Purpose:To enhance contracting opportunities with local and small businesses in the City, this program targets and gives preference to qualified local and small businesses when procuring goods and services for the City.

PROGRAM BENEFITS:• Local businesses are given the

first opportunity to provide goods and services valued at $2,500 or less.

• Local and small businesses are given preference points during the award of contracts of 5 points, for each category (local and small business) which can stack.

TO QUALIFY:In order for a vendor to qualify as either a local or small business and be added onto one of the prequalified lists, by category of service and/or commodity, the vendor must be either a local or small business and complete the appropriate sections when registering as a vendor on the City’s website at: https://mss.ci.miramar.fl.us/MSS/Vendors/Registration/Default.aspx

A LOCAL OR SMALL BUSINESS THE VENDOR MUST MEET THE CRITERIA BELOW FOR EITHER:

LOCAL VENDOR• Be domiciled within the City of Miramar city limits.

• Comply with all City of Miramar licensing requirements and be current on all city taxes.

If in business for less than one year, provide evidence of a previous business ownership within the City of Miramar within the past three (3) years.

SMALL BUSINESS• Qualify as a “Small Business Enterprise” (“SBE”) that has an

occupational/business tax license, is located in, and doing business in Broward County, or

• Qualify as a “County Business Enterprise” (“CBE”) that has an occupational/business tax license, is located in, and doing business in Broward County.

Procurement Commitment to Miramar Resident Vendors:In order to maximize participation by Miramar Resident Vendors the Procurement Department shall:

• Develop a prequalified list of local and small business vendors, by Category (product and/or service type).

• Set the minimum qualifications for entry into the list as defined in the City Code.

• Continuously maintain such lists and encourage using departments to use the vendors on the list.

1. Local businesses shall be given the opportunity for any work valued at $2,500 or less, when economically viable,

2. If no local vendors in the required Category exist, vendors on the Small Business list of the Category will be contacted,

3. If no vendors in either list and Category are available or acceptable, vendors will be contracted through the standard procurement policies.

• Formulate, with the assistance of using departments, annual goals, for utilization of local vendors.

• Direct small dollar jobs (up to $2,500) to the vendors on the list before going with larger and out of town contractors.

• Appoint a Procurement Department and Community and Economic Development Department local business liaison:

1. To train and advise local business how to compete for competitive contracts.

4. Work with using departments to identify local business that could provide goods and services to the departments below the bid threshold.

5. Ensure that local businesses are included in notices for competitively solicited projects.
