INTRODUCTION
• Malaysia is a signatory to the Agenda 21
document (Earth Summit, 1992)
• Now, communities are still asking if the
principles of LA21 are carried out effectively
by local authorities (as the lead agencies)
• The govt has taken many steps, but…
• So, is LA21 still relevant?

• Agenda 21 at the local level: local authorities
• Chapter 28 of the Agenda 21 document:
Because so many of the problems and solutions
being addressed by Agenda 21 have their roots in
local activities, the participation and cooperation
of local authorities will be a determining factor in
fulfilling its objectives
Each local authority should enter into a dialogue
with its citizens, local organisations and private
enterprises and adopt "a local Agenda 21"

The Malaysian Pilot Project on Local Agenda 21
• Year 2000 to 2002; funded by UNDP
• In 4 local authority areas:
Petaling Jaya
Kuantan
Miri
Kerian
• To replicate to other local authorities in the
country – municipal councils; district councils
Is it still relevant?
• Signed in 1992
• Pilot Project: 2000-2002
• Now it is 2014
• Sustainable/green cities
• Future cities
CONCLUSION
• Yes, Local Agenda 21 in Malaysia is still
relevant
