Introduction

The NSW Local Landcare Coordinator Initiative is a partnership program between Local Land Services and Landcare NSW. This Implementation plan links directly to the NSW Local Landcare Coordinator Initiative Program Plan and Supporting Plans – it should not be read in complete isolation from these documents (Figure 1).

This implementation plan will outline the finer detail of the delivery of the three primary components of the Initiative: Local Landcare Coordinators, Landcare Community of Practice and Supporting Landcare. It will outline financial considerations and the key actions to be undertaken as part of each component, noting lead responsibility where appropriate.

The Initiative employs a culture of adaptive management through its Monitoring, Evaluation, Reporting and Improvement process. This plan will evolve as the program evolves – it has been designed to be a working plan, reviewed on an annual basis.

Program Roles

NSW Landcare Program Manager

The NSW Landcare Program Manager is employed by Local Land Services. The role works closely with the NSW State Landcare Coordinator and reports directly to the Local

Land Services Director of Major Projects. The Role of the NSW Landcare Program Manager is to implement the Local Landcare Coordinator Initiative Program Plan under

direction from the Joint Management Committee. The role reports actions and outcomes to the Joint Management Committee.

The NSW Landcare Program Manager’s key responsibilities include:

Program Management:

- Manage the Local Landcare Coordinator Initiative including all high level program budgeting, reporting and administration of financial agreements - Provide guidance and input to the development of program policy and protocols - Facilitate secretariat service to the Joint Management Committee - Ensure the establishment and oversee the network of Local Coordinators in partnership with the State Landcare Coordinator - Facilitate the development and ongoing management of host organisation agreements with support from the State Landcare Coordinator - Undertake the development of reporting formats and review the six monthly reporting for LLCI - Review and endorse six monthly reporting - Provide, in conjunctions with the State Landcare Coordinator, regular updates and relevant communication to Local Coordinators and host organisations - Work with the State Landcare Coordinator to build and facilitate an effective Community of Practice

- Provide management and human resources services to the Senior Administration Officer - Develop and facilitate and adaptive management plan and approach to the LLCI’s implementation - Work to improve knowledge systems and data management - Review and endorse reporting as required - Manage and overcome any issues in the ability of host organisations ability to meet the needs of the LLCI or their requirements in line with the agreements.

Sustaining Landcare Project:

- Work with the Sustaining Landcare Project Manager to ensure alignment of component activities across the LLCI - Facilitate the flow of information between the components of the LLCI - Assist the Sustaining Landcare component to apply adaptive management principles as part of the overall initiative

Communications and Engagement:

- Plan and manage stakeholder engagement at various levels including engagement with other State and Federal Government agencies - Work with the State Landcare Coordinator to ensure clear and effective communication to host organisations and Local Coordinators - Plan and manage media and communications with State Landcare Coordinator and the Local Land Services Executive Support Unit - Assist in the development, review and improvement of the NSW Gateway website - Facilitate clear and effective communications between the LLCI team - Lead development of high level communication materials to promote the LLCI program and its outcomes - Build and foster relationships between Landcare and Local Land Services under the MOU

- Engage with and support the Regional Landcare Facilitators

NSW State Landcare Coordinator

The State Landcare Coordinator is employed by Landcare NSW, reporting to the Landcare NSW executive committee. The role works closely with the NSW Landcare Program Manger to implement the Local Landcare Coordinator Initiative Program Plan, under the direction of the Joint Management Committee. The role reports actions and outcomes to the Joint Management Committee.

The Landcare State Coordinator’s key responsibilities include:

Program Implementation, Support and Coordination of Local Coordinator Network:

- Support the host organisations and coordinators through the delivery phase of the Local Landcare coordinator Initiative - Support the Landcare Program Manager in the development and ongoing management of host organisation agreements in partnership with the NSW Landcare

Program Manager - Facilitate the development of Annual Report Cards and online case study template - Provide technical support to Local Coordinators and host organisations to develop and complete Annual Plans, Annual report cards and case studies reporting

requirements - Review and endorse reporting as it is submitted, providing critical feedback where appropriate

- Develop annual report cards - Contribute to regular updates and relevant communication to Local Coordinators and host organisations - Support Regional and District Landcare Networks in the development and facilitation of whole of region partnerships including with Government - Develop and facilitate and adaptive management plan and approach to the LLCI’s implementation - Work with Landcare NSW team to produce an annual work plan each year as per the funding agreement - Participate in co-governance reflections, evaluation and improvement - Help plan for and establish the legacy of the program - Work closely with the NSW Landcare Program Manager to plan and manage media and communications

Development and Fostering of Community of Practice:

- Undertake actions that strengthen Landcare and volunteer environment group network operations - Link and Support Landcare groups across NSW - Help Landcare “Tell its Story” - Facilitate and support Landcare Groups capacity to communicate and develop communication products - Manage Landcare NSW state support staff positions associated with the Community of Practice roles - Provide support to the NSW Landcare Program Manager in coordinating the state awards and conference - Provide support to the biennial Landcare NSW Muster held in conjunction with State conference - Seek opportunities to value add to the Community of Practice - Lead the development, improvement and utilisation of the NSW Landcare Gateway as a key central point of knowledge and sharing for Landcare

Develop Partnership and Collaboration:

- Work closely with the NSW Landcare Program Manager to improve partnerships between Landcare and Local Land Services, in line with MoU and Local Land Services Standard

- Work closely with the Landcare Program Manager to build collaborations with other agencies, local government and so on - Work with Landcare Trust Project Manager - Provide input where appropriate to relevant state-wide and national programs

Sustaining Landcare Project Manager

The Sustaining Landcare project manager is employed by Landcare NSW to oversee and investigate options and requirements to establish the Landcare Trust.

This is a short term role that is guided by the Sustaining Landcare Project Steering Committee, the role reports actions and outcomes to the Joint Management Committee.

The Sustaining Landcare project manager’s key responsibilities include:

- Delivery of actions determined by the Sustaining Landcare Project Steering Committee - Work with NSW Landcare Program Manager and NSW State Landcare Coordinator to ensure consistent delivery across the LLCI

Senior Administration Officer

The NSW Landcare Program Senior Administration Officer is employed part time by Local Land Services and reports directly to the NSW Landcare Program Manager.

The Senior Administration Officer’s roles include:

Program Management:

- Manage the agreements and invoicing via the Local Land Services financial systems to ensure timely payment of Grantees

- Manage the recording of financial expenditure and status recording of agreements including milestone payments

- Contribute to the management of program level monitoring and evaluation

- Management of records and data in relation to the LLCI

- Support the NSW Landcare Program Manager

- Provide assistance to the development of policy and planning documents

- Participate in and help coordinate events including the NSW State Landcare Conference and Awards

Secretariat Role:

- Provide secretarial support to the JMC including calendar and scheduling of meetings, management of papers and development of meeting minutes

- Provide support to the Internal Advisory Group in their activities in relation to the LLCI

- Manage the landcare.admin email account

- Manage mailing lists and distribution of group emails such as LLCI updates

- Provide input and oversite of NSW Gateway website as required

- Provide input and editing for program documents

Member Services Officer

The Member Services Officer is employed by Landcare NSW and assists the State Landcare Coordinator in building the capacity of Landcare networks in NSW by

strengthening Landcare network operations.

This includes:

- Support to coordinators, host organisations and Regional Landcare Facilitators on Landcare governance support issues etc, through a landcare help line

- Development of training material

- Delivery of regional Community of Practice events

- Provision of insurance advice and support

- Sourcing of additional funding for Community of Practice activities

Communications and Support Officer

The Communications Officer is employed by Landcare NSW and assists the State landcare Coordinator in building the capacity of Landcare networks in NSW, through

communications and information management.

This includes:

- Maintenance of Landcare NSW database and Landcare NSW project and group/membership records

- Providing assistance with collating information from the annual reporting of LLCI host organisations

- Reviewing current state of Gateway

- Engaging with users, supporting implementation of improved Gateway functionality in line with user needs and supporting groups with Gateway use

- Assist with the exploration and development of a knowledge management role for Gateway and help implement the reporting role

- Respond to general Landcare enquiries via Gateway and Landcare NSW website

- Promote Landcare achievements via Gateway, website and social media

- Maintain Landcare NSW website

- Production of bulletins

- Advocate newsletter
