1 Introduction of IATA Multilateral e-AWB Agreement (MeA) IATA 多社間 e-AWB 協定

1.1 Paper Air waybill -Contract of Carriage- 書面エア・ウェイビル運送契約について

What is “the Air Waybill” ? 「エア・ウェイビル」とは何か？

The Air Waybill (AWB) is the Contract of Carriage between the shipper (e.g. forwarder)

and the carrier (airline).

エア・ウェイビルとは、シッパー（フォワーダーなど）とエアライン間の貨物運送の契約です。

Condition of contract on the reverse side of the Paper Air waybill is Resolution 600b.

Warsaw convention mandates the paper AWB.

書面 AWB の場合、運送契約の約款は IATA 決議 600b が適用され、AWB の裏面に記載されていま

す。ワルシャワ条約では、書面 AWB にもとづく契約が規定されています。

1.2 e-Air waybill 電子エア・ウェイビル

What is “e-AWB” ? 「e-AWB」とは何か？

e-AWB provides an electronic cargo contract that is an alternative to the paper AWB

contract. e-AWB は、書面 AWB 契約に代わる、電子データをベースにした運送契約のこと。

No paper AWB transported in the aircraft to destination.

着地空港まで書面 AWB をともなわない輸送。

What is the Convention applicable to a shipment? 貨物に適用される条約は？

The convention applicable to a shipment depends on the international treaties ratified by

origin and destination countries

発地国と着地国双方が批准している共通の国際条約が適用されます。

Where can I implement e-AWB/e-freight ? e-AWB/e-freight を実施可能のレーンは？

e-AWB can be implemented on the trade lanes where origin and destination countries

have ratified the same international treaty/protocol such as Montreal Protocol #4 (MP4)

or Montreal Convention 1999 (MC99).

発地国、着地国ともに、モントリオール第 4 議定書（MP4）かモントリオール条約（MC99）のどちらか

共通の条約を批准している輸送レーンで e-AWB/e-freight を実施可能。

以下のテーブルのグリーン表記部分が、e-AWB、e-freight 可能レーン。日本は、MP4、MC99 ともに批准

済み。MC99/MP4 レーンの一部では、管轄税関の手続き上、コピーAWB の提出を求めるところがありま

す。事前のご確認は、航空会社へお問い合わせください。

1.3 IATA Multilateral e-AWB Agreement (MeA) IATA 多社間 e-AWB 協定（MeA）

To start e-AWB with airlines, either Bilateral Agreement or IATA Multilateral e-AWB Agreement

（MeA）is required.

e-AWB の開始には、エアラインとの二社間協定または IATA 多社間 e-AWB 協定（MeA）の締結が必要で

す。

What is IATA Multilateral e-AWB Agreement (MeA) IATA 多社間協定とはなにか。

IATA Resolution 672- An airline and a freight forwarder signs the MeA only once, and can

immediately start moving e-AWB shipments with their partners, provided that both have

mutually “activated” a location where they have operations. Freight forwarders need to register

their affiliates prior to the activation.

IATA 決議 672 の IATA 多社間協定(MeA)では、エアライン、フォワーダーの双方が IATA との MeA を締

結することで、MeA へ参加しているビジネスパートナーすべてと e-AWB を実施することが可能。

ただし、フォワーダーは、e-AWB 実施前に各ロケーション・オフィスの「Affiliate 登録」を IATA に対して行う

ことが必要。

e-AWB 実施にあたっては、フォワーダーは、e-AWB 開始ロケーション（出発地空港）に対してエアライン

からの「Activation Notice」を受け取ることが必要。Activation Notice については 1.4 を参照。

Affiliate registration e-AWB 実施拠点登録

An affiliate is defined as any company whom the freight forwarder is authorized to enter into

the agreement on their behalf, and to bind them to the obligations set forth therein.

MeA 締結した後、実際に e-AWB を実施する国内外の支店、現地法人拠点（Affiliate）を IATA へ

登録することが必要。

Affiliate 登録により、登録支店・拠点とエアラインとの間で、電子データをもとに運送契約を結ぶことが可

能になる。

1.4 Activation Notice e-AWB 開始通知

After joining the multilateral e-AWB agreement and the affiliate registration, the next step is to

"activate" the agreement with your airline partners.

フォワーダーは、IATA e-AWB 多社間協定（MeA）と Affiliate 登録手続きが完了した後、パートナー・エアラインとの

間で「Activation」手続きが必要です。

Procedure for Activation Notice 「Activation Notice」のプロセス

エアラインと、①電子メッセージ（FWB/RCS）送受信の確認、②トライアル実施、③開始空港および

開始日など、実施方法を事前打ち合わせ。

エアラインからの署名済み「Activation Notice」が提出されたら、手続きが完了。「Activation Notice」に

記載された開始日、空港で e-AWB を開始。

Activation Notice では、仕向地を指定する必要はありません。

1.5 Applicable condition of carriage for e-AWB/e-freight. e-AWB/e-freight に適用される約款

For e-AWB/e-freight, the condition of carriage 600i will be applied as per MeA.

e-AWB/e-freight 貨物に適用される約款は、MeA 規定のとおり 600i が適用。

2 e-AWB Implementation Guide e-AWB 実施ガイド

2.1 How does e-AWB works? e-AWB はどのように機能するのか？

Step 1

Airline and forwarder must have MeA registration or EDI Agreement prior to e-AWB

implementation.

エアライン、フォワーダーが、双方とも MeA 登録済み、または二社間 EDI Agreement を締結していることを確認。

Step 2

Forwarder sends FWB/XFWB electronic messages to the Airline prior to tendering the shipment.

フォワーダーは、貨物搬入前に FWB/XFWB メッセージをエアラインへ送信。

＊XFWB は、Cargo-XML フォーマットの AWB データメッセージのこと。

Step 3

Forwarder checks if receive FNA or FMA message was received.

フォワーダーは、エアラインから FNA（エラーメッセージ）ないし FMA メッセージの返信の有無を確認。FNA を受信

していた場合には、訂正 FWB メッセージをエアラインへ送信。

＊FMA メッセージ（FWB メッセージ受信報告）は、エアラインのオプショナルメッセージ。

Step 4

Forwarder tenders the shipment to the airline prior to the cut-off time of the booked flight.

（FWB を送信後に）フォワーダーは、予約フライトのカット時間前に、貨物をエアラインへ搬入。

＊カット時間後に FWB/XFWB を送信する場合には、事前にエアラインと要確認。

Step 5

Airline checks FWB/XFWB data with the accepted shipment detail.

エアラインは FWB/XFWB メッセージの貨物情報と受託貨物内容を確認。

If there is no discrepancy, airline sends FSU/RCS (Ready for Carriage) message to the

forwarder.

確認の結果、問題がなければフォワーダーへ FSU/RCS を返信。

If there are discrepancies, airline will send FSU/FOH (Freight on hand) message to the

forwarder, or call forwarder to notify of the freight on hand detail.

受託済み貨物と FWB 情報との間に不一致が場合には、エアラインは FOH メッセージ（受託貨物案内

メッセージ）を返信するか、またはフォワーダーへ電話で受託貨物状況の詳細を報告。フォワーダーは、貨

物の搬入状況（搬入手配不備など）を確認し、問題の解決をはかる。

Forwarder re-sends the FWB/XFWB message with the correct information.

搬入貨物詳細の変更があれば、フォワーダーは正しい情報の FWB/XFWB を送信。

Airline responds with FSU/RCS (Ready for Carriage) message to the forwarder.

エアラインは、再送信された FWB にもとづいて、フォワーダーへ FSU/RCS メッセージを返信。

With exchange of FWB/XFWB message and FSU/RCS message, the Cargo Contract is concluded.

FWB/XFWB メッセージと FSU/RCS メッセージの受送信完了によって、AWB 運送契約が締結となる。

2.2 e-AWB Electronic Message flow e-AWB 電子メッセージのながれ

The following illustrates the messaging flow between the forwarder and the airline.

フォワーダーとエアラインの間で取り交わされるメッセージの流れは以下の図のとおりです。

Note 注意:

(1) FWB message version (Cargo-IMP):

Cargo-IMP FWB ver.16 or above, or Cargo-XML XFWB is recommended

FWB メッセージのバージョンは、16 以上を推奨。または、Cargo-XML XFWB であること。

(2) FWB/XFWB messaging timing:

FWB/XFWB message must be sent to airline prior to tendering the shipment to the airline.

FWB/XFWB メッセージは、貨物搬入前にエアラインへ送信すること。

(3) EAW/EAP code in FWB/XFWB message (Identifier SPH):

EAW and EAP codes should be entered in the FWB / XFWB by the Freight Forwarder, to indicate

if there is pouch containing original shipping documents going with the shipment.

カーゴパウチの有無を通知するため、FWB/XFWB メッセージに EAW または EAP コードを必ず入力してください。

（EAW: カーゴパウチの搬入なし。 EAP: カーゴパウチの搬入あり。）

2.3 Definition of electronic message for e-AWB 電子メッセージの定義

Definitions of frequently used Cargo-IMP messages in e-AWB operation are stated in the following

table. e-AWB オペレーションで使用される Cargo-IMP 電子メッセージの定義は以下のとおりです。

2.4 Implementation process e-AWB 導入・実施までのプロセス

FF: Freight Forwarder （フォワーダー）

AL: Airline （エアライン）

Step1

•FF：電子メッセージ送受信ツールの導入。

•インターネットツール、エアラインとのダイレクトインターフェース、CCS経由EDI接続など。

Step2

•FF: IATA Multilateral e-AWB Agreementの締結。また、Affiliate（e-AWB実施

拠点・オフィス）のIATAへ登録手続きを実施。

Step3

•FF/AL: Multilateral e-AWB Agreement (MeA)の締結、Affiliate登録状況の確認

•エアラインのe-AWB実施ロケーション・オフィスのIATAへの登録を要確認。

Step4

•FF/AL: FWB データ品質チェック。テストFWBメッセージと書面AWB記載情報の照合。ま

また、FSU/RCSメッセージの送受信もチェック。

Step5

•FF/AL: エアライン側の e-AWBハンドリングプロセス・SOP等を確認。

•FWBデータ品質チェック終了後に、e-AWB実施空港、開始日を協議。

Step6•AL: 事前協議（e-AWB開始空港、開始日）をもとに、FFへActivation Noticeを提出。

Step7

•FF: e-AWB正式運用開始。正式運用後のFWBメッセージには、スペシャルハンドリングコー

ド欄（SPH）に、 EAP(パウチあり）ないしEAW（パウチなし）のコードを記載。

Step8•FF/AL: e-AWB実施レーンを順次拡大。

3 Introduction of Single Process シングルプロセスの紹介

3.1 What is “Single Process”? シングルプロセスとは？

Under the Single Process, a freight forwarder always sends electronic data to the airline and

never delivers a paper AWB with the cargo.

シングルプロセスでは、仕向地、品物などに関わらず、フォワーダーはエアラインへ FWB/XFWB 電子データを送

信するのみ。

The airline determines when a paper AWB needs to be produced. When needed, the airline

prints the paper AWB, with the conditions of contract on the reverse, on behalf of the freight

forwarder, using the exchanged electronic data.

書面 AWB の印刷が必要な場合、受信した FWB/XFWB データをもとに、エアラインが書面 AWB（裏面約

款付き AWB ないし A-4 コピーAWB）を印刷。

3.2 Process for airlines エアラインのシングルプロセスハンドリング手順

Step 1: フォワーダーから FWB メッセージを受信。

Step 2: フォワーダーからフライトカット時間までに貨物搬入。

Step 3: FWB 送信フォワーダーが、エアラインが Activation Notice の取り交わしをしているフォワーダーであ

り、書面ＡＷＢなく貨物受託してよいことを確認。（シングルプロセスの了承を確認）

Step 4: 搬入貨物と FWB 情報の照合。Ready for Carriage の確認。

Step 5: シングルプロセス対応（ペーパーAWB 印刷要・不要）の確認。

- e-AWB 可能仕向地への輸送貨物：ＡＷＢ印刷不要 SPH コード ECC

- ペーパーAWB の印刷が必要な仕向地への輸送貨物：ＡＷＢ印刷必要 SPH コード ECP

- エアラインによるＡＷＢ印刷は、出発地、中継地ないし到着地空港で実施。

Step 6: フォワーダーへ FSU-RCS メッセージを返信。
