sufficient to make good the loss.

33. Where no entry fee is stated, % of prize winnings will be deducted in lieu. Entry fees will be used as prize money.

JUDGES, ETC.

Judges are expected to report at the fair office on the grounds at least one-half hour before judging commences. They will make themselves known to one of the office staff, who will introduce them to the Competition Chairperson of the department and they will be supplied with the equipment and supplies necessary for judging.

RULES AND REGULATIONS AND GENERAL INFORMATIONRE: CATTLE SHOW

1. SUBSTITUTION RULE: Within the total number of entries, two substitutions owned by the

same exhibitor will be permitted. One substitution may be inter-class, the other will be within class or both may be within class. Substitutions must be reported to competition chair before showing.

2. Cost of Showing: (a) Exhibitors must have an exhibitor’s card ($5.00). If exhibitor fee is not paid prior to show it will be deducted from prize winnings of current year.

(b) Entry fee - No entry fee will be charged but in lieu of an entry fee, 20% will be deducted from all prize winnings.

(c) “Gate admission regulations.” - Livestock Truck, Driver and 1 Passenger – FREE. All others Pay Normal Admission.

PASS POLICY FOR COMPETITIVE EXHIBITORSTO QUALIFY EXHIBITOR FEES AND ALL ENTRY FEES MUST BE PAID.

IN 2017 COMPETITIVE EXHIBITORS WILL RECEIVE A ONE DAY PASS TO THE FAIR.

LIVESTOCK & HORSE competitive exhibitors will be mailed their pass when entry form and fees are received in the office.As has always been the policy of the Fair, Livestock Truck, Driver and 1 passenger will be admitted to the Fair FREE. ALL others must have a pass or pay. If anyone requires more passes, they must contact the Competition chair in charge of their department and arrange it.

3. Entries: (a) Must be in the hands of the Show or Fair Office by Saturday,

September 23, 2017. LATE ENTRIES ACCEPTED FOR THE CATTLE SHOW AFTER THIS DATE WILL BE ACCEPTED FOR A LATE FEE OF $10.00 PER ENTRY IN ADDITION TO THE REGULAR 20% DEDUCTED ENTRY FEE. Postmarks must show sufficient time for mail to reach Fair by September 23, 2017.

(b) The registered name, number, date of birth, tattoo and class number must be supplied for preparation of catalogue.

(c) Exhibitors in the Beef Cattle Division are allowed to enter a maximum of 20 animals per Breeding Unit excluding the Breeder’s Herd class, which is limited to one entry. Normally only one entry per class is permitted except that up to two animals may be entered in a maximum of three classes.

Exhibitors in the Dairy Divisions are allowed to enter a maximum of 20 animals per Breeding Unit, excluding the Breeder’s Herd Class, which is limited to one entry. For junior female, dry cow and male classes where prize money is offered, exhibits per Breeding Unit are restricted to a maximum of two exhibits in a maximum of two classes. There is no restriction on multiple exhibits in milking females except the overall total of 20. Total entries may not exceed 20.

(d) All entries must remain on the grounds until the time stated or until released by the Committee. Failure to do so may result in loss of any winnings due.

Definition of an “Entry”For the purpose of the Dairy and Beef Cattle Classifications an entry shall be interpreted as follows:

All Purebred registered dairy and beef cattle, whether owned by one person or by more than one person (individually or jointly) which are maintained on one farm or breeding unit, are considered to be the production of one farm or breeding unit.

Therefore, entries per Division from such farm or breeding unit shall be as authorized in 2(c) above.

Where the same interests are involved in more than one breeding operation, such operations are considered as one breeding unit.

General Rules:

Because of budget restraints the following rules will be applied.

A. In a DAIRY or BEEF Division, if a Breed has less than THREE (3) EXHIBITORS and/or TWENTY FOUR (24) ANIMALS, PRIZE MONEY WILL BE REDUCED BY 50%.

4. In the case of a tie in the Premier Breeder and Exhibitor Class, the one with the most first placings and/or second placings shall determine the winner.

5. Eligibility: (a) No animal will be allowed to show unless its Registration

Certificate, Health Charts, Records of Performance or Beef Cattle Testing Program, where required, are available for inspection and found in order by the officials in charge before judging. Documents may be checked before unloading cattle.

(b) Ownership: All animals must be registered in the name of the exhibitor as owner prior to the showing.

(c) No animal of inferior or mediocre type of quality will be accepted for showing. A culling committee shall be empowered to refuse the showing of any such type (Either of Co-chairman and two members of Cattle Committee.)

(d) All registered cattle, whether owned by one person or more than one person (individually or jointly), which are maintained on one farm or breeding unit, are considered to be the production of one farm or breeding unit. Therefore, entries per division from such farm or breeding unit shall be as authorized in 2c.

(e) A projection of milk production computer printed on an inspection report is proof of performance provided that the inspection report was printed within sixty days of the day of judging and that the projection is based on a lactation period of at least 90 days.

NOTE: A projection of a cow’s milk production may be used to qualify the cow or her daughter, where applicable, but not her sons. No photocopies or copies of sales catalogues will be accepted as proof of performance.

(f) Tattoos will be checked.

6. Health Regulations: All animals must conform to the Health Regulations of Norfolk County

Fair and Agriculture Canada and also may be subject to Veterinarian inspection.

7. All cattle trucks, as soon as unloaded, must be removed to the parking lot.

8. CATTLE WILL NOT BE RELEASED UNTIL 5:00 p.m. ON DAY OF SHOW.

HEALTH REQUIREMENTS COVERING CATTLEEXHIBITED AT ALL FAIRS

1. BRUCELLOSIS: Any cattle, other than those from a herd under quarantine, are eligible

to enter a show without restriction if from a Brucellosis Free Region. Therefore, if cattle meet the above requirements there is no need to demand a Certificate of Health (AGR 1496). Cattle originating in a non-contagious Brucellosis Free Region, other than Ontario, are to be accompanied by a Permit Form (AGR 1642).

NOTE: These regulations apply to 4-H calves.To avoid delays and disappointment, you should make arrangements for testing as soon as possible and well in advance of the show date.

2. TAMPERING WITH CATTLE - Unnatural practices in fitting will not be tolerated, and all cattle entered for competition shall be presented in the judging ring in their own natural conformation and natural physical condition.

3. BREEDING CAPABILITY - In cases where doubt exists in the mind of the judge or official as to the breeding capability of an animal, the exhibitor may be required to furnish evidence to the satisfaction of the official concerned.

In Beef Cattle Classes if a Premier Breeder and a Premier Exhibitor is awarded, it will be awarded to the individual, partnership or institution (as recorded on the registration) having the largest number of points based on a maximum of six highest placing animals in the single divisions bred/owned by that exhibitor. In the case of jointly bred animals, no points awarded will count towards the individual score of any of the joint breeders. For Premier Exhibitor and Breeder Award to be eligible, the breeder must have entered and shown in a minimum of five single classes but does not have to be the breeder of the animals.

PULLORUM TEST All birds entered must originate from Salmonella Pullorum-Typhoid

clean provinces, states, countries, or have been tested (to Animal Disease and Protection Act - Section 79, standards) with negative results to be eligible for entry.

COOPING TIMES WILL BE STRICTLY ENFORCED BECAUSE OF HEALTH INSPECTION.

Entry to the grounds shall be by the Queen Street gate.

4. IMPORTANT RULE RE ADMISSION OF ANY POULTRY, PIGEON OR RABBIT: PLEASE READ THIS CAREFULLY AS THIS WILL BE STRICTLY ENFORCED — All exhibits shall be subject to a Veterinarian Health Inspection prior to cooping. Sick or debilitated exhibits shall be refused entry. If one or more of the exhibits is found to be suffering from an infectious or contagious disease, the veterinarian shall have the authority to bar the entire entry of the exhibitor, entry fee and prize money shall be forfeited. (Refers to Rule 8 and 31, General Rules).

5. Judging of Show will commence at 8:30 a.m., Tuesday, October 3, 2017.

6. Entries must remain on the grounds until 7:00 p.m., Monday, October 9, 2017, and must be clear of the grounds by 12:00 p.m. (noon) on Tuesday, October 10, 2017. Birds left after 9:00 p.m. on Monday are left at the owners’ risk.

7. Birds will be cared for and fed by the Society.

8. Birds to be shown as cock, hen, cockerel, pullet, except where designated otherwise. Cockerel or pullet or young bird refers to bird of that year.

9. The entry card will be held by the Society, and placed on the allotted coop, so each bird will have its proper place and no other cards will be allowed on the coop until the Judge has completed his duties.

10. Sanitation will be the responsibility of competent caretakers who will have the authority to order the removal or segregation of any bird or birds showing indications of a disease of a contagious or infectious nature, and shall be subject to Veterinarian inspection.

11. No exhibitor shall interfere with the Judge while he is engaged in his work.

12. The Society will not be responsible for any loss or damage, from whatsoever cause arising, exhibits being at the sole risk of owner; but competent persons will be on hand from the opening to closing of the Show, to look after the interests of the exhibitors.

13. THE NEW REVISED “STANDARD OF PERFECTION” SHALL BE THE GUIDE OF THE JUDGE THEREIN AND ALL BIRDS SHALL BE JUDGED BY COMPARISON. PRIZES WILL NOT BE AWARDED TO ANY BIRD UNLESS IT IS DEEMED WORTHY OF THE SAME BY JUDGE.

14. All protests against awards must be made in writing within 24 hours of placing awards, accompanied by $25.00, which will be forfeited to the Society if the protest be not sustained. The Protest Committee’s decision to be final. (See Rule 20 of General Rules and Regulations).

15. The Society reserves the right to put more than one specimen in a coop, provided the birds belong to the same exhibitor. In no case will two males be cooped together.

16. ALL ENTRY FEES MUST BE PAID IN FULL AT THE TIME OF MAKING ENTRY. IN NO CASE WILL THE FAIR PLACE AN ENTRY IN THE BOOKS UNLESS THE FULL AMOUNT ACCOMPANIES THE ENTRY. REMITTANCES ARE MADE PAYABLE TO “NORFOLK COUNTY AGRICULTURAL SOCIETY”.

17. Exhibitors cooping birds which are not officially in the show will be disqualified from all competition.

18. Exhibitors are not allowed to handle exhibits other than their own.

19. The Society reserves the right to reject entries when the allotment of space and coops is taken.

20. In the absence of the Poultry Chair, or a person duly appointed by the Poultry Committee, a Fair Board Poultry Committee Volunteer shall be responsible for the Poultry Building and its activities.

Class - Ribbons only – 4-H project animal for all classes 1. Rabbit, A.V., VARIETY NAMED on entry form. 2. Rabbit Showmanship - Junior 9 - 12 years. 3. Rabbit Showmanship - Intermediate 13 - 16 years. 4. Rabbit Showmanship - Senior 17 - 21 years. 5. Grand Champion Showman - Rabbit (1st & 2nd of Classes. 2, 3 & 4). 6. 4-H Rabbit Costume Class

This is a specimen class & showmanship. Any gender of animal may be entered in these classes.

MUST BE A REGISTERED 4-H RABBIT CLUB MEMBER TO ENTER THESE DIVISIONS. NO ENTRY FEE REQUIRED.ENTRY FORM DEADLINE SEPTEMBER 23, 2017. ONLY ONE ENTRY PER CLASS.

All animals will be received at the Poultry Building on the Fairgrounds by 8:00 a.m. on Sunday, October 8, 2017. Judging will begin at 9:00 a.m. All animals must be picked up at 6:00 p.m.

NORFOLK HAS TALENTCounty Wide Showcase

Coming to the Fair!

In association with the Norfolk County Fair and Horse Show,Norfolk Has Talent returns for 2017!

Audiences will once again be thrilled with the end result at this year’s live stage show which will take place during the Norfolk County Fair & Horse Show on Thanksgiving Monday, October 9, 2017

This year those wishing to take a shot at the grand prize of $2,000.00 and secondary prizes will be able to do so in four audition venues over the course of two weekends. Auditions will be held:Saturday, September 9, 2017 at the Delhi LegionSunday, September 10, 2017 at the Lisa Naves Dance Studio in Simcoe Saturday, September 16, 2017 at the Port Dover LegionSunday, September 17, 2017 at the Waterford Old Town Hall

All audition venues will be on a first come first served basis and auditions will be from 1–4 p.m.

Those wishing to audition can find all information at www.norfolkcountyfair.com soon.

A new feature this year will be a People’s Choice Award where fans in attendance will be able to cast a vote for their favourite to win $500.00. Norfolk Has Talent event’s primary purpose is to feature and highlight Norfolk talent.

Tickets for the Showcase will be available online at the fair website. The Live Stage Show begins with a special appearance by Bellwoods. They have just released their new single “Don’t Go Losing Sleep” to follow their hit “Live it Up” which burnt up the radio charts last year. Showcase doors open at the Rec Centre at 3:00pm Thanksgiving Monday, October 9, 2017 the final day of the Fair.
