Dear Election Official:
On August 27, 2010 Harris Countys Election Technology Center, which housed all of the countys Hart
InterCivic eSlate voting system equipment, suffered a devastating fire which destroyed the entire facility
and all Hart InterCivic equipment housed therein.
Faced with a November 2, 2010 countywide election, this office is now in desperate need of election
equipment. Despite a commitment from Hart InterCivic to manufacture and provide eSlate equipment to
conduct the upcoming election, there is not sufficient time to produce enough equipment to meet the
needs of Harris County, the third largest county in the country. If your jurisdiction uses the Hart Inter-
Civic eSlate, version 6.2.1, please consider loaning to Harris County any spare equipment you may
have, or, in the alternative, if your jurisdiction has another version of the Hart eSlate voting system you
might consider offering to Harris County on a lease/purchase basis, please let us know.
Specifically, we would appreciate Judges Booth Controllers (JBCs) with batteries; eSlates with booths
and batteries; Disabled Access Units (DAUs) with booths, batteries, headphones, and tactile enter but-
tons; and booth storage caddies.
Additionally, our plan for conduct of this election anticipates use of paper ballots to supplement the
eSlate voting system equipment. If you have privacy booths suitable for either eSlate voting equipment
or voting by paper ballot, please consider making them available to us as well. Our ballot will be 8
inches by 17 inches in size. If you have, or know of any jurisdiction that has, surplus ballot boxes that
can accommodate paper ballots of this size, please consider offering them to us.
Attached is an interlocal agreement to facilitate the loan of eSlate equipment to Harris County. If you
are able to loan equipment, please complete the agreement and return it to us as soon as possible. If you
have eSlate equipment you would consider leasing and/or selling to Harris County, please contact my
office.
We certainly face daunting challenges in pulling together enough equipment in a very short time to con-
duct the November election in addition to the usual challenges we all face in conducting elections. Anyhelp you can provide would be greatly appreciated.
